LMDI Decomposition Analysis for GHG Emissions of Korea's Manufacturing Industry (LMDI 방법론을 이용한 국내 제조업의 온실가스 배출 요인분해분석)

  • In this paper, we decomposed Greenhouse-Gas emissions of Korea's manufacturing industry using LMDI (Log Mean Divisia Index) method. Changes in $CO_2$ emissions from 1991 to 2007 studied in 5 different factors, industrial production (production effect), industry production mix (structure effect), sectoral energy intensity (intensity effect), sectoral energy mix (energy-mix effect), and $CO_2$ emission factors (emission-factor effect). By results, the structure effect and intensity effect has a role of reducing GHG emissions and The role of structure effect was bigger than intensity effect. The energy mix effect increased GHG emissions and emission-factor effect decreased GHG emissions. By time series analysis, IMF regime affected the GHG emission pattern. the structure effect and intensity effect in that regime was getting worse. After 2000, in the high oil price period, the structure effect and intensity effect is getting better.

OECD 국가의 이산화탄소 배출량 분해분석

  • This paper presents an alternative decomposition technique to identify the relative importance of factors associated with changes in $CO_2$ emissions by using directional distance function to model the joint production of desirable and undesirable outputs. The key feature of the proposed approach is the introduction of fossil and non-fossil fuel energy input efficiencies, productivity change and emission intensity change. For the 27 OECD countries as a whole, the empirical results indicate that economic growth is the most important contributor to $CO_2$ emissions increase, while efficiency change is the most important component to $CO_2$ emissions reduction between 1980 and 2007. For more extensive insights, this paper divided 3 groups according to the emission growth rate and find out that high emission countries show relatively low production efficiencies and technical changes contributing $CO_2$ emissions increase. The results also provide that more strict environmental regulations are needed to improve the pollution intensity in these countries.

  • 온실가스 감축목표의 달성을 위한 정책은 에너지 가격구조의 개선을 통해 국가 경제의 탄소 집약도를 낮추고 에너지 효율을 제고하는 방향으로 추진되어야 할 것이다. 우리나라는 대규모 배출권에 대하여 배출권 거래제를 시행하고 있으므로, 이를 보완하는 차원에서 배출권 거래제의 적용을 받지 않는 배출원에 대하여 탄소세를 부과하는 정책을 추진할 필요가 있다. 온실가스 감축을 위한 규제(탄소세, 배출권 거래제 등)는 기존세제 구조의 왜곡을 해소하거나 교역조건 개선 효과가 클 경우 경제성장에도 긍정적 영향을 미칠 수 있다.

Cluster analysis of city-level carbon mitigation in South Korea

  • The phenomenon of climate change is deteriorating which increased heatwaves, typhoons and heavy snowfalls in recent years. Followed by the 25th United nations framework convention on climate change(COP25), the world countries have achieved a consensus on achieving carbon neutrality. City plays a crucial role in achieving carbon mitigation as well as economic development. Considering economic and environmental factors, we selected 63 cities in South Korea to analyze carbon emission situation by Elbow method and K-means clustering algorithm. The results reflected that cities in South Korea can be categorized into 6 clusters, which are technology-intensive cities, light-manufacturing intensive cities, central-innovation intensive cities, heavy-manufacturing intensive cities, service-intensive cities, rural and household-intensive cities. Specific suggestions are provided to improve city-level carbon mitigation development.

Decomposition Analysis of the Reduction in CO2 Emissions from Seven OECD Countries (OECD 7개 국가의 CO2 배출량 감소요인 분해 분석)

  • This study investigates a decomposition analysis of the determinants of the reduced $CO_2$ emissions in seven OECD countries that implemented carbon taxes from 1995 to 2013. Recent studies on decomposition analysis of changes in $CO_2$ emissions focused on technology-based physical factors; however, this study analyzes the effects of a carbon tax as an economic factor. According to the results obtained by using the Log Mean Divisia Index, the energy intensity effect and the carbon tax effect contributed the most towards the reduction of total $CO_2$ emissions in the seven OECD countries. The results for each country show that the emissions decreased due to the energy intensity effect, while the effects of carbon tax and carbon tax revenues differed by policy and environment of the countries.

