Method of Introduce for International Standards for Water Footprint Calculations (물발자국의 국제표준화와 국내 도입 방안)

  • 가상수의 흐름을 보다 가시적으로 파악하기 위하여 대두된 개념이 물발자국(water footprint)이다. 이는 흔히 사용되고 있는 생태발자국(ecological footprint)이나 탄소발자국(carbon footprint)에 착안하여 도입된 개념으로 한 국가의 물발자국은 직 간접적으로 물건이나 재화를 생산하는데 국민이 소비하는 물의 총량으로 정의된다. 물발자국을 내적/외적으로 단순히 구분하여 산정하는 방식이 진화하여 1단위의 생산에서 유통 및 서비스까지 확대하여 그 전 과정을 모두 포함하는 물발자국 산정방식이 도입된 것은 최근의 일이다. 직접적인 물사용과 간접적인 물사용을 구분하여 물발자국을 산정하고, 그 위에 물의 성질에 따라 green water, blue water, 그리고 grey water로 각각 개념을 상세화하여 물발자국을 산정하는 방안이 도입되었다. 2009년 물발자국 산정의 표준화를 위한 스위스의 제안이 ISO에 제출되었고, 각 국가들에 의한 투표가 진행되어 2010년 물발자국 국제표준안이 채택되었다. 본 연구는 이러한 국제기구에 의한 일련의 국제표준화 작업을 대상으로 진행되었다. 2014년 ISO/TC 207 국제총회가 개최되어 환경경영시스템(SC1), 환경감사(SC2), 환경 라벨링(SC3), 환경성과평가(SC4), 전과정평가(SC5), 온실가스관리(SC7)의 6개 분과위원회(Sub-Committees)가 구성되어 세부논의가 진행되었으며, 이러한 과정을 분석함으로서 물발자국 국제표준(ISO 14046)과 향후 우리나라의 대응방안을 고찰하였다. 물발자국 국제표준(ISO 14046) 제정을 통해 물발자국의 필요성 및 중요성에 대한 국가 간 합의는 도출되었으나, 적용시기 및 세부적인 방법론 등에 대한 이견이 여전히 존재하고 있다. ISO 14046의 실질적 적용에 필요한 세부사항과 관련된 기술보고서 작업초안(WD 14073)은 작업반(SC5/WG8)에서 진행되고 있다. 그러나 물발자국 국제표준이 국가 간 무역장벽이나 특정국의 진입을 막는 수단으로 사용될 수 있는 점 등 실질적으로 국제표준의 도입에 따른 문제점 역시 존재한다. 본 연구에서 제시된 국제표준의 도입 방안을 통하여 가상수무역의 국제적 선점효과를 기대함과 동시에 수자원의 유효한 활용을 기대할 수 있을 것이다.

Effect of Technology Commercialization Factors on Small and Medium Enterprises Performance (기술상용화 요인이 중소기업 성과에 미치는 영향)

  • In 21st century, firms are to face mitigating trade barriers between countries as well as to survive among harsh business environment. Also this phenomenon is expanding and gradually faster because the global competition become to intensify and there are significant technology changes. Therefore, in this study, technology commercialization factors on the technological achievement and on the financial performance were investigated in the small and medium enterprises. Firstly, the study finds that technology commercialization factor such as financial resources, human resources, strategic factors corporate financial performance show statistically significant(+). Secondly, the technology commercialization factors such as financial resources, human factors on the technical achievements in the enterprises show statistically significant(+). That means the technology commercialization of factors such as the financial resources as well as the human resources affect the technical performance of the enterprises.

  • Global expansion of regulation for carbon emission has brought new industrial regulations and trade barriers while the global economy is promoting economic stimulus through a variety of green investments such as renewable energy development, energy efficiency increase, and environmental improvement simultaneously. Korean government is trying to seek a new opportunity to grow through green investment in this change of business environment and businesses are facing the transition to low-carbon and eco-friendly structure for their survival. It is promoting not only industry structure changes and conversion but also demanding changes of workforce composition and requirement skills. In response to convergence of green economy, manpower development for future skills needs is provided the main impetus for response as well as promotion green growth. This study will analyze human resource development plan due to future skills needs emphasizing on automative industry. Also the study will be researched on the problems of present curriculum of undergraduate and look for improvements tasks. Upon the result, promotion plans for human resource development in other sectors of green car in response to future skills needs in green growth can be found.

