A Study on Response System of Marine Pollution Accident by Chemicals in United States (화학물질 해양오염사고에 대한 미국의 방제체제 연구)

  • With an entering into force of OPRC-HNS started in June 14th 2007, establishment of response system in a nationwide scale to take care of accidents is required to respond rapidly and effectively. This necessities drove us to analyze national contingency plan for chemicals including national response system against accidents, which is in operation in the US. Main characteristics of the system are well described as an integrated incident command system with a cooperation of responsibilities facilities, manpower, and technical support. In addition, state anψor local authorities tend to have responsibilities on management of disaster with its response activities. Polluters are also charged to pay expenses 3 times expensive provided state or local authorities are conducted. In general, response activities are conducted by private sectors. However, the government will take action with Superfund if the response capacity is over than the polluters can. However, safety are regarded as a primary factor to be considered in the response activities, and try not to recover any pollutants. Personals belonging to USCG and EPA are required to complete specialized courses to promαe professional skills, and are also welcomed to participate in "certification program"

  • This study discusses the definition, determination and use of Imminent & Substantial Endangerment (ISE) included in the United States environmental laws. ISE is a contamination situation and statutory authority that state and federal governments issue an administrative order to responsible parties for clean-up. ISE is appeared in all kinds of official government documents such as administrative oders on consent, judicial consent degrees, and unilateral administrative order. In order to invoke ISE authority, the governments should have evidence of each of the following elements; 1) a possible ISE 2) because of actual or threatened release 3) of a hazardous substance 4) from a facility. The determination of ISE relies on detail scientific evidence and documentation in order to demonstrate the existence of conditions that may present an ISE. However, any official protocol or procedure has not been found for determining an ISE, although an ISE order documentation format is suggested by U.S. EPA.

Analysis on Response System in US for Chemicals Driven Marine Pollution Accidents and Korean Response Policy Plan (화학물질 해양오염사고에 대한 미국의 방제체제 분석과 국내의 방제정책 방안)

  • With an entry into force of OPRC-HNS on June 14th 2007, response system against any large scale accidents related to HNS is required to respond rapidly and effectively in a national scale, US national response system and national contingency plan for any chemicals in operation were analyzed to understand the characteristics of management system and response system for any HNS driven accidents in the Us. Main characteristics of the US system were well described as an unified information window and an integrated incident command system supported by response facilities, manpower and technical support from other response organizations through good cooperation. In general, response activities are conducted by private sectors, however, the government will take over response activities in case large scale accidents occur in the Us. Expected expenses for response activities are covered by a type of Superfund in the Us. Several applicable ways are proposed to enable NGO to participate in and reorganize response system in ROK, and are feasible in collaboration with other response organizations and private sectors in the aspects of equipment, technology and manpower, Based upon the above activities, it is desirable to reorganize domestic rules and/or regulations related to response measures in ROK.

  • Utilities have tried to ensure that radiological hazards to the environment and residents are kept as low as reasonably achievable by monitoring and controlling planned releases. However, since groundwater contamination was reported to occur due to unplanned releases mostly in the United States nuclear power plants, the interest of the stakeholders has increased to a point where it is now one of the most important issues in the United States nuclear power industry. This paper aims to help to implement an effective on-site groundwater monitoring program at domestic nuclear power plants by briefing the experiences of the United States nuclear power plants on groundwater contaminations and groundwater monitoring, and responses of the United States nuclear industry and regulator body for them.

  • 수소연료전지차(fuel cell electric vehicle)는 가솔린 내연기관 대신 수소와 공기 중의 산소 결합으로 전기를 자체 생산하는 연료전지를 동력원으로 하는 자동차이다. 엔진이 없기 때문에 배기가스 및 오염물질을 배출하지 않아 세계적으로 점점 강화되고 있는 환경규제에 대응하기 위한 친환경 자동차로 부각되고 있다. 미국, 유럽, 일본 등 주요 선진국들은 수소연료전지차 보급을 앞당기기 위해 기술 개발을 지원하고 있고 수소연료전지차 실증 사업 및 프로젝트를 추진하고 있으며, 수소충전소 인프라 확충 및 관련 제도의 정비에 박차를 가하고 있다.

