자판기 영업은 다양한 내용상품을 대상으로 하는 만큼 관련되는 법령들도 복잡하기 그지없다. 하나하나 세심히 체크하고 대응하지 않으면 정말 몰라서 불이익을 당하는 경우가 많다. 따라서 자판기 영업을 시작하려는 사람은 물론 현업에 있는 사람들도 관련법령을 잘 숙지하려는 노력을 게을리 하지 말아야 한다. 이번 특별기획에는 자판기 관련법령을 체계적으로 숙지할 수 있게 하기 위해 [자동판매기 영업자 관련실용 법형풀이]를 마련했다. 여기에 들어가는 내용들은 법제처의 <찾기 쉬운 생활정보 법령> 사이트에서 발췌, 정리했음을 밝혀둔다. 법체처의 <찾기 쉬운 생활정보 법령>은 국민이 실생활에 필요한 법령을 쉽게 찾아보고 이해할 수 있게 만들어 졌다. 정부 각 기관의 업무 중심으로 복잡하게 얽힌 법령간의 관계를 국민의 생활 중심으로 재분류해 쉽재 해설하여 제공하는 새로운 법령정보 서비스 제공 시스템이다. 여기에는 자판기 영업자들이 숙지해야할 관련 정보들이 자세하고 친절하게 안내되어 있는데 본 전문지의 특성에 맞게 현업 운영자들에게 도움이 되는 정보 위주로 선별해 게재를 했다. 이번호에는 <자동판매기 영업 관련법제>, <자동판매기 업종선택 시 유의사항>，<자동판매기 설치장소 확보>에 관한 법령들을 게재했다. 이미 알고 있는 내용들이라 하더라도 일목요연하게 정리된 내용들을 보게 되면 새로운 시장 통찰력을 얻는데 도움이 되리라 보여진다. [자동판매기 영업자 관련 실용 법령 풀이]는 다음호에도 연재가 될 예정이다. 독자님들이 이 법령 풀이 정보를 잘 숙지 활용해 사업에 도움이 되었으면 하는 바램이다. 아울러 본 귀중한 정보를 만들어 제공해 주신 법제처 관계자분들에게 감사를 드린다.

한 국가의 건축법령에 포함된 화재안전기준은 그 나라의 방화공학 기술수준과 화재 시의 인명안전수준을 단적으로 말해준다. 한국의 경우 법령 개정기관의 전문성 결여, 화재안전법령의 양대 축인 건축법과 소방법의 이원화, 건축법령상의 화재안전 관련규정의 미흡함으로 인해 종합적인 화재안전성의 목적달성이 어렵다. 이에 본 원고는 한국, 미국, 캐나다, 영국, 호주의 건축법령 제.개정 시스템의 비교분석을 통해 한국의 화재안전법령체계의 개정 및 유지관리시스템의 문제점과 개선방안을 도출하였다.

In this paper, we propose an OWL DL mapping rules for construction legal ontology based on the analyzed relationship between the structural features and elements of the statute. The mapping rule to be proposed is the method building the structure of the domestic statute, unique attribute of the statute, and reference relation between laws with TBox, and the legal sentence is analyzed, and the pattern type of the sentence is selected. It expresses with ABox. The proposed mapping rule is transformed to the information in which the computer can process the domestic legal document. It is usable for the legal knowledge base.

Research and development projects in railroad domain are different from those in other domains in terms of their close relationship with laws. Some cases are reported that new technologies from R&D projects could not be industrialized because of relevant laws restricting them. This problem comes from the fact that researchers don't know exactly what laws can affect the result of R&D projects. To deal with this problem, we suggest a model for law retrieval system that can be used by researchers of railroad R&D projects to find related legislation. Input of this system is a research plan describing the main contents of projects. After laws related to the R&D project is provided with their rankings, which are assigned by scores we developed. A ranking of a law means its order of priority to be checked. By using this system, researchers can search the laws that may affect R&D projects throughout all the stages of project cycle. So, using our system model, researchers can get a list of laws to be considered before the project they participate ends. As a result, they can adjust their project direction by checking the law list, avoiding their elaborate projects being useless.

The ultimate goal of legal knowledge search is to obtain optimal legal information based on laws and precedent. Text mining research is actively being undertaken to meet the needs of efficient retrieval from large scale data. A typical method is to use a word embedding algorithm based on Neural Net. This paper demonstrates how to search relevant information, applying Korean law information to word embedding. First, we extracts reference laws from precedents in order and takes reference laws as input of Law2Vec. The model learns a law by predicting its surrounding context law. The algorithm then moves over each law in the corpus and repeats the training step. After the training finished, we could infer the relationship between the laws via the embedding method. The search performance was evaluated based on precision and the recall rate which are computed from how closely the results are associated to the search terms. The test result proved that what this paper proposes is much more useful compared to existing systems utilizing only keyword search when it comes to extracting related laws.

농어촌(정주생활권 개발)사업은 농어업, 농어촌, 농어민 등 사업과 관련된 요소가 다양하므로 법규의 올바른 적용이 무엇보다 중요하나, 여러 가지 법령이 연관되어 있고, 각 사업별로 추진방법이 달라 관련법령 및 법령 상호관계의 파악이 어려운 난점이 있었다. 이와같은 문제점을 해소하기 위하여 농어촌 발전 특별조치법과 농어촌정비법을 주축으로 관련된 법조항을 발췌하고 연괸되는 타법의 조항을 정리하여 수록하였다.
