The purpose of this study is to suggest a major strategy to become effective for each port in Northeast Asia by analyzing the relative efficiency of each port to determine the current level of efficiency, efficient harbors plan. This paper aims to implement an empirical research about the efficiency of America and Northeast Asia pots, and to suggest an effective strategy which can operate these ports more well. This study tries to apply the Data Envelopment Analysis(DEA) model to America and Northeast Asia ports. DEA is a methodology of comparing the relative efficiency of each decision making unit(DMU) by comparing it with other DMUs having similar input and output structure, and is specially very useful when a form of production function of each DMU such as a port is not known. DEA provides the extent of inefficiency of DMUs, which is practically useful information (like the efficiency score and reference sets) required to improve efficiency. This paper analyzed the relative efficiency of 35 ports in America and Northeast Asia for 3 years from 2005 to 2007 through DEA-CCR, DEA-BCC model and scale efficiency. Accordingly, this paper evaluates the efficiency of America and Northeast Asia ports, grasps the position at the present time, and suggests an advanced direction in future.

본 연구에서는 부분적으로 형성되었거나 형성될 예정인 해상을 통한 남북 물류네트워크를 분석하여 남북교역 및 북방물류프로세스가 원활하고도 안정적으로 이루어질 수 있는 방안을 모색해 보고 해상과 육상을 연계한 북방물류 경로를 비교 검토해 봄으로써 대표적인 북망물류 경로를 활용하여 북방물류를 활성화할 수 있는 방안을 모색해 보았다. 부산-나진 항로 경유 북방물류 네트워크 구축에 있어 동북아 금삼각지구 개발사업을 분석하였으며, 부산-나진 항로를 중심으로 북방물류네트워크 형성하기 위해서는 중국 동북 3성의 환동해권 해륙복합운송망을 형성하고, 나진을 TSR의 기점으로 활용하며, 해상과 육상을 연결하는 남북 물류망을 형성함으로써, 북한을 경유한 북방교역이 확대되도록 한다. 또한 나진항 물동량에 맞추어 나진신항개발계획 검토안을 구상해 보았으며, 동북아시아 물류네트워크를 구축하기 위한 방안은 먼저, 환황해권 물류네트워크를 구축하고 환동해권 물류네트워크를 구축하여 환황해와 환동해 물류네트워크 연계를 통한 동북아시아 물류네트워크를 구축하고 나아가 환태평양 물류네트워크를 구축한다.

In this paper, the research trends of port hinterland from 1990 to 2018 were analyzed periodically using the Social Network Analysis (SNA) method. The data were collected from major academic journals and totally 116 papers were identified for analysis. The results of the analysis showed that in the first period (1990-1999), keywords can be listed as "containerization", "transport infrastructure" and developed countries related keywords like "Italy", "Canada" and "Germany". The results of the second period (2000-2009) were originated from keywords such as "regionalization", "competitiveness", "Asian consolidation" and "technology". In the third period (2010-2018), the results were derived from keywords such as "intermodal transport", "dry port", "container" and container related keywords and "shipping" and shipping related keywords. We could see the studies of port hinterland are becoming more systematic and integrated. This study provides some important implications for both academic, and industrial viewpoints, and it is helpful to understand the research concentration.

물류환경의 급격한 변화와 함께 항만을 둘러싼 환경도 빠르게 변화하고 있다. 이와 같은 항만환경의 급격한 변화는 동북아지역을 중심으로 한 전 세계 컨테이너 물동량의 급속한 증가, 정기선사의 경영전략 변화, 부두운영업의 글로벌화, 물류중심화 선점을 위한 경쟁 격화, 선박기술의 혁신 등으로 나타나고 있다. 항만의 운영 관리 책임자들이 이러한 변화를 예측하고 이에 신속히 대응하지 못하면 그 항만은 경쟁에서 뒤지게 된다. 국내외를 연결하는 항만 간 경쟁은 국제적인 것이 일반적이어서 우리나라 항만뿐만 아니라 이웃나라 항만과의 경쟁에서도 살아남아야 한다. 특히 우리나라 항만은 전 세계적으로 항만 간 경쟁이 가장 치열한 동북아 지역에 위치하고 있어 더욱 강력한 경쟁력을 확보하지 않으면 항만 간 경쟁에 뒤져 국제무대에서 사라질 수밖에 없다. 이에 본 논문에서는 대형항만을 중심으로 이루어진 항만선택결정요인에 대한 기존 연구들을 살펴보고 이를 재고찰하여 중소형항만에 적용시키고 향후 방안을 제시하고자 한다.

Cruise industry is a continually growing high value industry despite of economic recession. As Chinese cruise tourists increase, the cruise industry in Northeast Asia has been attracting attention. Korean ports have constructed cruise terminals with vision of becoming a cruise home port. Asian leading cruise country, Singapore has cruise industry strategy linked with Singaporean tourism strategy. Based on the Singaporean cruise industry, several strategies for Korean cruise industry development are suggested. Analyzing the economic effect of cruise home port and call-port and Korean cruise industry environment shows that Busan port is fit for home port, Incheon port is fit for sub home port, and Jeju port is fit for call-port. Korean cruise ports are playing a role in call-port in Northeast Asia cruise market, an introduction of Korean cruise company and home port by the company are needed to develop the Korean cruise industry.

Today FTAs(Free Trade Agreements) are revving up among countries in the course of glocalization. Dubai, Pudong of Shanghai, Binhai shinku of Tianjin are actively pursuing Free Zones, and Saemangeum District in Korea is under development as growth base in North East Asia. This study aims to present the proper development scale and other development schemes for Samangeum Newport. In conclusion, following several schemes are required; firstly more sophisticated forecasting of demand and supplementation for Saemangeum Newport, secondly development of dedicated container terminals and dedicated food terminals, and finally cruise terminal for the tourist activation.

With rapid economic development in China, cargoes from and to China are growing significantly. The 3 Northeast Provinces of China(named Liaoniang, Jilin, Heilongjiang provinces), bordering the Korean Peninsular, is not exception in development of international trade. However long distance from the 3 Northeast Provinces to seaports generates huge transit time and costs because Dalian port is far away almost 1,000km from Jilin and Heiloongjiang Provinces. The new intermodal transport route through the port of Jarubino located in the Russian Far East is under way to reduce the costs incurred from inland transport. This paper investigates the competitiveness of the new international intermodal transport route from the 3 Northeast Provinces in terms of transit time and transport costs. According to the results of this research, The establishment of the new international intermodal transport with development of Jarubino port is expected to increase the competitiveness of trade cargoes from the 3 Northeast Provinces while Korea has a good opportunity to join the port development in the Russian Far East. Futhermore the port of Busan is also benefited the growing transit cargoes from the new intermodal transport route.
