  • There have been various attempt to offer commercial service of electronic payment. Actually, however, there has been few electronic payment model that are being used commercial service. Among them, it is estimated that only TSU(Trade Service Utility) of SWIFT will be succeed in providing commercial service possibility. In Korea e-L/C Distribution & Management System was constructed and become the first e-L/C service on a global basis via e-Trade Facilitation 3 Years Project and then started offering the world first e-L/C service. Some scholars have insisted the opinion that SWIFT L/C means e-L/C, but such opinion may be wrong because SWIFT L/C means the L/C advised by SWIFT(Society for Worldwid Interbank Financial Telecommunication) under the condition that a series of procedure from the issuance of L/C to the advice is done by SWIFT system. Because perfect e-L/C should be organically connected by SWIFT network and also, the e-L/C business between overseas banks and their customers should be organically linked with each other. The purpose of this paper is contribute to the commercialization of e-L/C distribution system by studying the current status of infrastructure concerned with domestic and overseas electronic payment and future e-payment infrastructure, seeking to be introduced internationally by doing things.

  • I tried to analyze export relation of influence in Chinese H beam(common steel), Hot Rolled Steel(common steel), Plate(common steel) which could be influenced immediately by China's cancellation of the export rebate of value added tax in 2010 through the statistic methods such as cointegration, Granger causality, impulse response and variance decomposition. In the first period they mutually influenced each other in export to Korea but in the second period, this relation of influence was lessoned. Due to production expansion of Hot Rolled Steel(common steel), Plate(common steel) in Korea, the change of import trend, the market change of steel users' industries and China's expedient export of boron steel to Korea, mutual influence among these products was greatly declined. Ever since Hyundai Steel's production expansion involving blast furnace facilities, there is need for the industry to concentrate on developing new markets for its facilities' output in Korea. Therefore, Korea's steel industry desperately needs strength of de-jure standards such as unique quality standards and related certifications, efficient distribution management, as well as export promotion strategy through its global trading network to effectively address its structural supply-demand imbalances.

A Study on the Seller's Obligation to Hand over Documents under the CISG (국제물품매매계약에 관한 UN협약(CISG)에서 매도인의 서류교부의무)

  • This paper examines the seller's obligation to deliver documents conforming to the terms of the sales contract as set forth in articles 30 and 34 of the CISG. Article 30 obliges the seller to band over documents relating to the goods. This obligation to band over documents is further elaborated in article 34. According to article 34, the documents must be tendered at the time and place, and in the form, required by the contract. If the seller has delivered non-conforming documents before the agreed time, he has the right to remedy the defects if this would not cause the buyer unreasonable inconvenience or expense. However, the buyer can claim any damages suffered despite the seller's remedy. Specific emphasis is placed on the interplay between the CISG and Incoterms. Incoterms contain detailed rules governing the obligations of the seller to provide for documents. Incoterms constitute international trade usage under articles 9(1) and 9(2) CISG and supplement construction of CISG with UCP under L/C transaction. In the event of failure by seller to deliver the necessary documents, the buyer has certain remedies available, such as the right to claim damages, the right to demand specific performance, and the right to repair. Furthermore, the failure to deliver the required documents under contract constitute a fundamental breach of the underlying sales contract as defined by article 25 of the CISG by the seller, and thereby enable the buyer to avoid the contract entirely article 49. However, it is stressed that since one of the main principles of the CISG is the preservation of the contract, the avoidance of the contract should remain a remedy of last resort.

  • Competitions for secure oil are intense around the world due to the limited oil reserves. The situations are becoming more serious as China has participated in the competition. This paper aims to investigate China's offshore oil development strategies to balance the supply and demand of oil and then suggest its policy implications. A surging increase of oil demand due to the rapid economic growth as well as the stagnation in domestic oil output has turned China into a net oil importer since 1993. Therefore, China has placed a significant priority on securing long-term stability of its offshore oil to cope with the rapid growing demand. It has taken a variety of strategies to secure stable oil resource such as development of offshore oil resource, increasing the number of oil importing countries. China with the highest foreign exchange reserve of approximately $3 trillion as of 2010, has considered to employ foreign exchange reserves while making a huge amount of investment to secure oil resource. China has pursued several policies such as loan to oil production country for securing oil, foreign direct investment on offshore oil development, M&A of oil exploration and production companies and geographical diversification of oil importing countries. China has promoted offensive strategies for securing oil resource rather than cooperation with other countries. Thus, China should find a trade-off point for recovering relationship with international society while developing and investing renewable energy for long-term future. It will also address some implications for Korea, which has to prepare new strategies of overseas oil development.

A Study on the Designation System of Registration Authority of Electronic Bill of Lading in Korea (한국 전자선화증권 등록기관 지정제도에 관한 연구)

  • It was ten yeas ago that Bolero Bill of Lading was been introduced on the base of efforts of UN and CMI to solve the crisis of Bill of Lading, but Electronic Bill of Lading is not utilized in practice owing to the problems to be settled. Bolero Bill of Lading is not in widespread use owing to absence of collaboration model between Bolero and e-Trade service providers in each nation in the early stage. In the situation that Bolero Bill of Lading is not utilized in practice, Korean Commercial Law regulates the designation of the registration authority of Electronic Bill of Lading. Therefore, the Minister of Justice designated KTNET as Registration Authority of Electronic Bill of Lading and KTNET opened the e-B/L Korea (www.eblkorea.or.kr) to provide the Electronic Bill of Lading service to domestic trade community. But there is many problems in supplying the Electronic Bill of Lading service by the e-B/L Korea in compared with Bolero Bill of Lading. These problems are related with the characteristics of designation of Registration authority of Electronic Bill of Lading. Therefore the purpose of this paper is to contribute to the activation of Electronic Bill of Lading domestically by studying the designation of Registration authority of Electronic Bill of Lading in Korea and finding the characteristics of the designation and the issues and problems regarding the characteristics.

