Technological advancements such as artificial intelligence, robots, and big data are revolutionizing the entire society. In this paper, we analyzed preliminary teachers' daily internet/gaming/smartphone habit and the difference between preference factors in gender and diagnosis group in the situation of ethical dilemma in driverless cars. The result shows most of the male students are in high risk group of daily internet/gaming usage, and male students tend to be more immersed in games compared to female students, which negatively affects their daily lives. Students who have at least one of the daily internet/gaming/smartphone habits are more likely to be classified as high-risk group in all three of daily internet/gaming/smartphone habit. Fortunately, the students perceived themselves addicted and wanted change their habits. An analysis by a moral machine of these students tells that there is no significant difference in preference between male and female students and among diagnosis groups. However, specifically in the ethical dilemma of driverless cars, all the groups of male, female, normal, high-risk showed they have priority in pedestrians over drivers, a large number of people over small, and people who obey traffic rules over who do not. The tendency was pronounced in female group and high-risk students prioritized people who are older and in lower social status.

This study starts with the consciousness of what should be the public pension service that meets the 4th Industrial Revolution era. To do this, we review the current status of non-facing services of domestic and foreign public institutions, and draw out implications for revitalizing non-facing services of the National Pension over the medium to long term. First, we reviewed the status of non-face-to-face service and the authentication method of the National Pension Service. Next, we reviewed the status of non-facing services in public pension and private agencies in the United States, the United Kingdom, Canada, and Australia. Based on the results of the analysis, we needs to analyze the impact of the 4th Industrial Revolution on the National Pension Service and extract future strategies, to expand channels of non-facing by business, to introduce PinTech as a non-facing authentication method, and to propose a unified service channel through the construction of an internet integrated portal. In the 4th industrial revolution era, it is possible to secure the connectivity of government portal for civil affairs and intelligence and automation introducing artificial intelligence robots.

This study examined the possibility of utilizing next-generation technology, such as Virtual Reality or AI robots, in the long-term care facilities for the elderly. For the study, the Focus Group Interview was conducted in three different groups of 14 participants (care workers, social workers, and directors of long-term care facilities for the elderly). The analysis revealed a total of three topics, eight categories, and 26 sub-categories. The main results of the study showed that the use of next-generation technology could assist the psychological and emotional stability, provide curiosity and interest, and relieve the desire for physical activity for the elderly. In addition, for long-term care services staff, it could provide useful services for the elderly with physical constraints, facilitate effective management of the elderly roaming around, and enhance emotional support services. Finally, it could also help directors of long-term care facilities promote their services, educate staff, and keep up with current trends. Participants expressed concerns about the introduction of new technologies, but they generally expected that the application of next-generation technology would be positive for the elderly as well as for care workers and directors of long-term care facilities. Therefore, the use of next-generation technology in long-term care facilities for the elderly will also help develop gerontechnology.

With the rise of the fourth industrial revolution, the importance of establishing R&D strategies to develop ICT technologies such as Big Data, Artificial Intelligence, Robots, the Internet of Objects, and 3D Printing is increasing. In this study, we analyzed the effects of the fourth industrial revolution on society and the present state of the national defense technology planning system, and proposed improvement measures for the utilization of the fourth industrial revolution in the defense industry from the perspective of defense R&D. The current defense R&D strategy focuses on securing the core technologies of each weapon system required by the military through research and development. Under the current system, the role of fourth industrial revolution technology will be confined to some of the weapons systems required by the military. In order to overcome this limitation, we propose a technology roadmap for the future weapons systems.

Along with the recent fourth industrial revolution, the world's manufacturing powerhouses are pushing for national strategies to revive the sluggish manufacturing industry. Moon Jae-in, the government is in accordance with the trend, called 'advancement of science and technology is leading the fourth round of the Industrial Revolution' strategy. Intelligent information technology such as IoT, Cloud, Big Data, Mobile, and AI, which are key technologies that lead the fourth industrial revolution, is promoting the emergence of new industries such as robots and 3D printing and the smarting of existing major manufacturing industries. Advances in technologies such as smart factories have enabled IoT-based sensing technology to measure various data that could not be collected before, and data generated by each process has also exploded. Thus, this paper uses data generators to generate virtual data that can occur in smart factories, and uses them to analyze the cause of the defect in real time and to predict the replacement cycle of the facility.

