행정자치부(장관 박명재)가 지역예산을 집행하는 계약과정에서 발생하는 문제의 해결을 돕기 위해 마포구 공덕동에 소재한 한국지방재정회관에서「지방계약민원 종합상담센타」를 개설, 지난 1월 22일부터 민원상담서비스에 들어갔다. 이 센타는 2006년‘지방자치단체를 당사자로 하는 계약에 관한 법령’시행 이후 폭발적으로 증가하는 민원상담을 소화하는 한편, 서비스의 질을 높여 체계적·능동적인 민원서비스를 위해 개설 됐으며 △상담신청 → 1차상담서비스 → 진행상황 파악 → 미진한부분에 대한 사후 서비스 → 수범사례 전파의 순으로 서비스가 진행된다.「지방계약민원 종합상담센타」는 앞으로 자치단체, 교육행정기관, 건설업체 등에 대한 신속하고 품질 높은 민원상담서를 제공, 고객만족을 확대하고 제도적 건의사항이나 문제점을 즉시 파악해 정책에 반영할 계획이다. 한편 이날 현판 제막식에는 김경회 대한설비건설협회 상임이사를 비롯한 건설단체 임원 및 지방자치단체 시·도 계약담당 사무관, 시·도 교육청 계약담당 사무관, 행자부 산하기관 임원 등이 참석했다.

As recent construction projects have gradually become larger in size and complex, construction documents such as drawings and specifications revealed the limitations that can not express all the necessary information. Due to the lack of stipulations on the contract, disputes arise among contracting parties. Traditionally, many construction companies in Korea make an unfair agreement with the clients so that the irrational items are included in their contract documents. Potential dispute factors are triggered as a result of misleading or omitted items on the written documents. This paper analyzed the civic counseling cases obtained from the public procurement service in Korea, and identified the potential dispute factors that can occur during pre-dispute stage alone with their influence analysis. The results found from this study can be used for the development of checklists that prevent the dispute in the process of construction projects.

It's hard to express a lot of information within the drawings and the specifications as construction projects have gradually become large-size and complex. So, disputes are caused by that and reason that the usual practice(culture) of contract of the constructions in Korea is based on unfair rather than the fair principle between clients and contractors. However, the contractors don't try to solve this kind of things because they are worried about at their disadvantage situation. Therefore, this paper deduced the factors in the pre-dispute phase by analysing the cases of the civic counseling in the office of supply and the pre-dispute factors, and conduct analysis on the factors' importance by using AHP. The results will be used for a check-list to prevent the disputes.

The purpose of this study is to identify the educational needs among social workers in social welfare facilities in Jeju province concerning lack of knowledge, skill and attitude, and establish the systematic education for prosecuting diverse training and suggest fundamental data for designing future curriculum. The results of analyzing top 10 educational needs for the workers are as follows: firstly technics for managing crises, understanding and practice for clients (characteristics, human right, safety and health), case management (basic), counseling technique (basic), case management (advanced), counseling technique (advanced), planning and operating social welfare program, managing client response and emotional labor, improving competence for communication (between staffs and clients, etc.), and finally assessing project outcome (project plan, execution, management and assessment, etc.). Social workers in social welfare facilities in the area have highly recognized the necessity of profession centred education. However, they had low satisfaction with the diversity of profession education in the Jeju island and the systematic training courses. This survey suggests the various results concerning qualitative growth of profession education, expansion of job-centred curriculum and security of professional instructors to fulfil systematic education training for social workers.

Some records have to be classified not according to their business function but according to their case because of the characteristics of the organization's business. Examples of this are case files, criminal files, lawsuit files, personal files, medical files, and project files. The case files are made according to standard business processes. Case files are filled with records of a series of activities and these records, which are made while carrying out various functions, reenact the multilevel process of a case. This study organized the implications of managing case files by examining the composition of lawsuit records and deducting characteristics in management. To do this, first, this study analyzed the composition of the lawsuit records that Korea Legal Aid Corporation produced and managed. Second, this study confirmed how the characteristics of case files are reflected in the lawsuit records of Korea Legal Aid Corporation. Third and lastly, this study searched how the lawsuit files are managed and used through the example of Korea Legal Aid Corporation.
