A Study on US Civil Aviation Security Legislations & Regulations (미국 민간항공보안 법규정에 대한 고찰)

  • US 911 incidents have changed all aviation security system in the world. Especially the US changed all existing system into new one. One of the most fundamental changes is aviation security acts, regulation and several programmes. Based on the new aviation security act enacted in 2001, several code of federal regulations have been amended to strengthen US aviation security system. These regulation also enable new aviation security programmes including several airline and airport security related programmes, K-9 programme, BDO programme and air marshall programmed. All the programmes enables US aviation security improvements. Also the creating of TSA based on the aviation and transportation security act has provided the enhancement of aviation security in US. The purpose of this thesis is studying the change of aviation security system in the US especiatly in terms of aviation security legislation perfective and comparing the system with Korean aviation security legal system and provides possible solution to enhance Korean aviation security legislation and structure.

A Study on Aircraft Fuel Requirements (항공기 연료탑재 기준에 관한 연구)

  • Airplane fuel takes large portion of airline operation cost and recently it has been grown up to about 25% of operating cost. So airlines are making efforts to reduce fuel consumption continuously and also aircraft manufacturers are making efforts to develop less fuel-consuming engines but it takes great expenses and times to develop such engines. In this study, fuel requirements of FAR and JAR, especially contingency fuel requirements, are compared and the effectiveness of each method is analyzed.

항공전자부품의 감항성 인증

  • 항공전자부품은 항공기의 핵심기능 분야를 구성하는 부품으로서 개발 및 제작 단계에서 안전성 및 신뢰성 평가를 수행하여야 하며 개발한 항공전자부품을 항공기에 창착하기 위해서는 감항기준에 의거한 적합성을 검증 받아야 한다. 미국 연방항공청에서 고시하고 있는 기술표준품(TAO) 중 항공전자부품은 약 65%를 차지하고 있으며 TSO로 지정되지 않은 PMA 부품 등을 고려하며 부품의 종류 및 량은 상당수에 이르고 있다. 최근의 항공전자부품은 디지털화의 가속화로 비행안전기능이 보강되고 조종사의 업무강도를 줄이는 방향으로 발전되어 가고 있다. 그리고 이러한 분야에는 소프트웨어가 채용되어 소프트웨어의 인증이라는 인증절차가 개발되고 있다. 이 글은 국산 항공전자부품의 개발에 앞서 항공전자부품의 인증 내역을 제시함으로서 국내 독자적인 인증 수행은 물론 설계 참여자들이 인증에 대한 인식이 될 수 있도록 하였고 내용적으로는 미연방항공청(FAA)과 유럽공동감항기구(JAA)의 절차를 중심으로 작성하였다.

  • As we observed in Irag war, air force power is integral to military operations owing to its promptness and accuracy. In this regard, strong air force power has a deterrent effect on a war. Meanwhile, as aviation industry is a key-future industry, the importance of the industry in our economy is significantly growing. Therefore, to maximize a national interest in utilizing limited aviation resources, it is necessary to establish a new system in which civil aviation and military aviation system is closely related and consolidated. Thus, our task is to find a way to enhance civil aviation industry to the extent of guaranteeing effective military operations. At the same time, civil aviation resources shall be effectively utilized for the military purposes in the event of a war.   • A method to increase the effectiveness of flight training at a low cost by applying the correct flight training method to students without flight experience is a very important factor. BATD equipped with an extended display device enables the proper cross-check of external references and internal instruments by integrated flight instruction methods, enabling effective flight training in the initial stages. In addition, BATD employs the Cessna 172 model with Glass Cockpit to help make it easy to apply to actual flights. As a result of analyzing the effect of flight training through a survey of students who completed the BATD practice lecture, it was very helpful to understand the theories related to flight that they had already learned, and they responded that they could easily adapt to all flight subjects in additional FTD practice lectures. Therefore, a well-planned BATD practice lecture will be easy to adapt to real flight training, which will have significant effects in reducing time and cost.

