원자력발전소 화재방호기준인 KEPIC 원자력발전소 화재방호기준과 대부분의 소방시설관련 NFPA 기준에서는 소방시설 또는 소방시설에 사용하는 구성품(이하 "소방용품"이라 한다)은 관할기관(AHJ : Authority Having Jurisdiction) 받아들일 수 있는 인증(Approved) 되거나 등록된(Listed)된 제품을 사용하도록 규정되어 있다. 따라서 KEPIC 기준이 국내 원자력 발전소에 적용되기 위한 선결과제로 KEPIC 기준에서 요구하는 소방용품의 수급이 원활이 이루어질 수 있는지의 검토가 필요하다. KEPIC 기준은 대부분 NFPA 기준을 적용하고 있기 때문에 KEPIC 기준대로 설계가 이루어지려면 NFPA 기준에서 요구하는 동등이상의 구조와 성능을 갖는 소방용품으로 소방시설을 설치할 필요가 있다. 미국의 경우 일반적으로 UL인증제품이나 FM인증제품이 NFPA 기준에서 의미하는 관할기관이 요구하는 인증 및 등록된 제품으로 인정되고 있으나, 국내의 경우 소방관계법규에 근거하여 정부규격(소방방재청 고시)에 의해 주요 소방용품에 대한 의무검정제도를 운영하고 있어 원자력발전소 화재방호에 KEPIC 기준을 적용할 경우 소방용품의 수급이 원활치 않을 수 있으므로 국내에서 검정받은 소방용품으로 대체할 수 있는 지의 검토가 필요하다. 이에 따라, 국내 소방검정제도와 미국 UL인증제도를 비교하고 또한 국내 기술기준과 UL인증 시험기준이 있는 대표적 주요 소방용품 10가지에 대한 국내검정기준과 미국 UL인증 시험기준의 비교분석 등을 통하여 원자력발전소 화재방호에 KEPIC기준이 적용될 경우에 합리적인 소방용품의 적용방안에 대하여 검토하였다.

A patent is a right of intellectual properties to an inventor or its assignee for a limited period under an international law. Not only in an invention of new machines, but it is competitive for using and creating technology in the world based on the patents. Most of the business models are good examples for patented technology, however a statistical analyzing model could be another one. In this paper we study and analyze the patents for the statistical analyzing and data mining models which are currently applied and registered, and suggest a statistical tool for analyzing and categorizing patent data. For this study all the patents in Korea and U.S. are listed and searched to sample the only cases concerning statistics.

The ultimate purpose of this study is to improve the irrational system related to flame retardant coating performance test of field flame retardant coating articles and to secure the reliability of flame retardant coating through rational flame retardant coating test. To achieve this, the analysis was conducted on the interior finishing materials used in the interior fields and the trends of recent field flame retardant coating, based on the results of flame retardant coating performance test of field flame retardant coating articles which the first-line fire stations have recently conducted. And I attempted to present the methods of field flame retardant coating performance test suitable to current realities and the ways of improvement for securing reliability by analyzing the problems with the methods and procedures of field flame retardant coating articles and the registration system of flame retardant coating business.

Small vessels of less then 20 tonnage and leisure boots such as motor boots, sailing yachts, water motorcycle, etc have been excluded from the rules and regulations such as Marine Leisure Safety Act, Ship Act and Ship Safety Act for a long time in Korea As a result, these small vessels and leisure boots have remained within the blind area of maritime safety and environment protection Among these vessels and boots, some leisure boots such as motor boots of 20 horse power or more(excluding motor boots equipped with engine inside the vehicles), water motorcycles and robber boots of 30 horse power or more are incorporated into the Marine Leisure Safety Act through the registry, safety inspection, insurance early 2005 in Korea In relation to the scope of application of the national Acts concerned, I consider the conflicts between Acts and suggest the subordinate enforcement ordinance and regulations.

The purpose of this study is to find out how we can improve the Registered Cultural Properties System in order to preserve and utilize of modern buildings which have been damaged and destroyed. The main object of the Registered Cultural Properties System is to build the cultural properties preservation system. But nowadays, it is very difficult to preserve modern buildings in city areas because of the desire of development for the site. So we need to approach economically in order to compensate for Registered Cultural Properties System. In this study, I suggested 4 type of system to preserve modern buildings by economical and lawful approach.

