Technical Standards and Safety Review of the Low and Intermediate Level Radioactive Waste Disposal Facility (중.저준위 방사성폐기물 처분시설에 대한 기술기준 및 안전심사)

  • On July 31, 2008, the Government issued the construction and operation permit for the first low and intermediate level radioactive waste disposal facility in the Republic of Korea. In this paper, the fundamental regulatory framework, regulatory requirements and technical standards of the disposal facility are introduced, and the phased review process adopted for evaluation of the safety of the facility is briefly described. The Atomic Energy Act sets forth a stepwise regulatory framework for the whole life-cycle of the disposal facility such as siting, design, construction, operation, closure and institutional control. More detailed regulatory requirements and technical standards are stipulated in the subsequent regulations of the Atomic Energy Act and a series of Notices issued by the Ministry of Eduction, Science and Technology. The Korea Institute of Nuclear Safety, as entrusted by the Ministry under the Atomic Energy Act, conducted safety review on the disposal facility, and evaluated the compliance with relevant criteria in all technical elements(i.e. siting and structural safety, radiological environmental impact, operational safety, systems and components, quality assurance, and total systematic performance assessment, etc.). The overall safety review process can be phased into inception phase, initial review phase, main review phase and completion phase. The review results were reported to and deliberated by the five Sub-committees of the Special Committee on Nuclear Safety, and then reported to the Ministry. The Ministry issued the construction and operation permit of the disposal facility through the deliberation of the review results by the Nuclear Safety Commission. Hereafter, the safety of the repository will be reassured by a series of subsequent regulatory inspections and reviews under the Atomic Energy Act. In addition, the licensee's continuous implementation of the "Safety Promotion Plan" may also enhance the long-term safety of the repository and contribute to build-up the confidence of the safety case.

Medical Radiation Exposure Dose of Workers in the Private Study of the Job Function (의료기관 방사선 종사자의 직무별 개인피폭선량에 관한 연구)

  • Purpose: With increasing medical use of radiation and radioactive isotopes, there is a need to better manage the risk of radiation exposure. This study aims to grasp and analyze the individual radiation exposure situations of radiation-related workers in a medical facility by specific job, in order to instill awareness of radiation danger and to assist in safety and radiation exposure management for such workers. Materials and Methods: From January 1, 2010 December 31, 2010, medical practitioners working in the radiation is classified as a regular personal radiation dosimetry, and subsequently one year 540 people managed investigation department to target workers, dose sectional area, working period, identify the job function-related tasks for a deep dose, respectively, the annual average radiation dose were analyzed. Frequency analysis methods include ANOVA was performed. However, this requires efforts to minimize radiation exposure, and systematic training for them and for reasonable radiation exposure management system is needed.

  • This study was carried out to evaluate the effect of general and occupational characteristics musculoskeletal symptoms in Radiological Technologist who working in present department more than 1 year. Standardized questionnaire of NIOSH and organized questionnaire for 재rk-related musculoskeletal was to 72Radiological Technologist, employed in 6general hospital in Seoul in September, 2003. The symptom prevalence rate of musculoskeletal symptoms were neck ($33.3\%$), shoulder ($33.3\%$), arm($12.5\%$), hand($13.9\%$), spine($34.7\%$)leg/knee/foot ($31.9\%$), arm/wrist/hand ($16.5\%$).

  • Purpose: With increasing medical use of radiation and radioactive isotopes, there is a need to better manage the risk of radiation exposure. This study aims to grasp and analyze the individual radiation exposure situations of radiation-related workers in a medical facility by specific job, in order to instill awareness of radiation danger and to assist in safety and radiation exposure management for such workers. Materials and Methods: 1 January 2007 to 31 December 2009 to work in medical institutions are classified as radiation workers Nuclear personal radiation dosimeter regularly, continuously administered survey of 40 workers in three years of occupation to target, Imaging Unit beautifully, age, dose sector, job function-related tasks to identify the average annual dose for a deep dose, respectively, were analyzed. The frequency analysis and ANOVA analysis was performed. Results: Imaging Unit beautifully three years the annual dose PET and PET/CT in the work room 11.06~12.62 mSv dose showed the highest, gamma camera injection room 11.72 mSv with a higher average annual dose of occupation by the clinical technicians 8.92 mSv the highest, radiological 7.50 mSv, a nurse 2.61 mSv, the researchers 0.69 mSv, received 0.48 mSv, 0.35 mSv doctors orderly, and detail work employed the average annual dose of the PET and PET/CT work is 12.09 mSv showed the highest radiation dose, gamma camera injection work the 11.72 mSv, gamma camera imaging work 4.92 mSv, treatment and safety management and 2.98 mSv, a nurse working 2.96 mSv, management of 1.72 mSv, work image analysis 0.92 mSv, reading task 0.54 mSv, with receiving 0.51 mSv, 0.29 mSv research work, respectively. Dose sector average annual dose of the study subjects, 15 people (37.5%) than the 1 mSv dose distribution and 5 people (12.5%) and 1.01~5.0 mSv with the dose distribution was less than, 5.01~10.0 mSv in the 14 people (35.0%), 10.01~20.0 mSv in the 6 people (15.0%) of the distribution were analyzed. The average annual dose according to age in occupations that radiological workers 25~34 years old have the highest average of 8.69 mSv dose showed the average annual dose of tenure of 5~9 years in jobs radiation workers in the 9.5 mSv The average was the highest dose. Conclusion: These results suggest that medical radiation workers working in Nuclear Medicine radiation safety management of the majority of the current were carried out in the effectiveness, depending on job characteristics has been found that many differences. Analyze for the Quality Control of General X-ray Systems in Capital region (수도권지역 일반촬영 장비의 정도관리 분석)

