A Case Study on the Community-based Elderly Care Services Provided by the Social Economy Network in Gwangjin-Gu, Seoul (사회적경제 조직의 지역사회 돌봄 네트워킹 가능성에 대한 비판적 고찰: 서울시 광진구 노인돌봄 클러스터 사례연구)

  • This study analyzed the case of elderly care cluster in Gwangjin-gu to explore the possibilities of social economy as a provider of community-based social services. Community-based means the approach by which community organizations build a voluntary and collaborative network to enhance collective problem-solving abilities. Therefore, it is very likely that the social economy that emphasizes people, labor, community, and democratic principles can contribute to community-based social services. This study analyzed social economic network by using four characteristics of social economy suggested by OECD community economy and employment program as an analysis framework. The results of this study are as follows: First, it is found that social economy would hardly supply community-based social services through network cooperation because of a large variation in community identity, investment to new product, and labor protection. Second, community users are not the consumers of the social economy and the products of the social economy stay in market products only for the organizations in social economy. In order to create good services that meet the needs of residents, community development approaches are required at the same time. The importance of community space where local residents and social economy meet is derived. Third, public support such as purchasing support has weakened the ecosystem of social economy by making the distinction between public economy and social economy more obscure. On the other hand, public investment in community infrastructure is an indirect aid to social economy to communicate with residents and to promote good supply and consumption. In the end, community-based social services need a platform where the social economy and the people meet. This type of public investment can create the ecosystem of the social economy.

A Study on the Emergence of Family-Care worker: Why Families choose to be Care Worker in Korea? (가족요양보호사의 발생에 대한 탐색적 연구: 한국의 노인장기요양보험제도에서 가족은 왜 요양보호사가 되었나?)

  • This study aims to investigate causes of the emergence of so-called 'family-care workers' in the Long-term Care Insurance system in Korea. The LTCI system introduced in 2008 financially support the utilization of formal care services for the eligible elderly with care needs by paying for services of their care workers. Interestingly, 38.4 percent of payments for the in-home services were claimed by family members registered as qualified long-term care workers in 2012. We interviewed ten family care workers in depth and analyzed the needs of the aged and their families to explain the emergence of family care workers. The emergence of family-care workers is an inevitable result of choice by family members who face a dual burden of living and caring; be the additional choice following discharge the duty to support the elderly; be the alternative choice to fulfill unaccepted needs for services. These results suggest the needs for a comprehensive public provision of both income and social service support for the aged and an introduction of financial support for family care complementing the formal care support in the LTCI in Korea.

A potential user' Need of Utilization and Development Direction of Day Care Center (노인주간보호시설에 대한 잠재이용자의 이용욕구 및 발전방향)

  • The purpose of this study is to identify a potential user's need for use and operational of the elderly day care center and to identify the problems and suggest development directions. The data collection was conducted on 320 ordinary people living in J-do through a questionnaire, and sought to understand the operational status of in-depth interview institutions for the heads and employees of six center. As a result of the analysis, a potential user's ware not aware of the functions and specific roles of day care center, the cost of facilities was covered by the government, and that facilities and the environment were important factors when using the center. In-depth interviews show that the current policy or system is far from reality and does not fit the status or role of the workers and the operational status of the agency, requiring the re-establishment of the on-site system. Based on the research results, the development direction of day care facilities requires active promotion and strengthening of family support for improving and enhancing awareness of day care facilities to citizens at the national level. Second, the quality of nursing services should be enhanced through improvements in facilities and the environment that reflect users' needs. Third, The government should improve the quality of nursing services by improving the poor employment conditions and treatment of workers to fit the reality.