This study came to the following conclusions through the survey which was conducted to ocean leisure business runners to find out current business situation and the perceptions about the revised regulations the safety law of water leisure. This survey showed that most of the respondents agreed about receiving water safety training for regulated time when they obtain or renew their licenses. 63.5% answered that water safety training is needed. There was a considerable demand for registration system of leisure boots. 70.3% presented that registration system of private leisure boots should be introduced. It is confirmed that insurance is an essential fact for ocean leisure activities. 81.1% for leisure boots and 70.3% for non-leisure boots respectively answered that private insurance or fraternal insurance need to be imposed as a compulsory condition in case of accidents during ocean leisure activities.

본 연구는 미국 오레곤주의 수산업 특성을 개괄적으로 살펴본 것이다. 먼저, 오레곤의 상업적 수산업을 역사적으로 살펴보면 2가지 주요한 계기가 있음을 알 수 있다. 첫째는 자급자족 차원에서의 연어생산을 수출품으로 변화시킨 연어통조림 생산기술의 발전이고, 둘째는 현대식 트롤어업이 도입된 점이다. 오레곤에서 주로 사용되는 어구ㆍ어법은 트롤, 채낚기, 연승, 통발, 형망 등이며, 생산어종은 연어, 게, 새우, 참치, 대구 등이다. 1995년 오레곤은 약 2억 4천 파운드의 수산물을 생산하여 미국 연안주중에서 6위를 차지하고 있고, 생산금액에서는 12위를 기록하였다. 한편, 양식업은 아직 성행하지 않아 그 생산품종 및 생산량은 미미한 실정이다. 그 주된 이유 중의 하나는 양식시설을 하기 위해서는 여러 관계기관의 허가를 필요로 하는 등 행정상의 절차가 복잡하기 때문이다. 오레곤의 수산자원관리는 우리나라에 비해 암계의 어획금지, 통발 등 정치어구ㆍ어법에 대한 인망일수의 제한, 조개류의 판매가능시간의 제한 등 몇가지 특징을 들 수 있다. 오레곤의 수산업관리제도(연안으로부터 3마일 이내)를 살펴보면, 아직 TAG제도를 도입하지 않고 있으며 생산요소역입제한방식이 채택되고 있다. 즉, 상업적으로 허용된 어종을 어획하려는 어업자는 등록절차를 필히 거쳐야 어업행위를 할 수 있으며, 등록수를 제한할 필요가 있는 특정한 어업(연어, 새우, 가리비 등)에 대해서는 행정관청으로부터 허가를 얻고 어업행위를 해야 한다. 즉, 허가어업은 등록어업보다 더욱 제한적인 어업행위를 말하며, 허가권에 대해서는 자유로운 매매양도가 허용되어 있다. 수산물의 마케팅시스템에 대해서는 우리나라에 지배적인 형태인 경매제도가 도입되어 있지 않다. 즉, 모든 수산물은 개인적인 거래계약에 의해서 유통된다. 다만 마케팅경로에 참여하고 있는 모든 구성원은 일정한 등록절차를 마쳐야 하며, 주내에서 거래되는 수산물의 일관된 통제나 관리를 위해 관계기관에 거래량을 필히 신고해야 한다. 우리나라의 중도매인은 주로 생산지의 수협(또는 내륙지 도매법인)과 도매상의 사이에 존재하나 오레곤의 중도매인은 마케팅경로 어디에든 존재하고 있다.

ESCO협회(회장 유제인)는 지난 10월부터 11월까지 한 달 동안 ESCO 활성화를 위한 의견수렴조사를 실시했다. 전체 등록 ESCO 150여개사를 대상으로 실시된 이번조사에서 각 ESCO들은 자금, 제도, 운영 등에 있어서 각가지 의견을 쏟아내 아직 제도정착을 위해서는 가야할 길이 멀다는 것을 증명했다. 그럼에도 불구하고 답변서를 제출한 ESCO의 75%가 내년도 ESCO시장 전망을 긍정적이라고 밝혀 에너지절감시장의 지속가능성에 무게중심으로 두고 있는 것으로 나타났다. 이번 커버스토리에서는 설문조사 결과를 분석해본다.

오는 10월부터 조달청 전자입찰 입찰자의 신원 확인제도가 시행된다. 조달청은 나라장터를 이용하는 일부 업체들이 공인인증서를 불법으로 대여하여 입찰질서를 문란 시키는 행위를 근절시키기 위해 오는 10월부터 개인용 공인인증서에 의하여 전자입찰에 참가하는 입찰자의 신원을 확인하며, 신원 확인 결과 사전에 등록된 자격 있는 입찰자(대표자 또는 지정대리인)만 입찰서 제출이 가능토록 했다. 기타 자세한 사항은 다음과 같다.
