최근 급속히 팽창된 산업 구조와 이에 따른 업무량의 증가는 종래의 관리기술로서는 이를 성공적으로 처리할 수 없게 되었으며 아울러 인간의 미래조작능력의 증대와 기업구상력의 개발, 사회변동에 대비한 예측적인 계획의 수립 등 관리기능의 신장은 새로운 관리기법을 요구하게 되었으므로 PERT/CPM 수법이 신관리기법의 하나로 등장하게 되었다. PERT/CPM 이란 Program Evaluation Review and Technique, Critical Path Method 의 약자로서 우리말로는 계획수립 집행 및 평가로 번역되는데 이의 직역은 종속 및 총합 $\ulcorner$시스템$\lrcorner$ 과업의 동시진행 및 집중관리라 할 수 있는 것으로 시간과 비용을 절감하려는 기법인 것이다. 또한 PERT 기법은 복잡한 작업형태를 상호관련성있는 Network로 구성하고 제종속작업을 하나의 통일된 목표로 진행시키는 것을 의미한다. 이와 같은 PERT/CPM 기법은 제한된 자원의 효율적인 투자 및 관리와 불필요한 시간과 비용을 제거하여 준다. 현재 정부(경제기획원)는 PERT/CPM 제도를 도입하여 건설공사에 대한 예산관리제도를 설정중에 있으며 민간 및 정부투자기관으로서 현대건설주식회사와 한국전력주식회사와 이미 PERT/CPM 제도화방책을 연구기관에 위촉하여 제2단계적용을 시도하고 있는 것은 시대적 당위성에 따른 타당한 전망이라 하겠다. 거금 한국양회공업협회가 본제도의 도입 적용을 추진하기 위한 일련의 조사활동을 시작한 것은 시멘트 공업계의 새로운 경영관리체제를 모색하고 업계를 선도하는 중요한 전환점이 되리라 믿는다.

When comparing the port management type between the both countries, there are some differences at some aspects. And also Korea is to move forward a hub port and logistics center in Northeast Asia while Japan is to pursue providing the port logistics service necessary for the Japanese economy. Major findings and implications are as follows. first, Port authority system should be extended to Gwangyang and Pyeongtaek port step by step. Second, any port which did not introducing a port authority system should enhance cooperating with its own local administration. Third, a port marketing strategy must be established and implemented by a port authority.

최근 알제리는 선박건조사업을 국가 기간산업으로 구축하기 위해 노력하고 있으며, 이들을 관리하기 위한 선박안전관리 시스템이 시급히 필요한 상황이다. 하지만 현 알제리의 선박안전 관리 시스템은 과거 프랑스 식민지 시절 마련된 제도를 사용하고 있고, 급격히 변화된 각종 국제 해사기구의 제도 및 협약 수용이 미비한 실정이다. 우리나라의 선박안전제도는 과거 일본의 것을 그대로 답습하였으나, 경제적 성장 및 조선산업의 성장, 세계선복량의 증가에 따른 기술 개발과 제도개선으로 과거의 제도로부터 탈피하여 우리 실정에 적합한 선박안전관리 시스템을 서서히 구축하고 있다. 이에 알제리 정부는 우리나라의 이러한 변화와 선박관련 기술 발전에 주목하여 우리나라의 선박안전관리 시스템을 벤치마킹하기 위한 사업을 추진하게 되었다. 금번 알제리 선박안전성 제고사업은 우리 공단과 한국국제협력단(KOICA)간의 용역계약에 따라 추진되는 사업으로 알제리 교통부의 요청과 KOICA의 알제리 현지 타당성 조사를 거쳐 이루어진 사업으로 크게 알제리 선박안전법령 등의 개선, 알제리 연수생 초청 교육 및 선박검사 시 필요한 검사 기자재 등의 제공사업으로 이루어져 있으며, 공단의 선박안전관리분야 Know-how를 알제리에 제공함으로써 알제리 선박안전 관리체제 마련에 일조하고, 향후 해사안전 분야에서의 알제리와 우리나라와의 협력관계를 발전시켜 나가는데 목표를 두고 추진되고 있다.

축산물위해요소중점관리기준(HACCP)은 식품의 안전성에 영향을 미치는 위해발생을 사전에 방지하거나 제거하기 위하여 생산단계부터 제조, 가공 등 모든 단계를 과학적이고 체계적으로 사전 위생 관리하는 제도이다. 지난해 12월 축산물HACCP기준원으로부터 HACCP 농장으로 지정받은(주)금보육종(대표 장성훈) 원주 GP. 지난해 양돈협회에서 실시한 HACCP 교육을 통해 농림부 HACCP 인증 농장으로 다시 태어났다. 농장주와 임직원 모두가 HACCP 제도를 정확히 이해하고 이를 수행하는 한편, 국내 소모성 질환 극복을 위해서는 PRRS 청정화가 반드시 필요하다는 목표로 우수한 위생방역 시스템을 갖추고 있는 청정 강원도의 양돈전문기업 금보육종을 찾아보았다.