An Analysis of the Impact to Korea-China FTA Negotiation from China-Taiwan ECFA (중.대만 ECFA 체결이 한.중 FTA 협상에 미칠 영향에 관한 연구)

  • Currently, the most common form of regional economic integration is FTA (Free Trade Area), which is formed by two countries or more as either a bilateral or multilateral agreement. A proposed FTA between Korea and China recently has been re-focused after China concluded its ECFA (Economic Cooperation Framework Agreement) with Taiwan in June 2010. By May 2010, China was the No.1 export partner to Korea (as a Chinese No.2 import partner). Also, Korea and Taiwan trade structure to China is similar and competitive at the same time. So, China-Taiwan ECFA has a significant effect on the trade between China and Korea. As a result, it will hurt Korean industrial production and trade with China. Therefore, the progress and expected issue of a FT A between Korea and China which is prompting will be analyzed. In this situation, the final purpose of this paper is to analyze the impact on a Korea-China FTA Negotiation from the China-Taiwan ECFA.

  • Our country is operating designating the 6 free economic zones. Korea has designated fixed areas as economic special zones and made their management and living conditions equivalent to the level of advanced countries they are to support. One-Stop Service for the administrative demands that require the assistance at a national level in foreign investment, education, finance etc. However, these free economic zones are modified by regional development projects rather than inviting foreign capital. For the free economic zones to be operated effectively, the following methods should be followed: first, active management support activities should be constructed for the purpose of attracting foreign capital, second, a business model specifically designed to attract foreign capital should be implemented, third and finally, the independence and professionalism for the free economic zones should be strengthened.

  • To improve support for damages due to FTA and competitive power to overcome it, direct damages to farming and fisheries are compensated through Direct Payment Policy and Business Cessation Support System. Support plans will be developed to enhance competitive power in industries and income base in rural areas. This study carried an AHP to decide Priority and Evaluation Criteria in respect to domestic support measures according to FTA. For the AHP, the classes were categorized into direct damage conservation, higher competitive power and expansion of income. For the direct damage preservation measures, the classes were categorized into farmers, fishermen, manufactures, service business managers, and workers. In respect to reinforcement of competitive power of each industry, the classes were categorized into farming, fisheries, manufacturing, the drug industry, and service business. In respect to expansion of income, the classes were categorized into farming and fishing. Then 27 national support measures were presented for sub-classes. As a result of the analysis, it was discovered that more weight was given to measures to reinforce competitive power of each industry and expand income than those on direct damage conservation. In respect to higher competitive power in industries, more weight was given to support for farming and manufacturing. In respect to expansion of income, more weight was given on measures on farming than fisheries. For the direct damage preservation measures, more weight was given on support measures on farmers and workers.

  • The study focuses on the ICT industry, which is considered future growth engine. Tthe main objective of the research is to examine the extent of the competitiveness of the Chinese ICT industry, which is rapidly emerging as a competitor of the ICT industry in Korea. The ICT items subject to primary analysis of this study were computer and peripherals items. Analysis methods used were MSI (Market Share Index), EBI (Export Bias Index), and MCA (Market Comparative Advantage). The analysis period was from 2008 to 2016, and the analysis dater used were the export-import data provided by KITA. According to the study, Korean market share of Chinese computers and peripherals items has continued to increase, exports concentrated on the Korean market are intensifying, though the degree of competitiveness gained by the Korean market is quite strong. In particular, 852851, 847160 items have the largest competitiveness in the Korean market compared to other items used in this study. The implications of this study for the Korean market are as follows: i) improvement of quality with price ii) convergence product development between computer and peripherals items and consumer -friendly design development, and iii) marketing efforts to improve product awareness so that consumers recognize Korean computer and peripherals products.

A Socioeconomic History of Korean Newsprint Paper Focusing on General Dynamics of the Market (한국 신문용지의 사회경제사 시장의 역학을 중심으로)

  • This paper deals with historical changes in the market of Korean newsprint paper since 1945. Particularly, this paper does not examine only the structure of supply and demand in the newsprint paper market, but also general dynamics of the market from a perspective of Harold Innis's socioeconomic history. As a result, this paper concludes that the general dynamics of Korean newsprint paper market has persistently responded to a stimulus from external markets due to a scarcity of natural resources. To more concretely put it, until 1967 when the newsprint paper market was opened, Korean government had tried to control both newspaper industries and paper manufacture businesses by the matters of price and distribution of the newsprint paper. But since the market was opened, a general dynamics of the Korean newsprint paper market has been vulnerable to uncoordinated properties of external markets. Consequently, even though 'self-sufficiency' of newsprint papers was achieved in 1974, the price of newsprint papers has been often rising and falling.
