This paper presents a new dynamic approach for assessing feasibility associated with the implementation of accident management strategies by the operators. This approach includes the combined use of both the concept of reliability physics and a dynamic event tree generation scheme. The reliability physics is based on the concept of a comparison between two competing variables, i.e., the requirement and the achievement parameter, while the dynamic event tree generation scheme on the continuous generation of the possible event sequences at every branch point up to the desired solution. This approach is applied to a cavity flooding strategy in a reference plant, which is to supply water into the reactor cavity using emergency fire systems in the station blackout sequence. The MAAP code and Latin Hypercube sampling technique are used to determine the uncertainty of the requirement parameter. It has been demonstrated that this combined methodology may contribute to assessing the success likelihood of the operator actions required during accidents and therefore to developing the accident management procedures.
South-eastern part of Kyungbuk Province is suffering from lack of suitable water development sources due to geographic condition and insufficient water sources condition. In order to find an appropriate solution, extensive studies are carried out such as investigation of new dam sites, regional water supply system, modification of existing water supply system, rehabilitation of old water resources structures and development of off-stream reservoirs. The network optimization model is applied for evaluation of the newly suggested water development alternatives. The results show that if water supply system is constructed until 2011, the reliability of water supply to Pohang and Kyungju region will be more than 95% and the network optimization model can be used to analyse the management of water resources system considering water rights or priority orders.

전세계적으로 기후변화로 인해 3년 이상의 기간동안 지속되는 다년 가뭄의 빈도와 심도가 증가하고 있으며, 이로 인한 피해도 증가하고 있다. 본 연구에서는 이를 반영하여 전국 다목적댐 및 용수댐에서 모두 주요 가뭄 대응 대책으로 사용되고 있는 현행 용수공급 조정기준을 개선하는 방안을 제안하고자 한다. 가장 먼저, 장기 기억 반영이 가능한 시계열 모형인 ARFIMA(Autoregressive Fractional Integrated Moving Average) 모델을 사용하여 다양한 강도의 장기 기억을 가지고 있는 연간 유입량을 생성하였다. 이후, 연간 유입량을 k-최근접 이웃 방법 기반의 배분 도구를 사용하여 10일 단위 유입량으로 분배하였으며 이를 대체 용수공급 조정기준을 생성하기 위한 입력 변수로 사용하였다. 새로운 용수공급 조정기준은 매 시점마다 새롭게 업데이트되는 정보를 통해 현행 기준과 함께 적응형으로 저수지 운영에 사용되었다. 다년 가뭄이 반영된 유입량으로 적응형으로 저수지 운영을 관측 유입량 하에서 빈도와 크기의 측면에서 분석을 시행하였다. 그 결과, 심각한 실패(물 부족 비율 30% 이상)의 빈도의 경우 현행 기준 운영 시 6.14%에서 적응형 운영 시행 시 2.99%로 개선되었지만, 전체 기간 동안의 신뢰도는 적응형 운영보다(26.42%) 현행 운영 하에서 더욱 나은 결과를 보였다(41.19%). 위와 같은 분석 결과는 심각한 실패의 빈도와 크기를 줄이는 용수공급 조정기준을 시행하는 원론적인 목적과 일치하기에, 본 연구에서 제안하는 다년 가뭄에 대비한 적응형 운영 방안은 향후 길게 지속되는 가뭄 조건에서 저수지 운영 정책으로 활용될 수 있음을 확인하였다.

