  • This study analyze the factors affecting the number of bidders in public contracts by collecting contract data such as purchase of goods, service and facility construction through KONEPS among various forms of public contracts. The reason why the number of bidders is important in public contracts is that it can be a minimum criterion for judging whether to enter into a rational contract through fair competition and is closely related to the budget reduction of the ordering organization or the profitability of the bidders. The purpose of this study is to analyze the factors that determine the participation of bidders in public contracts and to present the problems and policy implications of bidders' participation in public contracts. This research distinguishes the existing sampling based research by analyzing and analyzing many contracts such as purchasing, service and facility construction of 4.35 million items in which 50,000 public institutions have been placed as national markets and 300,000 individual companies and corporations participated. As a research model, the number of announcement days, budget amount, contract method and winning bid is used as independent variables and the number of bidders is used as a dependent variable. Big data and multidimensional analysis techniques are used for survey analysis. The conclusions are as follows: First, the larger the budget amount of public works projects, the smaller the number of participants. Second, in the contract method, restricted competition has more participants than general competition. Third, the duration of bidding notice did not significantly affect the number of bidders. Fourth, in the winning bid method, the qualification examination bidding system has more bidders than the lowest bidding system.

  • In order to provide 8K UHD contents of terrestrial broadcasting with a large capacity, the terrestrial broadcasting system has various problems such as limited bandwidth and so on. To solve these problems, UHD contents transmission technology has been actively studied, and an 8K UHD broadcasting system using terrestrial broadcasting network and communication network has been proposed. The proposed technique is to solve the limited bandwidth problem of terrestrial broadcasting network by segmenting 8K UHD contents and transmitting them to heterogeneous networks through hierarchical separation. Through the terrestrial broadcasting network, the base layer corresponding to FHD and the additional enhancement layer data for 4K UHD are transmitted, and the additional enhancement layer data corresponding to 8K UHD is transmitted through the communication network. When 8K UHD contents are provided in such a way, user can receive up to 4K UHD broadcasting by terrestrial channels, and also can receive up to 8K UHD additional communication networks. However, in order to transmit the 4K UHD contents within the allocated bit rate of the domestic terrestrial UHD broadcasting, the compression rate is increased, so a certain level of image deterioration occurs inevitably. Due to the nature of UHD contents, video quality should be considered as a top priority over other factors, so that video quality should be guaranteed even within a limited bit rate. This requires packet scheduling of content generators in the broadcasting system. Since the multiplexer sends out the packets received from the content generator in order, it is very important to make the transmission time and the transmission rate of the process from the content generator to the multiplexer constant and accurate. Therefore, we propose a variable transmission scheduler between the content generator and the multiplexer to guarantee the image quality of a certain level of UHD contents in this paper.

  • This study aims to understand spatio-temporal variations of macrozoobenthos community in Han River (HRE), Geum River (GRE), and Nakdong River estuaries (NRE) of Korea, sampled by National Survey of Marine Ecosystem. The survey was seasonally performed at a total of 20 stations for three years (2015-2017). Sediment samples were taken three times with van Veen grab of $0.1m^2$) areal size and sieved through a 1 mm pore size mesh on site. A total of 1,008 species were identified with 602 species in HRE, 612 in GRE, and 619 in NRE, showing similar number of species between estuaries. Mean density was $1,357ind./m^2$, showing the high in NRE ($1,357ind./m^2$), mid in GRE ($1,357ind./m^2$), and low in HRE ($1,127ind./m^2$). Mean biomass was $116.8g/m^2$, showing similar variations to density ($174.2g/m^2$ in NRE, $129.0g/m^2$ in GRE, $49.0g/m^2$ in HRE). Polychaeta dominated in number of species and density in three estuaries. Biomass-dominated taxon was Mollusca in HRE and GRE, and Echinodermata in NRE. Polychaetous species dominated all three estuaries over 4% of density, such as Dispio oculata, Heteromastus filiformis and Aonides oxycephala in HRE, Heteromastus filiformis and Scoletoma longifolia in GRE, and Pseudopolydora sp. and Aphelochaeta sp. in NRE, showing various density between estuaries. Community structure was determined by various environmental variables among estuaries such as mean grain size and sorting (HRE), salinity and mean grain size (GRE), and salinity, dissolved oxygen, loss on ignition and mud content (NRE). Our study demonstrates the application of different measures to manage ecosystems in three estuaries. HRE needs to alleviate sedimentary stressors such as sand mining, land-filling, dike construction. Management of GRE should be focused on fresh water control and sedimentary stressors. In NRE, monitoring of dominant benthos and process study on hypoxia occurrence in inner Masan Bay are necessary.

