정부가 국정 하반기 정책기조를 대기업 중심에서 중소기업 중심으로 변경하면서 원칙을 강조하는 수준을 넘어 실질적인 상생 규제 정책을 내놓고 있어 주목되고 있다. 정부는 지난 9월 29일 정부와 대 중소기업계가 모인 '대 중소기업 동반성장 전략회의'(제72차 국민경제대책회의)에서 지속가능한 성장동력과 경쟁력을 확보하기 위한 '대 중소기업 동반성장 추진대책'을 수립, 발표했다. 사회 윤리적인 수준을 넘어 각종 규제와 혜택으로써 기업문화의 풍토를 바꾸려는 시도를 하고 있는 것이다. 최근들어 정부는 각종 상생관련 정책을 내놓으면서'상생'이라는 말 대신 '동반성장'이라는 표현을 쓰고 있다. 일방적 시혜 혹은 분배에 초점을 맞춘 것이 아니라 거시적인 의미의 '성장'에 초점을 맞춰 기업 생태계의 변화를 촉구하고 있는 것이다. 즉, 생태계가 커질수록 일부 요소의 투입보다는 각종 요소들이 다양하게 공존함으로써 발생되는 시너지 효과에 미래의 성장동력이 있다고 판단하고 있다. 본지는 정부의 동반성장 정책과 업계의 반응, 설비업계를 대변하여 대한설비건설협회가 건의한 '건설산업 상생을 위한 제도 개선', 그리고 대기업의 동반성장 추진 현황에 대해 알아본다.

The purpose of this study is to investigate the impact of win-win growth activity of domestic large firms on their management performance. we classified the management performance into four factors such as ROE(Return On Equity), ROA(Return On Assets), net income to net sales and operating income to sales. The finding of this study is outlined as follows. This paper show that the win-win growth activity has a negative impact on the firms' management performance. This study shows that win-win growth activity could generate additional costs of business activity. So, we think that industrial policy is needed for expansion of win-win growth activity.

정부가 대 중소기업간 상생협력을 본격 추진하기 위해 지난해 말 동반성장위원회를 구성하면서 동반성장 정책이 활기를 띄고 있다. 올해 말에는 56개 대기업(건설사 12개 업체)의 동반성장 및 공정거래 협약 실적이 평가 된다. 이에 따라 대기업은 동반성장 협력 방안을 잇달아 내놓고 있다. 지난 4월 15일 10대 대형건설사가 공정거래 및 동반성장 협약을 체결한 것도 정부의 이러한 정책을 반영하기 위함이다. 서울시 등 일부 지자체도 상생을 위한 하도급 정책을 속속 내놓고 있다. 서울시는 하도급 문화 개선 을 위해 ${\Delta}$하도급 직불제 ${\Delta}$표준계약서 사용 ${\Delta}$주계약자 공동도급제 등 3가지 분야를 확대시행 정책 과제로 삼고 올해부터 집중 추진하기로 했다. 인천시 종합건설본부도 4월부터 하도급 대금 직불제 시행에 들어갔다. 본지는 핫이슈로 떠오르고 있는 정부의 동반성장 정책 방향 및 제도개선 현황과 서울시의 하도급 정책, 동반성장지수 평가 대상업체인 12개 건설사의 상생협력 방안에 대해 알아본다.

글로벌 금융위기 이후 우리나라의 조선사와 해운사의 경영악화가 심화되고 있다. 해양플랜트 시장의 성장에 맞춰 OSV의 성장도 두드러지는 실정이지만, 우리나라의 조선사와 해운사의 진출은 아직 초보단계에 머물러 있다. OSV는 우리나라의 경제성장의 한 축을 담당했던 조선-해운의 동반성장 모델과 마찬가지로 OSV건조-운영은 침체에 빠져있는 우리나라 조선사와 해운사에 좋은 성장기회를 제공하여 동반성장이 가능한 좋은 전략이 될 수 있을 것이다. 이에 본 원고에서는 국내 조선사와 해운사가 OSV 시장에 동반진출할 수 있는 방안을 제시하였다.