A Relation between Family Values and Needs for Care-Support Family Policy (가족가치관과 돌봄노동지원정책 욕구의 관련성 연구)

  • Traditional familism and family value is known as the value that most Koreans share with. Strong family solidarity and family-centered perception among Koreans influences other social values and ideology. Under the family value, caring for family members is family responsibility instead of government responsibility. Previous studies argued that the family value played a role to impede the development of family policy in Korea. The aim of this study was to explore a relation between the family value and the needs for care-support family policy. This study investigated how the family value were related to the specific needs for care-support family policy. The data were drawn from the Seoul Families Survey conducted on 2006 by Seoul Women and Family Foundation. The survey data consisted of 2,500 married males and females living in Seoul. The statistical techniques used for analysis were frequencies, means, t-test, ANOVA, crosstabs, multiple regression models, and multinomial logit models. The major findings of this study were as followings. First, while the traditional familism appeared to be held at a certain level, the general attitudes towards cohabitation, divorce, and single-parent family seemed to be less traditional. Second, the familism was found to be partly associated with the needs for the care-support family policy. The respondents who had less traditional value on arriage and child-rearing showed the higher level of needs for daycare center. This finding implied that nontraditional attitudes were related to the needs for an alternative care service such as caring through facilities rather than to the needs for supportive or complementary services. Lastly, the respondents who had higher level of traditional familism showed a higher preference for direct economic service (supportive service) than for other types of service in child care. And the less traditional their attitudes towards marriage and child-rearing, the more likely they are to prefer flexible child care services and programs to other types of child care services. These results implied that the family value was partly influential to family policy. However, it is worthy to note that the family value was related to family policy preference rather than to family policy needs. In other words, traditional family value appeared to influence the types of family policy rather than the level of needs for family policy.

Men's fathering experiences focused on tensions and conflict of multiple roles (아버지의 부성경험: 다양한 역할수행의 긴장과 갈등)

  • The aim of this study is to explore fathers' own expectations and experiences of fatherhood along with their views of what it meant to be a 'good' father. Qualitative methodologies were used; semi-structured in-depth interviews with 10 dual-earner fathers with young children. Interviewees overwhelmingly welcomed the opportunities offered to them by the new fatherhood model and supported a perceived cultural shift towards men and fathers being involved in, rather than detached from, family life. However tension and difficulty in living the ideal were also reported: gaps between perceptions and behaviors; struggle for traditional breadwinning role and caring; conflicts between selflessness and career and uninvolved in family decisions. Political and practical considerations are discussed, and the implications of this study for future research are identified.

Complexity of Productive Activities and Life-Satisfaction of Korea's Older People (노인 생산적 활동의 복합성과 생활만족도)

  • Current discussions on productive aging are going towards the direction to sustain a social productivity and lessen a social burden, and this becomes distinct as it gives a strong value to the activity and independence of older people. This study highlights complex situations of productive activities in the group of older people by analyzing the survey of Among the productive activities of older people, two areas of activities - paid labor and social support - were interpreted differently according to their economic stability, spontaneity and family relations. This difference becomes more remarkable in the analysis on life satisfaction of older people. In paid work, which is the most common productive activity, there was a big difference in life satisfaction between those who work spontaneously and those who work inevitably to make a living. And in the comparison of life satisfaction for those who participate in homemaking and care working according to their economic situations and family relations, those who were unsatisfied with family relations showed lower life satisfaction.

The Effect of Long-Term Care Insurance on Labor Supply (노인장기요양보험제도의 노동공급효과 분석 - 부양가구원과 여성가구원을 중심으로-)

  • This study examines the impact of Long-Term Care Insurance(LTCI) on family caregivers(especially focused on female household members) labor supply in South Korea. When public care and informal care are substitutes, LTCI will change allocation of time of family caregivers to spend more time to paid work. The impact of LTCI on labor supply depends on each country's institutional level of public care services. If public care can not substitute for informal care, labor supply of family caregivers will not rise significantly. The conclusions of vigorous empirical study from western countries' are incompatible and problem of endogeneity in terms of methodology has been raised consistently. The dataset of this study are used the third and ninth waves of Korea Welfare Panel. As a result, the introduction of LTCI had no effect on labor supply of household members. Robust findings suggest the positive effects of caregiving on labor market outcomes in simple comparison t-test, but not in fixed-effect regression. Compared with western countries, South Korea's public care services can be interpreted as a supplement to only part that remained at the level does not substitute informal care. These findings may suggest that if LTCI become much more prevalent in the future, senior citizens and family members will be able to choose the LTCI arrangement that best suits their needs.

