The Eco-friendly Activities of Labour Unions and Environmental Policy Capping Pollution Emission (환경친화적 노동조합 활동과 배출규제 정책)

  • Recently, labor unions' active participation in social issues is drawing people's attention as their concerns are expanding from the conventional wage raise and employment to others such as the environment and poverty eradication. This derives from the notion that a trade union with bargaining power is also an economic agent responsible and able to take a positive role in social issues. This paper explains through a micro economic analysis model that labor union movements can also contribute to social issues such as the global environment. Based on the international oligopoly trade theory, the study analyzes the principal-agent model whereby firms and labor unions pursue their strategic choices based on their interest and influence the implementation of regulatory policies on pollution emission. The analysis confirmed that labor unions' bargaining power and international cooperation are influential in alleviating global pollution emission and in improving social welfare. This conclusion could be presented as a basis for arguing for and requesting the participation and cooperation of labor unions to solve environmental problems discussed at WILL 2006.

  • As observed and experienced in EU ETS, allowance price volatility is one of major concerns in decision making process for $CO_2$ abatement investment. The problem of linearly non-separable profits functions could emerge when one power company holds several power plants with different technology specifications. Under this circumstance, conventional analytical solution for investment option is no longer available, thereby calling for the development of numerical analysis. This paper attempts to develop a Monte-Carlo least squares model to analyze investment options for power companies under emission trading scheme regulations. Stochastic allowance price is considered, and simulation is performed to verify model performance.

$N_2O$ Emissions on the Soil of Alpine Wetland by Temperature Change (온도 변화에 따른 산지습지 토양의 $N_2O$ 배출 양상)

  • Global warming due to climate change is a problem facing the entire world. Several factors, such as $CO_2O$ concentration, level of warming, soil temperature, precipitation, water content of soil and denitrification by denitrifying bacteria influence the emission of nitrous oxide ($N_2O$) from soil. In this study, we investigated nitrous oxide emissions from the soil of two wetlands, Jilmoineup in Mt. Odae and Moojechineup in Mt. Jungjok, according to temperature change. Soil collected in Jilmoineup in July showed increasing $N_2O$ emissions as temperature increases, but did not show any significant differences at $10^{\circ}C$ (p<0.05). Soil of $15^{\circ}C$ and $20^{\circ}C$ showed increasing pattern of $N_2O$ emissions until 24 h. After that, however, there was no difference in temperature. Overall, $N_2O$ emissions showed significant differences according to temperature (p<0.05). Soil collected from Moojechineup in July showed increasing $N_2O$ emissions according to temperature increase, but did not show any significant differences at $10^{\circ}C$ (p<0.05) as was the case for Jilmoineup soil. On the other hand, two wetland soils showed a slight increase of $N_2O$ emissions by additional nitrogen supply, but did not show any significant differences in the presence of nitrogen or between nitrogen sources. In conclusion, increasing temperature the wetland soil increased the emission of $N_2O$, which is a known greenhouse gas. In order to more clearly identify $N_2O$ emissions, various subsequent studies such as the influence and correlation of several factors are required.

An Overview on China's Recent Air Pollution Regulation and Management Policy (중국의 최근 대기오염 규제 및 관리 정책에 대한 고찰)

  • Rapid economic growth, urbanization, and industrialization of China have tremendously degraded the overall quality of living environments, especially the air quality, not only negatively affecting Chinese people but also impacting citizens of neighboring countries, namely Korea. The Chinese government has invested much effort to regulate the air pollution due to burning coal through introducing strict environmental monitoring policies and aggressive implementation. This paper presents an overview of Chinese air pollution prevention policy due to burning coal, and the associated trends and specifics of institutional arrangements regarding air pollutant emission regulations. It turns out that the policies have become stricter than before; some polices are geared towards enforcing extra regulation at the regional level. It is expected that the regulation will become stricter in the future. However, the actual contribution and feasibility of such policies must be analyzed based on sound science. The policies seem to care little about influencing the air quality of Korea, and this has to be improved. In order to do so, it is important to strengthen environmental cooperation between Korea and China, and better yet to research on not only the air quality but also the associated fields, such as energy, industrial technology, and global environmental governance.

  • In the 21st century, the Earth has continued its efforts to reduce carbon emissions to overcome the crisis caused by climate change. The construction industry, which is a representative industry that produces large amounts of the environmental load during construction, should actively reduce the amount of the environmental load. From the planning stage of the construction facility, it is necessary to consider the environmental load such as route selection and structure type selection to reduce the environmental load. However, the environmental load can be estimated based on the input resource amount. However, in the planning stage, it is difficult to accurately calculate the environmental load due to lack of information on the construction amount. The purpose of this study is to select the environmental load factors for IPC girder bridges to be used in the environmental load estimation model in the planning stage. Specific information related to the environmental load was selected from a list of information available in the planning stage, reflecting the Life Cycle Assessment(LCA), correlation, principal components analysis and expert opinion. The list of selected planning stage information is 10 such as span length and bridge extension, and it is expected to be used as a basic data for the future development of environmental load estimation model.

  • 천연가스 자동차의 배출가스 정화특성은 가솔린보다 우수하며 대기오염물질이 전반적으로 매우 낮아 천연가스 자동차의 저공해성을 확인할 수 있다. 이를 위한 촉매개발 기술에서는 Pb촉매가 메탄의 산화에 유리하며, 촉매구조는 Single-bed 보다 Dual-bed type이 메탄의 정화율에 유리하다는 것을 알았다. 각종 배기성분의 공존영향에서는 공존하는 NOx, H$_{2}$O가 메탄의 산화반응을 억제하는 요인으로 작용함을 알았다. 그리고, 천연가스 전용촉매는 초기 내구성이 급격히 저하하는 특성이 있는데, 이는 Lanthanoid 조촉매를 사용하므로써 개선의 가능성을 보이고 있다.

  • 우리나라 폐기물 발생량은 1991년도까지는 연평균 8%의 증가를 보였으나 1992년 이후부터는 조금씩 감소하는 추세를 나타냈다. 폐기물 발생량의 감소요인은 배출원에서의 원천적인 감량화 노력과 함께 종량제 신시에 따른 쓰레기 분리수거 및 재활용율 제고 등에 따른 것이며, 특히 음식물 쓰레기 및 연탄재발생량의 감소가 크게 나타났다. 그러나 산업활동의 증가로 사업장 폐기물과 건축폐기물은 급증하는 추세를 보이고 있다. (중략)

  • 휘발성 유기화합물질들(VOCs)은 그 자체가 인체에 유해한 화합물로 작용할 뿐만 아니라 환경대기 중에서 질소화합물(NOx)과 광화학 반응을 통하여 오존 등 유해한 산화물을 형성하는 전구물질로 작용하여 이들의 거동을 이해하고 분석하는 것이 대기환경에 매우 중요한 것으로 인식되고 있다. 더욱이 오존 예보 및 경계 체제의 중요한 입력 요인으로 인식되어 신뢰성 있는 배출 정보의 산출을 위해 VOCs 농도를 현장 실측하여 분석하고 예보에 이용하려는 시도가 이루어지고 있다. (중략)
