Drought is generally considered to be a natural disaster caused by accumulated water shortages over a long period of time, taking months or years and slowly occurring. However, climate change has led to rapid changes in weather and environmental factors that directly affect agriculture, and extreme weather conditions have led to an increase in the frequency of rapidly developing droughts within weeks to months. This phenomenon is defined as 'Flash Drought', which is caused by an increase in surface temperature over a relatively short period of time and abnormally low and rapidly decreasing soil moisture. The detection and analysis of flash drought is essential because it has a significant impact on agriculture and natural ecosystems, and its impacts are associated with agricultural drought impacts. In South Korea, there is no clear definition of flash drought, so the purpose of this study is to identify and analyze its characteristics. In this study, flash drought detection condition was presented based on the satellite-derived drought index Evaporative Stress Index (ESI) from 2014 to 2018. ESI is used as an early warning indicator for rapidly-occurring flash drought a short period of time due to its similar relationship with reduced soil moisture content, lack of precipitation, increased evaporative demand due to low humidity, high temperature, and strong winds. The flash droughts were analyzed using hydrometeorological characteristics by comparing Standardized Precipitation Index (SPI), soil moisture, maximum temperature, relative humidity, wind speed, and precipitation. The correlation was analyzed based on the 8 weeks prior to the occurrence of the flash drought, and in most cases, a high correlation of 0.8(-0.8) or higher(lower) was expressed for ESI and SPI, soil moisture, and maximum temperature.

돌발홍수는 수십 $km^2$ 이하의 유역에서 강우가 발생한 후 6시간 이내의 단시간에 홍수징후가 나타나는 현상으로 정의될 수 있다. 돌발홍수를 잘 예측하기 위해서는 국지적으로 발생하는 집중 호우를 잘 예측해야 하며 유역내 공간적인 수문반응해석을 통해 돌발홍수를 예측하는 기술이 요구된다. 본 연구에서는 유역내 공간적인 수문반응을 잘 모의하기 위해 TOPLATS 지표해석모형을 이용하였다. TOPLATS(TOPMODEL based Land Atmosphere Transfer Scheme) 모형은 물수지와 에너지수지를 통해 단위격자에 대한 실제증발산량, 토양수분량, 지하수면깊이, 지표유출량, 잠열, 현열, 지열, 순복사량 등을 모의하며 소유역단위로 지하수면깊이를 재분포시키는 특성을 가지고 있다. 돌발홍수 위험도를 산정하기 위해 실제 돌발홍수 피해사례를 조사하였으며 피해지역과 대응되는 격자 수문성분과의 상관성 분석을 통해 돌발홍수 위험도 모형을 산정하였다. 대상지역은 수도권 전체지역을 모의하기 위해 한강, 임진강, 안성천 유역을 대상지역으로 선정하였다. 수도권 지역은 약 11,930 km2이며 2009~2012년동안 총 38건의 돌발홍수 피해사례가 신고되었다. 기상자료는 기상청 AWS와 ASOS 시단위 강우, 기온, 상대습도, 풍속, 일조, 기압자료를 이용하였다. 돌발홍수 피해사례 38건에 대해 대응되는 모의격자의 수문성분을 분석하였으며 27(71%)에서 구조요청시점에 대해 강우량, 지표유출량, 토양수분량, 지하수면깊이가 적절하게 모의되는 것을 확인하였다. 강우조건에 따른 돌발홍수 위험도는 구조요청시점 기준 선행시간 4~6시간까지 71~87%, 구조요청시점으로 한정된 0시간에서는 42~52%로 나타났다. 이상의 결과로부터 지표해석모델을 이용한 격자 수문성분과 통계적 돌발홍수지수모형으로부터 산정된 돌발홍수 위험도는 산지 미계측지역에 대한 돌발홍수를 예측하는데 활용될 수 있을 것으로 판단된다.

