Assessment of Owner Organization's Business Function for Successful Application of CM (발주자 유형별 CM 업무기능 특성 분석)

  • Since the Construction Management(CM) was introduced into the Korea construction industry, the efforts for acceleration of CM adaption have been continued. The fact that an owner organization has the essential key to successful application of CM delivery method is true, but there has been no study on owner's organization. An owner should decide their organization type and measure their current needs of each CM business functions for successful application of CM. After the needs of CM business functions are measured, the owner should reinforce their required business functions through strengthening their in-house capability or outsourcing. Thus, this paper defines four kinds of owner organization type and suggest the form for evaluation of owner's CM ability and analyze about needs of each type's CM ability through making up question.

  • Demand analysis plays a key roles in helping decision making in all fields of production activities. In order to analyze the demand of the client, items on the preference motivation for CM service has to be formalized, but it is difficult to establish. The purpose of this study is to present items of demand analysis for CM Clients. For this, the factors affecting purchase of CM service for CM Clients are analysed through literature review in other various areas about intend to purchase. Through this, increase the importance of the CM demand analysis and understand the service demand, the growth of the CM market, important foundation.

  • It has been 10 years Since December 1996 when CM method was institutionalized by Construction Industry Fundamental law. Even though construction market has been in stagnant of business activities till now, CM in Korea started to be activated by the introduction of CM method i.n public construction. In the end of 2005, the number of CM order's contract is 6.7 times , an amount of CM order's money is 9.2 times more than operation plan of CM system announced in 2001. Therefore, CM market has been dramatically growing. However, it is judged that the shortage of faith in CM project and necessity of CM method are not recognized and study on a owner who affects successful settlement of CM has not been performed. When considering those points, in introduction and practical use of CM, CM is suggested to the field which is necessary for a client through the task performance level research and analysis of a owner who act a important role to activate Construction Management. As result of studying pre-existing papers to i.nvestigate of owner's capability level, the task function of a client is classified into 10 types and a public opinion poll was performed based on the 10 types of function.

  • The production process of construction industry is different from thing of the general manufacturing, likewise various participants make temporary teamwork for success of the project through sharing of information. But, the each role of participants is Individually changed to step in construction process stage and moreover it has complicated, entangled interests. The CM(so it called Construction Management as an abbreviation word) system was inducted for the effective management and operation of construction project. The key of the CM success depends on the cooperative relationship relation to major participants. There are lots of studies and efforts for the performance measures of the CM, however existing performance index is only measured as the viewpoint of project owner. Therefore it needs to make up for balanced view through combination of the four-way view of participants. In this study, we should search for cooperative relationship of project participants, and then we should suggest to define the difference of project in their viewpoints.

  • 프로덕트 관리를 통하여 발주자에게 제공해야 하는 산출물에 대한 구체적인 특성 및 제원이 규명되면, 프로젝트 관리를 통하여 발주자에게 제공해야 하는 산출물에 대한 구체적인 작업 및 자원이 규명된다. 또한 프로젝트 관리는 설정된 공기, 공사비, 품질 등의 프로젝트 목표를 만족시킴으로써 그 역할을 수행하게 된다. 최근 국내외 프로젝트의 입찰 과정을 볼 때 발주자의 요구사항이 점점 까다로워지고 제약 조건은 더욱 강화되고 있는 추세이다. 따라서 몇몇 사람의 특화된 감각이나 과거 수행된 계획의 답습만으로는 이러한 추세에서 제대로 대응하여 프로젝트 목표를 달성하는 것은 매우 힘든 실정이다. 본 기술보고에서는 프로세스를 통하여 프로젝트 계획을 개발함으로써 과학적이며 체계적인 프로젝트 관리가 이루어질 수 있음을 보여주고자 한다.

  • Project delivery systems determine the relationship, responsibility, authority and the scope of works of those involved in project, hence, optimum project delivery system should be selected to so that construction project would be executed successfully, Until now, the traditional design-bid-build mainly has been used for public projects, but the government is making efforts actively to introduce other methods such as design-build, alternative bidding by its policy. However, delivery systems should be determined through considering physical projects characteristics, owner's goals, external factors, etc, rather than government' policy. Therefore, the purpose of this research is to propose objective delivery system selection criteria and delivery system selection model, which help owners to select the suitable delivery system through quantitative and reasonable manner.

  • Construction Management is the overall management of the project as construction manager and the owner are united together. Construction manager's role is to conduct the overall or partial construction administration in the 'design, bid, build' process, in the owner's interests with maintaining technical neutrality. Construction manager is becoming one of new professionals in the building process and the contract defines their roles and the range of services, so high level of ethnics are required. This study suggests the legal status of the construction manager and the ethnic standards and the ethnic's characteristics. In conclusion, firstly, the legal characteristics of the administration of construction management are the delegations contract, the responsibility of negligence and the duty of due diligence, abided by the contract that ties between the owner and the construction manger. Secondly, the administerial characteristics of the construction management are the role of mediator, the service of professional technology, accountability to the owner and publicness. Thirdly, due to these characteristics, as a professional, the standard of ethnic assessment for the construction project manager are intention, act and result, so with the relation to that, morality, deontology and consequentialism have been suggested in this study.

  • The construction industry has remained stagnant for a long time. So many researchers have wanted to solve this problem not only focusing on enhancement of construction process, but also introducing the culture of cooperation. The Last Planner System(LPS), one of the elementary techniques of Lean Construction, aims for improving the work reliability and reducing variability by measuring and managing the daily or weekly performance for overcoming the weakness of recent complex schedule management tools such as Critical Path Method. This research propose a framework for implementation of LPS conducted by owner focused on construction stage and introduce optimal owner participation model in plant construction, based on needs analysis for construction participants. Furthermore, this research introduce a modified needs analysis, so called IPBA(Importance-Performance-Betterment Analysis), and an advanced LPS procedure which add the needs analysis during pre-LPS and(or) main LPS stages.

  • This paper suggests that construction management services should be performed considering the owner's and the project's characteristics through the examples of the successful projects. For this study, the critical CM services in each phase regarding schedule management, cost management and information management are presented and the problems of the CM delivery system in Korea are analyzed with respect to policies, users, suppliers/CMrs and construction environments. Besides, the situation of the delivery systems in Korea and the differences of each delivery system are presented. It is concluded that, for the settlement of CM delivery system in public construction market and, ultimately, the successful execution as an agent of the owner, CMr should diversify the services and give the optimum CM services appropriate for each project's characteristics.
