The study aims to explore whether the management and operation of national technique qualification system has a suitable role division between the government and non-government and to design plans for building it. To do so, a direction for role division between the government and non-government was investigated in the management, national technique qualification system. In addition, limitations in the operation of government-centered qualification system were pointed out by analyzing the present status on the management and operation of national technique qualification system and plans for role division between the government and non-government were proposed in the management and operation of qualification system. Various methods were applied to this study as its methodology: the collection and analysis of the relevant literatures, surveys targeting companies(internal qualification managers) and associations by industrial classification(owners' groups) as respondents, holding expert consultations for setting a direction in dividing roles between the government and non-government, interviews with companies and associations by industrial classification for gathering their opinions, forming and operating a collaborative research group consisting of specialists in qualification system.

한국의 항공산업은 짧은 역사에도 불구하고 괄목할 만한 성장을 이루었으나, 그 규모에 비해 행해진 사회과학적 연구는 부족한 실정이다. 본 연구는 한국 군 출신 조종사들이 민간 항공조종사로 전환시 그 적응을 돕기 위한 교육 프로그램에 있어서 주요 고려사항들에 중점을 두었다. 이러한 고려사항들을 찾아내고 선별하는 것을 돕기 위하여 국내 두 항공사의 현역 조종사들 중 군 경력자들을 대상으로 설문을 실시하였으며 그 설문 결과를 SPSS에 의해 분석을 하였다. 분석 결과 국내 항공사의 전환 교육 프로그램이 군 출신 조종사들이 민간 항공 조종사로 적응하는데 필요한 임무의 차이점이나 CRM, 영어 교육 및 기술적 환경변화 등을 효과적으로 준비시키는데 적절치 못한 것으로 나타났다. 이는 군 경력 조종사들의 민간 항공 전환시 그 적응을 돕기 위한 개별적인 교육 프로그램이 필요함을 예시해 주고 있다.

This research is looking for the private security industry and diagnostic issues and enable our strategy will be presented through SWOT analysis for the management environment of private security industry to ultimately contribute to the private security industry. Along, the purpose of this research is to want to reach key factors which affect the competitiveness of the private security industry. This study was to conduct literature research and surveys. And analyzing literature and data was collected. And determined the status of private security industry by conducted a comprehensive survey with 13 experts is causal. The question investigation hemisphere the question which harmonizes became accomplished in the center. Like this question analyzed the opinion of the identical research participant and 3 times was executed repetitively, and 2 to verify the data through multiple data as a basis for the SWOT analysis of the environment. Accordingly, the following conclusion emerges. First, the private security industry-related legislation will complement the systematic. This is the task of the public security authority and the relationship will be in the direction for improvement. Second, to develop strategies for diversification of products and services through the use of IT. This business what development security services and products based on IT advanced technology can provide a solution to maximize profits to large security companies and to all of the small companies. Third, it should seek ways to make exports that social safety net project based on security technology and capital of Kore for other Asian countries or developing countries in the world.

While the ship finance industry has long been struggling with diminishing involvements from the private sector, government-run banks have consistently increased their presence in maritime finance. To address such concerns, this research conceptually explores the creation of blockchain technology-driven security token offering (STO) platforms. To suggest a sound platform model, this piece first examines key design principles. Based on the integral perspective on the digital platform, this paper exhibits three core design principles to create a virtuous platform ecosystem, then sets out STO platform design guidelines. This paper further explores an STO platform model by considering conventional ship finance systems and practices in Korea. The STO platform has three main effects; 1) the wider availability of STOs can enlarge both the scope and size of ship finance users, 2) the activation of security token transactions leads to an increase in participation, and 3) possibilities to create complementary innovative financial services can further encourage the participation of private investors. The STO ecosystem may contribute to the shipping, shipbuilding, and ship finance industries by enhancing its attractiveness to the general public and by creating positive externalities for Busan as a maritime finance center.

Recently many of earlier GIS services are changing to the form of user-participated dynamic geoweb service like many new impressive web 2.0 services substitute for earlier old-fashioned web 1.0 services. Many relevant technologies are necessary to be developed so as to integrate a number of geospatial data and functions all around into the useful geoweb services. It is also necessary to make the integration easy and to cope with the rapid changes in geoweb environment. In this study, the trend of relevant geoweb technologies were reviewed before, and the development of open geospatial service platform were carried out. As a result, open 2D/3D map service engine, user-participated mashup engine, Open API search engine and so on were im plemented as the core components of that platform. The platform will be able to be used as the common platform among a number of applications in the fields such as public/private GIS integration, u-city projects and GIS/LBS services etc.