  • Most of all, this paper analyzes the current situation of EU(European Union) and ascertain EU's economic condition in terms of tariff lines and non-tariff barriers. and the purpose of this article is to find out the problems of EU's tariff lines and non-tariff barriers. Next, We suggest some future direction of export promotion from Korea to EU more largely for our companies. First, this paper describes the characteristics and outline of EU. The EU is a politico-economic union of 28 member states that are primarily located in Europe. The EU traces its origins from the European Coal and Steel Community(ECSC) and the European Economic Community(EEC), formed by the Inner Six countries in 1951 and 1958, respectively. After that, The Maastricht Treaty established the European Union under its current name in 1993. The latest major amendment to the constitutional basis of the EU, the Treaty of Lisbon, came into force in 2009. There are a combined population of over 500 million inhabitants and generated a nominal gross domestic product(GDP) of 16.692 trillion US dollars in EU. The results are as follows ; First of all, In terms of tariff lines and customs duties, Our companies have to know precisely EU's real tariff lines and other customs duties, and such as value added tax and exercise tax, corporate tax regulated by EU commission and EU's 28 members. second, our companies have to confirm EU's non-tariff barriers. such as RoHS, WEEE, REACH. These non-tariff barriers could be hindrances or obstacles to trade with foreign companies in other countries. We perceive all companies exporting to EU are related with these Technical Barriers to Trade irrespective of their nationality. So, Our companies fulfill the requirements of EU Commission concerning safety, health, environment etc. Also, Our companies choose market-driven strategy to export more largely than before in the field of marketing and logistics.

A study on the application of membrane process in the production of polymannuronic acid (폴리만뉴로닉산 생산공정에서 분리막공정 적용에 관한 연구)

  • Bio industry had rapidly grown up to about 32% annualy mean since '90. To overcome a trade barrier related with environmental issues, which were needed to reduce and reuse pollutants generated from the manufacturing process of product to develop and apply cleaner technology. In this paper, the usefulness of membrane process were surveyed for economical and effective treatment of waste water which were discharged from the production of polymannuronic acid. Concentration efficiencies for U/F 10k, U/F 1k, and N/F were 40%, 60%, and 80% by batch operation. Concentration efficiencies for a combination process of U/F 1k and N/F were 90% by continuous operation. There were a lot of loss of product, which could improve 25% of productivity with recovering product by introducing membrane process.

  • An MRA is considered to be an important policy tool within the WTO for overcoming technical barriers to trade. A number of studies on the economic impact of MRAs have demonstrated their positive economic effects. However, no studies have been conducted on MRAs in the pharmaceutical industry since analysis has been limited to industries as a whole or certain industries where some data were accumulated. Therefore, this paper analyzed the economic impact of MRAs for GMP inspection exemption in the pharmaceutical industry through the Conditional Valuation Method (CVM), a valuation technique for non-market goods. Pharmaceutical companies were asked whether or not they were willing to pay for the Korea-EFTA MRA through double-bounded dichotomous choice (DBDC) questions. The final WTP was estimated using the utility difference model developed by Hanemann (1984). As a result, annual economic effects on the pharmaceutical industry were estimated to be between KRW7.03 billion to KRW15.8 billion.

A Study on the Countermeasures Taken By the Korean Healthcare and Life Sciences Industry Regarding U.S. Import Refusals: Focus on the Analysis of FDA Violation Codes (한국 바이오헬스 산업의 미국 수입거부 대응 방안 연구 : FDA 위반코드 분석을 중심으로)

  • The purpose of this study was to find a countermeasure to the U.S. import refusals for the Korean healthcare and life sciences industry. To this end, an analysis of trends during the pandemic was conducted using the KITA Border Rejection Database, which includes information on items and types of import refusals. The reason for rejection was also analyzed according to the FDA violation codes. The degree of countermeasure for import refusals was identified by measuring the unit rejection rate (URR). The results of the analysis showed that the major U.S. import refusals for the Korean healthcare and life sciences industry had expanded from contact lenses to COVID-19 diagnostic kits and drugs after the pandemic broke out. The major reasons for import refusals were non-compliance with the Predicate Device and Drugs Act and non-approval by the FDA for products and facilities. On the other hand, the unit rejection rate (URR) of major items in the Korean healthcare and life sciences industry was measured higher than the industry average. The results therefore showed a low level of response to U.S. import refusals. The results of the analysis of reasons for import refusals by item according to FDA violation codes were as follows. First of all, the main violation for contact lenses and COVID-19 diagnostic kits corresponded to misbranding. This was often due to the fact that Korean companies did not provide the relevant notices and information required by the FDA. Many cases also failed to demonstrate a substantial equivalency compared to predicate devices already on the market. On the other hand, applications for new unapproved drugs were not accepted as they had yet to pass relevant regulations that would prove their safety and efficacy. In conclusion, import refusals for the Korean healthcare and life sciences industry were found to be closely related to technical barriers to trade (TBT).

