Legislative Policy Assignments in Construction Project Management by Strengthening Safety-Related Laws - Focusing on the CM/supervision-related system - (안전관련 법제 강화에 따른 건설사업관리 분야의 입법정책적 과제 - CM/감리관련제도를 중심으로 -)

  • The death toll in the Korean construction industry accounts for more than 50% of all business deaths. This is the highest level among OECD countries, and the government has proposed various solutions to this, but has not seen any significant effect. In order to strengthen safety responsibilities and obligations to CEOs of companies in the blind spot of punishment, including those who have the greatest authority and influence in the construction industry, the Moon Jae In government strengthened various laws, including legislation of the Serious Accidents Punishment Act. However, at this point in time, half a year later, it is still questionable whether such punishment has been strengthened and the effectiveness of fragmentary measures has been exerted. This paper attempted to present legislative policy directions for the problems of the current system and future improvement measures to contribute to reducing significant accidents in the CM/supervision industry among the various subjects of the construction industry.

Technical Proposal based Bidding System Applying the Concept of the Lowest Total Combined Bid Price for Supplying Affordable Housing (최저통합환산가격 개념을 적용한 기술제안 기반 입찰제도)

  • Recently, resettlement problems of low income groups in the urban regeneration area have been issued in Korea because they have no capability to purchase (or lease) redeveloped housing (or apartment). There are several approaches for supplying affordable housing and one of these is the bidding system which can reduce construction cost. However, the lowest bidding system has many problems such as dumping and substandard quality. In this context, this study proposed bidding system based on technical proposal applying the concept of the lowest total combined bid price for optimization of bid price, reduction of construction cost and period, and maintenance of suitable quality. This bidding system embraces the best value and cost plus time concept on the basis of an improved lowest price bidding system. It consists of the following components: work unit based, project unit based, and period reducing technical proposals. The proposed bidding system for determining bidders are designed to evaluate the adequacy of each technical proposal in the order of the combined minimum price in an effort to effectively optimize bid prices and reduce the construction periods, as well as to maintain a minimum appropriate quality.

An Importance Analysis on the Problem of Design Competition of Landscape Architecture (조경설계공모의 문제점 및 요소별 중요도 분석)

  • This study is conducted for the purpose of analyzing and contemplating the problems with the competition in current landscape design, with the goal of improving the landscape design competition system by using the AHP technique. The result of this study, first describe the Landscape design competition system that formed the problems and show the most important problem followed by other problems shown in order of importance, which are 'design changes after winning', 'Guidelines for design competition' and 'Landscape design competition manner'. Secondly, in the low rank article make up the level one -From a total 12 elements from the low rank article corresponding in 'process of winner selection' the 'Unprofessional landscape participate the screening' collected comments for the biggest problem, 'lack of expertise in judgement', 'problems with the examination scoring system' and other articles, the corresponding in 'process of winner selection' appears at the highest ranks. It also happens that after making the choice in the landscape design competition, the importance of 'client's design change symptoms' appears high. As a result the overlooked details of the landscape design competition's problems were analyzed. This study has prioritized the problems by problems which landscape design competition institutions most frequently have. Based on this ranking, there is significance purpose to create proactive system improvements in the future. By analyzing these problems, we will be better able to develop improvements to the future system.

Market effects analysis of when lowering the threshold value of construction services under WTO GPA (WTO 정부조달협정 건설서비스 양허하한선 인하시의 건설시장 변화와 대응방안)

  • Lowering threshold value of construction services is extremely sensitive issue to the small and medium enterprises in construction industry. Because it means opening the construction markets where the small and medium construction companies compete intensely. Nevertheless, it is absent that the analysis on the effect of opening the market lowering threshold value of construction services under Government Procurement Agreements or Free Trade Agreement. This research is to analyze the effects of lowering threshold value of construction service which have been agenda repeatedly in the international agreements such as WTO and FTA. The current threshold value of construction services of Korea under WTO GPA are 5million SDR where the government delivers and 15million SDR where the local government or the public institution deliver. However major parties to an entente such as USA and EU have been demanding to lower threshold value of 15 million SDR where the local government or the public institution deliver to 5million SDR. The analysis figure the effect of this lowering threshold value to be a market reduction by 2trillion Won as '07 fiscal year basis. This market shrinkage will effect to the small and medium construction companies in local considerably.

A Study on the Problem and Improvement of Screening System of Low Price Subcontracting by Analyzing a Standard of Judgement Criteria (원도급자 측면에서의 저가하도급 판정기준의 문제점과 개선방안)

  • As the Fundamentals of Construction Business Act was revised in December 2004 and its implementing ordinances and enforcement regulations were adjusted in June 2005, the screening system of low price subcontracting has been an obligation to the public owners, having brought about arguments for and against since it enacted in 1983. The statutes for low price subcontracting have been reinforced from this year; for example, it underlines to submit to a project and builds an information network of subcontracting works. The system's original intention was that prevents shoddy and fraudulent constructions caused by low price subcontracting and precludes disturbances of fair trade by screening that whether it satisfies the conditions or not in advance. But, the criterion for the existing low price subcontracting has several issues having held up a true mirror to the real situation. It is arguable to discharge an important task with the primary purpose. This dissertation have researched the problem with a deposit of subcontract and the low price subcontracting basic rate are being used by the criteria for deciding whether it is a low price subcontracting or not, so showing the plan of reformation based on the findings, it wishes to contribute toward making the most of the system's essential intent.

