  • The purpose of this study is to diminish the risk through identifying the risk factors occurring in the process of real estate development projects, and analyzing and coping with the risk factors, and enable stable advance in the development process by improving the roles and work distribution of the project investor. The results of this study are as follows : 1) identifying the risks of contractions from the step of selecting the sites must be made possible through supplemental human resources expertise in plan and construction of the operation 2) as an improvement scheme, heightening the penetration wall of development projects from the investors, proposing a registration law and a selection standard of construction companies to investors' cooperating companies enabling the growth of superior investors.

  • 일반에게 공정한 입장에서 소비자와 커뮤니케이션을 실행하는 수단으로서 "일본농약학회, 지방자치단체, 내각부 식품안전위원회나 농림수산성, 후생노동성 등의 공적기관, 농약공업회나 전국농약협동조합 등 임의단체, 전국농업협동조합이나 전국 판매상 등의 유통업자 등이 실시하는 농약의 안전 사용자 안전 등에 관한 세미나 강습회, 소비자의 간담회", "학회나 농약연구자, 과학리더에 의한 계몽서의 출판, 학회나 업자 단체에 의한 Q&A집의 학회지 게재나 배포". "각종 학회나 공적기관의 홈페이지 계몽 해설문제의 게재", "농약제조 메이커나 임의단체에 의한 인터넷을 통한 메일 잡지 배송", "신문(전국지)를 매개로 한 홍보활동" 등을 들 수 있다. 최근에는 대학에 있어서도 일반사회인(소비자 포함)을 대상으로 한 농약이나 각종 화학물질의 안전성에 관한 공개강좌가 개설되어 있다. 한편 공정한 입장서 농약에 대해서 올바르게 전달한다는 개념에서 출발하지만, 결국엔 상업적 측면이 강한 "재미있고 우습게, 농약이 가지는 잠재적 위험성을 일부러 강조하고, 때로는 과학적 사실과 다른 내용을 의도적 또는 비의도적으로 전달하여 시청자나 독자의 관심을 끌어 시청률이나 발행부수를 신장시키는 것을 목적으로 하는 각종 매스컴으로부터의 막대한 양의 정보발신(모든 매스컴이 해당하는 것은 아님)이 있다. 더욱이 인터넷 사이트에는 종교적 측면이 강한 단체를 포함, 농약의 위험성을 강조하는 일이 있으며 온갖 정보가 넘쳐나고 있다. 물론 공적기관을 포함, 농약의 유용성과 잠재적 위험성에 대하여 공정하고 객관적 입장에서 인터넷을 소개한 정보 발신도 행해지고 있다. "농약은 나쁘고 위험하다"라는 정보로는 센세이셔날 한 상품가치(매스컴측의 보도 메리트)가 있지만 "농약은 안전하고 문제없다"로는 상품가치가 없다고 하는 상업 저널리즘을 드러낸다. "양적으로 압도적인 매스컴 보도"를 뛰어넘어 소비자에게 올바른 정보를 전달, 이해시키는 것은 가능하지 않을까. 다음으로 농약에 관한 리스크커뮤니케이션 수법에 대한 유의점과 과제를 기술한다.

A Study on Risk Communication and Perception of Electromagnetic Waves from Cellular Phones - Focus on Risk Perception of Women - (휴대전화 전자파 위험인식과 리스크커뮤니케이션 - 여성의 위험인식을 중심으로 -)

  • The study examined how the risk perception of cellular phone electromagnetic waves' possibility to harm human bodies would be psychologically different by gender and age. The study measured the risk perception targeting a total of 1,001 men and women in their twenties and more living in six major cities in Korea. According to the results, for the risk perception by gender, the women would recognize the risk of cellular phone electromagnetic waves more than the men. Among the women, those in their fifties appeared to have the greatest risk perception. In particular, the risk perception difference by age and gender was observed to be affected by psychological factors and, the study should be regarded academically significant for having verified the importance. For general people, they would perceive the risk via those psychological factors as experiences in daily life. Therefore, in order to relieve social conflicts caused by the risk, basic risk communication based on proper understanding of how the general people would recognize the risk should be provided. Hence, the study is expected to be a chance for intervention strategy research on how our community would proceed with communication and how the community, again, apprehends the cellular phone electromagnetic waves as well.

A Survey on the Perceptions of Consumer Organizations to Promote Risk Communication for Food Additives (식품첨가물의 리스크 커뮤니케이션 촉진을 위한 소비자단체의 인식조사)

  • Consumer organizations usually lead the opinions of the consumers. This study was performed to investigate the perceptions and information needs of consumer organizations on food additives for the promotion of risk communication. A survey was conducted for 4 weeks in March 2012 by using a self-administered questionnaire consisting of 32 questions. Total 111 responses were collected for analysis. 'Safety (91.0%)' was the most important factor influencing the purchase of processed food, and both 'food additives (24.3%)' and 'environmental pollution (23.4%)' were considered as main risk factors. The longer the career of the members had, the higher negative perceptions on food additives (p<0.01). About 70% of the respondents who had known KFDA's researches on evaluating safety of food additives answered that researches were not enough to make sure the safety. Although lectures and other domestic organization were the main channels for getting information, 'TV' was considered as the most suitable way for it. 'Poor risk communication (32.4%)' was pointed out as the serious problem of government's food safety policy. Based on these results, consumer organizations' low level of trust on government should be overcome by continuous supply of information what they need to facilitate risk communication on food additives.

An Analysis on SNS Management and Visitors' response of Nuclear Regulatory Organizations : Focus on the Comparison about facebook page between NSSC and NRC (원자력 규제기관의 SNS 활용 및 수용자 반응 분석 : 원자력안전위원회와 NRC 페이스북 비교를 중심으로)

  • SNS users are continuously increasing and SNS is emerging as a major PR channel of government. In particular, SNS can be a useful tool, but also the challenges for risk communication. This study is examined how nuclear regulatory organizations' SNS management and visitors' responses to the facebook pages in Korea and U.S.. Results indicated that both organizations frequently used information-oriented posting. Concerning the types of PR, NSSC tended to mainly use 'Relationship-Management PR', NRC mainly use 'Image PR.' In addition, our analyses on visitors' responses showed that visitors usually in response to participational and visual(ex. video, card news) typed contents. Based on its' results, this study provides practical suggestions for government's future SNS management strategies.

An Investigation of Awareness on the Fukushima Nuclear Accident and Radioactive Contamination (후쿠시마 원전사고 및 방사능 오염에 대한 인식조사)

  • Background: The objective of this study was to investigate Korean people's awareness about impact of the Fukushima nuclear power plant accident in Japan and radioactive contamination caused by it. Materials and Methods: The respondents of the survey were 600 adults who resided in the Seoul metropolitan area. Results and discussion: The survey results show that the majority of respondents were concerned about impact of radiation leakage that might have an effect on our environment. They were worried about radioactive contamination of foodstuffs, particularly fishery products and preferred to acquire information through TV(49.8%) or the Internet(31.3%). Meanwhile, respondents mentioned that the information on the Fukushima nuclear accident and radioactive contamination had not been sufficient and they didn't know well about the follow-up measures of the government on the accident. Most respondents answered that information on radioactive contamination levels and safety of foods and environment was most needed. Conclusion: The results of this study could be useful to enhance awareness on radioactivity and improve risk communication on nuclear power plant accidents.