This paper presents a method for developing the performance assessment of energy conservation and efficiency based on baseline and target adjustment approach. Energy consumption is related with output level and production structure. This paper suggests improvement for target establishment and performance assessment with regard to real output level in target year. Numerical illustrations of baseline and target adjustment method are shown different compared with the general assessment results. This study will contribute to applying the conformity assessment and Greenhouse Gas Emissions verification system.

국가 재정사업을 평가하는 재정사업 자율평가제도는 2005년에 도입되어 2010년까지 두 번의 평가주기가 완료되었다. 본 연구는 이러한 시점에서 2차 평가주기(2008년~2010년) 동안 평가된 재정사업을 대상으로 평가결과에 영향을 미치는 요인들을 검토하였다. 본 연구는 1차 평가주기(2005년~2007년)의 평가결과를 분석한 기존 연구의 확장연구로서, 이전 연구결과를 재확인하고 일반화 가능성을 보다 제고할 수 있을 뿐만 아니라 이전 연구결과와의 비교를 통해서 평가제도의 변화가 평가결과의 변화를 가져왔는지를 검토할 수 있다는 점에서 의의가 있다. 또한 2차 평가주기가 완료된 시점에서, 향후 제도 개선을 위한 정책적 시사점을 줄 수 있다는 점에서 의의가 있다. 본 연구의 주요 분석결과 및 정책적 함의는 다음과 같다. 첫째, 1차 평가주기에 비해서 2차 평가주기의 평가결과가 향상되었다는 점에서 사업의 성과향상 또는 제도에 대한 실무자들의 이해가 보다 증진된 것으로 해석할 수 있다. 둘째, 성과계획항목이 평가결과에 지나치게 강한 영향력을 준다는 측면에서, 이에 대한 제도적 보완이 요구된다. 성과지표의 설정 및 목표치의 결정은 집행 이전에 적절히 이루어져야 할 부문이기에 이를 계획수립 시 사전적으로 지도할 필요가 있다. 셋째, 집행항목과 성과항목 간 부(-)의 관계를 가지므로 이에 대한 적절한 제도적 보완이 필요하다. 넷째, 제도의 타당성을 저해할 수 있는 비평가요인이 총점에 영향을 미치고 있다는 점을 감안할 때, 이에 대한 제도적 보완이 필요하다.

In order to accomplish the successful performance management of the national research and development programs, it is necessary to establish the legal system that provide a institutional foundation and to set up and practice the relative substantial operating system. This paper aims to study the problems and improvement measures of the Performance Management System in National R&D Programs. For this purpose, the development of legal system on the performance management in national R&D programs was surveyed, the problems in existing laws and ordinances on the performance management were analyzed, and lastly the improvement measures on the legal system of the performance management were suggested. The legal system of performance management is being composed of and managed with The Framework Act On Science And Technology that prescribed the national science and technology policy direction, and Act On The Performance Evaluation And Management Of National Research And Development Projects, Etc. that prescribed the basic policies of performance management process and methods, and Regulations On The Management, Etc. Of The National Research And Development Projects that prescribed the concrete methodologies on performance management. Results of the study, it is necessary that the performance management laws and ordinances need improvement of Compatibility, the object and range of performance management system extend more widely to the whole field of national R&D programs in principle, and the performance management process and methods improve reasonably considering the goal and direction of national R&D policy.

우리나라는 수요관리를 위해 '85년도 하계휴가보수, 자율절전 제도를 도입한 후 부하관리 효과를 면밀히 평가하지 않은 채 관습적으로 매년 부하관리 목표량을 상향하며 더 많은 예산을 지속적으로 투입하고 있다. 하지만 우리나라는 심야시간대 낮은 요금체계 등으로 인하여 부하율이 높은 수준으로 부하관리 효과가 저조한 실정이며, 최근 여름철 이상 기온 발생 등으로 부하관리기간 이외에 연중 최대 부하가 발생하는 빈도가 점차 증가하고 있다. 따라서 본 논문에서는 우리나라의 도 소매시장에서 자발적인 부하관리 인센티브, 현 부하관리제도 등을 분석하고 우리나라 전력계통의 부하지속곡선에서 적정 부하관리용량을 산정하고자 한다.
