Promoting Access to Health Technologies in the Post-pandemic Era: Gavi, Global Fund, Unitaid, and Access to COVID-19 Tools Accelerator (ACT-A) Programs (포스트 코로나 시대 보건의료기술 접근성 제고를 위한 탐색 연구: 세계백신연합(Gavi) 글로벌펀드(Global Fund), 국제의약품구매기구(Unitaid) 및 Access to COVID-19 Tools Accelerator 사업 사례)

  • Purpose: Global collaboration to accelerate development and equitable access to COVID-19 tests, treatments, and vaccines was launched with the name of the Access to COVID-19 Tools Accelerator (ACT-A), and this initiative owes its expertise to the lessons learned of the global health organizations. To date, the comprehensive mechanisms and potential effects of the initiative remain largely unknown. Methods: This study reviewed the programs of Gavi, the Global Fund, Unitaid, and ACT-A, which mitigating barriers to greater use of health technology with an analytic framework. Results and conclusion: The study findings are as follows. First, programs to alleviate the absence of necessary technology include the International Finance Facility for Immunization and Covax Facility. Second, Pooled Procurement Mechanism and Accelerated Order Mechanism are examples of mitigating the inability to access technology. Third, programs to overcome reluctance to adopt accessible technology include health system strengthening efforts such as the capacity-building health workforces. Further actions of Korea are needed to collaborate with the initiatives to enhance health outcomes.

Political Participation of Pentecostal Churches and Democracy in Brazil (브라질 오순절교회의 정치 참여와 민주주의)

  • Recently, in the conservative wave in Latin America, the political participation of the conservative Pentecostal Church has been highlighted. This article analyzes the impact of this political participation on democracy and its development, based on the case of Brazil. First, the Pentecostal churches contributed greatly to religious pluralism, but show an exclusive and aggressive attitude toward other religions and ideologies. Also, in the process of selecting official candidates, most members of the churches are politically mobilized according to the unilateral decisions of the leadership, and these elected candidates serve the specific corporatist interests of their own denomination or church rather than the public interest. In addition, the purpose of political participation to obtain public offices is also a stumbling block to the development of democracy in Brazil by placing it in the direct realization of a specific religious interests or values of the rebuilding of the Christian kingdom.

  • The study selected the K Sand Art Lifelong Learning Instructor Circle as an example, focusing on learner interest-inducing factor and educational effects of Sand Art techniques, which are gaining interest in lifelong education. First, the factors that increase the interest-inducing effect of learners are to recognize sand art techniques as sand games, to tell stories and tones, to express them in sandboxes, and to express subjects of interest to learners. Second, in the field of lifelong education, sand art techniques are educationally effective in psychological therapy, improving concentration, improving self-confidence, developing expressiveness and creativity, and developing five senses. Third, sand art techniques are applied to all generations in the field of lifelong education, and sand art techniques can be used in civic participation education, basic literacy education, and culture and arts education among the six classes of lifelong education. Fourth, future tasks will be to support the training of sand art experts, support sand art materials and equipment, and spread sand art programs that visit various targets.

  • After the COVID-19 pandemic, the spread of the untact culture and the Fourth Industrial Revolution, which generates various types of data, generated so much data that it was not compared to before. This led to higher data throughput, revealing little by little the limitations of the existing network system centered on vendors and hardware. Recently, SDN technology centered on users and software that can overcome these limitations is attracting attention. In addition, SDN-based load balancing techniques are expected to increase efficiency in the load balancing area of the server cluster in the data center, which generates and processes vast and diverse data. Unlike existing SDN load distribution studies, this paper proposes a load distribution technique in which a controller checks the state of a server according to the occurrence of an event rather than periodic confirmation through a monitoring technique and allocates a user's request by weighting it according to a load ratio. As a result of the desired experiment, the proposed technique showed a better equal load balancing effect than the comparison technique, so it is expected to be more effective in a server cluster in a large and packet-flowing data center.

