The market size of the bone absorptiometric X-ray system and the number of its approval by Ministry of Food and Drug Safety (MFDS) has annually increased, with a trend of increasing aging population and osteoporosis patients. For approval of manufactured or imported medical devices in Republic of Korea, it is required to submit its technical document. Therefore, it is need to develop the technical document guideline for the bone absorptiometric X-ray system for manufacturers, importers and reviewers. First of all, the technical documents which were already approved were examined and analyzed through MFDS approval administration system. Second, safety and performance test standards and methods that match international standards were drawn after conducting survey of the market status and the technology development trend for it, with examination and analysis of applicable domestic and overseas standards. Third, by operating industry-research-government cooperation, the guideline draft on writing technical document for the bone absorptiometric X-ray system was discussed, collecting their opinion. As a result, it is suitable to international and domestic condition, includes test evaluation methods and offer various information with appropriate examples to civil petitioner, when they write the technical documents.

본 연구에서는 XML 기반의 Digital Format Registry를 고도화하며 국내 실정(750 여개의 기록관)에 맞는 기술정보은행 서비스 제공 모델을 연구하여 적용방안을 수립하고 이에 필요한 요소 기술을 개발하는 것이다. 특히 도 고도화 연구 개발 사업에서는 이러한 표준에 대한 지원을 최우선으로 진행되었다. 특히 업무 환경에 가장 빈번히 사용되는 국제 표준기반의 ODF(Open Document Format)와 OOXML(Office Open XML)이라는 개방형 오피스 문서 형식을 추가 지원하였으며, ISO 28500 WARC라는 웹 기록물 저장 국제 표준 형식에 대한 유효성 검증 기능을 개발 추가하여 웹 기록물에 대한 장기보존 시스템의 신뢰성을 높일 수 있도록 하였다.

표준 데이터 포맷을 이용하여 인터넷상에 데이터를 전달하기 위해 XML 기술을 활용하여 분산 환경을 어떻게 더욱 발전된 모습으로 지원해나갈 수 있을 것인지를 두고 다양한 시도가 이루어지고 있다. 그 중에서도 가장 중심적인 역할을 수행한 수 있는 분야는 정보를 표현하여 인터넷을 활용한 모든 곳에서 통합화/표준화하여 사용자들의 정보공유와 경제활동에 접근 가능하도록 하는 것이다. 분산 객체 기술의 하나인 RPC와 XML을 연동한 XML-RPC는 HTTP를 확장해 XML 메시지를 주고 받을 수 있는 프로토콜로 HTTP를 사용하고 호출요청 및 응답 인코딩에 XML을 사용하는 메커니즘을 통해 클라이언트 서버간의 상호작용을 한다. 본 논문에서는 현재 분산객체기술과 XML과의 연동에 관만 연구를 알아보고, XML-RPC를 이용한 XML문서교환 및 제어용 미들웨어 구조를 제안한다.

최근 웹에서 XML(extensible markup languag) 문서들이 보편화됨에 따라, 기존의 DBMS를 이용하여 XML 문서를 효율적으로 저장하고 관리하는 방법에 대한 연구가 활발히 진행중이다. 이를 위하여 DTD(document type definition)로부터 데이타베이스 스키마를 생성하는 효율적인 방법이 필요하다. 그러나 지금까지는 대부분의 연구가 풍부한 모델링 기능을 제공하는 객체관계형 DBMS 대신에 관계령 DBMS 관점에서 진행되어왔다. 본 논문에서는 객체관계형 DRMS 인 오디세우스를 위한 XML 스키마 생성를 설계하고 구현한다 첫째. DTD로 부터 관계형 데이타베이스 스키마를 생성하는 기존의 방법을 객체관계형 DBMS의 중요한 모델링 기능인 집합 타입과 참조 타입을 이용하도록 수정한다. 둘째, 수정된 방법을 오디세우스 객체관계명 DBMS에 구현한다. 마기막으로, 구현을 용이하게 할 수 있도록 기존의 방법에서 예로서만 기술된 DTD 단순화 방법에 대만 구제적인 알고리즘을 제시한다.