  • A thinner film has superior electrical properties and a better amorphous structure. Amorphous structures can be effective in improving conductivity through a depletion effect. Research is needed on the Schottky contact, where potential barriers are formed, as a way to identify these characteristics. $SiO_2/SnO_2$ thin films were prepared to examine the amorphous structure and Schottky contact, $SiO_2$ thin films were prepared using Ar = 20 sccm. $SnO_2$ thin films were deposited using mixed gas with a flow rate of argon and oxygen at 20 sccm, and $SnO_2$ thin films were added by magnetron sputtering and treated at $100^{\circ}C$ and $150^{\circ}C$. To identify the conditions under which the amorphous structure was constructed, the XRD patterns were investigated and C-V and I-V measurements were taken to make Al electrodes and perform electrical analysis. The depletion layer was formed by the recombination of electrons and holes through the heat treatment process. $SiO_2/SnO_2$ thin films confirmed that the pores were well formed when heat treated at $100^{\circ}C$ and an electric current was applied over the micro area. An amorphous $SiO_2/SnO_2$ thin film with heat treatment at $100^{\circ}C$ showed no reflection at $33^{\circ}\;2{\theta}$ in the XRD pattern, and a reflection at $44^{\circ}2\;{\theta}$. • This study was carried out to investigate the growth characteristics and propagation methods of the Korean native Amelanchier asiatica, A. arborea, and A. alnifolia as fruit trees for gardens. Due to the lack of recent research on Amelanchier spp., their superficial classification is still unclear and the names are being used interchangeably. The results are obtained as follows : A. arborea and A. alnifolia were globular type multi-stemmed shrubs. A 20-year-old tree of A. asiatica was 7.8m in height, with a 5.2m crown width, with one trunk. As for the morphological characteristics, leaves of A. asiatica were oblong, with an acuminate of, 6.1cm and 3.6cm width, but A. arborea and A. alnifolia had acute obovate leaves. The leaf size of A. alnifolia was the largest among the three species. The flower size of A. asiatica was bigger than that of A. arborea and A. alnifolia. In addition, its petals and flower clusters were also the largest among the three species. The flowering of A. asiatica initiated on April 21 and then bloomed for a duration of 24 days in Osan, while that of A. arborea and A. alnifolia initiated flowering on April 12 and then bloomed for a duration of 22 days in the same location. The fruit of A. arborea and A. alnifolia were green on May 10~12, it changed into purplish red on May 24~26, and its matured on June 1~3. The duration of fruit persistence of A. arborea and A. alnifolia were 48~50 days. On the other hand, A. asiatica showed greenish fruit on May 20, it became red on September 4, and had fallen by October 3. The fruit size was the largest at 1.03cm of height and 1.12cm of diameter in the A. arborea, followed by the big berry of A. alnifolia and the smallest fruit in the native, A. asiatica. It was difficult to root due to the hardwood cutting of A. arborea at a 40% rate of rooting. In the softwood cutting, the rooting rate of A. arborea was increased by the treatment with concentrated IBA, especially at 5,000 and 7,000ppm. The optimum date for cutting was on June 27, when the rooting rate was more than 80%. The most effective method for rooting of A. arborea was rootone or 7,000 ppm IBA treatment on June 27 softwood cuttings, which showed a rooting rate of over 80%.

