한국 최초의 물리학자로 꼽는 최규남박사는 1933년 35세때 미국 미시간대학에서 한국인 최초로 물리학박사 학위를 받았다. 평소 '고질콜콜', '불치하문'이라는 별명을 가졌던 최박사는 서울대총장 문교부장관을 지내는 등 평생 과학행정가로서 큰 역할을 해왔고 52년 피난시절 한국물리학회를 창립하여 초대회장을 맡기도 했다.

Low-structure has also filled a need in a number of critical applications, and promises to become of increasing importance.

This paper introduced the affordable housing support programs and system of the State of Michigan and Lansing Metropolitan Area and reviewed the affordable housing plan of Lansing area. This paper also examined their challenges and efforts to solve the affordable housing issues with additional analysis. The affordable housing planning process was also presented with a comprehensive analysis and future prediction of demographic characteristics and housing supply and demand for affordable housing. Especially, the trend and future forecast of the elderly and low-income households who have a significant impact on the affordable housing demand are considered. The U.S. and South Korea have different housing characteristics and situations. A part of the plan and suggestions of Lansing are somewhat unfamiliar, and it is difficult to introduce their suggestions into our policies. However, the affordable housing plan of Lansing Metropolitan Area suggested various solutions to solve the issues, and some of them deserve to be considered on our housing policy making.

Characteristics of fatigue crack propagation in martensite-ferrite duel phase steels have been investigated. In low .DELTA.K region, fatigue crack propagation resistance increases with increasing volume fraction of martensite, but the difference of crack propagation resistance resulted from the volume fraction decreases with increasing .DELTA.K. Also, threshold stress intensity factor range .DELTA.K$_{th}$ increases with increasing volume fraction of martensite, But fatigue crack propagation rates of dual-phase steels in terms of .DELTA.K$_{eff}$ are independent to volume fraction of martensite. These phenomena can be explained by the roughness induced crack closure due to crack deflection.n.n.

The investigation, which includes the material homogenization and the calculation of local stress concentration of long-fibrous composites in a microscopic level, has been performed to analyze the behavior of fiber-reinforced composites by using finite element method. In order to carry out this study, the finite element models of composites have been generated by the idealized arrays as square and hexagonal-packed type. In the FE analysis, the boundary conditions of micromechanical finite element method(MFEM) have been defined and verified by comparing with the results from multi-cells, and the effective material properties of composites composed of graphite/epoxy have been also evaluated by rules of mixture. For acquiring the relation between the global and local behaviors of composites, the magnifications of strain, stress, and interfacial stress of composites subjected to a longitudinal and transverse loading respectively have been calculated. And the magnifications have been proposed as the stress concentration in the microscopic level at composite material.