These days, the importance of network structuring of partnered growth with 2nd and 3rd vendor is increasing among the issues of partnered growth. I show the status of 2nd and 3rd vendor based on the survey of 2nd and 3rd vendor and the policy review related with partnered growth of big companies and reviews the best practices and policies of network structuring of partnered growth such as USA, German, and so on. In this paper, I suggest the roles of government and parent company including big company based on the status of 2nd and 3rd vendor and the review of the best practices and policies of advanced foreign countries.

The objective of our study is to examine the Earnings Quality of Win-Win Growth Corporate. The level of Win-Win Growth Corporate is measured by Win-Win Index of korea commission for corporate partnership. Earnings Quality is proxied by Accounting Conservatism that is measured by the method of Givoly and Hayn(2000). The samples of this study selected from listed corporate, consist of 3,608 observations can be collected from 2011 to 2017 at TS-2000. The result of this study can be summerized in the following. the Win-Win Growth has a significant positive relevance on Accounting Conservatism is the proxy of internal Earnings Quality. This means that Win-Win Growth corporate has a higher the Earnings Quality relatively. These results were supported by additional analysis that used the sample that is made up the Win-Win Growth Corporate completely. According to our study, we can expect that the Earnings Quality of Win-Win Growth corporate is true as steel. But this study have some limitation. Especially we can't explain the reason why the Win-Win Growth has a significant positive relevance on Earnings Quality. And, despite additional analysis, there are the limitation of controlling for endogeneity. We hope that our paper can help investor making a economic decision on investment and officials making a effective policy on the Win-Win Growth.

Government has been doing policy PR to acquire policy support and government trust of people. Because it is believed that policy support and government trust of people can be a driving force of government activity. In this perspective, this study analyzed the effects of government's policy PR on the policy support and government trust of people focusing on the corporation partnership policy. According to the results, first people who have more positive attitude to the policy PR activity and its result, they have more positive attitude to the policy and its support. Second, people who have positive attitude to the corporation partnership policy, they have more positive attitude to the policy support. Third, people who have more positive attitude to policy support, they have more government trust(professionalism, ethicality, reliability). These results show that policy PR is effective method for inducing policy support and government trust of people. And for improving government trust. it is needed not only policy PR but also fair and transparent execution of policy.

The purpose of this study is to verify the mediating effect of goal commitment and the moderating effect of entrepreneurial orientation in the relationship with relationship continuity about the win-win strategy with a foreign company. For this study, a total of 427 work-level employees who participated in trade shows were surveyed by on-line. First, most of the elements of the win-win strategy with a foreign company were found to be of a significant impact on goal commitment. Second, most of the elements of the win-win strategy with a foreign company had a positively significant impact upon relationship continuity. Third, the goal commitment with a foreign company had a significant impact on relationship continuity. Fourth, the analysis of the mediating effect of goal commitment in the relationship between the elements of the win-win strategy with a foreign company and relationship continuity showed that some elements of win-win strategy played a mediating role. Fifth, in the relationship between the elements of the win-win strategy in cooperation with a foreign company and relationship continuity, entrepreneurial orientation had a significant moderating effect on some of the elements of the win-win strategy with a foreign company.

대 중소기업 상생이 사회적 이슈가 되면서 대기업과 함께 중소기업이 '동반성장'해야 한다는 인식이 확산되고 있다. 남원호 서울인쇄조합 이사장은 '동반성장'의 하나로 서울형 사회적기업인 '인쇄를 사랑하는 사람들 네모(주)(이하네모)' 설립에 앞장섰다. 지난 8월 8일 서울인쇄센터 7층 강당에서 네모창립총회가 열렸다.

정부는 중소건설업체의 공공공사 입찰참여를 확대하기 위해 주계약자 공동도급제도를 확대 시행하고 혁신도시건설사업에 지역의무공동도급을 확대하기로 했다. 대형건설사의 입찰참여 하한액을 상향하고 최저가공사의 저가투찰을 막기 위한 보완방안도 마련했다. 정부는 지난해 12월 8일 이명박 대통령 주재로 개최된 '제76차 국민경제대책회의'를 열고 이같은 내용의 공공부문 동반성장 추진대책을 확정했다.
