In modern society, citizens' quality of life aspects of safety and crime prevention activities are actively considering the incidence of crime prevention in advance. It also can be quite important elicit the interest of who community members through effective crime prevention strategies. For crime prevention policies and techniques over time as more scientific and advanced methods are made. Today, A typical crime prevention strategies is private security zones and Crime Prevention Through Environmental Design (CPTED) is a corresponding to the new strategy. CPTED is a diversification can be called a crime prevention approach that emphasizes the principle of natural surveillance, access control, territoriality, activity support, maintenance and management. The defensible space of the space area related to crime prevention setting the activities of private security and CPTED determine. Also, the reality of crime prevention and protection should be considered space. The emphasis on proactive prevention of crime in modern society for the prevention of crime how to approach differing perspectives and disparate aspects of private security and CPTED. Technical and professional areas that overlap to some extent in a homogeneous aspect. Ultimately, CPTED is a crime prevention through space and environmental approach for crime. In addition, Ultimate goal of convergence, crime prevention, with the same or higher is required to study for the area after looking for the characteristics and limitations of private security and CPTED.

최근 학교폭력 및 묻지마 범죄가 꾸준히 증가추세에 있다. 2011년 12월 학교폭력에 의한 대구중학생 자살사건, 2010년 2월 김길태 사건과 6월 김수철 사건, 2016년 5월 강남역 노래방 살인사건과 6월 섬마을 여교사 사건 등 사회적 약자인 소년, 여성 대상범죄 및 묻지마 범죄가 사회문제로 대두되고 있다. 이에 따라 범죄예방 도구이자 전략으로써 CPTED가 하나의 대안으로 부각되고 있다. 국토교통부는 건축물, 건축설비 및 대지에 관한 범죄예방 기준인 '범죄예방 건축기준 고시'를 2015년부터 시행하고 있는데 적용대상 건물 등은 이 기준에 따라 설계하고 건축해야 한다. 현대 위험사회에서 강력범죄 및 경범죄의 사전예방을 위해서는 사회 안전시스템 구축이 요구되며 그 대안으로 환경설계를 통해 범행기회를 심리적, 물리적으로 차단하는 정책을 모색함으로써 환경범죄학 입장에서 범죄예방에 접근할 필요가 있다.

주민의 안전한 생활은 삶의 가장 기본적인 요건으로 범죄는 불안감이 가중되어 삶의 질을 저하시키는 주요 요인이라 할 수 있어 범죄예방을 위한 다양한 정책 중 환경설계를 통한 범죄예방(CPTED)의 필요성이 대두되고 있는 실정이다. 따라서, 지역사회 커뮤니티 형성, 범죄예방 정책 수행 및 각종 인프라 구축 등을 위한 범죄예방 도시디자인 가인드라인 수립이 필요한 것으로 판단된다.

본 연구는 대한민국의 나날이 증가하는 범죄에 대한 문제의식을 바탕으로 주요 강력범죄 중 여성을 대상으로 삼는 범죄의 심각성에 대하여 초점을 두고 있다. 특히 4대 강력범죄 중 살인, 강간의 경우 여성이 피해자가 되는 경우가 매우 높게 나타나고 있으며, 최근 데이트 폭력 및 몰카범죄 등이 심각한 사회문제가 되고 있는 실정이다. 이에 여성을 대상으로 하는 범죄의 경우 다양한 기술이 결합된 CPTED를 활용하여 사회적 안전 확보 및 효과적인 환경설계를 통한 범죄예방 방안에 대하여 연구하였다.

본 논문에서는 아동은 성인에 비하여 신체적 정신적으로 미성숙하며, 특히 범죄에 있어서는 스스로 대응할 수 있는 능력이 부족한 존재로서 우리 사회 전체가 함께 협력하여 범죄로부터 최우선으로 보호하여야 할 대상이다. 그리나 최근 아동을 대상으로 하는 강력범죄 및 학교 내외에서 발생하는 범죄들이 지속적으로 증가하면서 해마다 이에 대한 대안 및 정책들이 쏟아져 나오고 있다. 아동들은 주로 학교나 통학로, 주거지를 비롯한 주요 활동범위 내에서 범죄 피해를 당한다. 이러한 범죄의 피해를 예방하기 위해 도입된 '환경설계를 통한 범죄예방 기법 (CPTED)'은 도입 초기에 기대와는 달리 지역사회와의 고립이 초래되고, 일률적인 학교 시설 내에 CPTED가 범죄의 사각지대를 만드는 등의 부작용이 초래되고 있다. 또한 지역사회의 아동대상범죄 예방활동 역시도 지역 내 소통부재 및 예산확보 문제 등으로 지역 내 시설의 차별이 생기기도 하며, 제대로 된 범죄 예방활동이 이루어지지 못하고 있는 실정이다. 이에 본고에서는 CPTED의 가이드라인 제정 및 공간의 차이를 통한 다양한 기법의 적용방법을 모색하여 학교 내 시설에서의 아동대상범죄를 예방하고, 전 세계적 추세의 통한 아동안전친화도시 조성을 위한 조례제정 및 기본원칙을 제언하고자 한다.

