A Crisis in Public Broadcasting of South Korea A Perspective from the Case of the So-called "Paik Jong-moon's Taped Conversation" at MBC with a Focus on the Press Control by Political Power (MBC '백종문 녹취록' 사건으로 본 공영방송의 위기 정치권력의 언론 통제 기제를 중심으로)

  • The case of 'Paik Jong-moon's Taped Conversation,' has presented "an important and serious challenge to the freedom of the press and democracy" in South Korea. Nevertheless, this case has not been reported by the mainstream news media. It has also been forgotten without a proper fact-finding or investigation by regulatory agencies, like The Foundation for Broadcast Culture, The Korea Communications Commission, or The National Assembly. This study aims to examine why the above has happened through in-depth interviews of reporters and TV producers, senior journalists, former and incumbent commissioners of the broadcasting regulatory agencies, and experts of the industry, as well as literature research. Here, I present three answers. First, I found two reasons the mainstream press has ignored this incident. 1) It serves for political interests instead of reporting truth. 2) Public broadcasters' watchdog role has been neutralized. Second, regulatory agencies like The Foundation for Broadcast Culture, The Korea Communications Commission and The National Assembly are ruled by political tribalism. The ruling party's members of the National Assembly and these agencies were reluctant to investigate allegations surrounding Paik Jong-moon, such as illegal dismissals, illegal intervention in programming or production, illegal recruitment and illegal business deals. That's because they considered CEO Paik an ally. Using their majority power, they have rejected the request from opposition-affiliated commissioners or from opposition lawmakers to investigate the allegations. Third, there were no alternative forces within the public broadcasters to unveil the truth. In conclusion, the legal and institutional shake-up of corporate governance is urgently needed for public broadcasters and broadcasting regulatory agencies.

How the Three Major Korean Network Television News Report on Issues Involving their Own Interests A Content Analysis (방송은 자사의 이익과 관련된 이슈에 대해 어떻게 보도하는가? 광고총량제, 700MHz 대역 주파수 재분배, 수신료 인상 보도 내용 분석)

  • This study investigated the news report tendency and frame by three major Korean television networks(KBS, MBC, and SBS) in their news reports on issues involving their own interests and considering in social level. The three issues chosen for this study are 'advertising regulations for total amount', 'the reallocation of 700MHz spectrum' and 'raising TV license fee'(this issue applicable only to KBS). By using content analysis method, this study identified extremely weighted tendency toward themselves by the network television channels. They have used highly biased tone and sources to reinforce their private interests in news reports about the three controversial issues. In terms of story content, the news reports have used attribution of responsibility frame dominantly in 'advertising regulations for total amount' issue, whereas the moral frame was dominant in the other two issues.

A study on entertainment TV show ratings and the number of episodes prediction (국내 예능 시청률과 회차 예측 및 영향요인 분석)

  • The number of TV entertainment shows is increasing. Competition among programs in the entertainment market is intensifying since cable channels air many entertainment TV shows. There is now a need for research on program ratings and the number of episodes. This study presents predictive models for entertainment TV show ratings and number of episodes. We use various data mining techniques such as linear regression, logistic regression, LASSO, random forests, gradient boosting, and support vector machine. The analysis results show that the average program ratings before the first broadcast is affected by broadcasting company, average ratings of the previous season, starting year and number of articles. The average program ratings after the first broadcast is influenced by the rating of the first broadcast, broadcasting company and program type. We also found that the predicted average ratings, starting year, type and broadcasting company are important variables in predicting of the number of episodes.

  • Terrestrial broadcasters are devoting great efforts in order to increase sense of reality that would help viewers feel as if they were watching events on site by producing-depth, differentiated news and offering a variety of information to them. They maximize news video graphic effects by replacing news set and install large display units, rail camera, and Jimmy Jib camera. This study aims to grasp whether there is any difference among the main evening news of the three major terrestrial broadcasters. KBS, MBC, and SBS used 18%, 15%, and 12% of graphic usage hours respectively while the number of graphic usage cases amounted to 267, 329, and 276 for each of them. The number of cases where in-depth news report hours exceeded three minutes that require increasingly more virtual reality graphic technology production was 16 for KBS, 7 for MBC, and 5 for SBS. MBC showed the highest number of uses in graphics while KBS showed more graphic use hours than the other two. There have been a number of preceding studies on news contents, but it is significant that this study looked at how much graphics technologies are used in such news video contents.

  • It is very difficult to forecast accurately a damage from the natural disaster which occurs frequently due to the climate change. When the significant weather event is forecast, it will be able to minimize a damage with the suitable prevention action. But 2000's our country meterological disaster damage is a several trillion won. Therefore, this paper analyzes Korea Meterological Administration, Japan Meterological Agency, television and newspaper have reported, information substance, transmission system, an ex post facto valuation about typhoon Nabi between september $5{\sim}7$ in 2005 and heavy rainfall in 1998 at Japan. Through the investigation, we want to present basic data order to rises the application effect of disaster prevention meterological information. We think KMA must present many information report to promote a people's understanding about the meterological information and the serious disaster situation. Also the disaster damage estimation model development is necessary, which forecasts the accurate damage scale due to the weather event, such as typhoon, heavy rainfall, strong wind. And also we think the KMA, National Emergency Management Agency, related agency, television and newspaper must positive reports the contents which is suitable to disaster response phases and an ex post facto examination. Then it grasps the problem of disaster prevention meterological information and must improve effectively.