Analysis on the Use of Welfare Services of Elderly Long-term Care Grade Accredited and Unidentified (노인장기요양 등급인정자와 등급 외자의 지역사회복지서비스 이용 실태분석)

  • Elderly people want to live in the community even if they are in poor health. However, there is no integrated care support system suitable for the health and functional status of the elderly. So the elderly are choosing living facilities. The purpose of this study is to explore exploring whether the elderly are applying for a long-term care certification. First, mild geriatric patients were mainly using home care services such as visitation care. However, some of the milder elderly were enrolled in nursing homes. And the service that does not fit the functional status of the elderly is used. Second, it is concentrated on the use of visiting care services. Third, elderly people outside the class did not receive sufficient help for daily life, and the use of community welfare services such as the elderly welfare center was low. As a result, long-term care admitters are not able to continue to live in the community even though their health and functioning status is mild, and elderly people out of grade are unable to properly use the necessary community care services. The condition is likely to deteriorate.

고령친화 AI음성 O2O 서비스의 서비스가치가 태도와 이용의도에 미치는 영향에 관한 연구

  • 한국은 2025년 전체 인구 중 65세 이상 인구가 20%을 상회하는 초고령 사회 진입이 전망되면서 노화수준에 맞는 고령친화적인 제품서비스 공급이 요구된다. 특히 시니어 소비자가 사용하기 편리한 인터페이스를 갖춘 서비스가 필요하다. 이에 시니어들은 노화(aging)에 대한 문제의식에 비용을 지불하며 젊은 소비자들과 유사한 소비행태를 보이고, 노화 수준별 건강 유지 및 건강 불안, 돌봄 공백, 사회적 고립 증가 등 사회문제가 복합적으로 심화되면서 고령친화적인 스마트한 Aging Service 공급이 요구된다. 이러한 시기와 맞물려 with코로나시대 시니어 소비자가 사용하기 편리한 인터페이스를 갖는 제품·서비스로 4차 산업혁명의 중심인 AI(Artificial Intelligence)와 정보통신 기술의 노력이 가시화되고 있다. 따라서 IT 기술에 덧입혀 시니어들의 욕구에 부합하는 AI 음성인식 기능을 탑재한 제품 및 서비스가 향후 고령친화산업 성장을 주도할 것으로 전망된다. 이에 본 연구는 '고령친화 AI 음성 O2O 서비스'의 서비스 가치가 태도와 이용의도에 영향을 미치는가를 분석하기 위해 선행이론을 토대로 전문가 델파이 방법을 통해 고령친화 AI 음성 O2O 서비스의 정의를 도출하고 실증분석으로 '고령친화 AI 음성 O2O 서비스'의 서비스가치(상황기반 제공성, 즉시연결성, 위치정확성)와 태도 및 이용의도간의 인과관계를 조사하기 위해 본 연구를 진행하였다.

  • This study aims to study the problems and solutions of institutional support for the elderly living alone, focusing on the General Support for Living Alone Elderly announced by the Ministry of Health and Welfare in 2018. Results, First, a customized support system for the elderly living alone should be introduced. In order to improve the life satisfaction of the elderly living alone, it is necessary to develop a program that meets the most basic daily life needs, and a specific plan and a support system to link services should be prepared. Second, it is necessary to increase social interest in the elderly living alone. Solving problems for the elderly living alone should be preceded by social interest in the elderly living alone. For this, it is necessary to strengthen the social network. Third, it proposes legislation and amendment for the elderly living alone. Some revisions of existing laws have limitations, and are resolved through individual laws, such as standards and definitions for various types of elderly jobs, reorganization of the delivery system including agencies dedicated to elderly jobs, workers-related regulations, and preferential purchase systems for senior products. It is desirable to do. In conclusion, welfare support for the elderly living alone should be comprehensive and comprehensive. For the welfare of the elderly living alone, personalized care services should be provided first, and social support for the elderly living alone should be promoted on the basis of increasing social interest, and laws and revisions must be actively and proactively made for the elderly living alone.
