A Study on the Social Network Characteristics in Press Organizations of Korea (국내 언론사 조직에 내재한 사회적 네트워크 특성 연구 -국민정부에서 실용정부까지 신문사와 방송사 조직에서의 밀도 및 위치 분석을 중심으로)

  • This study analyzes the characteristics, implications, and problems of Social Network of Press Organizations from the Kim Dae-jung administration to the Lee Myung-bak administration in Korea. For analyzing these issues, this study attempts to investigate the traits of social network structure based on the density analysis, distribution character analysis and correspondence analysis in each and among regimes. To answer these questions, this study utilizes human relationship data which related to personal network aspects (place of birth, affiliated college) and expertise aspects (types of major field), and which data has been gathered from the biographical web-site of Press Organizations in Korea. The results showed that the membership format of each Press Organizations depends on the connection with political environment directly and indirectly. Especially, the network traits of Broadcasting Press Organizations stands out a place of birth aspect. This findings indicate that the broadcasting policy reality that the path of decision making is connected with the political environment is more effective.

Extraction of Features in key frames of News Video for Content-based Retrieval (내용 기반 검색을 위한 뉴스 비디오 키 프레임의 특징 정보 추출)

  • The aim of this paper is to extract features from each news scenes for example, symbol icon which can be distinct each broadcasting corp, icon and caption which are has feature and important information for the scene in respectively, In this paper, we propose extraction methods of caption that has important prohlem of news videos and it can be classified in three steps, First of al!, we converted that input images from video frame to YIQ color vector in first stage. And then, we divide input image into regions in clear hy using equalized color histogram of input image, In last, we extracts caption using edge histogram based on vertical and horizontal line, We also propose the method which can extract news icon in selected key frames by the difference of inter-histogram and can divide each scene by the extracted icon. In this paper, we used comparison method of edge histogram instead of complex methcxls based on color histogram or wavelet or moving objects, so we shorten computation through using simpler algorithm. and we shown good result of feature's extraction.

  • IP기반 미디어 서비스는 대규모 사용자를 확보할 수 있고, 사용자 규모에 따른 수익을 올릴 수 있기 때문에 방송사에서는 중요 서비스의 하나로 인식하고 있다. 사용자의 지속적이고 빠르게 변화하는 새로운 서비스에 대한 요구사항들을 만족시키기 위해서 방송사는 보유하고 있는 관련 시스템들을 항시 새로운 서비스에 유연하게 대처할 수 있도록 해야 한다. 본 논문에서는 IP기반 미디어 서비스에 유연하게 대응할 수 있는 체계화된 방송콘텐츠 서비스 개방형 아키텍처 (OASIS: Open Architecture for Systematic IP-based Services)를 제안한다. 'OASIS'는 제작 시스템에서 자동으로 콘텐츠(예. 에센스와 메타데이터)를 수집하고 다양한 서비스에 맞게 수집된 콘텐츠를 제공할 수 있는 체계적이고 유연한 아키텍처이다. 더불어 OASIS는 방송콘텐츠 저작권 확보 여부를 확인할 수 있도록 하였기 때문에 최근 중요시되고 있는 저작권이 확보된 콘텐츠를 서비스할 수 있다. 제안하는 아키텍처는 시스템들 간에 콘텐츠를 교환할 때 표준화된 메타데이터와 ID를 사용하여 교환하게 함으로써 서비스 할 콘텐츠를 자동으로 시스템화하여 수집할 수 있다. KBS는 2년간의 작업을 거쳐 방송콘텐츠를 공유하는 데 필요한 메타데이터와 ID의 표준화 작업을 수행하였으며, 이를 기반으로 체계적으로 자동화된 수집 체계를 고안하였다. 다양한 서비스에 유연하게 콘텐츠를 제공하기 위한 측면으로는 openAPI(Application Programming Interface)를 활용하여, 서비스의 요구에 맞는 콘텐츠 내용을 제공할 수 있도록 하였다. 마지막으로 라이선스 관리 측면으로는 방송 콘텐츠 제작 시 수집할 수 있는 계약 정보 및 서비스 유통 가능 범위를 체계화함으로써, 제작 시에 저작권 정보를 수집하고, 해당 콘텐츠와 연동하여 서비스 가능 여부를 확인할 수 있도록 하였다. 제안한 아키텍처를 활용하여 다양한 서비스의 요구에 대응할 수 있는 콘텐츠 서비스 시스템을 구축할 수 있다.

