Recently the construction of bridges crossing navigable waterways is being promoted aiming at expanding social infrastructure and optimizing the overland routes through private investment. The construction, however, tends to focus on more the commercial requirements than the marine safety and efficient port management that it has a big risk not only to fail in ensuring the safety of ship traffic, but also to muse some severe conflicts between the parties concerned. These problems result from the lacking of standards about the design guidelines and discussing process considering the marine traffic safety when designing bridges. This research attempts to show the problems mused by bridge construction and suggest the standard discussing process through the survey and process analysis on Kwangyang Bridge and Incheon Bridge.

The article concerns the relationship between the animation festival and the regional cultural industries. In particular, the article studies the WAF(Web Animation Festival) case, in which has hold since 2004 by the Gwangju Information & Culture industry Promotion Agency in the city of Gwangju. The WAF case will be examined in terms of the promotion of the selected web cartoons and animations in the festival competition. As a result, the competion festival has been managed in connection with the support programs for the promotion of the regional cultural industries. In the process, the Gwangju Information & Culture industry Promotion Agency has sought to connect the selected arts works with the CEOs in the field of content business and media business. The article concludes the WAF need to be reestablished in the context of the development of the Gwangu cultural industries cluster and the reinforcement of the international exchange and networking through the grand project of Asian Cultural Capital Gwangu.

The online performance market is increasing due to recent pandemic events. However, due to the short introduction time of domestic online performances, there is a lack of related prior studies or success stories. In addition, most of these projects are short-lived projects or poor profits, so it is necessary to study how to activate them. The Sac on Screen project, which has been in progress since 10 years ago, has its own imaging experience, and the screening works and screening venues are also diverse, so it is an object of study. In addition, since annual satisfaction surveys are conducted, the business was evaluated based on the voice of customers from the data of the past three years. Based on the analyzed results, a free and paid version of the business model canvas was drawn through a group of experts. As a result of this synthesis, the following major implications were drawn. First, expanding research on online performances, second, needing a sense of responsibility for quality management of content, third, increasing diversity in content selection, and fourth, enhancing the liveliness of online performances, Fifth, efforts are needed to attract private investment and develop value-added products.

The recent stagnation of construction market draw more attention to construction technology development which is believed to be playing a important role in increasing the competitiveness of the construction industry. Thus, increasing pressures has been on the government playing a catalytic role of strengthen technology competitiveness. Hereupon, this study analyzed technology skill evaluation items of the Pre-Qualification system to facilitate construction technology development at the national level and tried to show the correlation between the PQ system and patent application through multilateral analysis of patent applications. Analysis results are intended to provide basic reference in decision-making process related to governmental regulation improvement especially on the PQ system. This research also attempted to draw implications to increase the use of technology related regulations such as patent & utility model based on PQ system analysis results. To do so, a comprehensive trend Analysis on the PQ system has been conducted from the view points of construction technology. Similar analysis has been done with the patent system & Utility model system. Based on Analysis result, implications of regulation improvements was outlined to promote construction technology development, due to eventually increase the competitiveness of Korean construction industry.

Current status of the domestic food industry and major issues are reviewed, and some problems derived from the R&D aspect are analyzed. Particularly, the role of the public sector and the direction of R&D are presented in order to enhance the vitality of the food industry and strengthen the competitiveness of small and medium-sized businesses. At first, the government needs to provide a consistent R&D roadmap through macroscopic coordination, and public institutes and private companies should come up with practical and concrete collaborative measures. It is also necessary to set the investment direction for food R&D in the public sector, taking into account the strategic importance of core technology and the global level difference, targeting on basic research and public platform technology. More efforts to discover agendas focused on food technology and link them to large-scale R&D projects are urgently needed to solve national and social problems through food research.