For the quality improvement on private security industry, the quality of personnel in private security should be advanced through the systematic training. If the personnel in private security provide an advanced service in applying knowledge and technique to the field when in training, they can obtain the reliability from people. With the point of this side, practical and systematic training is essential to the restoration on the private security industry. The personnel of private security face many people in the field. So they must work with an active concept that can prevent additional crime from behavior suspicions through scientific observation method and systematic inquiry method rather than negative work with providing a friendly service in the field. For conducting this concept, therefore, this study suggested the improvement training program of "Question and Research Guides" from new employee training on existing private security. The scientific observation standard is specifically suggested from the study 'people watching' of Professor Morris, D. and an act contact question from lead technique that US FBI, police, and inspection institute are taking through the feature of human act and 'METT' that is the program for emotion capture training through human minute look is going to be applied on "Question and Research Guides" training. This will provide the educational mood for students with the training content that is available for the practical training program and the real work, and will help to restore the private security industry with obtaining people's reliability through the scientific work and advanced field treatment.

Since "Act on Private Participation in Infrastructure" were changed in January 2005, BTL(Build-Transfer-Lease) projects of Private Participation In Infrastructure was introduced in the domestic construction market for the purpose of providing public facilities with the public. Selecting the most qualified Promoter should be considered discreetly in BTL projects because BTL projects is for projects with approximately thirty year project life cycle, plan, construction, operating, maintenance and obviously the success of the project totally depends on the capability and role of concessionaire. However, score for cost is likely to influence designating concessionaire to take the project. Accordingly, low bid contract with too much competition could decrease the quality of the construction plan and operating plan. Thus, this study did preliminary research and documents on problems of evaluation criteria for designating concessionaire in BTL projects, and proposed improvement program by doing questionnaire over specialists of each field.

본 논문은 TGV 개발을 중심으로 한 프랑스 철도정책 공동체의 정치, 사회, 경제적 배경과 정책결정자, 정책의 추진과정 및 설득과정을 분석함으로써 1960년대 이후 프랑스 공공정책 분야에서 급속하게 발달하게된 자유주의적 개혁을 설명함을 목표로 하고 있다. 프랑스 국영철도(SNCF)는 2차 대전이후 국민경제의 재건을 목표로 한 정부의 적극적인 지원하에 기술 및 생산성에서 세계적인 기록들을 수립했으나 민간부문의 교통수단들과의 경쟁에 직면해 경영의 어려움을 겪게 되었다. 이에 정부는 철도부문에 민간의 경영방식을 도입하고 적극적인 시장의 재탈환에 나서도록 이니셔티브를 부여함으로써 SNCF로 하여금 고속철도 기술을 개발하도록 이끌게 되었다. 나아가 이 과정에서 나타난 정책결정 구조와 정책의 설득과정에 대한 분석은 프랑스 철도정책 공동체의 특수성을 이해하게 해 줄 것이다.

섬유강화 플라스틱을 시초로 복합재료가 상업적으로 생산, 판매되기 시작한지 어언 30여년이 되었다. 뛰어난 기계적 . 화학적 특성을 바탕으로 오늘날 복합재료는 신소재의 한 분야로 굳게 자리잡고 있다. 설계, 성형, 분석기술의 발전과 아울러 유리섬유 복합재료 이후에 특성이 뛰어난 복합재료 소재들이 개발되고 있어 복합재료의 응용범위를 더욱더 넓히고 있다. Boron, carbon, aramid섬유의 개발은 첨단 복합재료의 개발을 가능케 했으며 군용, 우주기기의 개발로 얻어진 결과들은 민간 항공기 또는 스포츠, 레저 분야에 많이 이용되고 있다. 민간 항공기의 많은 부분에 첨단 복합재료로 된 부품들이 사용되고 있으며 복합재료로된 골프채, 낚시대, 테니스채 그리고 스키 등을 우리 주변에서 손쉽게 찾아볼 수 있다. 이 글에서는 고분자 기지 복합재료를 중심으로 그 성형법 및 응용에 대하여 논하고 기타 특수용도 복합재료에 대해서 약술하고자 한다.
