  • 공공기관에서는 인터넷 방송 서비스를 통해 문자, 그림, 사진, 영상, 음악 등 다양한 멀티미디어 정보를 제공하고 있다. 일반 지상파 tv방송과는 달리 공공 인터넷 방송은 양방향으로 커뮤니케이션이 가능한 웹 미디어 플랫폼을 통해 실시간으로 정보를 주고 받을 수 있을 뿐만 아니라 이용자가 원하는 정보를 주문하고 서비스를 받을 수 있어 공공기관과 이용자간 소통수단으로 활용되고 있다. 그러나 공공 인터넷 방송의 시청률과 참여하는 양방향 콘텐츠의 다양성 측면을 분석해 보면 예상과 달리 이용실적이 저조한 것으로 나타나고 있다. 이러한 문제의 주요한 원인으로는 근래에 들어 확산되고 있는 스마트 모바일 환경에 실시간으로 대응하여 공공미디어 서비스를 제공하지 못하는 공공미디어 접근성의 한계와 인터넷이라는 양방향 미디어 플랫폼을 지향하면서도 제공하는 공공콘텐츠는 공급형 중심의 콘텐츠 성격을 벗어나지 못한다는 점을 들 수 있다. 본 논문에서는 이러한 공공 인터넷 방송의 문제점을 사용자 접근성과 양방향 콘텐츠 활성화라는 측면에서 분석하였다. 그 결과 공공 인터넷 방송 플랫폼의 개방성이 필요한 것으로 나타났으며, 다양한 스마트 모바일 환경에서 공공콘텐츠의 생산, 게시, 공유가 자유로운 공공 미디어 플랫폼 형태가 필요한 것으로 나타났다. 이를 바탕으로 HTML5, SNS플랫폼 연계 등이 포함된 개방형 공공 미디어 플랫폼 모델을 정의하고 이를 기반으로 양방향 공공콘텐츠를 활성화 할 수 있는 공공 미디어 서비스 모델과 이를 구현한 구축 사례를 제시하였다.

  • 미디어 분야에서 블록체인 기술은 상업성과 공공성이라는 두 가지 사회적 가치를 모두 충족시켜야 하는 과제를 안고 있으며, 적용 과정에서 여러가지 크고 작은 이슈들이 제기되고 있다. 이 글에서는 블록체인 기술을 활용한 미디어 서비스의 주요 사례를 분야별로 세분화하여 살펴보고, 이를 통해 미디어와 블록체인의 결합에서 제기되는 이슈들을 검토함으로써, 향후 블록체인 미디어 서비스가 나아가야 할 방향과 가치에 대해 전망해보았다.

  • 본 연구에서는 재난경보방송의 문제점과 공공미디어의 활용에 대해 알아보았다. 일반 이용자 인터뷰를 실시한 결과에 따르면, 재난경보방송은 주로 휴대폰을 통한 문자메시지로 받고 있었고, 대부분 이 방식에 대해 만족하지 못하고 있었다. 그리고 공공미디어를 이용한 재난경보방송의 필요성에 대해 대부분 동의하고 있었지만 기존에 접해본 경험이 없기 때문에 효율적 운영방안에 대해서는 제시하지 못하였다. 마지막으로, 공공미디어 시범사업은 대다수가 지하철 버스 내 외 안내판을 꼽았다.

The Development of a Media Literacy Educational Model for Public Libraries in South Korea (공공도서관 기반 미디어 리터러시 교육 모형 개발)

  • The purpose of this study is to develop a media literacy education model that helps public librarians plan and operate media literacy education programs in South Korea. To develop the model, a mixed methods study consisting of a literature review, a survey of librarians, and interviews with professors, public librarians, and media literacy instructors was conducted, Additionally, an expert advisory committee was formed and consulted to obtain opinions on the developed model. As a result of survey and interviews, public libraries and librarians are perceived to have a responsibility to improve citizens' media literacy, and public libraries are recognized as the best educational institution to achieve that goal. By reflecting on the literature review and analysis of the research findings, the research team developed, and presents herein, a media literacy education model that includes educational objectives, core competencies, educational targets, media types, and roles and functions for each educational subject.

The Influence of Public Diplomacy with Social Media on Country Image and Country Brands -Focusing on Cultural Contents- (소셜 미디어를 이용한 공공외교가 국가이미지와 국가 브랜드에 미치는 영향에 관한 연구)

  • The purpose of this study was to examine whether or not social media could have influence upon diplomatic activities and become effective means of diplomatic communication, focusing on the communication channel of public diplomacy. Study subjects were 301 foreigners from 42 countries in 7 continents, and influencing relationship among the fondness of social media-utilized public diplomacy cultural contents, country images and country brands was examined, together with its effectiveness. The results attained are as follows: First, all independent variable except interactivity and immediacy had significant influencing relationship with the fondness of public diplomacy cultural contents. Second, the fondness of public diplomacy cultural contents had significant influence upon country images, whereas country images had significant influence upon the fondness of country brands and the loyalty of country brands. Based on study findings, the influence of social media as effective means of communication of public of diplomacy policy in the 21st century was confirmed. In addition, This study contribute to expansion of public diplomacy research area from pre-exisiting study and provide basic information to future activities.

