A digital library could be understood as not a part of information cycling, but whole process of information production, circulation and reproduction. This study suggests that a digital library should be a creator as which it is publishing, circulating, and re-producing the information resources. Therefore, the role of intrinsic DRM (Digital Resources Management) can be interpreted as a digital library. Open access model have been already adopted to many university libraries, many university libraries are publishing free access online research resources by themselves. Also, research collection based on cloud computing can be extended to networked research collection and share with other university libraries. These evidences show future library can be the digital library with online and open accessible publishing function.

This paper takes a new open access digital library system to enhancing the process of scholarly communication such as journal publishing, article dissemination, etc. It examines also the causes of crisis in scholarly communication, new alternative models, related activities and case studies. The open access digital library is a practical, cost-effective digital collections capturing and preserving the intellectual output of academic institution including university, research institute.

With the rapid development of information technology and internet in these days, resources of knowledge information have been digitalized and distributed on the internet, However, the location of digital content and a change of content have generated problems for users access and services. In line with this regard, the research on the identification of digital content utilizing standardized identification system and distribution system is necessary. This study intends to contribute to the implementation of information system based on standard digital identifier for the effective management and safe distribution of digital contents. This study first tries to survey SDI outline, practical application case and distributed business model and to analyze information distribution status Finally, this study tries to draw up a plan for the establishment of KISTI's SDI. content identification system, content distribution system.

디지털 문헌이 증가하고 디지털 도서관이 개발되면서 인터넷 정보자원을 도서관장서의 일환으로 개발, 보존, 이용시키는 문제가 논의되기 시작되었다. 본 연구는 네트워크로 연결되는 인터넷 자원을 도서관의 가상적 장서로 수용하기 위하여 인터넷을 통해 제공되는 정보자원과. 이의 접근과 관련된 문제들을 정의하였다. 그리고 인쇄자료와 비교하여 인터넷상에 유통되는 자원의 형식 등을 비교 분석하여 자료의 신뢰성을 평가하는 요소를 개발하고, 전통적인 장서개발 요소와 비교하여 인터넷 정보자원을 선택하는데 필요한 평가요소를 설정하였다.

According to the increase of digital information, it comes to front to develop the policy about preservation of digital information, regarding it as national heritage. Especially, in recent years, KOREA has invested a lot of m to develop National Knowledge Database. So it is indispensable to preserve it permanently. This study categorizes knowledge information to 4 categories and suggests desirable direction for preservation policy and organization And design $\ulcorner$knowledge Creation$\cdot$Circulation$\cdot$Preservation system$\lrcorner$, which is expanded on current functional flow of Knowledge information.

The purpose of this study is to propose a model for building a road map which could be used for digitalizing library information resources. For this purpose, 941 libraries were surveyed via mail and e-mail. The survey dealt with four strategic areas: production and circulation, construction and management, the sharing and preservation, and application of library resources. It's expected that the model proposed in this study could be applied to develop a plan and road map for digitalizing library information resources.

새로운 정보환경과 매체의 발전으로 인하여 오늘날 대학도서관은 인쇄자료와 전자자료, 웹 자원이 공존하여 수집, 가공, 유통되고 있다. 이에 본 연구는 도서관 내·외적인 정보환경과 운영환경의 변화 요인을 수용하여 새로운 평가모형을 개발하고자 전통적인 도서관의 기능을 기반으로 하여 디지털 형태 정보의 수집, 가공, 유통을 통합한 하이브리드(Hybrid)형태의 디지털도서관 평가모형을 제안하고자 한다.

다양해진 디지털 미디어와 디지틀 컨텐츠의 유통이 점차 대용량화에 따른 변화와 콘텐츠 서비스 환경 구축의 개발이 본격화되고있다. 또한 다룰 수 있는 사용자 단말기의 다양화로 인해, 자원을 식별하고 검색하기 위한 식별기호의 중요성이 인식되어져 왔다. 이러한 물리적 콘텐츠와 디지털 콘텐츠의 통합 서비스의 방안으로 정보자원에 대한 효율적인 접근과 저작권 보호를 위한 필요성에 의해 2차원 바코드 기술을 이용한 MPEG21 DII의 디지털컨텐츠 식별체제의 운영 방안을 검토한다.

디지털 정보의 비중과 그에 대한 의존도가 현격이 높여져감에 따라 디지털 정보자원의 효율적인 수집, 저장 방법의 논의가 활발해져가고 있다. 이런 디지털 라이브러리의 분야에서 학술정보의 자유로운 이용(Open Access)에 대한 개념은 확고한 기반을 다져가고 있으며, 기술적 지원으로 제공된 OAI 프로토콜을 활용하여 해외의 학술자료들을 수집, 저장하여 배포하는 과학기술정보 유통체제는 이미 큰 이슈로 자리잡고 있다. 한국과학기술정보연구원(KISTI)은 과학기술중앙정보센터로서 논문, 특허, 연구보고서, 사실정보, 생물다양성정보 등을 비롯한 다양한 종류의 과학기술관련 데이터베이스를 구축, 수집하여 서비스 하고 있다. 이에 국내외 과학기술 정보의 종합포털 및 디지털 전자유통 체제를 확립하기 위해 OAI 프로토콜을 통한 학술자료의 유통이 요구된다. 본 논문에서는 OAI 기반 지식정보 수집 저장시스템인 stOAI(OAI 과학기술유통시스템)을 구축, 개발하였다. 본 시스템은 해외학술자료들을 OAI 프로토콜을 통해 수집 저장하여 Yeskisti(과학기술정보포털서비스)의 OA(Open Access)를 통해 해외저널을 무료로 배포하며 또한, KISITI의 과학기술정보를 효율적으로 외부 정보서비스 연계기관에게 제공하게 된다.