본 연구의 목표는 돌발홍수 예 경보시스템(Flash Flood Warning System, FFWS)의 효용성 극대화를 위한 레이더 자료의 품질향상 기법을 개발하는 것이다. 지금까지 사용되어온 레이더 자료의 품질향상 기법들은 모두 자료의 평균값에 맞추어져 개발되었다. 그러나 돌발홍수 예 경보시스템에서 사용되는 강우강도 임계값은 평균값과 큰 차이가 난다. 따라서 레이더 자료를 이용하여 추정하는 큰 강우강도의 신뢰도는 떨어지게 된다. 이에 본 연구에서는 돌발홍수 예 경보시스템에 사용되는 목표 강우량에 대한 강우추정 관계식의 매개변수 추정 기법을 개발하고자 한다. 이를 위해 비슬산 레이더 반사도 자료와 비슬산 레이더 관측반경 내 위치한 AWS 지점의 강우자료를 이용하였다. 먼저, 강수입자분포(Drop Size Distribution, DSD)를 지수분포로 가정하여 유도한 레이더 강우추정 관계식을 재검토하였다. 다음으로 관측된 비슬산 레이더 반사도 자료를 10dBZ 단위로 구분하여 레이더 반사도 구간별로 레이더 반사도 자료와 강우자료 쌍에 대한 DSD 매개변수를 산정하였다. DSD 매개변수를 산정하기 위해 비슬산 레이더 반사도 자료와 AWS 지점의 강우자료를 지수분포로 가정하여 유도한 강우추정 관계식에 적용하였다. 다음으로 목표 강우량에 대한 강우추정 관계식의 매개변수 추정을 위해 레이더 반사도 구간별로 DSD 매개변수의 대푯값을 결정하였다. 마지막으로 지수분포로 가정하여 유도한 레이더 강우추정 관계식에 레이더 반사도 구간별 DSD 매개변수의 대푯값을 적용함으로써 목표 강우량에 대한 강우추정 관계식의 매개변수를 추정하였다.

Recently unstable weather condition has been going on then the damage by heavy rains, typhoons and stream flooding has been increasing continuously. In particular, the urban damage by flooding of rivers or roads has been occurred frequently. It could block all the transportation facilities within cities for restricting traffic. In this study, we suggest the method of utilization of the information about event and accident on roads through the real-time traffic information to cope with dangerous situation of roads.
Recently, an increase in the occurrence of sudden local flooding of great volume and short duration due to global climate changes has occasioned the significant danger and loss of life and property in Korea as well as most parts of the world. Such a local flood that usually occurs as the result of intense rainfall over small regions rises quite quickly with little or no advance warning time to prevent flood damage. To prevent the local flood damage, it is important to quickly predict the flood severity for flood events exceeding a threshold discharge that may cause the flood damage for inland areas. The aim of this study is to develop the NFI (New Flood Index) measuring the severity of floods in small ungauged catchments for use in local flood predictions by the regression analysis between the NFI and rainfall patterns. Flood runoff hydrographs are generated from a rainfall-runoff model using the annual maximum rainfall series of long-term observations for the two study catchments. The flood events above a threshold assumed as the 2-year return period discharge are targeted to estimate the NFI obtained by the geometric mean of the three relative severity factors, such as the flood magnitude ratio, the rising curve gradient, and the flooding duration time. The regression results show that the 3-hour maximum rainfall depths have the highest relationships with the NFI. It is expected that the best-fit regression equation between the NFI and rainfall characteristics can provide the basic database of the preliminary information for predicting the local flood severity in small ungauged catchments.

Flash drought is a rapid-onset drought that occurs rapidly over a short period due to abrupt changes in meteorological and environmental factors. In this study, we utilized satellite-based soil moisture product from the Advanced Microwave Scanning Radiometer-2(AMSR2) ascending X-band to calculate the weekly Flash Drought Intensity Index (FDII). We also analyzed the characteristics of flash droughts on the Korean Peninsula over a 10-year period from 2013 to 2022. The analysis of monthly spatial distribution patterns of the irrigation period across the Korean Peninsula revealed significant variations. In North Korea (NK), a substantial increase in the rate of intensification (FD_INT) was observed due to the rapid depletion of soil moisture, whereas South Korea (SK) experienced a significant increase in drought severity (DRO_SEV). Additionally, regional time series analysis revealed that both FD_INT and DRO_SEV were significantly high in the Gangwon province of both NK and SK. The estimation of probability density by region revealed a clear difference in FD_INT between NK and SK, with SK showing a higher probability of severe drought occurrence primarily due to the high values of DRO_SEV. As a result, it is inferred that the occurrence frequency and damage of flash droughts in NK are higher than those in SK, as indicated by the higher density of large FDII values in the NK region. We analyzed the correlation between DRO_SEV and the Evaporative Stress Index (ESI) across the Korean Peninsula and confirmed a positive correlation ranging from 0.4 to 0.6. It is concluded that analyzing overall drought conditions through the average drought severity holds high utility. These findings are expected to contribute to understanding the characteristics of flash droughts on the Korean Peninsula and formulating post-event response plans.

