대부분의 건설현장에서 채택하고 있는 안전시공 사이클(안전시공일과)활용에 대하여 보다 더 나은 효과를 얻기 위하여 그 정확한 내용을 소개하고자 한다. 이 기법은 일본에서 80년대부터 적용을 시작하여 지금 현재 일본의 전 현장에서 활용되고 있고 이로인한 재해예방 효과도 큰 기법이다. 현대 일본에서의 건설업재해예방을 위한 운동은 크게 3가지로 볼 수 있는데 첫째는 안전시공 사이클운동이고, 둘째는 3대재해(추락, 토사붕괴 및 건설기계 재해)감소운동, 셋째는 안전교육 추진운동이다. 안전시공 사이클 운동은 이 3기둥 중 하나인 것이다.

85년도 국내 건설 현장에서 발생된 산업재해는 노동부 통계 자료에 의하면 재해자 수는 38,086명 (사망 440명포함)이었고 손실액은 1,964 억원으로서 G. N. P 의 0.27%에 달하여 어려운 상황에 처한 건설업체 경영을 더욱 취약하게 만들었으며 업종별로도 광업 다음으로 재해율이 높게 나타나고 있어 인적 손실 및 재해자 증가는 큰 사회 문제로 대두 될 수 있는 단계에까지 이르고 있다. 특히 최근의 독립 기념관화재사고는 건설 현장에서의 안전이 극히 취약함을 단적으로 나타내어 주는 좋은 증거라 할 수 있겠다.

Initiated by the Ministry of Labor, a lot of efforts have been dedicated to the area of occupational injury prevention and some achievements were obtained as well. However, we may find the reason of not having a considerable decrease of occupational injuries in our society in the overall low safety level, lacking safety awareness and lacking proper measures in conformity with the safety standard. Taking a lesson from the above facts, we hereby present measures to be taken for the success of the second Five-Year Occupational Injury Prevention Plan(2005-2009).

The propulsive strategy of the 3rd five-year plan can be summarized into three parts; firstly, it is to divert from the technical approach, such as law reform, and to focus more on the culture in order to transform the perspectives of the employers and the employees. Secondly, it is to provide distinct policies for the areas prone to industrial accidents. Thirdly, the central government needs to seek decentralization and become a promoter of the strategy by abandoning its former restrictions, providing data about the strategy and building infrastructure.

Predict-Plan-Do is the main point to settle Safety management well, but we have neither Predict nor Plan. So just like the system of English CDM is necessary to be adapted in construction work which makes them work in full responsibility by clarifying the responsibility located step by step from planning to designing & constructing-To adapt this system needs more money for Safety than now, but this system makes companies earn maximum confidence & profit by accident prevention. Furthermore leads the nation and the society to earn large profit, then open the road to Welfare State. If you sees only the things such as money, profit, etc before your eyes, no more safety remains. That means no more respect of persons and no more welfare state.

The snow brings affluence if it is dealt with appropriately. but causes huge damages if it is dealt with improperly when it snows heavily. Following with the development of road transportation, tile snow causes damages by becoming a serious obstacle for traffic, increasing traffic accidents, causing damages to the road, and requiring a lot of snow removal expense. As farming in the winter becomes flourishing, damages to agricultural facilities and farm produces caused by the snow become bigger and bigger. Now in our country, heavy snow or heavy rain is likely to fall at anywhere and at any time without restricted to a particular area. Safety first is one way of practicing human respect. Disasters will disappear from our neighborhood if we adopt prevention measures and follow them thoroughly. And also this is the shortcut to achieve a welfare society.

본 연구에서는 파렛트 풀 서비스 사용자의 효익이라는 관점에서 파렛트 사용자를 대상으로 파렛트를 선택하는 주요 속성인 가격, 규격, 정합성, 재질 등에 대한 선호도에 대해 설문조사를 실시하였다. 설문조사는 수도권 창고업체를 대상으로 하였으며 컨조인트 분석기법을 통해 군집분석 및 초이스 시뮬레이션을 실시하였다. 그 결과 파렛트와 차량, 설비 및 제품과의 정합성이나 파렛트 재질을 규격보다 더 중요시하는 경향을 보였다. 이는 다양한 온도대의 상이한 물품을 보관하는 창고업체의 특성상 그 보관 목적에 맞는 다양한 제품군을 가진 파렛트를 선호함을 알 수 있었다. 따라서 파렛트 풀 서비스를 제공하는 업체의 입장에서는 이러한 세분화된 고객별로 적절한 마케팅 전략을 수립하여 향후 국내경쟁 및 해외경쟁에 대한 경쟁력 우위전략을 확보하여 경쟁력을 극대화시킬 수 있을 것이다. 이와 같이 국가물류표준화의 핵심이라고 할 수 있는 표준파렛트의 보급이 개별단위 물류의 표준화가 아닌 전체 물류시스템의 표준화랑 조화를 이루기 위해서는 다양한 물류활동 참여자에 대한 그 특성별 호환성이 전제되어야 할 것이다.