This study is to establish a national vision of the hydrogen economy and design a roadmap to materialize it. A goal is set to supply 15% of final energy consumption with hydrogen energy in Korea by 2040. Selecting the transportation sorter as the main target, more than 50% of vehicles on the road will be replaced with fuel cell vehicles (FCVs) while $20{\sim}30%$ of electricity demand in the residential and commercial sectors might be replaced with power generation by fuel cells. If this goals were attained as planned, primary energy demand would be reduced by 9%, resulting in improved energy mix in which fossil fuel consumption is greatly reduced whereas renewable energy increases by 47%. Furthermore, GHG emissions will be reduced by 20% and self-sufficiency in energy is enhanced up to 23%. If the hydrogen economy is to materialize, the government needs to implement institutional arrangements such as new legislations, organizations, and fiscal measures to facilitate the process. In addition, the private sector's participation is highly recommended to mobilize fund needed for the huge investment to build an infrastructure in preparation for the hydrogen economy. Arrangements for codes and standards are also required to promote industrialization of fuel cells and hydrogen production and consumption.

This study investigated definition of care farming in which advanced countries in agricultural industry such as Netherlands and Belgium increase their interest and investment, and established a strategy for settlement and development of care farming industry in Korea. For achieving purpose of the study, literature review was implemented to analyze policy, system, related law, workforce of advanced countries in care farming, and experts' conference which consists of 9 representatives such as professors, researchers in areas of agriculture, health, education, horticulture, animal-assisted therapy was implemented. Also survey was conducted targeting 165 people of practitioners in care farming industry. For the result, the concept of care farming in Korea was defined as 'Industry and activity which promotes psychological social physical cognitive health of every Korean people by utilizing agricultural resources(plants, livestock, rural environment, rural culture) or related activity and output', and the purpose, resources, targets of care farming was determined by the definition.

In BTL project, the operation cost covering upcoming 20 years is usually alloted more than construction cost although its plan is made in short time. Therefore, it is a key issue to forecast and to analyze operation risks in the process of making contract in order to successfully finish the BTL project and to ensure the profitability of business. However, only a few domestic professional management companies are capable to carry out funding and facility management. To manage the potential risks efficiently in BLT project, it's essential to prioritize the risk factors by means of considering economical risk level, non-economical risk level and occurrence frequency. Thus, this study suggests risk analysis model for improving efficiency of BTL project from operation company's perspective by means of survey. The suggested risk analysis model is expected to establish a risk management strategy which can improve the efficiency of management affairs in BTL project.

