A Study on Practical Education System for Coastal Pollution Control Volunteers (해안오염방제 자원봉사자에 대한 실용적인 교육제도 연구)

  • Purpose: The Taean oil spill in 2007 taught us a great lesson and is a representative example of a social disaster. It was overcome through the dazzling dedication and service of volunteers. However, behind the volunteers, they were directly or indirectly exposed to the spilled oil, resulting in health problems such as headaches and safety accidents. Safety accidents were caused by unsafe behavior, and unsafe behavior was caused by lack of safety awareness or ignorance. We want to find an education and training program to systematically raise safety awareness for volunteers in connection with the Occupational Safety and Health Act. Method: The occupational safety and health law, the laws related to coastal clean-up, and the unsafe behavior factors in the statistics of occupational accidents in the past year were mainly identified. Result: The contents of education and training hours to be provided for volunteers involved in coastal clean-up were presented in comparison with workers under the Occupational Safety and Health Act. Conclusion: Safety and health education for volunteers and volunteer managers is directly related to safety awareness and can prevent unsafe behavior.

  • 본 논문에서는 국내외 재난원인조사기관의 전문인력 교육 사례를 조사하여 조사인력의 전문적 역량을 확대하고 인력 수요에 부응할 수 있는 방안을 모색하고자 하였다. 조사자료는 국립과학수사연구원, 안전보건공단, 한국시설안전공단, JNIOSH(일본) 등의 관계자 면접조사를 통해 수집하였다. 조사항목은 사고조사인원의 전문성 정도 및 확보 방안, 사고조사인원의 전문성을 위한 교육 여부/목적/내용/중점 방향/교육체계, 사고조사인원의 관련 자격증, 조사 전문인력의 역량 강화를 위한 전문교육 및 훈련 프로그램 등이다.

  • 본 연구에서는 비즈니스 연속성 경영시스템(ISO 22301)이 현재 선진국에 진입해 있는 대한민국 사회에 당면과제이며 이슈가 되고 있는 중대산업재해 감소에 미치는 영향을 자동차 제조업을 중심으로 분석하고자 한다. ISO 22301은 2012년 처음으로 HLS (High Level Structure)작성되었으며 이를 통하여 조직의 비즈니스에 대하여 비즈니스 연속성을 수립하여 조직에서 발생할 수 있는 비즈니스 중단에 대비하고 있다. 또한 중대재해는 「산업안전보건법」상 산업재해 중 사망자가 1명 이상 발생하거나, 6개월 이상 치료가 필요한 부상자가 2명 이상 발생하거나, 동일한 유해요인으로 직업성 질병자가 1년에 3명 이상 발생한 경우를 말한다(법제처, 2021).

A Study on the Effect of Improvement of Safety Management on the Promotion of Safety and Health of Workers in Construction Sites (건설현장의 안전관리 개선사항이 근로자의 안전보건 증진에 미치는 영향에 관한 연구)

  • Purpose: TThis study seeks to understand the provisions of the Industrial Safety and Health Act and the Construction Technology Promotion Act and to propose measures to prevent serious industrial accidents by seeking to promote safety and health of workers through improvement of safety management at construction sites. Method: A survey was conducted on construction sites with more than 50 permanent workers (5 billion won in construction amount). The analysis of the data was conducted using the JAMOVI statistics program and based on objective data. Result: Multiple regression analysis was conducted to verify the hypothesis of this study, and the results of the analysis. The participation of workers in safety and health activities has the highest impact on the promotion of safety and health of workers. Conclusion: In order to promote safety and health of workers at construction sites, compliance with safety and health rules of workers is required and improvements should be made to allow workers to participate in safety and health activities.

A Study on the Link between the Severe Accident Punishment Act and ISO 45001 of SMEs (중소기업의 「중대재해처벌법」과 ISO 45001의 연계방안 연구)

  • Purpose: This study proposes a plan for linking the Severe Accident Punishment Act and the Occupational Health and Safety Management System so that SMEs can meet the requirements of the Severe Accident Punishment Act only by maintaining and implementing the Occupational Health and Safety Management System. Method: Conduct a theoretical approach, such as a literature review. First, as a theoretical approach, the safety and health management system of the Serious Accidents Punishment Act was examined, the requirements of ISO 45001 were analyzed, and the statistics of small and medium-sized enterprises (SMEs) from 5 to 49 to which the 2024 Serious Accidents Punishment Act was applied and the number of accident deaths were investigated. Result: No problems were found in linking with the Serious Accident Punishment Act when constructing Occupational health and safety management systems (ISO 45001). Conclusion: It is judged that the establishment of Occupational health and safety management systems (ISO 45001) and management of implementation performance will be able to satisfy the Act on the Punishment of Serious Disasters.

  • The purpose of this study is to make suggestions for the infectious disease surveillance systems as part of the government's healthcare policy intended to minimize damage by implementing an appropriate and swift crisis management in the event of future infectious disease outbreaks. To that end, this descriptive study analyzes the infectious disease outbreaks and the management and control thereof in Korea and other countries, so as to suggest some approaches to infectious disease surveillance systems applicable to affected regions. The analysis results shed light on the causes of the spread of future infectious diseases over the past years, and the management systems that could possibly deal with the trial and error in the response policy. It seems crucial to roll out appropriate information, training and promotion programs as part of the national disaster response systems to prevent infectious diseases in relation to the roles of multiple relevant government agencies in the event of disasters especially amid the COVID-19 pandemic.

A Study on the Analysis of Chemical Leakage Accidents Using CFD Simulation (CFD 시뮬레이션을 활용한 화학물질 누출사고 분석에 관한 연구)

  • Objectives: Chemical accidents cause extensive human and environmental damage. Therefore, it is important to prepare measures to prevent their recurrence and minimize future damage through accident investigation. To this end, it is necessary to identify the accident occurrence process and analyze the extent of damage. In this study, the development process and damage range of actual chemical leakage accidents were analyzed using CFD. Methods: For application to actual chemical leakage accidents using FLACS codes specialized for chemical dispersion simulation among CFD codes, release rate calculation and 3D geometry were created, and scenarios for simulation were derived. Results: The development process of the accident and the dispersion behavior of materials were analyzed considering the influencing factors at the time of the accident. In addition, to confirm the validity of the results, we compared the results of the actual damage impact investigation and the simulation analysis results. As a result, both showed similar damage impact ranges. Conclusions: The FLACS code allows the detailed analysis of the simulated dispersion process and concentration of substances similar to real ones. Therefore, it is judged that the analysis method using CFD simulation can be usefully applied as a chemical accident investigation technique.

  • 본 논문에서는 국내외 붕괴사례 DB를 조사하여 붕괴사고 유형, 대상, 발생 시기, 발생 국가, 사망자수, 발생공정, 사고발생 원인 등에 대하여 통계적인 분석을 실시하였다. 조사자료는 시설안전공단, 안전보건공단, 각종 기관 보고서, 통계자료, 기타 뉴스 자료 등이며 원자료 형태의 특성대로 코딩하여 분석하였다. 전반적인 경향을 보기 위한 것으로 기초분석을 중심으로 하였으며 시간적 공간적 범위의 제한을 두지 않았다. 해외 선진국에서는 일부 재난원인을 밝히는데 과학적인 방법의 하나로 포렌식기법을 적용하여 분석하기도 하나 실제적으로 붕괴 분야에서 적용된 사례는 많지 않다. 본 연구에서는 붕괴 분야에 포렌식 기법을 적용하기 위한 전 단계로 붕괴사례에 대한 전반적인 분석이 이루어진 기초연구이다.
