A Study of Standard Model for Electronic Document Archiving (전자문서 아카이빙 표준모델 연구)

  • Requirements concerning production of electronic documents and storage are stipulated in the act on document management of public institutions revised in 2003. However, provisions or standards for long term preservation of electronic documents are insufficient and in need of strengthening. This study aims to provide standard factors for long term preservation of electronic documents and thus lay foundation for long term preservation related matters for the establishment of management strategy, ISO 15489 management factor is analyzed as a necessary framework for long term preservation of electronic record at a production stage. Preservation description information is derived from ISO 14721 which is suggesting document management systems to archival institutions. Through this case study, standard registry factors reflecting ISO 15489 and 14721's are suggested in an attempt to improve the act and system environment for long term preservation and archiving.

A Case Study for the Emulation Service of Electronic Records (전자기록 에뮬레이션 서비스 개발 사례 연구)

  • The objective of this research is to show the possibilities of emulation strategy in the long-term preservation for the digital components of Korean public agencies. First, this study analyzed four major emulation projects that were conducted in the world, such as CAMiLEON, KB, Planets and KEEP. Second, it compared the three different emulation approaches, such as device emulation, OS emulation and application emulation. Third, it searched all the digital components that one public agency produced during the last six years. Through the search, this study found out that the HWP and XLS format files comprised around 90% of the files. Fourth, it examined the functionalities of the formats, which may have been lost when the format was converted to PDF/A. Last, this study introduced the two prototype emulators for the National Archives of Korea. One is a type of OS emulator, while the other is a type of application emulator.

Redesigning Electronic Records Preservation Formats Based on Open Formats (공개포맷에 기반한 전자기록 보존 포맷 재설계 방향 연구)

  • Along with the changing computing environment, the production of public documents is moving to G-Cloud and On-nara System, which are re-engineered on G-Cloud. In this process, it is predicted that the Open Document Format (ODF) will replace the proprietary document format, HWP, and will become widely used in the near future. To preserve digital records produced in ODF, this study reviewed the current long-term preservation strategies and identified considerations for new formats. For ODF source files, it is suggested to eliminate the conversion to PDF/A-1 and preserve the documents in the extended ODF with added metadata of records management. Moreover, ODF is presented as an alternative format for preserving proprietary formats. Finally, this study reviewed the current long-term preservation format, i.e., NEO, and suggests a zipped BagIt package, which has an ISO 21320 specification.

  • Korean public organizations create electronic documents through electronic document management systems under the e-Government scheme. A majority of these public documents are saved in vendor-dependent file formats, mainly HWP. Vendor-dependent formats can be opened only with specific software, which requires purchase. As the license does not guarantee compatibility between past and future versions, interoperability problems occur in long-term preservation, which need to be solved. Any error from the elimination of styles or no matching elements in document definition during conversion from vendor-dependent formats to the XML-based standard exchange format leads to file open failure or the modification of original documents. This study introduces the Open Document Format (ODF) and investigates the effects of adopting ODF in the creation, exchange, management, and preservation of public records.

Research on Audiovisual Type Preservation Format Selection Criteria and Recommended Formats: Focusing on Audio Types (시청각 유형 보존포맷 선정기준 및 권고포맷 연구 - 오디오 유형을 중심으로 -)

  • In the electronic records environment, along with discussions on ways to digitize analog records, it is important to prepare preservation strategies for each type of records produced and received electronically. In the same context, there is a need for discussion on applying a preservation format selection system with the goal of long-term preservation of data sets and audio-visual type electronic records other than document types. Audiovisual records must apply preservation strategies appropriate to the characteristics of each medium, such as images, audio, and video. This study establishes unique standards for selecting a preservation format for audio-visual electronic records through analysis of Significant Properties based on literature review, composed audio-type preservation format suitability evaluation items, and proposed a recommended format based on the results of applying them.

Selection Strategy for the File Format of Official Documents in a Cloud Environment (클라우드 환경에서 공문서 파일포맷의 선택 전략)

  • In the digital age, the most basic unit of records management is a document file. Depending on whether each document file is produced in an open standard format or an exclusive proprietary format, there is a cost difference in the process of use and long-term preservation. As government agencies moved to cloud-based business management systems, web-based document editing software was newly adopted. They had the opportunity to select a new file format for web-based document editing software. This paper deals with strategies to maximize the advantages of open standard formats while considering the legacy public document production practices. It introduces ISO/IEC 26300:2006 ODF, ISO/IEC 29500:2008 OOXML, KS X 6101 OWPML, etc. as open standard formats, and looks at considerations when choosing a format and web-based document editing software. In addition, it proposes a strategy to maintain the format of document files shared in cloud storage as an open standard format.