This study is to find out empirically how the fear of crime is affected by the level of recognition of people. CPTED elements including natural surveillance, access control, utilization enhancement, territoriality securement, etc. Safety of residents could be considered and then increased when we plan, design, and operate a city. In Korea, CPTED is currently being applied to every town. However, it is not systemized and neither efficient, for there are no constraint provisions, and the foreign cases are not specifically customized to the current situation of the country. This study, therefore, aims to find the limits from analyzing related laws and regimes, administrative regulations, and applied cases, and to deduct improvement plans based on examined foreign cases.

This paper discusses how the strategies for crime prevention are interrelated to sustainable urban development. The sustainable urban development for healthy and safe cities implies regulations or legal, lawful control to reduce fear of crime and prevent substantial threats to health and safety of individual persons as well as of the community. City planners attempt to apply to the strategies for crime prevention their perception of what the sustainable urban development should be with respect to urban environment. Many planners have studied on the possibility of reduction in fear of crime and actual crimes through environmental improvement. The results of their preliminary studies provide specific suggestions to reduce crimes and fear of crime by application of CPTED. This study proposes alternatives in policy necessary for CPTED, which is one of the strategies for crime prevention, to take its place as a useful strategy for making the urban societies safe and sustainable.

Since the 1950s, crime prevention was to figure out how dissident. Unlike traditional crime prevention was a point of view. Physical environment and a method to prevent crime, "Crime Prevention Through Environmental Design (Crime Prevention Through Environmental Design: CPTED)" is the prevention of crime, property crime, criminals and human right with the surrounding environment. These CPTED has a variety of factors. Natural surveillance of these is the most basic elements. Natural surveillance is monitored by monitoring the behavior of criminals, to prevent crime. CPTED was the large majority of existing studies focused on a study area. However, this study examined the area around a house. Made to secure the hypothesis of natural surveillance to affect fear of crime. Research on fear of crime and crime victimization declined. Thus, the securing of natural surveillance proved to be effective in crime prevention in this study.

Violent crimes have increased continuously due to the development of urban society and have become a threatening factor against the residential safety of citizens. The prevention of these crimes is always a major topic in human society and one of the fundamental elements of the quality of life and safety of citizens. In recent years, much attention has been paid to environmental design through the Crime Prevention Through Environmental Design (CPTED) as a preventive measure. Currently, South Korea is promoting the openness and utilization of public data, and crime prevention is one of the fields that can utilize public data actively. This approach to crime prevention utilizing public data will be helpful for the proposal of policies from new viewpoints departing from the general utilization measures of CPTED that improve streetlights and closed-circuit television (CCTV) installations, whose limitations have been pointed out as they are only mechanical surveillance. Thus, this study sets the research scope based on the statistics of the status of five criminal offenses by administrative district in recent years provided by the data portal in Seoul City, the capital of South Korea, as the utilization data and concentrates on the analysis. Based on the analysis results, this study proposes a method to utilize classical music as a new policy for regions where the improvements are most needed. The open-source Python analysis program was employed as the main data analysis and visualization method.

Proactive prevention is important for crime. Past crimes have focused on coping after death and punishing them. But with Big Data technology, crime can be prevented spontaneously. Big data can predict the behavior of criminals or potential criminals. This article discusses how to build a big data system for crime prevention. Specifically, it deals with the way to combine unstructured data of big data with basic form data, and as a result, designs crime prevention system. Through this study, it is expected that the possibility of using big data for crime prevention is described through fingerprints, and it is expected to help crime prevention program and research in future.
