미세먼지 해법의 올바른 방향 - 미세먼지 대응, 새로운 방향 설정이 필요하다

  • 2018년 1월 국내에서는 처음으로 환경부와 수도권 지자체를 중심으로 '미세먼지 비상저감조치(이하 비상조치)'가 시행되었다. 공교롭게도 지방선거를 5개월 앞둔 시점에 비상조치가 시행되면서 언론 등을 통해 논란이 증폭된 점을 부인할 수는 없지만, 비상조치에 대한 뜨거운 논쟁은 최근 수년간 미세먼지 문제에 대한 시민들의 인식과 불편함이 상당히 높아져 왔음을 보여주는 사례이다. 일정 조건을 충족하면 비상조치가 언제라도 다시 시행될 수 있다는 점에서, 빠른 시일 안에 지난 1월의 경험을 돌아보고 우리 사회가 나아가야 할 방향을 재정립할 필요가 있다. 정책을 수립하고 시행하는 과정에서 경험한 바를 점검하고, 이를 통해 얻은 교훈을 바탕으로 앞으로 나아갈 방향을 다시 정립하는 과정(경험을 통한 학습과 환류)은 공공정책을 수립하고 시행하는 데 있어서 필수적인 요소이다. 이 글에서는 미세먼지 농도 기여율 연구 결과, 비상조치 경험, 기후변화 대응 과정의 교훈 등을 돌아보면서 목표관리 측면, 국제협력, 시민과 기업의 참여, 배출관리 부문, 노출저감 전략 등을 중심으로 앞으로의 미세먼지 대응 방향을 제안하고자 한다.

  • Regulations on greenhouse gases emitted from ships in international shipping are being strengthened, and the greenhouse gas reduction target established by the International Maritime Organization is acting as a great challenge for shipping companies in terms of technical and operational aspects. The International Maritime Organization aims to reduce carbon intensity by 30% by 2030, 70% by 2050, and by 50% in terms of gross emissions compared to 2008. To realize this situation, the IMO adopted some short-term and mid-to-long-term measures and adopted technical measures such as the application of EEXI, an energy efficiency index, to existing ships from 2023, and the early application of EEDI phase 3 for some tpe of ships. In addition, reduction measures were introduced to reduce greenhouse gas in the operational aspect.

A Study on Port's Decarbonization Strategies : focusing on its Barriers and Solutions (항만의 탈탄소 전환에 관한 연구: 장애요인과 해결방안을 중심으로)

  • To achieve the national goal of "2050 Carbon Neutrality" in the era of the climate crisis, it is important to support the decarbonization of ports, which are the vital node of the global supply chain. Following the establishment of the concept of port's decarbonzation, this study reviewed the obstacles and solutions to port decarbonization through literature research. Furthermore, the goals and strategies for decarbonization implementation of world major ports were examined through case analysis, and the level of decarbonization implementation of the five Korean major ports was quantitatively evaluated using a performance-based score measurement method. As a result of the analysis, the level of decarbonization of Korean ports is generally far behind that of advanced countries. In particular, measures for environment-friendly inland transportation, future alternative fuel bunkering facilities, and various market-based incentive policies are needed. As a policy task for the decarbonization of Korean ports, first, the necessity of establishing a emission inventory, monitoring, and reporting system and the disclosure of related information, second, the mixing strategy of various greenhouse gas reduction measures, and third, the increase in the proportion of renewable energy at ports were suggested.

Nonlinear Optimization Analysis of the Carryover Policy in the 2nd Compliance Period of the Korean Emissions Trading Scheme (배출권거래제 2차 계획기간 중 이월한도 정책에 대한 비선형최적화 분석)

  • The emissions trading system, introduced to reduce greenhouse gas emissions, experienced a sharp increase in emission allowance prices during the second plan period (2018-2020), which led to an increase in the demand for smooth supply and demand of emission allowances, while suppliers anticipating a shortage of emission allowances in the future did not participate in trading. Therefore, the authority temporarily revised the guidelines to ensure that the amount of allowances carried forward is proportional to the trading volume as a market stabilization measure. Through an optimization process using a dynamic nonlinear mathematical model, this paper analyzes the impact of the government's intervention on the carryover policy on GHG emission reductions and emission allowance market prices. According to the simulation analysis results, banking regulations could cause a decline in prices during the regulation period, even though the initial policy was predicted to be adopted.

