Change of Korean Democratic Labor Party: based on Parliamentary Party Model (민주노동당의 변화: 원내정당화 현상을 중심으로)

  • The primary purpose of this study is to explain the changing nature of Korean Democratic Labor Party, namely the revealed characteristics contrary to the party's original identity, based on empirical framework of so-called "Korean Democratic Labor Party' as a Parliamentary Party". This paper focuses on the unanticipated phenomenon that Korean Democratic Labor Party, in spite of its expectancy as an alternative party model to overcome the challenges of Korean party politics, has lost its characteristics as a mass party but has revealed the characteristics of parliamentary party since it took parliamentary seats in National Assembly.

  • 한국대학교육협의회에서는 제16대 대통령 선거에 즈음하여 주요 정당의 대통령 후보자들을 대상으로 고등교육정책에 대하여 서면질의(별첨 서면질의서 참조)를 하였습니다. 서면 조사기간은 10월 28일부터 11월 15일이었으며, 각 당에서 제출한 답변서는 편집 형태를 통일하여 전문으로 게재하였습니다. 한국대학교육협의회에서 질의한 내용에 대한 각 당의 답변서는 현재 국회 의석 수를 기준으로 하여 '한나라당'. '새천년민주당', '국민통합21', '민주노동당' 순으로 구성하였습니다. 다만, 지면 부족으로 주요 당의 고등교육정책만을 게재함을 양지하여 주시기 바랍니다.

Three Dacades of Labour Politics in Korean Labour Movement - Reflections and Critics (한국 노동운동의 1기 노동자정치세력화 30년 : 성찰과 비판)

  • Three dacades of time have passed since the Korean labour movement experimented its political empowerment struggle. Generally it has failed for all some positive results. But unfortunately there were no critical and intellectual reflections regarding the failure within the labour movement. This study drew three conclusions. Firstly, the success or failure of political experiments was caused mainly by the labour regime changes of the Korean society. Secondly, the motive power was provided not by the progressive party, the Democratic Labour Party, but by the trade union movement and organization, the Minjoonochong. Lastly, the Candle-Light revolution in 2016 has produced some new conditions for the second stage of political empowerment praxis in Korean labour movement.

  • This paper deals with public understanding of the stem cell cloning discussed in the Internet, based upon the case study of public discourse about Dr. Hwang's international publication of an advanced research of Stem Cell in Korean context. Public understanding of the stem cell cloning in Korea is characterized as follows: (1) it was defined as therapeutic cloning, (2) it was legitimized as a national pride and a potential vehicle for long-term economic performance, (3) ethical issues were criticized by the exclusion of early embryo from human life and the ubiquity of abortion in Korea.

Legal Research about the Public Offering of Director Compensation (이사보수의 공개에 관한 법적 연구)

  • Due to the influences of global financial crisis, countries are putting their efforts on the enhancement of appropriateness and transparency of director compensation. In several countries including Germany, the United States, the United Kingdom, France, and Italy, listed companies and financial institutions in certain levels make public announcement for compensations of individual directors, not the averages. Recently, even Asian countries including China, Hong Kong, and Singapore are introducing individual director compensation public announcement policies. On the other hand, in cases of companies, which must submit annual reports, under current Korean capital market laws and enforcement ordinances, they are obligated to mention 'total wage paid to all executives in that business year' on the annual report, but does not have to mention individual wages of each executive. About this, at the 17th national assembly, revised bill for the Securities and Exchange Act for companies to mention wages of each executive. The financial world is opposing to open individual director compensation to the public as they concern about the shrinking of outstanding human resources recruitment, breach of corporate confidence, privacy invasion, deterioration of labor-management relations, and downfall of the executive's management will as director compensation will be standardized downward; however, if public opening of individual director compensation is forced, domestic companies will prepare more objective and rational standards when they calculate director compensations, and moreover, it will prevent arbitrary intervention of dominant shareholders. Therefore, to clearly and efficiently control director compensation, we need regulations for obligating public opening of individual director compensation.
