Improvement of Design Performance for the Minimization of Public Grievances Based on a Construction Public Grievance Breakdown Structure (건설공사 민원 최소화를 위한 민원분류체계 기반 설계성능향상)

  • Construction projects are often large in magnitude and high in construction amount. Therefore, construction activities have great impacts on business economics and social lives in the surrounding regional area. The residents can have public grievances if they are badly affected by the construction activities. Project owners should try to minimize adverse impacts in planning and design as well as in construction. The objective of this paper is to establish a public grievance breakdown structure and apply this breakdown structure to improving design functions in an effort to minimize public grievances. This research has been done in three steps of 1) analyzing the characteristics of public grievances in construction projects; 2) developing a public grievance breakdown structure; and 3) based on the public grievance breakdown structure, generating design alternatives that can improve the preparedness against public grievances. A case study has been done to demonstrate the applicability of the public grievance breakdown structure in generating design alternatives to minimize public grievances.

  • 도로의 일부구역을 일반시민이 특정목적으로 사용하기 위한 도로점용허가는 국민생활 및 재산권과 밀접한 관계가 있으나 설계도 등 구비서류가 다양하고 복잡하여 민원인이 신청하기에 불편하고, 이는 곧 민원행정에 대한 국민 신뢰도 저하로 이어지고 있다. 도로점용허가는 서류가 대부분 종이로 제출되어 보관 및 자료찾기 등 사후관리가 어렵고 민원 대응 등 업무처리가 힘들어 행정효율성 저하를 초래하고 있다. 본 연구는 도로점용허가 전반을 지원할 수 있는 온라인시스템(이하 '도로점용시스템'이라함)을 구축하기 위한 정보분류체계를 개발하여 대국민 서비스 및 업무효율성 향상을 도모하고자 한다.

  • 웹의 발달과 전자정부의 지향으로, 행정기관의 웹사이트를 통한 민원처리가 증가하고 있다. 게시판을 통해 이용자가 민원을 제기하면, 각 기관에서는 담당자를 배정해 처리하지만 해당 게시물을 공기록으로 보존하지는 않는다. 공공사이트를 통한 투명한 행정을 위해서는 게시물도 공기록물로 보존하는 체계가 마련될 필요가 있다. 이를 위해, 정부기능연계모델(BRM)을 기준으로, 공공사이트의 게시글을 자동으로 분류하는 시스템을 구현하였다.

A Study on an Automatic Classification Model for Facet-Based Multidimensional Analysis of Civil Complaints (패싯 기반 민원 다차원 분석을 위한 자동 분류 모델)

  • In this study, we propose an automatic classification model for quantitative multidimensional analysis based on facet theory to understand public opinions and demands on major issues through big data analysis. Civil complaints, as a form of public feedback, are generated by various individuals on multiple topics repeatedly and continuously in real-time, which can be challenging for officials to read and analyze efficiently. Specifically, our research introduces a new classification framework that utilizes facet theory and political analysis models to analyze the characteristics of citizen complaints and apply them to the policy-making process. Furthermore, to reduce administrative tasks related to complaint analysis and processing and to facilitate citizen policy participation, we employ deep learning to automatically extract and classify attributes based on the facet analysis framework. The results of this study are expected to provide important insights into understanding and analyzing the characteristics of big data related to citizen complaints, which can pave the way for future research in various fields beyond the public sector, such as education, industry, and healthcare, for quantifying unstructured data and utilizing multidimensional analysis. In practical terms, improving the processing system for large-scale electronic complaints and automation through deep learning can enhance the efficiency and responsiveness of complaint handling, and this approach can also be applied to text data processing in other fields.

  • Civil appeals under constructions cause a lot of difficulties of doing construction because of compensations, interruption of works, administrative punishments, etc. So this research focused on the characteristics of civil complaints against constructions by analyzing the causes of civil appeals and treatment conditions classified by year, geography, and breaking time. This research indicates three points. (l) As the level of civil life and consciousness is increased, the number of civil appeals against constructions are tending upwards in view of the results so far achieved by year. (2) Analysis about civil appeals classified by geography shows that the rate of civil affairs in Gang-nam District are higher than that of others.(3) 96% of the civil appeals by breaking time are occurred under the constructions. By predicting and treating of what type of civil appeals are occurred, this research can be used as data which make damage minimized.

  • Through rail transit has many merits as a safe, environmental harmonic and scheduled transit, there are many problems to construct railroads because of the public resentment. However, there is no reasonable way to settle the conflict properly and it causes enormous social and economic losses. This paper suggests a methodology to evaluate public complaint using the AHP technique, which is generally used as the methodology to evaluate public complaint using the AHP technique, which is generally used as the Multi-Criteria Decision Making (MCDM). However, the result from the AHP has some defects to control conflicts because the interests related to railroad projects are so complex that it is hard to make people persuaded easily. Therefore, this paper suggests 'the improvement ranking method', 'the sensitive analysis', and 'the assessment of independence relationship' which can aid the basic AHP to be robust. And the AHP. modified by fuzzy method, is also suggested to apply this methodology to example rail paths in Korea.