Recently, many researchers have given high attention to the semantic web services based on the semantic web technology While existing web services use the XML-based web service description language, WSDL, semantic web services are utilizing web service description languages such as DAML-S in ontology languages. The researchers of semantic web services are generally focused on web service discovery, web service invocation, web service selection and composition, and web service execution monitoring. Especially, the semantic web service discovery as the basis to accomplish the ultimate semantic web service environment has some different properties from previous information discovery areas. Hence, it is necessary to develop the storage system and discovery mechanism appropriate to the semantic well description languages. Even though some related systems have been developed, they are not appropriate for the embedded system environment, such as intelligent robotics, in which there are some limitations on memory disk space, and computing power In this regard, we in the embedded system environment have developed the document management system which efficiently manages the web service documents described by DAML-S for the purpose of the semantic web service discovery, In addition, we address the distinguishing characteristics of the system developed in this paper, compared with the related researches.
Due to the advent of the 4th Industrial Revolution, it is imperative that we aggressively continue to develop state-of-the-art, cutting edge ICT technology relative to autonomous vehicles, intelligent robots, and so forth. Especially, systems based on convergence IT are being developed in the form of CPSs (Cyber Physical Systems) that interwork with sensors and actuators. Since conventional CPS specification only expresses behavior of one system, specification for collaboration and diversity of CPS systems with characteristics of hyper-connectivity and hyper-convergence in the 4th Industrial Revolution has been insufficiently presented. Additionally, behavioral modeling of CPSs that considers more collaborative characteristics has been unachieved in real-time application domains. This study defines the non-functional requirements that should be identified in developing embedded software for real-time constrained collaborating CPSs. These requirements are derived from ISO 25010 standard and formally specified based on state-based timed process. Defined non-functional requirements may be reused to develop the requirements for new embedded software for CPS, that may lead to quality improvement of CPS.
This study attempts to look at the role that modern Christianity should play on an educational level in order to effectively prepare for the future society in the era of the fourth industrial revolution. In the coming era, various areas of human life, including human labor, are expected to be replaced by AI robots. As new alternatives, the ability to empathize effectively and educate creatively to help develop personality qualities are proposed in a rapidly changing world of uncertainty. Modern Christianity, however, has the responsibility to help solve the problems facing this era in the public as a member of the community beyond the boundaries of the church. The purpose of this study is to examine what education the modern Christianity can present to the world as a public discourse and how that should be done. This study suggests the following points on the proper education for which Christianity will participate in the era of the fourth industrial revolution. First, it is necessary to emphasize a sense of belonging through a sense of community. Second, serious considerations and preparations for education that develops creativity are needed. Third, it is necessary to establish an educational direction that encompasses the entire generation. Fourth, practical education through digital utilization should be implemented in the local community. Finally, Christianity in the era of the fourth Industrial Revolution needs to be more integrated. As the Christian community recognizes that the agenda of the community is its task, it will be able to create a co-existing and symbiotic society.

In compliance with digital device growth, the proliferation of high-tech computers, the availability of high quality and inexpensive video cameras, the demands for automated video analysis is increasing, especially in field of intelligent monitor system, video compression and robot vision. That is why object tracking of computer vision comes into the spotlight. Tracking is the process of locating a moving object over time using a camera. The consideration of object's scale, rotation and shape deformation is the most important thing in robust object tracking. In this paper, we propose a robust object tracking scheme using Random Forest. Specifically, an object detection scheme based on region covariance and ZNCC(zeros mean normalized cross correlation) is adopted for estimating accurate object location. Next, the detected region will be divided into five regions for random forest-based learning. The five regions are verified by random forest. The verified regions are put into the model pool. Finally, the input model is updated for the object location correction when the region does not contain the object. The experiments shows that the proposed method produces better accurate performance with respect to object location than the existing methods.