Approximately 10 million electronic approval documents have been released online since the commencement of the original information disclosure service. However, it is practically impossible to carry out an original information disclosure service by confirming a large amount of electronic approval documents to all persons in charge of information disclosure. Recently, some public organizations have been using private information filtering tools to filter personal information at the stage of document production, but the management of different sensitive information has not been managed using solutions. In this study, we set up the advanced direction of the filtering tool by analyzing the filtering tool in use to support the original information disclosure, and redesigned the text of the approval document and the original information disclosure process with the use of the filtering tool.

This study evaluated the implementation of preservation functions and the degree of implementation in standard records management systems (SRMS) for public agencies. For evaluation, it identified digital preservation activities by analyzing legislation and standards for public records management, especially functional requirements for records management system. Compared to these, it pre-evaluated the functions that SRMS claims to be implemented. It was found that preservation functions implemented in SRMS mainly focuses on migration to standard format. A checklist was made based on the adjusted scope by reflecting the result of pre-evaluation and was distributed to record managers who work for public agencies. This study found that the preservation functions were relatively compliant with the functional requirement for records management system for public agencies, but the way of implementation hardly support records managers of public agencies. The preservation functions of SRMS must be improved or be reconsidered based on the results and further studies.

Since the enactment of the Act on the Management of Presidential Archives in 2007, the cases of electronic records transfer in the 16th President Roh Moo-hyun's administration have played the role of an advance guard in managing public records and served as a test bed for new electronic records management. When transferring the electronic records of the 19th President Moon Jae-in's administration, the electronic records transfer method of President Roh's administration was inherited, while several innovative attempts were made. For instance, the Presidential Archives have for the first time converted the electronic documents from institutions advising the President into a long-term preservation package and transferred them online. In addition, considering the characteristics of the data, the administrative information dataset of the Presidential record creation institutions was transferred to the SIARD standard. Furthermore, the Presidential Archives had websites transferred in the form of OVF as a pilot test and collected social media directly through the API. Thus this study investigated the transition process of the presidential electronic records transfers from the 16th President Roh Moo-hyun's administration to the 19th President Moon Jae-in's. In addition, major achievements and issues were analyzed centering on the transfer method by type of electronic records during President Moon Jae-in's administration, and future improvement plans were presented.

Since 2011, 148 public institutions (including the central administrative agencies) have been moving to the provinces. First of all, the Prime Minister's Office began to be relocated to Sejong City on 14 Sep, 2012, followed by 6 central administrative agencies and their cooperative agencies are planned to move there. With regard to public institutions' relocation, the issue of record centers' relocation should be also considered. In respect that there is lack of facilities, manpower, and equipment in most record centers, it is doubtable whether the relocation of record centers will end successfully. The purpose of this study is to investigate the current state of record centers and to grasp their issues when they are relocated. The targets are the central administrative agencies which will move in 2012. The data was collected by request of information disclosure and personal contact with record centers. After analyzing collected data, both the issues caused by relocation and the cases of environment improvement were assured. In addition, the improvement of record centers' limitation (ex. The lack of exclusively responsible workers, the shortage of facilities, space and budget etc.) was suggested.

The transition of the central government system to the cloud-based infrastructure is being conducted as the National Information Resources Service (NIRS, Ministry of the Interior and Safety) attempts government resource integration. In the early days, it was attempted as Infrastructure as a Service (IaaS) for cloud service for HW, but now it is being converted to Software as a Service (SaaS) for ordinary service. General tasks of the system are document creation for government service as well as public records management. To this end, government cloud systems were deployed to central government agencies from 2015 to 2018 and planned to be gradually deployed in 2018. Nowadays, records management is conducted with cloud RMS, the cloud RMS system is distributed to the central government from 2016 to 2018, and the dissemination to local government is scheduled to be carried out considering the adoption of On-Nara system.

The Ministry of Unification(MOU) attempts various ways to unify records management systems such as; by newly establishing Unification Archives and Records Management Team, by integrating different record management systems which had been managed by separate systems. This study explores the ways to systematically manage the major information resources of the MOU and proposes policy recommendations to succeed in unifying record management.