  • 해양수산부(장관 윤진숙)는 위험물의 분류기준을 국제기준과 동일하게 적용하고 위험물질 운송에 따른 안전성 제고를 위해 "위험물 선박운송 기준"을 개정하여 시행한다고 밝혔다. 개정된 기준은 국제적으로 적용되는 "국제해상위험물규칙"(IMDG Code)의 최근 개정내용을 반영하고, 위험물 및 화물구역의 종류별 방화장치 요건을 강화하여 위험화물로 인한 선박의 화재 및 폭발 사고가 감소될 것으로 기대된다. 특히, 위험물 운송 용기를 용기의 종류, 재료 및 형태별로 구분하고 외관, 구조 및 성능검사로 세분하여 위험물 용기 검사체계를 효율화함으로써 민원인의 편의를 도모하였으며, 또한, 국제기준에 따라 자동차를 일반선박이나 컨테이너에 수납하여 운반하는 경우 위험물로 분류되어 위험물수납 검사대상이 된다. 본 고에서는 "위험물 선박운송 기준" 일부 개정(안)에 대해 살펴보도록 한다.

  • We face with difficulty of Urban Regeneration because of conflict between complex stakeholders by structural characteristics of Urban Regeneration. Actually, many parts of stakeholder are assumed and conflicts of stakeholder aren't solved using systematic management. Therefore, In this study, I analyzed definition and special quality of Urban Regeneration and proposed necessity of Stakeholder Management that manages suitable communication and their relation of each stakeholder through grasping and analyzing stakeholder as Program Management for Urban Regeneration.

  • 농촌진흥청에서 제공하고 있는 수치토양도는 수문 수자원 분야에서 SCS-CN법을 이용한 유효우량 및 유출곡선 산정에 가장 많이 활용되고 있다. 토양조사 국책사업 결과 전산화된 토양도 및 토양검정 데이터베이스에 기초한 토양정보 웹 시스템은 전국의 토양 전자지도와 토양 통계 자료를 주제별로 검색하거나 필지별 토양분석 성적에 따른 토양관리처방서를 조회하는데 사용되는 농업분야 이외의 사용자 그룹을 위해 필요한 정보를 제공하도록 활용 및 유통 요구도가 높아지고 있다. 수치토양도가 수문학적 토양유형 정보를 포함하도록 제공하는 것이 먼저 필요할 것으로 생각되고 다음으로는 수문 수자원 분야 활용 측면에서 수치토양도가 제공하는 속성, 축척, 제공형태, 좌표체계, 서비스 방식 등에 대하여 활용정책을 마련하여 이에 따라 자료가 유통될 수 있도록 하여야 할 것이다. 앞으로 활용이 가능하게 될 수치세부정밀토양도와 토양유형을 이용하여 충북 괴산군 소수면의 소유역에 대해 SCS 삼각법에 따른 단위도 작성, 유효우량 산출 및 유출곡선을 작성한 결과 농업과학기술원의 정 등(2006)이 분류한 토양유형을 이용한 결과 정 등(1995)에 따른 토양유형을 이용한 결과에 비해 CN값과 유효우량이 더 높게 나타났고 삼각단위도로부터 유도한 정점의 유출량과 시간별 유량 관측값에 더 가까운 것으로 나타났다.

  • As the domestic housing supply problem has been resolved, the apartment construction market has shifted to a consumer-oriented market that wants high quality, and in particular, expectations in the area of finishing quality have increased. Looking at the status of complaints regarding apartment housing defects supplied by Korea Land and Housing Corporation, tile-related complaints are the type occurring the most frequently. While the Ministry of Land, Infrastructure and Transport(MOLIT) is making an ongoing effort to reduce complaints related to defects, through approaches such as drafting amendments to 「Investigation of defects in apartment houses, calculation of repair costs, and standards for determining defects」, the provision of preventive measures has been insufficient. In addition, by reviewing studies, there has been insufficient research to construct a classification system after deriving the characteristics of each type using the qualitative knowledge of experts, various quantitative indicators, and suggesting measures for reduction according to the causes of each type. Therefore, this study will reflect qualitative indicators to use the AHP analysis that makes it easy to identify the relationship between defects by surveying construction experts. Then, by visualizing the weight of 'Possibility of recurrence after repair,' 'Degree of difficulty in repairing defects' and 'Fault frequency' using a radial graph, we will analyze the characteristics of each type of tile construction defect and establish measures for reduction according to the cause. This will improve the quality of the living environment and contribute to the establishment of a system for smooth defect management and reduction of defects in apartment tile construction.
