Discourse Analysis of Free Child Care Policy for Infants-Focus on the Perspectives of Work-Family Balance (영유아 무상보육정책 담론에 대한 분석 -일가족 양립 지원 관점을 중심으로-)

  • This study has examined an analysis of discourses on free child care policy for 0-2 year old children in Korea. The author has searched articles in daily news papers of "free child care for 0-2years old" using Korea Integrated News Database System and Chosun archive. For the analysis, articles from March 2012 to May 2013 has been collected. From this study, it has been suggested that discourses has been showed with diverse issues such as home care allowance, working mom vs full-time housewives, universal welfare vs selective welfare. These discourses has developed with the ideologies of conservative and progressive perspectives. The suggestions of this study will contribute to the development and practice of a free child care policy for 0-2 year children through reflective discourse analysis.

A Study on the Policy for Free Child Care for 0-2 Year old Children (영아 무상보육 정책 분석)

  • This study has attempted to suggest the direction for child care policy for 0-2 year old children in Korea from analysis on the issues included in the policy for free child care services of the Korean Government. For the analysis, such materials as governmental statistical reports of child care and policy and articles regarding free child care service in daily news papers during 2012 have been collected. From this study, it has been suggested that the policy for free child care for 0-2 year old children, in future, should take into account reliably carrying out matemity leave and parental leave arrangements, equity childcare support for working couples, realization of parental subsidies, expand parental choice, introduction of a small family day care system, providing information and knowledge on the development of infants and parenting. The suggestions of this study will contribute to the development and practice of an effective child care policy for 0-2 year children, which consider the needs and requirements of young children and their parents.

  • Recognizing the importance of early childhood education, the government is preparing measures at the national level, including expanding the scope of free education for infants, linking early childhood education to elementary schools, unifying the system in charge of early childhood education, printing the cost of operating a full-time system for double-income couples, and policies for low-income infants. In Korea's childcare policy, the need for childcare has increased due to the increase of free double-income couples, the increase of nuclear families, and the increase of divorce rates. Despite the overall increase in the child care budget, Korea's child care policy shows many problems in its efficiency due to the burden of childcare facilities and childcare fees for caregivers. After looking into the theoretical contents of the free childcare policy and the corresponding child care support policy, we would like to consider ways to improve the free childcare policy.

An Analysis on Childcare Teachers' Attitudes Towards Free Childcare for Infants (영아무상보육에 대한 보육교사들의 태도 분석)

  • This study explores the attitudes of infant care teachers towards child care centers for infants, and suggests improvements for free child care services for infants, with regard to the teaching principles of said teachers. Individual in-depth interviews were conducted with 26 infant care teachers. Most of the infant care teachers agreed that working mothers, but not stay-at-home mothers, should use child care centers. They also argued that, because child care for infants is free, (1) mothers have become more dependent on public child care, (2) mother's perception of child care centers has changed, and (3) people have exploited child care services. According to the teaching principles of these teachers, optimal childrearing for infants should involve the following: First, mothers themselves should take care of infants aged 0 to 2 years at home, when possible. Second, mothers using child care centers should form a childrearing partnership with the centers' teachers, and thus closely cooperate with them. Third, the role of infant care teachers should be understood as that of "the second mother." The highlight of this study is that it investigated the changes child care teachers have experienced as main providers of child care services for infants since the implementation of free, universal infant care, and suggested directions for improving child care services.

Changes in Preschool Childcare and Private Education Expenses of Different Income Groups Caused by the Expansion of the Childcare Subsidy Recipients: A Focus on Universal Childcare Policy (보육비 지원대상 확대에 따른 소득계층별 유아 보육비 및 사교육비 변화: 무상보육정책 시행을 중심으로)

  • Objective: The purpose of this study was to examine the changes of childcare expenses and private education expenses caused by target expanding the childcare subsidy policy and its relationship to household income. Methods: The study analyzed data of the Korean Welfare Panel Study from 2009, before the universal childcare policy was enforced, to 2013, when the universal childcare policy was enforced. Results and Conclusion: The results of analysis were as follows. First, while childcare expenses, private education expenses, and their ratios to household income showed a tendency of gradual decline, the graphs of childcare and private education expenses were symmetric. Second, there were differences in childcare and private education expenses among income classes. Third, in 2009, before the universal childcare policy was enforced, household income affected childcare and private expenses. Lastly, in 2013, after the universal childcare policy was implemented, household income had a greater effect on private education expenses, while the effect of household income on childcare expenses became insignificant.

Convergence and divergence of beneficiary groups'policy priorities in the child-care politics (보육정책 이슈에 대한 수익자 집단의 인식과 복지정치)

  • In the context of welfare politics, this study tries to examine how interest groups'policy priorities in the child-care policy of Korea were shaped and changed. Based on the already institutionalized child-care services, each beneficiary group-parents, employer and employee of child care center-has its own preference and perception in child-care policy. Futhermore, this difference has produced conflict of interests in the priority of policy options and brought interest group politics to the realm of child-care policy. With regard to interest group politics, this study firstly examines divergence of beneficiary groups'perception about the child-care policy priorities. Meanwhile, discourse politics should be regarded as another dimension of welfare politics because beneficiaries'perception preference in policy could be sometimes changed and converged by communicative policy discourse. By examining convergent aspects of beneficiary groups'perception about policy priority, this study secondly tries to analyze the discourse politics which has been influenced by the free child-care discourse during 2010-12 election period. To investigate these two dimensions of child-care politics, beneficiary groups'policy priority should be systematically and comprehensively classified and quantified. Using Analysis Hierarchy Process(AHP), this study identifies 11 policy issues and determines different ranking priorities of each beneficiary group.