본 논문은 현행 전력기술 관리법에 의하여 시행되고 있는 전력시설물공사 감리제도의 제도개선에 관한 연구로서 연구자의 현장 실무경험과 감리제도의 일반사항, 감리업자와 감리원에 대한 사항, 감리업자 선정 및 입찰에 관한 사항을 조사하여 전력시설물공사 감리제도의 현황과 실태분석 및 개선방안을 제시한 내용으로 연구결과는 다음과 같다. 첫째, 법적 및 제도적 측면에서 시급히 개선될 사항이다. 정부는 1995년 12월 법률 제5,132호로 전력기술관리법을 제정하여 전력시설물에 대한 공사감리 업무를 별도 분리 발주하여 전문성을 높이도록 전기 분야 전문기술자에 의해 수행토록 하는 것을 골자로 하는 책임 감리제도를 도입하여 오늘에 이르고 있다. 그러나 공사 준골단계에서 전기사업법 제98조 2항에 의해 위탁업무를 하고 있는 전기 안전공사가 사용전 검사를 함으로서 책임 감리제도의 도입 취지를 무색케 한 정도로 심각한 국면에 접어들었다. 전력기술관리법이 제정되어 13년이 지난 오늘까지도 책임 감리제도가 성공적으로 정착되지 못한 근본적인 문제는 사용전 검사를 전기 안전공사에서 대행하고 있다는 것이다. 물론 그동안의 많은 노력으로 어느 정도의 개선은 있었지만 근본적인 문제가 해결되지 않고서는 전력시설물공사의 감리기술의 전문화를 기대하기 어려운 실정이다. 따라서 책임 감리계도의 성공적인 정착을 위해서는 전기사업법 제98조 2항에 의한 위탁 업무인 사용전 감사 제도를 감리업자에게 돌려줌으로서 책임과 권한을 실질적으로 부여하고 감리회사 자체의 기술력 및 기술자 확보와 기술개발에 필요한 운영자금 및 투자 확대를 유도해 나가야 하며, 무엇보다도 확실한 법적 제도적 뒤받침이 선행되어야 한다. 둘째, 제도적 측면에서 일반건축물은 사업주가 전력시설물공사 감리업자를 임의선정 및 수의계약에 의해 감리업자를 지정하고 해당 공사기간동안 전기 감리원을 투입토록 되어 있어 인건비에 미치지 못하는 저가수주와 다음계약을 위해 어쩔 수 없이 사업주에게 종속되는 경우가 많으며, 이로 인해 감리수행에 혼란이 야기되고 책임소재의 불분명 책임 감리원의 조정 및 통제기능이 약화되는 부작용이 나타나고 있다. 전력시설물공사의 감리는 전력시설물의 안전사고, 비효율 및 부실소지 둥을 방지하기 위해서 필수적이고 발주자 감리업자 시공업체에게 모두 도움을 주는 업무이며, 일정규모이상의 건축물은 자발적인 참여로 유도할 수 있도록 적격심사제도(PQ심사)도입이 적극 필요한 실정이다. 셋째, 운용측면에서 공동주택의 주택법에 의한 전력시설물공사 감리는 사업승인권자가 사업수행능력 평가기준(PQ 심사)에 따라 감리업자를 지정하고 해당 공사기간 동안에 전기 감리원을 투입토록 되어 있으나 평가기준이 세대수에 따라 정해져 있어 효율적, 기술적 측면에 미치지 못하는 경우가 많다. 수준 높은 감리를 수행하려면 그에 맞는 적정한 감리원의 투입이 필수적이다. 넷째, 운용 및 제도적 측면에서 공공발주 건축물(공동주택 포함)의 전력시설물공사는 사업수행능력 평가기준(PQ 심사)에 따라 감리업자를 지정하고 해당 공사기간 동안에 전기 감리원을 투입토록 되어 있으나 발주자 소속직원의 감리수행 근거에 의해 자체 감리를 함으로서 시장경쟁 및 민간경제 활성화의 제약, 부정부패 및 비효율 등 사회에 전반적으로 악영향을 끼쳐 하루 빨리 민간 감리업자에게로의 개선이 시급한 실정이다.

The purpose of this study is to examine the physical and psychological effects of lifelong physical activity and the role of leader capacity, to provide practical basic data on intangible benefits and to suggest ways to activate the value of lifelong physical education. This study was conducted from September 1, 2018 to September 30, 2018, with a total of 206 questionnaires centering on men and women participating in sports in Jeollanam do. The two-step approach proposed by Anderson & Gerbing (1988) was used to examine the structural relationships between physical benefits, social benefits, mental benefits, self efficacy benefits, leisure cultural benefits, physical effects, mental effects, Respectively. The conclusions of this study are summarized as follows. First, physical and leisure cultural benefits have a positive(+) direct effect on leader capacity. Second, self-efficacy benefits, physical benefits, and leisure cultural benefits have positive direct effects on physical effects. Third, self-efficacy and leisure culture benefits have a direct positive effect on mental effects. Fourth, leadership competence plays a mediating role in the relationship between leisure cultural benefits and physical effects. In addition, it has a mediating role in the relationship between leisure cultural benefits and mental effects. In order to maximize the quantitative expansion and qualitative improvement of living sports and to enhance intangible value of participants in sports for all, the private capital investment such as the training of competent leaders, the development of various programs, and the investment support in the public sector, We hope that the role of the new welfare service delivery system shared with welfare will be provided.