Current Status and Future Directions on the Management of the Korean Standards (KS): Woods, Pulp and Papers (목재 및 펄프·제지 분야 한국산업표준(KS)의 운영현황과 방향)

  • This study aims to review the standard operation status on wood, pulp and paper industry in Korea according to the industry standardization law which has been revised for strengthening expertise of relevant department and to propose a management strategy of Korean Standards (KS) in figure. Korea Forest Service (KFS) is the responsible department of managing KS on the wood, pulp and paper industry from 2015, and currently opertates three expert committees (wood and wooden construction, wood-based materials, pulp and paper) and wood and paper industry council to review 426 standards. To support an improvement of technical competency and securement of marketability of Korean wood industry, it is about time to review the standards and to develop practical standards since it is managed by specialized department. For this purpose, it is necessary to establish a systematic approach on the management of KS, based on thorough analysis of current KS. To remove possible technical barrier on trade due to the differences of standards between countries, the conformity with international standards is necessary. Also, for sustainability of standard management system, training specialists and building their capability is essential.

A Study on the Applicability of Water Footprint Methodology in Korea by Analyzing Domestic Water Resources Statistics (국내 물 자원 통계자료 분석을 통한 물발자국 방법론 국내 적용 가능성 확인 연구)

  • The water footprint is an important component of the Single Market for Green Product initiative based on the EU's Roadmap to a Resource Efficient Europe. In July 2014, the EU has established the International Standard for Water Footprint (ISO 14046) and Korea has complied with the Korean Industrial Standard (KS I ISO 14046) in April 2015. If a certification system based on the international standard (ISO 14046) is introduced, developing countries such as India and Vietnam, which are not equipped with bases, can become a trade barriers in exporting, so Korea should establish a strategy to reverse them. On the other hand, water footprints are designed to take into account local environmental impacts when compared to similar footprints (eg, carbon footprint) using LCA, so that products manufactured and manufactured in Korea will have an impact on domestic waters Should be considered. Therefore, the method of the water footprint should conform to the standard for compatibility with other countries. In order to consider the domestic water condition, it is necessary to identify suitable indicator or factor for estimating water footprint on Korea. For this purpose, this study analyzed the water footprint estimation study conducted at domestic and foreign based on international standards and through the analysis of statistical data related to domestic water resources, we confirmed the applicability of the water footprint methodology in Korea.

The Effect on Aviation Industry by WTO Agreement on Trade in Civil Aircraft and Policy Direction of Korea (WTO 민간항공기 교역 협정이 항공산업에 미치는 영향과 우리나라의 정책 방향)

  • For customs-free and liberalization on the trade of aircraft parts, the WTO Agreement on Trade in Civil Aircraft was separately concluded as plurilateral trade agreement at the time of launching WTO in 1995, and currently 33 countries including the United States and the EU are acceded but Korea does not. Major details of the Agreement on Trade in Civil Aircraft include product coverage, the elimination of customs duties and other charges, the prohibition of government-directed procurement of civil aircraft, the application of the Agreement on Subsides and Countervailing Measures, and the consultation on issues related to this Agreement and dispute resolution. Article 89 paragraph 6 of the current Customs Act was newly established on December 31, 2018, and the tariff reduction rate for imports of aircraft parts will be reduced in stages from May 2019 and the tariff reduction system will be abolished in 2026. Accordingly, looking at the impact of the Agreement on Trade in Civil Aircraft on the aviation industry, first, as for the impact on the air transport industry, an tariff allotment of the domestic air transport industry is expected to reach about 160 billion won a year from 2026, and upon acceding to the Agreement on Trade in Civil Aircraft, the domestic air transport industry will be able to import aircraft parts at no tariff, so it will not have to pay 3 to 8 percent import duties. Second, as for the impact on the aviation MRO industry, if the tariff reduction system for aircraft parts is phased out or abolished in stages, overseas outsourcing costs in the engine maintenance and parts maintenance are expected to increase, and upon acceding to the Agreement on Trade in Civil Aircraft, the aviation MRO industry will be able to import aircraft parts at no tariff, so it will reduce overseas outsourcing costs. If the author proposes a policy direction for the trade liberalization of aircraft parts to ensure competitiveness of the aviation industry, first, as for the tariff reduction by the use of FTA, in order to be favored with the tariff reduction by the use of FTA, it is necessary to secure the certificate of origin from foreign traders in the United States and the EU, and to revise the provisions of Korea-Singapore and Korea-EU FTA. Second, as for the push of acceding to the Agreement on Trade in Civil Aircraft, it would be resonable to push the acceding to Agreement on Trade in Civil Aircraft for customs-free on the trade of aircraft parts, as the tariff reduction method by the use of FTA has limits. Third, as for the improvement of the tariff reduction system for aircraft parts under the Customs Act, it is expected that there will take a considerable amount of time until the acceding to the Agreement on Trade in Civil Aircraft, so separate improvement measures are needed to continue the tariff reduction system of aircraft parts under Article 89 paragraph 6 of the Customs Act. In conclusion, Korea should accede to the WTO Agreement on Trade in Civil Aircraft to create an environment in which our aviation industry can compete fairly with foreign aviation industries and ensure competitiveness by achieving customs-free and liberalization on the trade of aircraft parts.
