A Study on Legal and Institutional Improvements for the Digital Transformation of Construction Supervision (건축공사 감리업무의 디지털 전환을 위한 법·제도 개선안 연구)

  • This study reviewed the existing legal framework governing construction supervision practices and conducted a survey of expert groups to identify and propose strategies for facilitating the digital transformation of construction supervision processes, with the goal of enhancing the quality and safety of construction projects. The research underscored the necessity for digital transformation to improve quality, safety, and efficiency of construction supervision. Additionally, it highlighted the need for greater consistency and clarity in terminology related to construction supervision. The study also presented recommendations for improvement, which included: establishing a structured supervision checklist to ensure safety and compliance, establishing a specialized construction supervision corporations subject to qualification screening, and introducing evaluation criteria to encourage the adoption of digital transformation technologies in construction supervision. The findings of this study are intended to serve as the foundation for future policy and regulatory frameworks aimed at promoting the digital transformation of construction supervision practices.

  • Building supervision can be defined as a major task that involves managing and supervising the construction process to support the creation of high-quality results. To successfully perform supervision work, it is necessary to collect various information generated in uncertain field conditions, but today, supervision is performed based on documents such as reports, so there are limitations in collecting information. In fact, it has also been reported that the recent collapse of an apartment building in Korea was caused by limitations of information communication in th supervision work. Accordingly, this study analyzed the types of digital technologies that can be used to improve the efficiency of building supervision work, and presented the prioritized application of them. Priority application was quantitatively evaluated using analytic hierarchy process on data through a survey. It is expected that the results of this study can be used as basic data to set the roadmap of digital technology for building supervision in the future.

  • In this study, the legal and institutional status of construction supervising and construction inspector was identified. As a result of examining the definitions of construction supervision terms, focusing on domestic construction-related laws, it was found that there were no consistency between each laws regarding 'terminology' and 'definitions'. In addition, the scope of construction inspector's work continues to expand through the delegation provisions to lower statutes, however, responsibility, authority, and inspection cost are not taken into account properly. In addition in order to introduce digital technology to the smart construction site, which is currently active under way, it is judged that the law and institutional contents need to be improved further.

Evaluating the Accuracy of an OpenCV-Based Length Measurement Algorithm: The Impact of Checkerboard Type and Capturing Conditions (체커보드 종류 및 촬영조건에 따른 OpenCV 기반 길이측정 알고리즘 정확도 분석)

  • The OpenCV-based length measurement algorithm is anticipated to be effective for length measurement inspection tasks, providing objective inspection outcomes. Nonetheless, there is a notable gap in research regarding the influence of various checkerboard types and capturing conditions on the algorithm's accuracy in real-world construction settings. Consequently, this study proposes a methodology employing an OpenCV-based length measurement algorithm and checkerboard for digital construction inspection tasks. The findings suggest that using a checkerboard with square sizes of A4 or larger, and 50mm or larger, is optimal for capturing distances and angles within 4m and 90°, respectively, when deploying the algorithm. These insights are anticipated to provide practical guidelines for professionals conducting digital-based length measurement inspections.