기후변화로 인한 변동성의 증가는 돌발 홍수, 홍수량 증가로 이외에도 강우 사상의 변화, 가뭄의 빈도 및 강도의 증대 등의 문제를 이어질 수 있다. 이러한 기후변화에 대응하기 위하여 기후변화 시나리오를 제시하고 이를 정책적으로 반영할 수 있도록 하고 있다. 기존 IPCC 5차 보고서에 활용한 RCP(Representative Concentration Pathway) 시나리오에서는 온실가스 농도변화만을 반영하고 있으나, 최근 IPCC 6차 보고서에서는 사회적인 노력과 경제적 구조 등 전반적인 기후정책, 사회 불균형 등을 고려한 SSP(Shared Socio-economic Pathways) 시나리오를 제시하였다. 본 연구에서는 2가지 기후변화 시나리오의 차이점과 유사점을 강수 중심으로 평가하였다. 기존의 RCP 시나리오에 비하여 극한 강우 사상의 변화를 비교 및 평가하기 위하여 CORDEX-EA에서 제공하는 지역기후모델(Regional Climate Model; RCM) 기반에 시나리오를 수집하여 극한기후지수를 산정하였다. 극한기후사상을 비교하기 위하여 WMO에서 활용하는 ETCCDI(Expert Team on Climate Change Detection and Indices) 지수 중 강우 관련 지수인 R10mm, RX1day, RX5day, RD95P, RD99P, SDII를 선정하여 시나리오 별로 결과를 비교하여 제시하였다. 또한, 기존의 연대기 기준의 평가방식에서 탈피하여 동일한 기온 상승 시점에 따라 변화를 확인하기 위한 분석절차를 수립하였다. 즉, 1.5℃, 2℃, 3℃ 및 4℃ 상승한 시점의 ETCCDI 지수를 산정하여 극한기후사상을 비교 및 평가하였다.
This study developed a flood index which evaluates runoff characteristics. Runoff characteristics expressed in a hydrograph were reflected in the flood index in the form of characteristic factors such as a rising curve gradient, a peak discharge, a flood response time, and a flood discharge volume prior to peak. This study applied the standardization method to estimate the relative severity of the characteristic factors by transforming the distribution of characteristic factors into the standard normal distribution. The flood index developed in this study is a comprehensive flood index (CFI) which makes up for the weak points of a flash flood index (FFI) in determining relative severities. The CFI was applied to Han River basin and Selma River basin, and was compared with the FFI based on the correlation analysis and the regression analysis. The CFI could comprehensively evaluate flood runoff characteristics because the CFI is not dominated by a specific characteristic factor, and the CFI could explain more efficiently the relationship between rainfall and runoff than the FFI.
본 논문에서 취급한 제동권선이 없는 철극선의 3상단락현상을 해명하는데 있어 우선 임의력율의 전류를 횡축분과 직축분으로 분리해서 취급하는 소위 Blonde의 2반작용법(two reaction method)를 썼고, 각종 Reactance를 표시하는데는 편리한 단위법(perunit notation)을 사용했으며, 전기자의 1상저항은 각종 Reactance ( $X_{x}$, $X_{q}$ )의 어느것 보담도 극소치임으로 실제계산에는 무시했으나 과도전류의 변화를 좌우하는 감쇠정수[decrement factor)에는 큰 영향을 준다는 것이 규명되었다. 해석결과로서 3상단락전류의 초기치는 특수치보다 훨씬 큰 이유로서 단락전류가 계자자속을 약하게 만들어 그 반동으로 계자회로에 일정자속을 유지하기 위하여 부문적으로 개자전류가 증대함을 알게되었고, 단락전류의 직축분과 횡축분의 구성분이 규명검토되었고, 발전기의 돌발단락저류는 일반적으로 직류분, 기본파교류분 및 제2조파등을 포함하나 그 전부가 시정수의 역수인 감쇠정수에 지배되어서 지수함수곡선에 따라 감쇠되어 결국에는 지속단락전류에 귀착한다는 사실과 3상단락은 평형단락사고임으로 영상전류는 영이며 각상과도전류의 위상차가 120.deg.라는 것엔 변함이 없다는 것과 끝으로 철극기를 정격속도로 운전해 놓고 이것을 여자해서 무부하전압을 수기시켜 그의 3상전단자를 돌연 단락해서 그의 과도전류의 파형을 Oscillograph로 촬영하면 본론에서 해석한 결과식의 그것과 일치하게 됨을 알 수 있을 것이다.것이다.

전 세계적으로 지구온난화로 인한 기후변화의 영향으로 예측이 어려운 돌발성 기후로 인한 재난 사례가 급증하고 있다. 이처럼 재해를 유발하는 위험기상 현상의 강도는 점점 증가하지만 인구와 사회기반 시설은 한 곳에 집중되면서 지역적 단위가 아닌 지구단위 규모의 국지적 기상재해가 증가하고 있는 추세이다. 이에 따른 재해의 안전성과 취약성을 평가하는 다양한 연구가 수행되고 있으나, 대응관점에서의 성능 평가에 대한 절차와 연구는 상대적으로 미비한 실정이다. 따라서 본 연구에서는 국내외 수재해 대응 평가요소를 조사하여 도출된 대응요소의 중요도를 AHP기법을 이용하여 분석하였다.