Effect of Removal of Power Plant Emissions on the characteristics of Ozone Concentration Changes in Summer (화력발전소 배출량 제거에 따른 여름철 O3 농도의 변화 특성)

  • In this study, the changes in ozone (O3) concentrations due to the removal of power plant emissions were analyzed using a community multi-scale air quality (CMAQ) model. Two different CMAQ model simulations, one considering the emissions from the Hadong power plant and one without considering the emissions, were conducted to investigate the effect of the emissions on the changes in the O3 concentrations in the surrounding areas. Subsequently, the CMAQ simulations exhibited an increase in the O3 concentration (25.24%) despite a decrease in the NOx (-18.87%) and volatile organic carbon (VOC, -11.27%) concentrations, which are major O3 precursors. The changes in the NO and O3 concentrations due to the removal of power plant emissions presented a strong negative correlation (r= -0.72). This indicated that the increase in the O3 concentration was mainly attributed to the significantly decreased NO concentration, thus, mitigating the O3 titration reaction (NO+O3→NO2+O2). Additionally, due to the VOC-limited (i.e., NOx-saturated) conditions in the study region, NO affected the O3 concentration, indicating that the O3 concentrations in a particular region are not only proportional to the increase or decrease in emissions. Therefore, an in-depth understanding of the chemical O3 production and loss in a particular region is necessary to accurately evaluate the effect of emission control on the changes in the O3 concentration.

A Study on the Strategies for the Reduction of Port Pollution (환경의 환경오염 저감방안에 관한 연구)

  • Recently, International institution such as IMO and major maritime countries have introduced various regulations and steps to reduce port pollution. However, recognition of environmental pollution from ports is not sufficient for Korean policy makers and port communities. The purpose of this paper is to examine solutions to port pollution problems and suggests some implications to Korean ports to become a green port. To this aim, necessity of regulation on environmental pollution from port operation; literature survey on port's environmental pollution; current conditions of international port pollution; various regulations and policies governing major ports are conducted in this paper. Our main findings are as follows; first, air pollution from ship can be reduced by providing electric power at docks while at berth, Second, in case of cargo-handling equipment, retire old equipment and switch to cleaner fuel such as low-sulfur fuel and diesel emulsions. Third, offering incentives for the installation of pollution controls and minimizing idling by enforcing idling limits or by installing idle shutoff controls can be recommended for reduction of air pollution of truck and rail at ports.

  • 근래 국내에서는 기후변화로 인한 국지성 호우가 점점 늘어나는 추세로 급격한 하천 수위상승 및 유량 증가로 인해 지속적으로 홍수피해가 발생하고 있으며, 이를 예방하기 위한 실시간 자료수집의 중요성이 증대되고 있다. 이러한 사회적 환경을 고려하여 우리는 물 순환에 관한 자료를 실시간으로 수집하고 홍수예보를 위한 수문조사시설을 설치하여 운영하고 있으나, 대부분 하천과 인접한 곳에 설치되는 시설 특성상 시스템 오류, 전원 이상 발생 등 다양한 요인으로 발생하는 자료 결측·손실에 즉각적인 조치가 어려운 실정이다. 이에, 현장 기반 시설의 안정적인 운영을 통한 연속성 있는 자료 제공을 위해 수문조사시설 중 하천 내 설치된 유량측정시스템에 ICT·사물인터넷(IoT, Internet of Things)을 적용하여 현장 환경-정보 등 언택트(non-contact) 모니터링을 통해 실시간 점검을 수행하였다. 그 결과 2022년 기준 총 508회(현장점검 358회) 점검 중 150회 원격점검을 수행하였고, 이중 74회 즉각 점검 및 복구 조치가 이루어져 점검 시간 단축을 통한 자료 결측 최소화, 현장점검 최소화를 통해 효율적인 시설 운영이 가능하도록 하였다. 또한, 점검을 위해 현장 이동 시 발생하는 이산화탄소 배출량 저감으로 탄소중립 효과도 나타낼 수 있었다. 코로나바이러스감염증-19 이후 사회환경 패러다임 전환에 따라 비대면 활성화, 탄소중립, 안전하고 건전한 사회환경 조성 등과 같이 대면 위주로 운영되는 현장 시설의 관리 방향 또한 사회적 상황을 고려하여 효율적인 시설물 운영, 예산 절감, 자료의 연속성 확보 등을 위해 적극적인 운영 방향의 전환이 필요하다고 판단된다.