  • Influenced by a culture that prefers non-face-to-face activity during the COVID-19 pandemic, chatbot usage is accelerating. Chatbots have been used for various purposes, not only for customer service in businesses and social conversations for fun but also for mental health. Chatbots are a platform where users can easily talk about their depressed moods because anonymity is guaranteed. However, most relevant research has been on social media data, especially Twitter data, and few studies have analyzed the commercially used chatbots data. In this study, we identified the characteristics of depressive discourse in user-chatbot interaction data by analyzing the chats, including the word 'depress,' using the topic modeling algorithm and the text-mining technique. Moreover, we compared its characteristics with those of the depressive moods in the Twitter data. Finally, we draw several design guidelines and suggest avenues for future research based on the study findings.

An Analysis of Organizational System and Management on Small Sized Local Science Museum during the COVID-19 Situation (코로나19 시기에 지방 소규모 과학관의 조직 및 운영 현황 분석)

  • This study conducted qualitative research using Geochang Wolseong Space Creative Science Museum as a case study to investigate the organizational and operational status of small local science museums during the COVID-19 pandemic, as a basic study for the dissemination of scientific culture and public understanding of science. To analyze the situation of the science museum, an evaluation framework was developed, and information obtained through various communication channels and in-depth interviews with information commissioners of the museum were used for the study. As of 2020, when COVID-19 was at its peak, this science museum showed a clear decline in sales and visitor numbers compared to the previous year. Despite this situation, the museum was found to be using crisis management methods such as introducing unface-to-face programs, managing exhibits, and using various promotional media. However, the shortage of professional personnel, excessive workload of employees, and absence of differentiation from other science museums remain as challenges to be addressed in the future for sustainable earth science.

  • We consider a Direct Input Output Manufacturing System(DIOMS) which has a number of machine centers placed along a built-in Automated Storage/Retrieval System(AS/RS). The Storage/Retrieval (S/R) machine handles parts placed on pallets for the operational aspect of DIOMS and determines the optimal operating policy by combining computer simulation and genetic algorithm. The operational problem includes: input sequencing control, dispatching rule of the SIR machine, machine center-based part type selection rule, and storage assignment policy. For each operating policy, several different policies are considered based on the known research results. In this paper, using the computer simulation and genetic algorithm we suggest a method which gives the optimal configuration of operating policies within reasonable computation time.

  • The purpose of this study is to survey fundamental limitations and problems of sports event hosting from the critical point of view and to set future-oriented perspective. The reason and legitimacy for hosting sports event have come from pragmatism based on ideological logic behind politics. Thus, the flow of advanced studies was mostly limited to the category of efficiency. However, there is fundamental limitation in sports even hosting in terms of its financial expectation and efficiency. Critical approach will contribute to minimizing side effects caused from blind acceptance through awakening dispassionate and realistic judgment. In addition, rational selection of sports even hosting can be achieved through interconnection of sports culturism's directivity as an advanced sense of sports culture, integrated perspective that penetrates problems of growth and distribution and local governance as apolitical philosophy, and of course, through concentration of energy.

  • The purpose of this study was to examine gender differences in response to work-life balance(WLB) and to investigate the effect of WLB on parenting confidence and to examine the moderating role of career management in the relationship between WLB and parenting confidence. Through SPSS 18.0, the model structure was tested between WLB, parenting confidence, and career management by a t-test, regression test, and hierarchical regression test. A total of 505 cases were analyzed. The major findings were as follows: First, it was found that there was no difference in the level of WLB by gender. Second, it was found that there was a positive relationship between WLB and parenting confidence. Third, it was found that career management moderated the relationship between WLB and parenting confidence. Based on the findings, practical implications about married female workers and the importance of WLB in the organizations were discussed.

  • Recently, the role of the kitchen has evolved from the space for previous survival to the space that shows the present life and culture. Along with these changes, the use of IoT technology is spreading. As a result, the development and diffusion of new smart devices in the kitchen is being achieved. The user experience for using these smart devices is also becoming important. For a natural interaction between a user and a computer, better interactions can be expected based on context awareness. This paper examines the Natural User Interface (NUI) that does not touch the device based on the user interface (UI) of the smart device used in the kitchen. In this method, we use the image processing technology to recognize the user's hand gesture using the camera attached to the device and apply the recognized hand shape to the interface. The gestures used in this study are proposed to gesture according to the user's context and situation, and 5 kinds of gestures are classified and used in the interface.