물 수요관리측면에 대한 정책을 수립하기 위해서는 현재 또는 장래에 대한 용수수급의 정확한 이해를 필요로 한다. 이를 위해서는 용수 수요량 및 공급량뿐만 아니라 여러 산정요소를 필요로 하는데, 그 중 회귀수량은 물이 이용되고 다시 하천으로 회귀되어 이용될 가능성이 있는 수량으로 정의되며, 용수수급 및 용수절약 측면에서 회귀 수량은 중요한 요소라 할 수 있다. 회귀수량 조사는 유역조사 사업 이래, 10년간 생?공용수를 중심으로 미시적, 거시적으로 조사를 시행하였으나, 측정 자료의 신뢰도, 조사방법 및 지점선정 등의 문제로 인하여 조사 성과의 활용성이 매우 낮은 실정이다. 수자원장기종합계획등에서는 수자원관련 계획 수립시 생?공용수의 회귀율을 65 %로 적용하고 있으나, 이는 1970년대 말의 사회적 여건 및 경제적 상황이 반연된 결과로 현재 상황에 적용되기 곤란하다. 따라서, 현재 실정에 맞는 회귀율 산정은 반드시 필요하게 된다. 본 연구에서는 기존 생활용수 회귀수량 산정 연구 한계를 보완하고 유역조사 시행을 위한 개선된 회귀수량을 산정하고자 한다. 본 연구는 서울시 중랑물재생센터 처리구역을 기반으로 중랑천유역을 시험유역으로 선정하였다. 기존 회귀수량 산정방법을 개선하기 위해 시험유역 회귀수량 산정을 위한 가용 자료 분석 및 용수흐름 네트워크 공간분석을 추가로 진행하였다. 가용자료로 시험 유역내 상수공급자료(정수장 공급량, 상수계통도, 유수 및 누수율), 하수처리자료(하수처리구역도, 하수처리계통도, 유입량 및 방류량) 및 기상자료(기상청 지점 및 AWS 강우자료)를 구축하였고 각각의 상수계통도 및 하수처리계통도로부터 용수 흐름 네트워크망을 구축하였다. 상수공급자료로부터 상수계통도 공급지역을 구분하여 월별 유수율에 따른 월별 실 공급량을 산정하였다. 하수처리자료로부터 시험유역에서의 월별하수처리 유입량 및 방류량을 산정하였다. 최종적으로 회귀율(하수처리 방류량/실 공급량)을 산정한 결과 연평균 회귀율은 각각 93.97 %(2011년), 95.02%(2012년)로 과잉 추정 되었으며 7 ~ 9월의 회귀율은 110 ~ 120 %로 유입량을 초과하였다. 이는, 하수처리로 유입되는 유입량의 하수관거는 합류식으로 구축되어 7 ~ 9월에 많은 양의 강우량이 우수관을 통해 하수처리장으로 이송되어 생활용수 이외에 자연적인 공급량으로 인한 것으로 분석되었다. 따라서, 월별 회귀율 산정을 위해서는 불투수층에서의 면적강우량(mm)을 유입량(m3/s)으로 환산된 값을 고려하여 회귀율을 재산정하였다. 그 결과 연평균 회귀율은 각각 78.27 %(2011년), 77.58 %(2012년)로 나타났다.각각의 월별 회귀율도 매우 유사하게 나타났으며 과거 관용적으로 사용된 65 % 회귀율보다 약 12 ~ 13%로 증가하였으며 이는, 하수처리시설 구축 및 처리효율의 증가와 상수처리시설의 관로시설의 개량으로 인한 유수율 및 누수율 감소로 회귀율이 증가한 것으로 판단된다.
Climate change is already impacting sustainable water resource management. The influence of climate change on water supply from reservoirs has been generally assessed using climate change scenarios generated based on global climate models. However, inherent uncertainties exist due to the limitations of estimating climate change by assuming IPCC carbon emission scenarios. The decision scaling approach was applied to mitigate these issues in this study focusing on four reservoir watersheds: Chungju, Yongdam, Hapcheon, and Seomjingang reservoirs. The reservoir water supply reliablity was analyzed by combining the rainfall-runoff model (IHACRES) and the reservoir operation model based on HEC-ResSim. Water supply reliability analysis was aimed at ensuring the stable operation of dams, and its results ccould be utilized to develop either structural or non-structural water supply plans. Therefore, in this study, we aimed to assess potential risks that might arise during the operation of reserviors under various climate conditions. Using observed precipitation and temperature from 1995 to 2014, 49 climate stress scenarios were developed (7 precipitation scenarios based on quantiles and 7 temperature scenarios ranging from 0℃ to 6℃ at 1℃ intervals). Our study demonstrated that despite an increase in flood season precipitation leading to an increase in reservoir discharge, it had a greater impact on sustainable water management compared to the increase in non-flood season precipitation. Furthermore, in scenarios combining rainfall and temperature, the reliability of reservoir water supply showed greater variations than the sum of individual reliability changes in rainfall and temperature scenarios. This difference was attributed to the opposing effects of decreased and increased precipitation, each causing limitations in water and energy-limited evapotranspiration. These results were expected to enhance the efficiency of reservoir operation.

