Research on a Conceptual Model of Architecture Framework for Simulation based Acquisition (SBA를 위한 아키텍처 프레임워크 개념모델에 관한 연구)

  • Simulation-based acquisition(SBA) is a new acquisition paradigm to deliver combat systems cheaper, faster, and better. ROK MND adopts the vision of SBA and is pushing ahead with dramatic reform. However, ROK MND does not develop the SBA architecture framework which facilitates the reuse of tools and techniques and data software code and algorithms among participants of collaborative environments. In this paper, we propose a conceptual Model of architecture framework for SBA. To do so, we analyse acquisition process of MND and propose the to-be operational view that describes fundamental concept for how Government, Industry, and Academia can collaborate and share information more effectively throughout the acquisition process. Furthermore, we identify the tools and techniques that supports the operational nodes, and propose technical view and all view, too. technical view compose of set of standards that can ensure interoperability among tools, techniques and data, and all view provide an overarching description of the architecture.

Process for Risk Severity Estimation of Weapon System Development Project using Parametric Estimation Method/Linear Kalman Filter (모수 추정기법/선형 칼만 필터를 이용한 무기체계개발 프로젝트 위험 요소의 영향도 추정 프로세스)

  • Risk management is a method to 1) identify risks that can adversely affect the cost, schedule, and target achievement performance of a system development project, and 2) manage the identified risks based on the severity and likelihood assigned to each risk item. Risk management is applicable to various fields, since it can manage the cost/schedule and effectively guides accomplishing the target performance by identifying and managing the risks in advance, which necessitates many concurrent studies. This paper proposes a procedure to estimate the severity value for a risk item using a Kalman filter. It is assumed that the severity can be expressed as an equation consisting of cost/schedule loss during the risk event. A linear Kalman filter is used to reduce the error between the true and estimated values, which can eventually save resources spent on the risk management procedure. A simulation test case was conducted to demonstrate the validity of the proposed method.

  • To solve the problem of frequent component failure in guided weapons, a process of component failure in developed countries was investigated and analyzed. The suitability of component control, including risk assessment, analysis of operational impact, and the establishment of response measures, was also demonstrated. In addition, the economic effects of component control were presented by estimating the costs incurred if component control is performed in advance, after-sales, and non-management. DMSMS problems refer to losses or impending losses of an item, raw material, or software manufacturer or supplier. A problem with the discontinuation of parts occurs when the manufacturer or supplier ceases to produce and support the necessary parts, materials, or software, or when the supply of raw materials is no longer possible. Hence, it is important to recognize that failure to all parts of the system can occur.

  • In the M&S filed, The Battle Lab is available for acquisition, design, development tool, validation test, and training in the weapon system of development process. Recently, the Battle Lab in the military of Korea is still in an early stage, in spite of importance of battle lab construction. In the environment of network centric warfare, a practical use of the M&S which is connecting live, virtual and constructive model can be applied to all field of System Engineering process. It is necessary thar the Battle Lab is not restricted by time and space, and is possible for the technical implementation. In this paper, to guarantee the interoperability of live and virtual simulation, virtual simulators connect live simulators by using the tactical data link. To guarantee the interoperability of virtual and constructive simulation, both virtual simulators and constructive simulators use the RTI which is the standard tool of M&S. We propose the System that constructed the Air Defence Battle Lab. In case of the approach of target tracks, The Air Defence Battle Lab is the system for the engagement based on a command of an upper system in the engagement weapon system. Constructive simulators which are target track, missile, radar, and launcher simulator connect virtual simulators which are MCRC, battalion, and fire control center simulators using the RPR-FOM 1.0 that is a kind of RTI FOM. The interoperability of virtual simulators and live simulators can be guaranteed by the connection of the tactical data links which are Link-11B and ATDL-1.

  • A number of batch isotherm and electrokinetic experiments were conducted in order to investigate the migration of zinc and its removal efficiency during electrokinetic soil processing. Sorption and desorption characteristics of zinc spiked kaolin clay have been examined by comparison with electrically induced desorption and precipitation occurring in the anode and cathode regions, respectively. The removal efficiency of zinc under the applied voltage gradient of 300 V/m was found to be up to approximately 80 % within 4 hours of the electrokinetic treatment. The study is significant with respect to the remediation of contaminated areas.

  • Many companies around the world are applying CMMI to improve the organization's ability to perform projects, and many others are pushing to obtain CMMI certification as more and more of them are offered as preconditions for participation in projects or supply product. Organizations with high maturity such as CMMI Level 4~5, analyze the accumulated R&D data of the organization and establish the performance management model so that R&D performance is continuously managed. So this paper shows the R&D performance management model made by LIGNex1 which is certificated with CMMI Level 5 organization and the case applied to the project, including its effectiveness.

  • Purpose: In this study, A reliability assurance model (or reliability program) is proposed to evaluate the reliability of an armed vehicle. The reliability assurance is performed through the reliability-centered activities during its life cycle of development/design, production, deployment, maintenance, and disposal. Methods: By reflecting the current situations of korea defense industry, a reliability assurance model is built up based on the benchmarking results of world leading companies' best practices in same fields. Results: The proposed reliability program of armed vehicles, which is based on the reliability program of ANSI/GEIA-STD 0009, uses DMAIC process of the six sigma methodology from design phase to testing and evaluation phase. Conclusion: This research is supposed to develop reliability program of armed vehicles by integrating DFSS, DFR and reliability growth process.

  • Purpose: This paper treats the improvement of the quality and reliability of military weapon systems based on the maintenance data. Methods: The proposed method of the data integration and refinement are used to obtain the component reliability information and to find the frequently failed components based on the Pareto analysis. Based on the reliability information and the number of failed component frequencies, the target components of quality improvement are determined and improved by multiple methods such as engineering changes, special meetings, additional training and revising maintenance manuals. Results: Based on the proposed process, we find some components which need to be improved in order to enhance the quality and reliability. Conclusion: A process is developed for improving the quality and reliability of weapon systems. This process will be adopted by various weapon systems to enhance the quality and reliability, as well as reduce military spending.

  • Information technologies are changing rapidly in recent years because of the latest IT development and technology convergence. Therefore, government tries to choose technologies required to achieve mid and long-term strategic technical development target and present technology road map. We established national defense scientific technology plan process for weapon systems. However, national defense IT plan process has not been established yet. Accordingly, in this paper, we suggested outlook of future national defense informationization through national defense Information Technology environment analysis, and discovered future potential Information Technology for national defense through methodology of investigation and analysis and suggested Defense IT Planning development.

  • ESS(Environmental Stress Screening) is an important production process to remove 'latent defects' introduced in the production of products. Recently, ESS is included in QAR(Quality Assurance Report) as an essential quality assurance requirement for products in the defense business. However, depending on the author of the QAR or the classification of the weapon system, it is often identified that the content and form are different or important elements are omitted. Therefore, this paper proposes a MIL-HDBK-344A based quantitative ESS requirement standard to secure the consistency and completeness of QAR. and to make easier to calculate PE(Precipitation Efficiency), which is an indicator for identifying the latent defects elimination effect.
