박호군 과학기술부 장관은 최근 정보통신부 직원들을 상대로'복합화.융합화하는 과학기술과 정책융합'이라는 제목의 특강을 통해 "농업혁명과 인쇄혁명,산업혁명, 정보화혁명 등 인류 문명의 4대 혁명이 모두 농업기술과 인쇄술, 기계공업, 컴퓨터와 반도체 기술 등 과학기술의 혁명으로 인해 일어났다"며 과학기술의 중요성을 역설했다. 박 장관은 또 "0과 1로 모든 것을 표현하는 디지털은 동양의 음양 개념과 상통하므로 사괘가 그려진 태극기는 곧 디지털의 상징이며 우리나라는 디지털의 종주국"이라고 말했다. 다음은 박 장관의 이날 강연 내용을 요약 소개한다.

20세기 인류생활에 가장 큰 공헌을 한 공학기술은 전기와 전자공학 분야이다. 전기ㆍ전자공학의 뿌리를 찾는다면 1백년 전 2천개의 특허를 낸 에디슨의 업적에서 비롯된다. 오늘날 우리에게는 산업혁명에 견주어지는 기술혁명을 겪고 있는데 이러한 기술혁명은 진공관으로부터 트렌지스터, IC, VLSI로 변천해오면서 발전된 반도체기술을 기반으로 디지털기술이 발전되었고 이를 통해 생겨난 디지털 혁명이 바로 그것이다.

In the late 2000's, a smart phone caused by the digital revolution has led to abrupt changes from our life. The internet of thing (IoT), which is considered as a next digital revolution, will be scrutinized in this paper. Students, who use smart phones in Silla University, were selected for the sample-frame. Approximately 78% students replied with a positive response to the digital revolution admit the new era with the intellectual curiosity and challenge. On the other hand, about 48% students showed uneasy response to the new civilization due to the lack of privacy and security issues of IoT; furthermore, friendship was their apprehension. This paper will provide potentially useful insights and directions for examining factors that affect different manners toward the next digital revolution.

니콜라스 네그로폰테(MIT대 미디어랩 교수), 조지 길더(텔로코즘 저자)를 위시한 금세기 디지털 리더들이 서울에서 강연 잔치를 벌였다. SBS는 지난달 5월 6,7일 서울 목동 신사옥에서 디지털 컨버전스 혁명 : 새로운 기회를 찾아서라는 주제로 제 회 서울 디지털 포럼 2004를 개최했다. 이번 포럼은 디지털 강국으로 디지털 분야 리더와 디지털 산업의 미래를 조망하고 주요 이슈를 점검하는 구체적 담론의 장을 마련한다는 취지로 기획됐다. 세계적 석학, 퓨처리스트, 글러벌 기업의 최고 경영자 등이 이처럼 한국에 모여 미래를 논의하기는 드문 일로 미래 비전에 목말라하는 IT관계자들의 유익한 자리가 됐다.

As the 4th Industrial Revolution accelerates, the future of the economy faces new uncertainties, particularly around digital transformation. This shift is crucial in today's ICT-centric world. Korea, a significant contributor to global Manufacturing Value Added (MVA), is poised to expand its share. This paper examines Korea's digital transformation and its global economic competitiveness. By referencing world-renowned analyses, it compares Korea's competitive stance. As industries and economies are on the verge of a technological upheaval, understanding and preparing for these changes is vital for maximizing benefits. This paper also delves into the opportunities and policy challenges presented by digitization in the 4th Industrial Revolution era.

디지털이 만드는 콘텐츠 산업의 새로운 질서가 이렇게 요구하고 있다. 소리없이 완성되고 있는 디지털 혁명으로 그동안 60억 지구촌 소비자들이 안방을 지켜오던 텔레비전을 위시해 전화, VCR, 팩시밀리 등이 폐기처분 될 운명에 처해 있다. 가히 혁명에 가까운 디지털 세계의 변화는 결국 인터넷 같은 새로운 물결로 다가 오면서 우리의 삶과 사고의 방식 마저 뒤바꿔 놓고 있기 때문이다. MIT미디어랩의 연구소장이자 와이어드지의 인기 칼럼리스트인 니콜라스 네그로폰테교수는 그의 저서 <디지털이다>에서도 세계의 경제 질서가 아톰에서 비트로의 이동을 이렇게 지적하고 있다.

As one of the key competencies required in the era of the Fourth Industrial Revolution, interest and importance of digital competency is the growing. Digital competency means the ability to search and analyze necessary information using digital technology through collaboration and communication with other people to solve problems given in digital society and to produce the result. In this study, we will consider what factors should be included in the digital competence required in the era of the Fourth Industrial Revolution. To do this, we systematically classify factors that are considered to be important through analysis of relevant research on domestic and foreign digital literacy, and propose a digital competence model suitable for domestic reality based on this classification. In order to design a digital competence model, we first define the operational factors of the digital competence and then define and refine it by experts.

Ein Schlagwort "die Vierte Industrielle Revolution" ist mehrdeutig und sehr unterschiedlich verstanden. Die Fragestellung, was die wesentlichen und allgemein anerkannten Elemente der "vierten industriellen Revolution", bezieht sich bisher auf neue Technologie oder Produkten wie $K{\ddot{u}}nstliche$ Intelligenz(K.I), autonomes Fahren, Internet der Dinge(IdD), 3D-Drucker usw. Unter einem historischen Gesichtspunkt bzw. der Geschichte der Industiriellen Revolution gibt es jedoch eine $Parallelit{\ddot{a}}t$ der rechtlichen Fragen, bsw. die Gefahrenabwehr, technische Kodifikation, Selbstregulierung, Internationalisierung des Technikrechts. Der Versuch, die Vierte Industrielle Revolution nur mit den neuen Technologie oder Produkten zu verstehen, kann nicht die Differenzierung zwischen jeden Stufen der industriellen Revolution konsequent $erkl{\ddot{a}}ren$. Dass die rechtliche Fragen der Vierten Industriellen Revolution angemessen behandelt, verlangt $zun{\ddot{a}}chst$ einen $Schl{\ddot{u}}sselbegriff$. Die vorliegende Arbeit setzt Digitalisierung als $Schl{\ddot{u}}sselbegriff$ voraus. Mit diesem $Schl{\ddot{u}}sselbegriff$ beleuchtet hier die Herausforderung des Verwaltungsrechts in der Zeitwende, wie die $Anpassungsf{\ddot{a}}higkeit$ und $Steuerungsf{\ddot{a}}higkeit$ des Rechts.

오늘날 독자들을 매료시키고 있는 디지털 문학이란 과연 19세기 소설처럼 온화하고 책임감 있는 것일까, 아니면 환각 작용을 일으키는 마약처럼 위험스럽고 치명적인 것일까, 현재 우리는 뉴미디어 혁명의 한가운데에서 있다. 14세기의 인쇄 활자나 19세기의 사진 기술이 당대의 사회와 문화에 혁명적인 충격을 주었던것처럼, 이제는 모든 문화가 컴퓨터를 매체로 생산 ㆍ배포ㆍ의사소통하고 있다. 본고에서는 헐리우드 공식을 기반으로 한ㆍ미ㆍ일 애니메이션 시나리오 구성 방식으 비교했다.