Characteristics of Public Design Evaluation and User's Sensibility Evaluation of the Daejeon Skyroad Media Facade (대전 스카이로드 미디어 파사드의 공공 디자인 평가와 감성 평가의 특성)

  • This study examines the characteristics of public design evaluation and sensibility evaluation of the media facade, Daejeon Skyroad. The subjects were asked to watch the Daejeon Skyroad media facade video and then respond to the sensibility evaluation items comprising emotional vocabulary and the public design evaluation items of the media facade. The mean comparison of the public design evaluation results of Daejeon Skyroad with demographic variables was conducted, factor structure of the emotional vocabulary was derived, and correlation with the public design evaluation factors was conducted using the emotional vocabulary included in each factor. The results indicated that public design evaluation items showed some differences and trends depending on the subjects' gender, age, and whether they experienced media facade. Meanwhile, 14 vocabulary words were composed of four-factor structures, and "comfortable-uncomfortable" was found to be a common relevant emotional vocabulary across all public design evaluation factors. This suggests that sensibilities that are perceived as comfort subjectively are the primary value of the media facade, Daejeon Skyroad, as a public design. However, the value as a public design can be further improved if the Daejeon Skyroad is operated as a policy considering that gender and age are reflected.

  • This paper deals with the longitudinal study on the supply & demand-side diversity of digital media service. The purpose of this study is to measure the diversity of contents supply and demand-side of digital media platform providers by longitudinal data and discuss the implication. In the approval and re-authorization of pay-TV broadcasters, there were attempts to measure diversity indicators as items to evaluate the publicness and public interest of broadcasting, but they are mainly limited to the method of measuring diversity in the short-term supply side. Thus researcher wants to confirm the evaluation of two aspects through this study. First, researcher proposes a demand-side measurement methodology that utilizes actual audience data from users, and second, a longitudinal evaluation methodology that evaluates long-term trends of diversity change. Researcher has secured the actual supply and demand data of the platform player and confirmed trends of longitudinal diversification indexing for 50 months from 2012 to 2017. Through this research, researcher expects that the supply and demand-side and the longitudinal diversity evaluation will be utilized in a balanced way of publicness and public interest evaluation of broadcasting.

자율주행 대중교통 공공성 확보를 위한 쟁점과 개선방향

  • 현재 자율주행 셔틀, 택시, 공유 차량을 이용한 교통서비스제공의 실현 가능성을 검증하는 단계에 있으며, 세계 각국에서는 자율주행 셔틀을 활용한 대중교통 서비스 제공을 목표로 실증을 경쟁적으로 하고 있다. 본 고에서는 자율주행 셔틀 기술 개발과 실증 현황을 소개하고 대중교통 분야에 적용할 때 고려해야 할 사항을 검토하여 서비스제공 측면, 자율주행 기술과 안전성 확보 측면, 인프라 확충 측면, 수용성 개선 측면의 쟁점을 도출해 보고자 하였다. 이를 토대로 쟁점과 문제점을 해결하기 위한 방안과 정책 제언을 제시하였다.

Analysis of Media and Information Literacy Education System, and Policies: Focusing on Public Libraries (미디어정보 리터러시 교육 제도 및 정책 분석 - 공공도서관을 중심으로 -)

  • The goal of this study is to explore and draw implicaitons from international and domestic media and information literacy (MIL) policies and educational systems. To this end, international policy documents issued by UNESCO, IFLA, OECD, and the EU as well as domestic South Korean laws and policies related to MIL and the fuctions of public libraries and related institutions were analyzed. The findings show that international organizations recognize public libraries as institutions that are responsible for providing information access and supporting knowledge sharing for citizens within and outside of formal education systems. Additionally, public libraries are seen as institutions responsible for supporting lifelong learning and civic education, as well as improving media, information, and digital literacy skills of their communities. In South Korea, the Library Act gives public libraries and librarians responsibility for improving citizens' MIL to support the public's right to know and to narrow the information gap. However, the functions of public libraries and librarians in South Korea have been limited or excluded in the domestic MIL policies. This study concludes that public libraries and librarians are responsible for reducing the information gap among citizens and should actively participate in policy development to improve citizens' MIL skills.
