A Study on the Improvement of Optimum Cost Estimation of Cultural Property Utilization Business by Case Study (사례분석을 통한 문화재 활용사업의 적정대가기준 수립에 관한 연구)

  • The recent cultural properties utilization projects by the Cultural Heritage Administration have no rational standards to pay reasonable prices to stakeholders participating in budget compilation or projects. Therefore, there are frequent conflicts when calculating budgets between the Cultural Heritage Administration supervising projects and local governments or private organizations. Especially, as the items or detailed standard of budget compilation from planning to completion of projects are unclear, it is hard to stably operate projects, and eventually, they are no more than one-shot events without being developed into long-term projects. Thus, this study analyzes the overall operational status, systems, and problems of current cultural properties utilization projects. A national-level budget compilation standard system is then suggested, for the stable operation of cultural properties utilization projects. In addition, this study benchmarks the items and detailed standard of budget compilation used in similar areas, and also puts together actual cases.

Smart City Policy Considering Spatial Characteristics (공간적 특성을 고려한 스마트시티 정책)

  • The important of Smart City has been increasing on the driving force of 4th industrial revolution and method to solve urban problems. Korea government introduced and implemented ubiquitous City as an intrinsic Smart City brand from the early 21th century. Diverse types of Smart City projects were announced as national strategy by the spatial characteristics. National Test-Beds in Sejong city and Busan(EDC: Eco Delta City) are urban planning to be future city models for new town development. In the old towns in cities, various type of Smart City projects are support by government by urban growth stage; frontiers, stable or declining urban realm. 「3rd Comprehensive Plan for Smart City(2019 ~ 2023)」 in Korea plans an important role to build innovative ecosystem and reinforce global competiveness by spreading of Smart Cities. For the successful Smart City as open and inclusive space, it is need that this space should be made by the cooperation of citizens, private sectors and local and central government.

A Study on the Waterway Restoration and its Utilization of the Yeongsan River (영산강의 주운복원과 활용방안 연구)

  • The Yeongsan River had played an important role as s waterway, but in 1981, the Yeongsan River Estuarin Barrage had been constructed, the waterway had been cut off. Since then, in the lower Yeongsan River basin, discussions about the waterway restoration and its utilization of the Yeongsan River has been proposed. But these discussions have not been examined thoroughly with geomorphological and hydrological characteristics of river charmel The waterway restoration and its utilization in the Yeongsan River should be based on scientific validity. In case of considering the conditions of the Yeongsan River, it is desired that the small ship for environmental survey and ecotourism is navigable from Gujinpo to Yeongsan River Estuarin Barrage by dredging a parts of river channel. To devise a plan about restoration and its utilization of waterway, it is necessary that regional and local governments, related administrative agencies, specialists, and NGO should develop the participation and cooperation systems based on governance.

A Study on Characteristics of Chinese Civil Aviation Market (중국 항공운송시장특성에 관한 연구)

  • Recently, China has expanded enormously its economic trade exchange bilaterally with other nations and developed as the second largest aviation market in the world. While open skies bilateral agreements were signed between China and other countries, the agreement processes influenced the aviation market structure and market sharing heavily. This paper analyzed the Chinese aviation market by such three angles as market scale, competitive situation, and market concentration. It is concluded that the Chinese aviation market is the oligopolistic market structure tested by the Herfindahl-Hirschman Index. Finally, suggestions are given to the airlines operating in China such as joining the air alliance, paying attention to a different frequent flyer program (FFP) etc.

  • The new Korean government sets its main policy direction as Creative Economy. The Creative Economy can be defined as a growth strategy that establishes new companies, enhances the competitiveness of established companies and creates new markets, industries and jobs in consequence of combining of creative imagination, science and technology and ICT. In this context, the concept of innovation cluster, which aims to foster technological innovations from an organic ecosystem perspective, can be a valid policy instrument for attaining Creative Economy. Innovation cluster can and must make a contribution to achieving the Creative Economy of Korea. In particular, the ICT Convergence Innovation Cluster will be a good strategy for this purpose. Based on this conceptual background, this paper analyzes a recently notable case of an ICT Convergence Cluster in Korea, Pangyo Technovalley (PTV). We argue that the Pangyo Technovalley is a representative cluster of converging ICT and science and technology. We identify the major factors for successful development of ICT cluster: regional government's flexible response to environmental change, careful pre-planning and balance between private and public involvement. In addition, we also found that additional factors, settlement condition for securing good workforce, agglomeration of various innovation actors for promoting convergence, and cluster network revitalization are also important for implementing the creative ICT convergence cluster.

Improving Disaster Response System Using Network - Focused on Korea and Japan's Disaster Cases - (네트워크를 통한 효율적 재난대응체계 구축 - 한국과 일본의 재난 사례를 중심으로 -)

  • The present study purposed to establish a network for building an efficient disaster response system and for this purpose, we compared cases of disaster response in Japan and Korea. In Japan, disasters are responded jointly through the network of the central government, local self governing bodies and non governmental organizations. In Korea, however, the cooperative network among different areas is weak and this is aggravating damages caused by disasters. That is, in Korea, disaster response services have been mainly carried out by the public sector. The public sector can operate a powerful disaster management system using its extensive management resources, compelling power, and legal authorities. However, it was found that, due to the characteristics of contemporary society, efforts by the public sector including the central government and the local self government bodies have limitations in managing disasters effectively. Thus, for efficient disaster response in Korea, it is urgently required to establish a national disaster response network as well as a private sector cooperation system and to induce NGOs to participate in the disaster response system through institutional devices.