A Study on Global Initiatives on Greenhouse Gas Reduction in the International Aviation (항공분야 기후변화 대응 현황 - 최근 ICAO 고위급회의 논의를 중심으로 -)

  • In recent years, greenhouse gas (GHG) reduction has become high priority issue in international aviation. GHG emissions from the aviation sector only accounts for approximately 2 percent of total GHG emissions in the world. However, as with GHG gases in other sectors, it has been pointed out as a contributing factor to global warming and there is an ongoing conversation in the aviation community to establish international framework for emissions reductions. In the case of international aviation, effects of aviation activities of a State go beyond the airports and airspace of that State. This makes compiling of GHG emissions data very difficult. There are also other legal and technical issues, namely the principle of “Common but Differentiated Responsibility (CBDR)” under the United Nations Framework Convention on Climate Change (UNFCCC) and “Fair Opportunity” principle of the Chicago Convention. For all these reason, it is expected that it will not be an easy job to establish an internationally agreed mechanism for reducing emissions in spite of continuing collaboration among States. UN adopted the UNFCCC in 1990 and the Kyoto Protocol in 1997 to impose common but differentiated responsibility on emissions reductions. In international aviation, ICAO has been taking the lead in measures for the aviation sector. In this role, ICAO held the High-level Meeting on International Aviation and Climate Change on 7 to 9 October 2009 at its Headquarters in Montreal and endorsed recommendations on reducing GHG from international aviation which will also be reported to the 15th Meeting of the Conference of the Parties (COP15). Key items include basic principle in global aviation emissions reduction: aspirational goals and implementation options: strategies and measures to achieve goals: means to measure and monitor the implementation; and financial and human resources. It is very likely that the Republic of Korea will be included among the Parties subject to mandatory limitation or reduction of GHG emissions after 2013. Therefore, it is necessary for Korea to thoroughly analyze ICAO measures to develop comprehensive measures for reducing aviation emissions and to take proactive actions to prepare for future discussions on critical issues after COP15.

A Study on the Improvements of SEEMP of Shipping Companies (해운선사의 SEEMP 개선안에 관한 연구)

  • The International Maritime Organization has conducted SEEMP for reducing $CO_2$ emission from ships. The study was carried out by comparing the real application of three shipping companies with IMO guideline about SEEMP on the same category. This paper suggests a method to improve implementation of SEEMP more efficiently through a grasp of the problem from its real application. Improvements are error correction of Company EEOI, unification of EEOI data acquisition period, compliance of measurements for fuel-efficient operation, suggestion of $CO_2$ mass conversion factors for various fuel and EEOI goal setting through formal standards of the International Maritime Organization.

Change of Municipal Solid Waste Composition and Landfilled Amount by the Landfill Ban of Food Waste (음식물류폐기물 직매립 금지에 따른 도시생활폐기물의 조성 및 매립량 변화)

  • As the landfill ban of food waste has enforced since 2005, the composition of municipal solid waste(MSW) has changed dramatically. In this 2 year study, MSW in a small city has collected 3 times at 10 different generating points, and physico-chemical analysis has done. From the result, the effect of landfill ban of food waste on the physico-chemical properties of MSW was described. Landfill ban of food waste has reduced by 12 weight % in the composition of food waste in MSW, and has reduced by 25 % of bulk density. After landfill ban of food waste, water content of MSW has reduced to 32.3%, which is reduced by 14.1 % of water content of year 2004 data. Low heating value of MSW after landfill ban was 2991.4kcal/kg, which has increased 32% than that of year 2004 data. From landfill gas generation modeling, it is estimated that the yearly generation rate of landfill gas will be reduced by 5% than in case of accepting food waste into the landfill.