Mechanism of Windowing of Domestic Free TV Programs (국내 지상파 방송 콘텐츠의 창구화 메커니즘 분석)

  • Domestic free TVs play roles as for contents provider and TV station : they need to acquire not only ad revenues but also distribution revenues from internet service, cable channel and DMB. It is however doubtful to keep the windowing of programs through the different windows due to recent decrease of ad revenues of the stations. Therefore, the purpose of this study is to search for the mechanism of windowing of free TV's programs and the strategy of the distribution. As a result, the life cycle of the broadcasting programs is so short to be distributed within 7 days, Regarding the windowing, there are at first the strategy increasing the accumulated revenue by the diversification of the windows ; secondly, the strategy focusing on the prospective window neglecting the holdback. It is necessary to choose to take the appropriate strategy by the particularity of each program and the market background.

  • It has able to be possible that expression and store visual image from analog to digital without picture quality damaged via improvement of video compression technology. And also, It is possible to broadcasting digital image via transmission of digital image on MPEG-2 standardization. for this reason, the broadcasting business owners have converted broadcasting service from analog to digital. But, local SO(System Operator) has a difficult point which secure HD(High Definition) broadcasting program. In this paper, we designed and implemented Scheduling System for MPEG-2 Digital broadcasting which gather HD broadcasting program from major broadcasting business owners(as like MBC, KBS, SBS, etc) and broadcast them.

Designing VOD Service Domain Feature Model and VOD Service Developing Process Based-on it (VOD 서비스 도메인 피처모델과 이를 기반한 VOD 서비스 개발 프로세스)

  • VOD service provides an additional revenue for broadcasting companies in addition to the existing subscription fees and advertisement-based revenue. Therefore, each broadcasting company develops its own VOD service and performs frequent improvement work. This leads to the development of new VOD services, so developers are considering ways to effectively handle the frequent development needs. In this background, we conducted an underlying research to apply the feature-oriented analysis model to the development of VOD service. The feature-oriented analysis model used in this study is the Feature-Oriented Domain Analysis (FODA) developed by SEI of Carnegie Mellon University. FODA provides a tool for specifying a feature model of a software domain, based on which developers determine the configuration of a software with customers. This study developed a feature model of the VOD service domain and devised the functionalities and testcases in an integrated manner with the feature model. Additionally, we proposed a VOD service development process utilizing the feature model, function specification, and testcases.

Development of User's Evaluation Criteria for VJ Broadcasting Program (VJ 방송프로그램의 수용자 평가척도 개발)

  • As the broadcasting programs produced by VJ are increasing, every broadcasting company has doubts as to how their program evaluations derive the objective evaluation results and proposes their own tailored program evaluation methods considering the change of the production system. The proposed quality evaluation items represent a new model in terms of the perfectness of VJ broadcasting program production and are used as a way to revise the current evaluation methods of the broadcasting companies. To derive the items which help to find the problems of VJ broadcasting programs, 30 specialists, such as PDs, VJs, and professors, are chosen as a specialist group, and the first experiment is performed to select the evaluation items of VJ broadcasting programs. Based on the result of the degree of importance of the evaluation items, 9 VJ program evaluation items are made. Also, the second experiment is performed in order to verify the proposed evaluation criteria. As a result of the experiment, the reliability of the proposed evaluation method is .939, which is proved to be significant. The selection of the quality evaluation items considering only the VJ broadcasting programs turns out to be significant as a new quality evaluation criterion.