The ultimate purpose of this study is to propose a method to improve water supply management efficiency which is one of the two main approaches to solve the water supply-related problems. As an effort, targeting commercial water, a series of efforts was performed such as choosing a field area, selecting a sensing point, installing a sensor and server systems, and monitoring the real time data. Through the analyses of the real time data gathered, a series of water consumption trend analysis models were developed for each day and for each month. And Also proposed are the related utilization of the developed trend analysis models and a GIS. As a result of the aforementioned research, the proposed trend analysis technique is expected to offer some important role for the water supply forecasting agministation and management.
Because combine cylinders account for up to 80 percent of the power requirements to harvest grain, it is important to have a reliable method to predict and analyze power consumption. An equation was derived to meet the prediction needs. The equation contains the variables number of bars on the cylinder, concave clearance, concave length, thickness of the feed material, feed rate, and cylinder speed. Indirectly, cylinder diameter was also considered. The derived equation was verified to be a reliable function for three of the variables and the equation was judged to be a reliable power prediction equation.

Due to the increasing greenhouse gas emissions, the global mean temperature has risen by 1.1℃ compared to pre-industrial levels, and significant changes are expected in functioning of water supply systems. In this study, we assessed impacts of climate change and instreamflow management on water supply reliability in the Geum River basin, Korea. We proposed univariate climate response functions, where mean precipitation and potential evaporation were coupled as an explanatory variable, to assess impacts of climate stress on multiple water supply reliabilities. To this end, natural streamflows were generated in the 19 sub-basins with the conceptual GR6J model. Then, the simulated streamflows were input into the Water Evaluation And Planning (WEAP) model. The dynamic optimization by WEAP allowed us to assess water supply reliability against the 2020 water demand projections. Results showed that when minimizing the water shortage of the entire river basin under the 1991-2020 climate, water supply reliability was lowest in the Bocheongcheon among the sub-basins. In a scenario where the priority of instreamflow maintenance is adjusted to be the same as municipal and industrial water use, water supply reliability in the Bocheongcheon, Chogang, and Nonsancheon sub-basins significantly decreased. The stress tests with 325 sets of climate perturbations showed that water supply reliability in the three sub-basins considerably decreased under all the climate stresses, while the sub-basins connected to large infrastructures did not change significantly. When using the 2021-2050 climate projections with the stress test results, water supply reliability in the Geum River basin was expected to generally improve, but if the priority of instreamflow maintenance is increased, water shortage is expected to worsen in geographically isolated sub-basins. Here, we suggest that the climate response function can be established by a single explanatory variable to assess climate change impacts of many sub-basin's performance simultaneously.

본 연구에서는 상수관로 보수 작업시 필연적으로 수행하던 단수 작업을 배제 하고 단수 없이 시행 가능한 관로 내시 진단 장치와 밸브류의 유지 보수 및 성능 개선을 위한 부단수 밸브 그랜드 패킹 교체장치, 부단수 밸브 스케일 제거 장치, 부단수 밸브 교체 장치를 개발함으로써 단수에 따른 시민 불편 및 경제적 손실을 저감하고 연속적인 물공급에 대한 신뢰도를 향상시킬 수 있으며, 누수 사고시 신속한 대처로 유수율 향상에 기여 할 수 있다. 또한, 관로의 내부를 직접 육안에 의해 관찰함으로써 해당 관로의 세척, 교체 등 정확한 보수 방법을 선정할 수 있으며, 정기적인 관 내부상태 확인을 통하여 노후도 평가의 직접진단 데이터로 활용 할 수 있다.