  • 최근 건설산업은 공공 및 민간부문의 발주물량 감소가 가시화되고 있으며, 최저가입제에 의한 사업수익율 하락 추세는 향후 건설업 붕괴위기, 건설산업 사양산업화라는 비관적 견해가 떠돌 만큼 건설업 전반이 심각한 위기를 맞고 있다. 정부는 재정 부족으로 인하여 SOC사업의 축소조정이 불가피하지만 국가경제의 악영향 해소와 신속한 경쟁력 회복을 위해 SOC사업에 대한 투자확대와 푹소범위 최소화의 필요성을 인식하고 있으며, 이에 재정부족과 SOC 확충이라는 두가지 문제를 해격하기 위해 민간투자사업이 활성화되고 있는 실정이다. 현재, 정부에 의해 주도되고 있는 민간투자사업의 제도 및 법률의 개정방향은 피간 건설업체가 주도하던 민자사업에 대하여 연기금 및 금융권으로의 전환을 예고하고 있으나, 현실적으로 금융권이 자체적으로 SOC 사업에 대한 투자를 위한 사업 타당성 분석이 어려운 실정이므로 이에 대한 대안으로 SOC 민간투자사업에 대한 노하우를 축적한 건설업체의 SOC 민간투자사업 분야에 아웃소싱 개닐념 도입, 특화하여 효율성을 극대화 시킴으로써 사업의 안정성 확보와 동시에 투자 수익 실현을 통하여 SOC 민간투자 활성화에 견인차 역학을 할 수 있는 전문운영회사의 도입에 대하여 논하고자 한다.

  • 건설공사 사후평가는 공공건설사업 수행성과를 평가하고 차후 유사사업 추진 시 이를 활용하여 공공건설사업 효율화에 기여하기 위한 제도이다. 국토교통부에서는 발주청별로 실시하고 있는 건설공사 사후평가의 결과정보를 체계적으로 통합 관리하고, 이를 활용할 수 있도록 건설공사 사후평가 시행지침을 기초로 한 건설공사 사후평가시스템을 구축하여 운영 중에 있다. 하지만 사후평가 시행지침의 개정에 따라 입력양식 및 관리항목이 변경되고, 축적된 사후평가 결과정보의 분석기능 등의 부족으로 유사 건설사업 수행시 활용 체계가 미흡한 실정이다. 본 연구에서는 건설공사 사후평가 시행지침의 개정과 분석 및 통계기능 강화를 위해 따라 건설공사 사후평가시스템의 개선방안을 제시하고자 한다. 이를 통해 사후평가시스템의 활용도를 제고하고 유사 공공건설사업 수행시 시행의 효율성을 도모할 수 있으리라 예상된다.

Cost Estimating Method of Public Building Construction through Construction Scale (공사규모에 따른 공공건축물 공사비의 산정방법)

  • As there are a lot of differences in the public building construction cost depending on the construction scale of actual construction cost system, a lot of problems occur in the estimation of the cost. So, the development of a predictive model depending on the construction scale shall be used in a way that it is applied to the case selectively and differently. This study drew a cost estimating model through a regression analysis. For this, 42 construction sites which were ordered during 2011 to 2012 by Public Procurement Service data were selected as a historical data. Based on the application of the model to new construction and the verification of its effect, the reasonable model for estimating the construction cost has been suggested.

  • Nuritkum Square Project is a IT Complex which is being constructed in Digital Media City. The project consists of several buildings and is a Design-build, so that the systematic construction management from design to construction stage is more important for a successful project. This study introduces the practical tasks of construction management during the project and analyze some of main tasks to increase understanding construction management in the design-build project. Based on experience of construction management in this project, we examine managerial problems which frequently occur in this kind of project, and suggest how to improve construction management in Korea.

Total Safety Management System by Owner's Lending for the Effective Prevention of Construction Accidents (효과적인 안전사고 예방을 위한 발주자 선도의 총체적 안전관리제도)

  • In this paper, the systematic problems of safety management in domestic construction industry are presented by the investigation and analysis of construction fatal injuries. In particular, it is discussed that the current construction safety management system by contractors leading is ineffective to prevent the serious accidents caused by inappropriate planning and design and to circulate the safety management cycle without interruption. A couple of ways for improving domestic construction safety management system are suggested in broad perspective. This is done by the analysis of construction safety management system of four advanced industrial countries such as the United States, the United Kingdom, Germany, and Japan and the study of a best practice. Total safety management system by owners leading is recommended to prevent construction accident effectively because this system makes all the parties join to the management system and distribute the responsibilities clearly to each party. This will drop the accident occurrence rate by dragging all the parties' cooperations and activating the total safety management system in an early stage.