A Review on the IPTV Regulatory Regime and Market Performance (IPTV 시장성과와 관련 규제제도의 검토)

  • IPTV는 기술적으로 TV에 PC적 기능이 더해지고 인터넷 프로토콜(IP)을 통해 인터넷과 연결되는 서비스로, 국내 초고속인터넷의 속도가 VDSL, 광랜과 같은 서비스의 등장으로 최대 100Mbps에 이르러 동영상 콘텐츠의 실시간 스트리밍 서비스가 가능한 환경이 구현되었다. IPTV 도입을 통해 산사건 방송, VOD 등의 기본적인 서비스뿐만 아니라, 양방향 광고, IPTV 민원발급 및 IPTV 공공서비스 제공 등 다양한 응용서비스의 개발 및 활성화를 기대하였다. 또한 IPTV를 통해 유료방송의 경쟁을 촉진시키고 케이블TV의 디지털 전환을 촉진시킴으로써 시청자들의 복지를 향상시킨다는 취지도 함께 있었다. 정량적으로는 IPTV가입자가 2012년에 이르러 보수적으로 290만가구, 낙관적으로는 450만 가구에 이를 것으로 예상하였으며, 관련 시장규모도 동년도에 약 7,515억원에 이를 것으로 전망하였다. 하지만, 2011년 말이 이미 450만 가입자를 돌파하고 2012년 8월 500만 가입자를 유치하면서 IPTV 서비스는 본격적인 mass market을 형성해 나가고 있다. IPTV 시장이 확대해 나가면서 유료방송 가입가구 수도 증가하였는데, 도입당시인 2008년 말 1,740만 가구가 유료방송에 가입하여 104%의 보급률을 보였으나 2011년 6월말 현재 가구수 대비 유료방송 가입자구수는 127%로 증가하였다. 이렇게 IPTV서비스 시장이 확대되고는 있으나, 정부의 신규 서비스에 대한 과도한 요금규제, IPTV와 경쟁하는 케이블방송사(SO) 계열의 콘텐츠 사업자(CP)들의 방송채널 공급거절 및 지상파 방송사의 과도한 재전송 대가, 전국 권역사업자인 IPTV에 대한 권역별 가입자점유율 규제, IPTV의 차별성으로 내세웠던 T-Commerce 및 양방향 광고에 대한 규제는 앞으로 개선해 내가야할 과제이다. 이에 본고는 IPTV의 시장성과를 조망하고, 시장의 지속성장을 위해 필요한 제도개선 방향을 살펴보았다.

Effect of the VOD Holdback Strategy Change on IPTV and Cable TV VOD Usage (VOD 홀드백 정책 변화가 IPTV와 케이블TV VOD 이용에 미치는 영향)

  • This study examines the effect of changes in the content distribution strategy on VOD usage by comparing the VOD usage pattern following the changes in the IPTV and Digital Cable SVOD holdback policy. The result of this study shows that after changing the SVOD holdback from one week to three weeks, the VOD usage decreased up to 50 percent while paid VOD revenue increased as a result of the rise in PPM. The time series analysis shows statistical decrease in the number of SVOD usage, SVOD usage per user, and PPV revenue per user while VOD revenue per user increased significantly. Moreover, SVOD usage within the drama genres such as mini-series, weekend series, weekend special series, and sitcom decreased significantly. This research provides a case study on the effect of the broadcaster's content distribution policy on the VOD user behavior thus proposing broadcasters and platform operators the ways of establishing distribution strategy as well as invigorating the VOD usage.

Study on Principal Agent in Charge of Freedom of Programming of KBS (KBS 보도 및 편성 책임 주체에 관한 연구)

  • This paper purposes to identify who is/are in charge of KBS broadcasting programming in view of freedom of broadcasting and interest of audience under the circumstance that Blue House put pressure on KBS to refrain from reporting Sewol Ferry disaster. For this purpose this study has reviewed prior theses, books, journals, laws, and cases, etc. It is analyzed that principal agents in charge of freedom of broadcasting journalism and programming are KBS employees in charge of producing broadcasting programs and KBS chief programming officer, who is appointed by KBS CEO. KBS CEO, who can easily be influenced by governmental pressure in terms of KBS structure, should avoid interfering with programming and producing directly or indirectly for freedom of the press and public interests.