Comparative Study on the Aviation Monetary Penalty in Korea and the United States (한·미 항공 과징금 제도의 비교)

  • The monetary penalties system inherently has efficiency as DNA. In the event that administrative measures to recover unfair profits from businesses that violate the law, deprive business licenses, or order to suspend business, infringe the interests of ordinary consumers, a system that can achieve the same effect through financial sanctions. It is a monetary penalties. In addition, it is convenient for the government because it takes effect only by the administrative agency's unilateral imposition order compared to the trial process, which takes a long time and huge cost to prove the illegality. However, it is questionable whether procedural legitimacy is well established in Korea's aviation monetary penalties. Compared to foreign legislation, Korea's aviation monetary penalties system need to be improved. This paper was for the purpose of studying the improvement direction of the monetary penalties system disposed of in the Korean aviation field. This study suggests the direction by examining the US system, which is an aviation advanced country, in the aviation safety area. The research was conducted with the intention of exploring the direction as follows: First, the characteristics of the Federal Aviation Administration (FAA) aviation administrative sanctions and the US aviation penalty system will be outlined. Furthermore, with the recent paradigm shift in aviation safety management, this paper tried to look at new trends that focus on autonomous reporting of aviation safety as a proactive and preventive measure in conventional post-airline accident management administration, focusing on various systems including ASAP. This article also reviewed the formal process for imposing monetary penalties adopted by the FAA. Based on the above review, this paper also looked at ways to improve the reporting system for aviation safety in Korea.

Analysis of the Factors and Patterns Associated with Death in Aircraft Accidents and Incidents Using Data Mining Techniques (데이터 마이닝 기법을 활용한 항공기 사고 및 준사고로 인한 사망 발생 요인 및 패턴 분석)

  • This study analyzes the influential factors and patterns associated with death from aircraft accidents and incidents using data mining techniques. To this end, we used two datasets for aircraft accidents and incidents, one from the National Transportation Safety Board (NTSB) and the other from the Federal Aviation Administration (FAA). We developed our prediction models using the decision tree classifier to predict death from aircraft accidents or aircraft incidents and thereby derive the main cause factors and patterns that can cause death based on these prediction models. In the NTSB data, deaths occurred frequently when the aircraft was destroyed or people were performing dangerous missions or maneuver. In the FAA data, deaths were mainly caused by pilots who were less skilled or less qualified when their aircraft were partially destroyed. Several death-related patterns were also found for parachute jumping and aircraft ascending and descending phases. Using the derived patterns, we proposed helpful strategies to prevent death from the aircraft accidents or incidents.

Study on Verification Methodology of Airworthiness Requirements for Bird Strike on Civilian Helicopter based on Numerical Analysis (수치해석을 통한 민수용 헬리콥터의 조류충돌 인증 요구도 검증기법에 대한 연구)

  • The increase of bird strike requires to be amended more safely current airworthiness requirements for bird strike. The USA and Europe are considering the methodology to verify the bird strike requirements based on the finite element analysis (FEA). Meanwhile, the aircraft airworthiness standards in Korea enacted by the Ministry of Land, Infrastructure and Transport were based on those enacted by the Federal Aviation Administration (FAA). This means that the verification methods using the FEA for the bird strike requirements should be reflected in the airworthiness standards in Korea. Our study proposes the methodology for bird strike simulation based on the FEA for the external auxiliary fuel tank assembly on the Surion helicopters and confirmed that the numerical outputs corresponded to the test results. The authors suggest that the methodology and procedure based on the FEA are adopted not only in the bird strike requirements but in various aircraft certifications of civilian rotorcraft.

  • Airbone software must comply the DO-178B standard in order to be certified by the FAA. The standard requires the unit testing of safety-critical software to meet the coverage criterion called MC/DC(Modified Condition/Decision Coverage). Although MC/DC is known to be effective in finding errors related to safety, it is also true that generating test cases which satisfy the MC/DC criterion is not easy. This paper presents a tool named MD-SAT which generates MC/DC test cases with SAT(SATisfiability) technology. It can be employed for generating diverse test cases in tools implementing various testing techniques including decision table based test, cause-effect graphing, and state-based test.

  • Aeronautical Information Service means a service established within the defined area of coverage responsible for the provision of aeronautical information/data necessary for the safety, regularity and efficiency of air navigation. Especially, in consequence of RNAV envelopment, the role and importance of aeronautical information/data has been increased constantly, therefore advanced RNP and navigation systems has been highly required simultaneously. International Civil Aviation Organization establishes SARPs to maintain aviation safety for every contracting states. Therefore, every contracting states should make an application of the aviation information and data in accordance with ICAO's SARPs, but each state is actually applied with each other regulations considered with each state's circumstance. At the result of these reason, it sometimes makes confuse to aircraft operator and effects significant aviation safety. The purpose of this study is to investigate SARPs of Annexes and rules of FAA relevant to Aeronautical Information Service(AIS), to compare them with Korean Aviation law and regulations related to AIS and then, to provide information for planing and decision-making to enhance them into the international standards.