  • Purpose:The purpose of the paper is to review the problems of performance enhancement of safety certification standards and to suggest directions for improvement in order to rationalize safety certification standards for future industrial development and environmental changes. Method: The problems and limitations of the safety certification system are summarized through literature review and interview with manager, and the status of safety certification standards is classified into design standards, performance standards, and detailed standards, and the status analysis is performed. In addition, by synthesizing the results of the investigation and analysis, improvements are suggested to improve the performance of the safety certification standards. Result: Through the survey, the problems and limitations of safety certification could be grouped into six categories: government-led certification system operation, standardized certification standards, long time required to improve certification, poor certification standards preparation system, and lack of reflection of industry opinions. And, as a result of analyzing the certification standards by dividing them into performance and design standards, in the case of machinery, equipment, and protection devices, the design standards were high at 69.7% and 64.9%, whereas in the case of protective equipment, the performance standards were high at 61.1%. In order to improve the performance of safety certification standards centered on design standards, it is necessary to determine the possibility of performance enhancement of the certification standards and determine the feasibility of the inspection test method. In order to improve performance, it was reviewed that it was necessary to establish a systemic foundation and infrastructure, such as strengthening the Product Liability Act, systematizing market monitoring, etc., distributing certification test tasks, and participating in the preparation of certification standards by the private sector. Conclusion: Through this study, the problems and limitations of Korea's safety certification system were summarized and the necessity for performance improvement was reviewed. Performance improvement of safety certification standards is a matter that requires preparatory work, such as legislative revision and infrastructure construction, and requires mid-to-long-term promotion. In addition, rather than improving the overall safety certification standards, the performance requirements for each item subject to certification should be reviewed and promoted, and details should be specified through additional research.

  • The study aims to grasp the perception and appraisal of urban park users through text analysis. This study used Google review data provided by Google Maps. Google Maps Review is an online review platform that provides information evaluating locations through social media and provides an understanding of locations from the perspective of general reviewers and regional guides who are registered as members of Google Maps. The study determined if the Google Maps Reviews were useful for extracting meaningful information about the user perceptions and appraisals for parks management plans. The study chose three urban parks in Seoul, South Korea; Seoul Forest, Boramae Park, and Olympic Park. Review data for each of these three parks were collected via web crawling using Python. Through text analysis, the keywords and network structure characteristics for each park were analyzed. The text was analyzed, as were park ratings, and the analysis compared the reviews of residents and foreign tourists. The common keywords found in the review comments for the three parks were "walking", "bicycle", "rest" and "picnic" for activities, "family", "child" and "dogs" for accompanying types, and "playground" and "walking trail" for park facilities. Looking at the characteristics of each park, Seoul Forest shows many outdoor activities based on nature, while the lack of parking spaces and congestion on weekends negatively impacted users. Boramae Park has the appearance of a city park, with various facilities providing numerous activities, but reviewers often cited the park's complexity and the negative aspects in terms of dog walking groups. At Olympic Park, large-scale complex facilities and cultural events were frequently mentioned, emphasizing its entertainment functions. Google Maps Review can function as useful data to identify parks' overall users' experiences and general feelings. Compared to data from other social media sites, Google Maps Review's data provides ratings and understanding factors, including user satisfaction and dissatisfaction.

  • This study aimed to assess the performance and life of nine natural mineral dancheong pigments: Seokganju, Jinsa, Hwangto, Jahwang, Wunghwang, Seokrok, Noerok, Seokcheong, and Baekto. The design of the accelerated weathering test considered the domestic climate characteristics and the location of Dancheong. Outdoor weathering tests were conducted at the Research Institute in Daejeon and the Sungnyemun Gate in Seoul to confirm the field reproducibility of the accelerated weathering test. Monitoring of the physical changes in pigments through accelerated and outdoor weathering tests are based on ultraviolet exposure dose. Despite small cracks at the beginning of the tests, the monitoring showed that Seokganju and Baekto had no marked physical changes, but the surface cracks of Jinsa and Seorok continue to expand. Hwangto and Noerok were marked with water or were resin stained, and the particles of Jahwang, Wunghwang, and Seokcheong had lost their luster. Despite the absolute difference in color change in each test, the final chromaticity change patterns of pigments were similar in that the color difference between Baekto and Noerok was below five, and Jina was above 28. The physical and surface color pigment changes were more concentrated in outdoor weathering tests than in accelerated tests, and the Seoul site was more intense than the Daejeon site. This is because outdoor weathering tests are exposed to severe variations of temperature and moisture or deposition of dust particles and, in the case of Seoul, the site is more exposed to the external environment than the Daejeon site.
