How Government Policy Affects to Entertainment Industry?: Case Study of Korean Film History (영화산업 발전단계를 바탕으로 본 문화콘텐츠산업의 정부개입과 산업 성숙도의 연관성)

  • Entertainment Industry, with high productivity of added value, is noticed as a major industry leading global economy. Thus the government has been constantly attempting to devise various plans for developing entertainment industry, but the plans are mostly come out according to currently faced issues rather than considering the whole industry interior interaction. We are mainly objective to find a ground for estimating the current entertainment industry status. For this, we borrowed the concept of 'maturity' from various capacity maturity estimation tools. We also analyzed Korean film industry as a representative entertainment industry case to find what and how government intervention has affected on the industry.

A Study on the Activation Plan of Smart Work in Public Sector (공공부문 스마트워크 활성화 방안에 관한 연구)

  • This study aims to derive primary policy challenges for the continuous diffusion of the smart work centers in the public sector by using the AHP survey. The policy challenges in the AHP survey were categorized into three aspects, namely technology, system, and awareness. The technology sector was divided into the improvement of smart work-related ICT and the facility improvement in a smart work center. The system sector was divided into the legal system and implementation system. The awareness sector was divided into organizational culture and individual awareness. Among total 12 policy challenges, the results of the AHP analysis showed that the improvement of the organizational culture was the policy issue of the highest priority in terms of importance and urgency.

Analysis of Multicultural Soldiers Policy Research Trends -Focused on academic papers from 2010 to 2022- (다문화장병 정책 연구동향 분석 -2010년~2022년 학술논문을 중심으로-)

  • This study examined the research trends with a focus on the academic papers released from 2010 to 2022 on multicultural soldiers policy. As a result of examining the current status by year, field, and research subject, research has been conducted since the revision of the Military Service Act that allowed young people from multicultural families to join the army, but not actively so. Research fields also diversified from the creation of the environment and preparation directions to policy proposals ahead of the first multicultural soldier's enlistment, but the need to expand the field of research has been identified. Lastly, research subjects ranged from executives to warriors, but most of them centered around inmates rather than multicultural soldiers. It is expected that the analysis results of this paper will play a positive role in setting future research directions for multicultural soldiers that are still in progress.

The practitioners' perceptions on settlement of cultural welfare policy (문화복지 제도정착에 관한 실천가 인식)

  • This study was based on politic reality which is being developed within the ambiguity of cultural welfare, and discussed what sort of awareness the practitioners show in the settlement process of the cultural welfare policy in depth. 4 elements were discovered in the settlement process of the cultural welfare policy which the practitioners are aware of. The elements are value(pursuit of comprehensive mankind), element of practice(process of operation), elements of external influences(process of policy settlement), and elements of internal influences(reinforcement of practitioners capability). This means that not only the process of policy settlement in a narrow sense, but also value, practice, and reinforcement of practitioners' capability for the provision of better service should be considered for the settlement of the policy. This study which analyzed the cultural welfare practitioners' awareness of policy settlement process is significant in that it provides the basic data for future settlement of the cultural welfare policy.

A Study on Satisfaction Survey for the Revitalization of the Ancient Capital Cities in Korea (고도(古都)보존육성에 관한 만족도 조사 분석)

  • This study examines Korea's revitalization policy on the ancient capital cities, which has been set out for preserving and improving living quality of the local communities. Since it was established, the policy has faced with constant challenges such as the lack of funding for preservation and revitalization of local communities. This study aims at providing a set of recommendation on the problems on the policy. In order for the study, it takes objective and empirical analysis on the problems of the policy by executing survey on the satisfaction level of the stakeholders and policy-makers on the present policy. The survey has displayed that the government needs to 1. subsidize more budget, 2. set out a policy to reduce the inconvenience of local communities 3. establish a supportive program to help the present promotion policy. In addition, the survey analysis has proved that the elements of revitalization policy affect to the increase of satisfaction. It concludes with a set of recommendation, 1. to secure sufficient budget to implement the policy; 2. to reduce a restriction of individual rights; 3. to promote the supporting program of local community; 4. to establish governance system with officers, experts, residents, and research institutes.

Study on the Formulation of the Cultural Property Policy during the Japanese Colonial Period -with the Focus on the Composition of the Committee and Changes in the Listing of Cultural Properties- (일제강점기 문화재 정책 형성과정 연구 -위원회 구성과 목록 변화를 중심으로-)

  • The Japanese colonial authority investigated and institutionalized Korea's cultural properties for the purpose of governance. This process was conducted by Japanese officials and scholars, and systematized after making some changes. The Reservation Rule (1916) and the cultural properties designated in 1934 were actually the starting point for Korea's current cultural property policy. In the view of lineup of 'committee' that consider all of cultural property and changing of 'cultural property list', this study discusses the cultural property policy implemented by Joseon's Government-General, which can be summarized as follows. First, Joseon's Government-General formed a committee (Preservation Society) to formulate the cultural property policy, and had the policy implemented by appointing Governor officials who accounted for more than half the total number of officials of the institution. Although some Koreans were concerned about this, they had no influence on the matter. Second, the cultural properties listed by Joseon's Government-General are divided into three periods according to the lists. The compilation of the first list was led by Sekino Tadashi, who represented the grading system (1909~1916); while that of the second list (1917~1933) was led by Guroita Gatsumi, who represented listing (1917~1933). Guroita Gatsumi tried to erase Sekino Tadashi's list by formulating the cultural property policy and the list - a situation that was revealed in the system and the actual contents of the list. The third list was made as a list of designated cultural properties in 1934. This list also reflected the results of Sekino Tadashi investigation of the important cultural properties at existing temples that had been excluded from the previous regulations (1934~1945). In this way, a basic framework for the listing of Korean cultural properties was established in 1934.