  • Regulations on greenhouse gases emitted from ships in international shipping are being strengthened, and the greenhouse gas reduction target established by the International Maritime Organization is acting as a great challenge for shipping companies in terms of technical and operational aspects. The International Maritime Organization aims to reduce carbon intensity by 30% by 2030, 70% by 2050, and by 50% in terms of gross emissions compared to 2008. To realize this situation, the IMO adopted some short-term and mid-to-long-term measures and adopted technical measures such as the application of EEXI, an energy efficiency index, to existing ships from 2023, and the early application of EEDI phase 3 for some tpe of ships. In addition, reduction measures were introduced to reduce greenhouse gas in the operational aspect.

  • 기후변화협약에 의해 탄소세가 부과될 경우 한국의 에너지 집약 산업에 어떠한 영향을 미치며 그에 대한 대응방안이 어떻게 마련되어야 하는지에 대한 관심이 증대되고 있다. 이에 본 연구에서는 탄소세가 부과됨으로 인하여 에너지 다소비 업종인 시멘트산업의 각 에너지원별 사용량에 미치는 파급효과를 시스템 다이내믹스 방법론에 의한 시뮬레이션 모델을 이용하여 분석하였다. 시뮬레이션 모델은 환경모듈, 경제모듈, 에너지모듈로 구성하였고 모델의 예측력 검증을 위해 의태분석을 수행하였다. BAU 시나리오와 탄소세 부과 시나리오를 설정하여 각 시나리오의 총수요의 예측치, 이산화탄소 배출량의 추이, 에너지원의 사용변화를 분석하였다. 본 연구는 향후 기후변화협약의 부담이 큰 에너지 집약산업에 있어서 에너지원의 사용 및 수요를 예측하고 이를 평가하기 위한 지침을 제시할 수 있을 것으로 기대된다.

An Estimation of Carbon Embodied in the Export Goods of Korea Using a Hybrid Input-output Approach (우리나라 수출상품에 체화된 이산화탄소 배출량의 추정)

  • We estimate carbon embodied in the export goods of Korea. A commodity-by-industry IO model ($CO_2$ hybrid IO model) is constructed for the estimation. In the model, all monetary units of energy commodities are converted to physical unit, carbon tons. Results show that total $CO_2$ embodied in the exports of non-energy goods of Korea equals 51.18 million carbon ton or 44% of total $CO_2$ emissions in Korea in 2000. Overall carbon intensity of export goods is estimated as 0.227 carbon ton per million Won. These findings suggest Korea's responsibility on global warming may be imputed to the countries who import and consume Korean goods. It is in accordance with the user pay principle. It is also argued that if UNFCCC impose the burden of $CO_2$ mitigation on importing countries rather than exporting countries, we can prevent '$CO_2$ emission leakages' effectively.

  • 전력사업은 막대한 자본이 소요되는 대표적인 자본집약적 설비 산업일 뿐 아니라 저장이 곤란하다는 전기에너지의근본적 특성 때문에 전력회사는 1년 중 전력소비가 가장 많은 시점의수요에 대응할 수 있는 전력설비를 미리 확보해 두고 있어야 하는데 전력설비 건설에는 대규모의 자본이 투입되어야 하고 그 기간도 5~10년이 걸릴 뿐만 아니라 지역 이기주의의심화로 발전소 건설입지를 확보하기점점 어려워지고 있으며 최근에는 기후변화 협약과 관련하여 세계 각국에서 co2에 대한 의한 온실효과 등의 공해물질 배출액 압력이 거세어지고 있는 등 전력사업의 주변 환경 여건은 날로어려워지고 있다.

  • This study compares and analyzes domestic and international carbon prices through CPS, which represents the level of carbon pricing. The results show that countries implementing carbon taxes had lower carbon intensity compared to those that did not. The introduction of a carbon tax is expected to enhance energy efficiency and reduce carbon emissions. As the carbon price rises to the level required for carbon neutrality, CPS decreases significantly, particularly in the residential and commercial sectors. Therefore, it is necessary to introduce a carbon tax in the country to reach the required carbon price level for carbon neutrality, with a priority on introducing it in the residential and commercial sectors.