  • Virtual Advertising, which was introduced exclusively in sports casting programs in 2010, has enlarged its scope to terrestrial TV networks' sports news, entertainment shows, and dramas by 2015. Such advertising deregulation allows broadcasting business operators to insert more various virtual advertising methods into TV programs. Despite recent evaluation that virtual advertising was deregulated to a large degree, it is still inadequate compared to foreign state of affairs and has a lot of room for growth. Therefore, this research explores a literature review of virtual advertising in other countries and considers possible ways for virtual advertising in Korea to move forward. Additionally, through in-depth interview with seven virtual advertising experts, the research unravels positive and negative impacts of virtual advertising as well as its current state of affairs and struggles. This research also analyses the regulation of virtual advertising and finally explores possible revitalization strategies. The results of the research show that it is necessary to first improve the viewers' favorable concerning virtual advertising in order to revitalize virtual advertising. Revitalization will also require a clarification of regulation as well as a more unified and consistent content review and rating system. Furthermore, it is imperative that data of advertising impact will be accessible to advertisers and that advertising regulation will loosen. A Study on Power Saving Effect Through Introduction of AM Radio High Efficient Transmission System (AM 라디오 고효율전송의 전력 절감 효과 분석)

  • AM radio broadcasting has the advantage that the sound quality is lower than that of FM radio but the service area is wide and at night it can be transmitted even to overseas due to ionospheric reflection. AM radio broadcasts usually transmit large amounts of several tens to several hundreds of kilowatts (KW), requiring a lot of power, which is a financial burden on broadcasters. Recently, it is required to introduce a way to reduce the power of AM radio broadcasting in Korea. Therefore, it is possible to save a certain amount of power compared to the conventional AM radio broadcasting, and it is possible to maintain the existing license service area and sound quality, and what policies are needed to introduce the technology. In this paper, we predict the reduction of transmission power when a high efficiency transmission system is applied to existing AM radio broadcasting transmission system. As a result of the research, AMC adopting the high efficiency transmission method instead of the conventional AM radio transmission method, and when the modulation ratio of AM radio is 70%, if -3 dB companding is applied, the annual transmission power charge is decreased from 5,185,838,160Won to 3,528,900,086Won with saving of 32.0%, When -6 dB companding is applied, it is expected to be reduced to 2,608,378,934Won, which is 49.7% savings.

  • 본 논문에서는 ATSC 기반 국내 지상파 DTV 방송신호를 대상으로 ATSC A/65c(Program and System Information Protocol; PSIP) 및 A/57b(Content Identification and Labeling for ATSC Transport) 표준규격 기반의 방송프로그램ID 규격을 제안한다. 특히, 현재 방송사 내부적으로 운영되고 있는 콘텐츠 식별관리 방식의 독자성을 유지하고, 지상파방송 서비스 환경의 특수성을 반영한 지상파 방송프로그램 식별정보인 방송프로그램ID 구조를 제시한다. 또한 방송프로그램ID 삽입/추출기의 구현 및 실험과정을 통하여, 국내 지상파 DTV 방송 송수신규격과의 정합 및 방송프로그램ID의 기능 검증을 수행한다.

  • 본 논문의 목표는 일체형 디지털 TV에서 디지털 방송 수신과 방송 컨텐츠를 녹화, 저장, 재생이 가능할 뿐만 아니라 조만간 시작될 데이터 방송을 수신할 수 있는 내장형 디지털 방송수신 및 개인 비디오 저장 시스템 Platform 개발이다. 디지털 방송과 데이터방송 수신이 가능한 Set-Top Box 기능, 수신된 방송의 저장 및 재생이 가능한 PVR 기능을 지원할 수 있는 시스템의 구조를 설계하였다. 고품질 디지털 방송 서비스가 본격적으로 시작됨에 따라 디지털 방송 수신기와 PVR 기능이 복합된 제품의 수요가 증가할 것으로 예상되며 이러한 고성능 복합시스템은 필수적일 것이다. 이러한 기능을 수행하기 위하여 시스템 제어를 위한 CPU로는 PMC-Sierra 사의 MIPS Architecture에 기반을 둔 RM5231을 채택하고, Teralogic 사의 TL811 System Controller을 채택하여 시스템을 이루고 있는 각종 디바이스를 구성하고, MPEG-2 Demux/Decoding을 위해 Teralogic TL851 Graphics & Display Processor을 채택하였다. 개발된 시스템을 테스트하기 위하여 현재 각 방송사들의 시험 방송을 수신하고 PVR 기능을 테스트하였다.

Field Test Results of Terrestrial Digital TV in Korea (한국의 지상파 DTV 필드테스트 결과)

  • Testing of terrestrial Digital TV(DTV) broadcasting in Seoul and Kyung-gi region was started in May 1999. Tasks of the committee for DTV technical evaluation were to implement test procedures for DTV transmitting systems, to analyze various technical aspects of DTV and to complete a field test. This paper summarizes the field test results. The field test vehicle was designed and constructed to measure field data. We chose over 200 test points to verify the receiving status of DTV signals and compared them with the analog TV signals at the same site. The results showed stable and satisfactory reception of DTV signals over 70%. The system performance index was over 80%.
