Risk Mitigation for Independent Power Producer Projects in Developing Countries Based on Case Studies (사례연구를 통한 개발도상국 민자발전사업 리스크 경감방안)

  • This study investigates the risks that can occur during the development stage of IPP project in developing countries. In case that ECA and MLA cannot participate due to poor credit rating of the country, the diversification of power purchaser in marginal states can be a great help to reduce both market risk and country risk at the same time. In case of thermal power plants and combined cycle power plants, the effect of performance degradation as time passed will be considered and expected profit of sponsors should be maintained. Recently, developing countries are expanding IPP projects to reduce the financing cost and Korean power companies are positively participating in IPP projects. Accordingly, the loss of Korean companies should be minimized by risk management through the risk mitigation methods of this study.

전력산업기반조성사업 소개

  • 정부와 한전은 그동안 전력산업을 경쟁체제로 전환하기 위한 사업을 단계적으로 추진하여 왔다. 1993년도에 장기전력 수급계획에서 발전부문의 민간참여를 공식적으로 검토하기 시작하였으며 1995년도에는 제1차 민자발전사업 기본계획 발표로 민자발전시대의 문을 열게 되었다. 1997년도에는 정부에서 전력산업에 대한 진입규제완화 방안을 발표한데 이어 전력산업의 구조개편의 본격 논의를 위한 전력산업구조개편위원회를 구성하여 1999년도에 전력산업구조개편기본계획을 확정하기에 이르렀다. 이에 따라 구조개편 추진이 가속화하여 1999년도 5월에 산업자원부내에 전력산업구조개혁단이 발족되었고 2000년도 12월에 전력산업구조개편촉진법률안이 국회에서 통과되어 2001년도 4월에는 발전부문을 6개 발전자회사로 분할하였다. 정부에서는 전력산업구조개편을 성공적으로 이행하기 위하여 그동안 한전에서 수행해 오던 공익적 기능사업을 정부로 이관하여 추진하게 되었으며 이러한 공익적 기능사업을 체계적이고 안정적으로 추진하기 위하여 재원을 확보하고 전력산업기반조성사업계획을 수립하여 2001년도 하반기부터 수행하게 되었다.

  • 국내 최초의 LG민자발전소에 대해 건설공사 이전인 사업추진 초창기부터 종합 준공시까지 직간접으로 6년여 동안 참여했다. 그동안 민자발전이 종합 준공되기까지의 추진경위 및 진행 현황과 발전소 주요시설에 대해 개략적인 사항을 소개하고자 하며, 후속기 건설공사 추진도 멀지않은 장래에 성공적으로 추진될 것으로 보인다.

  • This study is about whether the new Project Finance scheme called "Asset Backed Short Term Bond(ABSTB)" with Project Finance Guarantee Cover provided by Korean Exim Bank(KEXIM) is an appropriate and valid financing structure, through close examinations on domestic and overseas IPP case studies. This study clearly indicates that (i) the interest rate of ABSTB with KEXIM's Project Finance Guarantee is relatively more competitive than the interest rate of other ABSTB guaranteed by EPC Companies (ii) the lower credit rated EPC companies make higher ROE(Return on Equity) through this financing structure. Lastly, Korean EPC Companies can secure profitability through this innovative financing scheme which will also lead to winning more power plant Contracts and become globally competitive.

Private Procurement for Constructions and Operation of Buman Road in Daegu (도시 인프라 시설을 위한 민자 유치 -대구시 범안로 민자도로의 운영 실태와 대책-)

  • Recently private procurement projects for urban infrastructure have been emphasized and introduced by government(both central and local) as an important method to supplement public budget shortage and to improve creativity and efficiency in its construction and operation, and hence to promote regional development. But these private procurement projects seem to be implemented under the neoliberal condition of urban policy for private capital to extend its sphere of investment and to ensure its opportunity of profit. Such private procurement projects for urban infrastructure have been legislated and widely applied since 1994 in S. Korea, but in recent years they have triggered out a variety of serious problems. In results of this study on the private procurement for construction and operation of Burnan Road in Daegu, it can be pointed out, it has led serious problems such as overestimation of traffic volume in plan, over-appropriation of construction cost and appurtenant business, irYational operation and account of the operating firm, problem in refinancing and change in contents of practical agreement, and over-compensation of minimum operation revenue. Some measures that can be considered as alternatives to resolve those problems and to operate more rationally the Buman Road include those of increasing traffic revenues, of reducing supports of public financing, and withdrawal of (part or whole of) operational right from the private firm.