본 연구는 한국의 도시재생과 스마트 물 관리의 정책 분석을 위하여 도시재생과 스마트 물 관리의 등장 배경, 주요 현안 및 연계성을 모색하고 도시재생방안으로서 스마트 물 관리체계의 가능성을 검토하는 것을 목적으로 한다. 1950년대의 도시재건(Urban Reconstruction)과 1970~80년대의 도시재개발(Urban Renewal, Urban Redevelopment) 등의 정비 사업은 물리적 환경정비에 초점을 맞추었다. 그러나 1990년대 환경문제가 세계적 이슈로 등장하면서 교외지역 난개발 문제에 대한 대응책이 필요하게 되었고 도시의 물리 환경적, 산업 경제적, 사회 문화적 측면을 부흥시키는 도시재생 접근법이 출현하였다. 한국 정부는 2017년부터 시작한 '도시재생 뉴딜사업'의 일환으로 스마트 기술을 적용한 도시재생사업을 통해 스마트도시 선도국가 도약과 세계적 흐름에 부합하는 도시성장을 기대하고 있다. 1980년대 초 등장한 스마트 기술은 2000년대 들어와 스마트 도시, 스마트 인프라, 스마트 그리드 등의 분야로 확대, 진보하였다. 물 분야의 스마트 기술은 2009년 스마트워터그리드 이니셔티브(Smart Water Grid Initiative)의 발족과 함께 IBM, CISCO, Intel 등의 IT 기반 물 관리 워킹그룹 형성, Suez, Veolia, Siemens 등 수처리 기업의 스마트워터그리드 분야 진출 모색과 함께 발전하기 시작하였다. 이후 2012년 유엔 스마트 물 관리 포커스 그룹(ITU-T SG 5)의 스마트 물 관리 표준화 연구가 착수되었고 한국은 국토교통부 건설교통기술 연구 개발사업 중 하나로 스마트 물 관리 장기 연구 사업을 시작하였다. 스마트 물 관리는 수자원 및 상하수도 관리의 효율성 제고를 위하여 스마트 미터, 센서, 디지털지도제작 등 ICT를 이용한 차세대 물 관리시스템이라고 정의할 수 있다. 구체적인 대상 분야를 고려한다면 하천수, 우수, 지하수, 하폐수처리수, 해수담수 등 다양한 수자원의 관리, 물의 생산과 수송, 사용한 물의 처리 및 재이용 등 물 관리 전 분야를 포함한다. 그러나 스마트 물 관리의 용어와 개념을 처음으로 도입한 미국 등 선진국과 관련기업들은 스마트 물 관리를 '스마트 워터 미터, 센서, 첨단 모델링, 수문 지도제작, 스마트 관개농업, 자동화 로봇 등 다양한 기술을 통합적으로 운영하는 지능적인 수자원 관리를 위한 정보네트워크'로 정의한다. 일찍이 도시재생으로의 패러다임 전환을 실시한 영국 및 일본과 달리 한국의 도시재생은 개념, 구성요소, 범위, 사업방식 등의 여러 가지 측면에서 아직 형성단계에 있다. 또한 한국의 스마트 물 관리 논의는 개념정립 측면에서 심층적 논의가 거의 부재하였다. 기존의 논의들은 수자원 혹은 상하수도서비스 분야에서의 연구결과와 기술개발성과를 기계적으로 적용하고 확대하는 측면만을 부각시켰다. 그러나 이와 같은 스마트 물 관리에 대한 논의는 정보통신기술과 물 관리 서비스를 단편적으로 연결하고 적용범위를 제한할 수도 있다는 점에서 한계성이 있다. 본 연구는 국내외 문헌검토를 바탕으로 한국의 도시재생과 스마트 물 관리의 정책을 분석하고 지금까지 별개로 간주된 두 개념의 장점을 융합하여 향후 지속가능한 도시개발 사업으로서의 가능성을 검토하고자 한다.