  • Thanks to the rapid increase of the interest in the quality control of the General X-ray systems, this research proposes the direction of the quality control through comparing and inspecting the actual condition of the respective quality control in the Clinic, the educational institution and the hospital. The subjects of the investigation are diagnostic radiation equipment's in the clinic, the educational institution and the hospital around the capital. A test of kVp, mR/mAs out put test and reproducibility of the exposure dose, half value layer, an accordance between the light field and the beam alignment test, and lastly reproducibility of the exposure time. Then the mean difference of the percentage, the CV (Coefficient of Variation, CV) and the attenuated curve which are respectively resulted from the above tests are computed. After that we have evaluated the values according to the regulations on the Diagnostic Radiation Equipment Safety Administration regulations. In the case of the clinic and the educational institution, there were 22 general X-ray devices. And 18.2% of the kVp test, 13.6% of the reproducibility of exposure dose test, 9.1% of the mR/mAs out put test, and 13.6% of the HVL (Half Value Layer) test appeared to be improper. In the case of the hospital, however, there were 28 devices. And 7.1% of the reproducibility of exposure dose, 7.1% of the difference in the light field/ beam alignment, and 7.1% of the reproducibility of the exposure time appeared to be improper. According to the investigation, the hospital's quality control condition is better than the condition in the clinic and the educational institution. The quality control condition of the general X-ray devices in the clinic is unsatisfactory compared to the hospital. Thus, it is considered that realizing the importance of the quality control is necessary.

Perception of Risk and Using Status of Hand-Held Dental X-Ray Unit (이동형 치과 X선 발생장치 사용실태와 위험지각)

  • The aim of this study was to analyze perception of risk and using status of hand-held dental x-ray unit among dental hygienists in metropolitan area. This research was based on perception of risk and using status of hand-held dental x-ray unit survey in 257 dental hygienists from July 7 to 31, 2014. Data were analyzed with t-test, one way ANOVA, and multivariable logistic regression analysis using SPSS Windows 21.0 program and significance level was set at p<0.05. The hand-held dental x-ray unit to cover all type patients was 24.8%. The 62.6% of patients and 81.3% of operator doesn't wear lead apron, the experience rate of radiation education was 40.1%. The average of risk perception was 3.08 points. The associated factors of risk perception were career, number of radiation exposure per day, and possession of fixed x-ray unit. The increased of accumulated dose when the occupationally exposed work continues, it is necessary to effort of defense against dental radiation.

A Quality Assurance on Digital Chest Radiography in Medical Institution for Pneumoconiosis : Compared with Analog Radiography (진폐요양기관의 흉부 디지털촬영과 아날로그촬영의 정도관리 비교)

  • Digital radiography has been replacing rapidly the analog radiography for diagnosis of pneumoconiosis. The purpose of this study is to compare quality control of digital radiography (DR) and analog radiography (AR) for chest radiography in medical institution for pneumoconiosis (MIP) For the first time, we visited MIP to evaluate the chest radiography which is used for patients with pneumoconiosis, including equipment, technical parameters and reading environment. There were 33 institutions. DR and AR were installed in 24 and 9 institutions, respectively. Between DR and AR, we compared the radiological technique (RT), image quality (IQ) and reading environment (RE) to use the guideline published by Occupational Safety and Health Research Institute (OSHRI). The image quality was rated by two experienced chest radiologists for pneumoconiosis with certified from OSHRI. The chest radiography equipment was not significantly difference between AR and DR, but there were significantly difference in tube voltage and grid ratio used for chest radiography except to tube current, exposure time. Statistically, DR is significantly higher in RT(70.3 vs. 43.8, p = 0.009), RE(77.7 vs. 33.3, p = 0.004) than AR, but it's not significantly difference in IQ (65.6 vs. 52.8, p = 0.050). AR and DR in RT were passed 33.3%, 75.0% respectively (p = 0.044) and 44.4%, 79.2% (p = 0.090) in IQ and 44.4%, 91.7% (p = 0.009) in RE. In MIP, DR needs to replace AR in diagnosis of pneumoconiosis.

Actual Condition of Quality Control of X-ray Imaging System in Primary Care Institution: focused on Gwangju Metropolitan City (1차 의료기관의 엑스선 발생장치 정도관리에 관한 현황조사:광주광역시 지역을 중심으로)

  • With the expanded use of radiation in modern medical practices, the most important issue in regards to efforts to reduce individual exposure dose is quality assurance. Therefore in order to study the present condition of quality assurance, the Gwangju Metropolitan City area was divided into five districts each containing ten hospitals. Four experiments were conducted: a reproducibility experiment for kVp, mA, and examination time (sec) intensity of illumination; half-value layer (HVL) measurement; and beam perpendicularity test matching experiment. The tube voltage reproducibility experiment for all fifty hospitals resulted in a 95.33% passing rate and mA and examination time both resulted in a 77.0% passing rate. The passing rate for intensity of illumination was 86.0% and 52.0% for HVL, which was the lowest passing rate of all four factors. For the beam perpendicularity test matching experiment, generally the central flux is matched to within $1.5^{\circ}$. Of all fifty hospitals 30.0% were beyond $3^{\circ}$. The results of the survey showed that 58% responded that they knew about quality assurance cycle. All fifty respondents stated that they have not received any training in regards to quality assurance at their current place of employment. Although quality assurance is making relative progress, the most urgent issue is awareness of the importance of quality assurance. Therefore, the implementation of professional training focusing on safety management and accurate quality assurance of radiation will reduce the exposure to radiation for radiologists and patients and higher quality imaging using less dosage will also be possible.