  • On April 20, 2010, semi-submersible offshore drilling unit Deepwater Horizon was exploded and sank, and 4.9 million barrels(about 778 thousand tons) of crude oil was spilled into the Gulf of Mexico. As more than one year has been passed since the incident, a lot of investigation reports and lessons learned have been made public and also a lot more will be released soon. This paper studies the final report of the National Commission on "the BP Deepwater Horizon Oil Spill and Offshore Drilling", which was organized by the executive directive of U.S. President Barack Obama, and the interim report of Joint Investigation team of U.S. Coast Guard and BOEMRE of "Report of Investigation into the Circumstances Surrounding the Explosion, Fire, Sinking and Loss of Eleven Members Aboard the Mobile Offshore Drilling Unit Deepwater Horizon". The review is focused on the response to the oil spill. And the paper suggests how to improve national marine pollution response policy. In the paper, the Korean governments is suggested to reinforce the capability for instructing and supervising the responsible party's source control measures, to review how to introduce in-situ burning and vessel of opportunity program into our country, and to continue monitoring on the progress of developments of R&D projects related to oil spill response in the U.S..

지속가능한 울산항 개발 및 운영정책에 관한 연구: AHP를 이용한 Green Port Policy개발

  • 국제무역지수의 증가로 인한 해상운송 및 항만개발수요의 증가는 국제해사기구(IMO)를 중심으로 선박기인 대기오염, 특히 온실가스 배출규제의 강화를 초래하였다. 이러한 국제환경규제에 대응하고 선박 및 항만기인 환경오염 저감을 통한 자국민의 후생증진을 위하여 미국과 유럽을 중심으로 Green Port 정책의 시행이 점점 확대되고 있는 추세이다. 이에 따라 우리나라도 2010년 녹색성장기본법을 재정하고 국가 Green Port 구축 종합계획을 수립하여 각 항만별 그린포트 구축계획의 수립 및 이행을 촉구하고 있는 실정이다. 따라서 본 연구의 목적은 동북아시아 오일허브 항만을 지향하는 울산항의 지속가능한 친환경 항만운영을 위한 울산항의 Green Port 정책방안의 수립에 있다. 이를 위해 울산항의 친환경 항만정책의 현황 및 문제점을 살펴보고, 해외 해양선진국의 그린포트구축 사례분석과 전문가 자문 및 설문조사를 통하여 울산항 그린포트 구축방안을 도출하였다. 그리고 도출된 방안에 대하여 전문가 AHP 설문조사 및 분석을 통해 울산항에 도입해야 할 그린포트 구축방안에 대한 우선순위를 도출하였다. 마지막으로 울산항의 특성에 맞는 지속적인 그린포트 정책의 시행을 위한 여려 정책대안을 제시하였다.

A Study on the Development of Sweeping Arm System for Oil Recovery by Small Vessel (소형 선박을 이용한 기름방제용 스위핑 암 시스템 개발에 관한 연구)

  • In the case of occurring marine oil pollution, it is the most effective way that to prepare all the necessary response resources in advance and to respond to incidents, but there are limits in reality. Therefore, may be an important alternative ways to use a fishing vessel registered in the affected area by massive marine oil pollution efficiently. In the United States and other developed countries, it is can be found that temporary response program by local fishing vessels(VOO program) has been developed and operated. This study was examined for sweeping arm system suitable for domestic small fishing vessels. The selected small vessel was as the model of Coastal gill-net and compound fishing vessel with classes of 2.5~3.5tons, length 8~9m, breath 2.5~2.8m, horsepower 200~250 HP and FRP materials. The developed equipment was designed that can be easily mounted on the model ship and portable structure. For increasing the field practicality, the weight of each part was composed less than 10kg for easy assembly and disassembly.