  • According to the children's crime risk is increased, national police agency has implemented child safety keeper system since 2009. Despite the importance of child safety keeper studies, there was no seeking of empirical research and development plan for the operation. The purpose of the study is to find ways to improve the effectiveness of the child safety keeper system. To achieve the research objectives, all the child safety keepers were surveyed by quota sampling in the 16 provincial police agency. Questionnaire analyzed by frequency analysis, t-test, Avova, multiple regression analysis. The result of analysis is the need to strengthen links with child safety keeping house, participatory setting for the patrol route, the improvement of education management and supervision, adequacy of allowance, strengthening contact with children for job success awareness.

A Study on the Structural Characteristics of Collaborative Network of Multicultual Agencies : with a Special Reference to Busan Area (다문화지원기관 협력네트워크의 구조적 특성 - 부산지역을 중심으로 -)

  • This study attempts to analyze the structure of collaborative network among multicultural agencies in Busan area. The survey was conducted with such agencies as multicultural family support centers, regional government offices, public libraries, social welfare centers, and other NGO-supported agencies, in order to analyze the structural features of the network. The results of the study indicate that cooperative networks are hardly in action except for the one among agencies which share their function, roles, and characteristics in common, that regional government offices and multicultural family support centers have high density networks with other agencies and performed major roles. Public libraries, however, only collaborate with other libraries, or did not participated in the networks, which indicates that endeavors of public libraries to cooperate with other multicultural agencies is needed.

  • 제10회 아카시아 토론회가 본 협회(KIRA) 주최로 오는 9월 13일부터 17일까지 인터컨티넨탈호텔 국제회의장에서 개최된다. "아시아에서의 기술, 전통 그리고 건축"을 주제로 열리는 이번 토론회에는 우리나라를 비롯해 중국, 일본 등 아시아지역 16개 회원국 대표단과 행사관계자, 그리고 일반참가자 등 약 1천여명이 참가해 아시아지역 건축사들간 유대를 강화하고 주제 토론을 통한 기술교류 및 건축정보를 교환하게 된다. 5박6일간의 일정으로 진행될 이번 행사는 토론회와 함께 공식행사로 아카시아 이사회와 교육위원회 회의가 열리며 아시아건축상 시상식과 각종 전시회, 건축탐방, 한국건축소개 등 다양한 부대행사가 열린다. 특히 "건축문화의 해"를 맞아 개최되는 이번 ARCASIA Forum 행사에는 지명도가 높은 외국 건축사들이 상당수 우리나라를 찾을 것으로 예상돼 많은 건축인들의 관심이 모아지고 있으며 아울러 한국에서의 대규모 국제행사 개최를 계기로 침체돼 있는 우리 건축계에 활력을 불어넣고 한국건축의 위상을 한단계 끌어 올리는 기회가 될 것으로 보인다. 그동안 우리 협회는 88년아카시아대회를 제외하고는 국제관련 행사가 주로 외국에서 열렸던 관계로 직접적으로 행사에 관계했던 인사나 일부 관심있는 국내 건축사 이외에는 아카시아의 성격과 역할 등에 대한 이해가 부족했고 그만큼 관련행사에 대한 관심도가 적었던 것 같다. 그러나 국제사회는 국가간의 개방과 정책에 따라 사회 전 분야에 걸쳐 새로운 시도가 이루어지고 있으며, 건축관련부문은 민간사업뿐 아니고 정부 조달시장까지도 개방되어 외국 업체가 참여하고 있는 실정이다. 건축설계 또한 시장개방의 압력을 직간접적으로 받고 있을 뿐 아니라 그것이 점차 현실로 다가오고 있다. 이같은 상황에서 우리 건축계는 지속적인 국제교류를 통해 세계 건축시장이 어떻게 변화되고 있는지를 확인하고 그에 대한 정보를 토대로 적절한 대처가 필요한 상황이다. 그동안 아카시아는 회원국의 현안에 대해 서로의 정보교환과 토론이 있었으며, 아시아 각국의 입장을 대변하여 서방세계와 의견교환을 통해 지속적인 대화를 해 왔다. 이와 관련하여 본지에서는 ARCASIA Forum의 서울개최를 계기로 ARCASIA에 대한 독자 여러분의 이해를 돕고자 아카시아의 연혁과 성격 그리고 관련행사 및 회의구성 등을 요약하여 소개하고 또한 지난 85년 이후 우리 협회가 한국대표로 참가해 활동한 내용 등을 정리해 이번호부터 게재코자 한다.

Seeking Platform Finance as an Alternative Model of Financing for Small and Medium Enterprises in Korea (중소기업 대안금융으로서 플랫폼 금융의 모색)

  • Platform finance is emerging as an alternative finance for SMEs by suggesting a new funding source based on a new technology named FinTech. The essence of this business is the adapting ICT challenges to the financial industry that can adequately reflect risk assessment using Big Data and effectively meet individual risk-return preference. Thus, this is evolving as an alternative to existing finance in the form of P2P loans for Micro Enterprises and supply-chain finance for SMEs that need more working capital. Platform finance in Korea, however, is still at an infant stage and requires policy support. This can be summarized as follows: "Participation of institutional investors and the public sector," meaning that public investors provide seed money for the private investors to crowd in for platform finance. "Negative system in financial regulations," with current regulations to be deferred for new projects, such as Sandbox in the UK. In addition, "Environment for generous use of data," allowing discretionary data sharing for new products," and "Spreading alternative investments," fostering platform finance products as alternative investments in the low interest-rate era.