공공성과 정부실패: 보육정책에서 시장과 정부의 역할분담

  • 사회복지 분야는 정부가 개입해야 하는 대표적인 정책영역이나, 공공성을 강조하면서, 시장기능을 전혀 고려하지 않는 정부개입은 정부실패라는 왜곡을 발생시킨다. 사회복지 서비스는 공공재라기 보다는 가치재로서, 사유재 성격을 가지므로 정부와 시장역할에 대한 균형된 시각이 필요하다. 시장실패와 함께 정부실패라는 경제적 왜곡현상을 동시에 고려하면서, 정부와 시장의 최적역할분담이 이루어져야 한다. 보육정책의 방향은 공공성이 높으므로, 정부가 주도가 되어 모든 국민들에게 똑같은 보육서비스를 공급하는 것이다. 획일적인 보육서비스 질을 정부재원의 확대로서 높이려는 정책방향은 필연적으로 정부실패라는 왜곡을 발생시킨다. 현재 많은 전문가들이 지적하는 민간부문의 보육서비스 질이 낮은 근본원인은 시장규제에 있다. 즉 영리법인의 시장진입을 금지하고, 가격을 규제하고 있기 때문이다. 따라서 보육서비스 질을 높이기 위해서는 보육시장의 정부규제를 철폐해야 한다. 보육시장에 대한 규제 철폐없이 모든 국민들을 대상으로 한 보육재정의 확대는 재정의 낭비를 초래하게 된다. 보육정책의 바람직한 방향은 정부와 시장의 역할분담을 통해서이다. 보육서비스의 외부 불경제 효과가 높은 만큼, 시장에서 충족시키지 못하는 일정소득 이하 계층에 대한 보육서비스는 정부에서 무상으로 제공해야 한다. 그러나 일정소득 수준이상의 계층에게는 다양한 수요가 시장기능에 의해 해결될 수 있도록 해야 한다. 시장실패의 논리와 함께 정부실패라는 왜곡의 심각성을 인식하고, 정부와 시장기능에 대한 최적의 역할분담이 이루어져야 한다.

Impact of Start-Up Incubator Service On the Start-up Performance (창업기업 성과에 미치는 창업보육 지원 서비스 연구)

  • The study aims to examine the impact of Start-Up Business Incubator System on Performance of the Start-up Graduated from the Business Incubator. This has analyzed 813 startups which had supported by Seoul Metropolitan City in particular from 2009 to 2010. Empirical analysis has choosed business room for free, startup grant for operation, education & coaching support, consulting support by practitioner, promotion & new market opening support and collaboration support among startups in the business incubator as independent variables and also implemented startup success satisfaction degree as a depentent variable. The results shows that the degree of satisfaction on start-up activity support fund for entrepreneur and the degree of satisfaction on collaboration support among firms in the business incubator have statistical significant impact on start-up success satisfaction degree. The study has an implication that it provides a basic data on policy support strategies by central and local autonomous governments that facilitate entrepreneurs to achieve start-up business goals by understanding the factors that affect the business performance of entrepreneurs. In addition, the study offers new directions for entrepreneurs in a way that promotes the start-up performance by business room for free, education & coaching support, consulting support by practitioner, promotion & new market opening support which were investigated as statistical insignificant constructs, so that the author expects new studies about more effective business incubator system to enhance the performanc of start-up in business incubator.

The Status and Challenges of Child Care Policy (보육정책의 실태와 과제)

  • The purposes of this study are to analyze the status of Child Care Policy, to discover the problems faced by child care policy and to provide better Child Care policies to reorient in the future. The following problems have been identified through the Child Care Policy Analysis of: (1) Due to '0 to 2 years' free Child Care, Dual-earner families was difficult to use Child Care facilities. (2) Low-income families with children over 36 months were excluded from receiving Care allowance. Child Care of publicity is difficult to secure. Because children using Child Care facilities use private type Child Care facilities than the national and public Child Care. Policy proposals to provide better Child Care policies are to increase the number of the national and public Child Care, to pay practical parenting allowance, to increase the number of high quality Infant Daycare Centers, to expand Part-time child care services and to support parent education and counseling program.

An Exploratory Study upon the Determinants of Welfare Attitudes on Universalism vs Selectivism (보편주의 vs 선별주의 복지태도에 영향을 미치는 요인에 대한 탐색적 연구)

  • This study purports to explore potential determinants of welfare attitudes toward universalism vs selectivism. For this purpose, literature review upon such subjects as definitions of universalism and selectivism and welfare attitudes has been done. The hierarchical regression analyses show several major results. First and foremost, the effects of those variables such as political orientation and attitudes toward free education and gratuitous child care, categorized as political-social stance were found to be significant. However, it was unexpected results that those variables which have been found signigicant in predicting welfare attitudes in previous literature, that is to say age, education and economic status especially were not to be found significant in predicting welfare attitudes toward universalism vs selectivism. There could be many underlying causes for this result including measurement errors, and this study strongly speculates that the division between universalism vs selectivism itself exists only both in purely conceptual level and in political rhetoric and therefore, universalism or selectivism as people's consistent and logical attitudes or consciousness may simply not exist at all.
