An Interpretation of a Social Implication on the Transition of the Urban Park in Daegu (대구 도시공원의 변천에 나타난 사회적 의미 해석)

  • This study was done for analyzing processes on the planning and opening of chronological urban parks in Daegu City since the 1960s, and for interpreting the social meaning on changes of the urban parks with regards to historical circumstances during that period. In the 1960s, urban parks, which were recognized as one of urban planning facilities, were only designated for creating rather than created, although nationally several laws including urban planning act and park act were newly legislated. Rapid urbanization and increasing population in the 1970s led to create many urban parks. However, the policy for increasing parks had been not successful because of the lack of enough funds. In the 1980s, multi-purpose urban parks including stable area as well as active facilities were created for getting several attractions to urban residents. During this period, urban parks were recognized on an aesthetic perspective through vegetating plans on the city-beautiful movement for hosting consecutive international games. The citizen participation in urban parks and the increasing concern about urban environment were started in the 1990s, and the people living in an urban area were interested in the quantitative expansion and qualified renovation of the urban parks as well. Finally, modernistic urban parks were first introduced in the late period of Chosun Dynasty, however their substantial introduction was done in the 1960s. Through this study, the concept of an urban park as a public resting place for citizen in Daegu was thought to be mostly established in the 1990s as we have investigated on the social meaning derived from the periodical changes of urban parks.

An Evaluation on Management Types by Characteristics of Urban Parks (도시공원 특성에 따른 관리유형의 평가)

  • The purpose of this study was to suggest customized management methods tailored to the characteristics of each type of park. Related literature was reviewed to determine the types of and management methods for urban parks to discuss the possibility of the involvement of citizens in park management and committing park management to the private sector. As a result of analyzing the literature, it has been found that each park should be managed separately according to its type in light of its characteristics and the strengths and weaknesses of each management method. For this reason, this must be a very important element for preventing damaging behavior at tourist destinations. First, natural mountainous parks are ordinary parks that do not require any professional management knowledge or skills. Accordingly, these parks should be managed by the districts in which they are located. Second, eco-oriented parks ask for specialized management. As domestic cases show, it will be advisable to commit the management of these parks to specialized, highly-experienced private organizations. Third, facilities-centered parks are large in size in response to the diverse needs of citizens, and it seems that a combination of different methods is better than merely sticking to any particular method.

Classification of Neighborhood Parks Considering Environmental Characteristics for Effective Urban Park Management (도시공원의 효율적 관리를 위한 환경적 특성을 고려한 근린공원의 유형분류)

  • The purpose of this study was to classify parks by type and to propose management plans for each park type. Environmental characteristics of urban parks in Daegu Metropolitan City were used to classify them into five categories. A total of 68 neighborhood parks were classified using their internal/external environmental factors, with a resulting distribution of 41 parks classified as 'FFR-type parks,' 12 as 'HNR-type parks,' 6 as FFCI-type parks,' 3 as FFA-type parks,' and 6 as 'HNA-type parks.' In the analysis of ecological and usage characteristics for the neighborhood park types, FFR-type parks had excellent park accessibility and the highest population density within the park service area. HNR-type parks had high NDVI from their natural green spaces, but their accessibility was low. FFCI-type parks had very low NDVI and green space connectivity, and also had low park accessibility and population density. FFA-type parks had low NDVI and green space connectivity, and very poor accessibility. HNA-type parks had high NDVI and green space connectivity. These findings provide an effective base dataset for use in preparing long-term plans for remodeling and managing urban neighborhood parks.

Design Strategies for Urban Parks as Urban Infrastructure - An Analysis of the Landscape Design Competition for the Incheon Cheongna District, Korea - (인천청라지구 조경설계공모를 통해 본 도시기반시설로서 도시공원의 설계 전략)

  • The objective of this study is to critically examine the result and the quality of urban park design as infrastructure by analyzing the landscape architectural design competition for Cheongna New City, which was organized by the Korea Land Corporation. This paper is meaningful in that it broadly examines several recent design competitions for urban parks, thereby discussing what the future urban park should be. This study explores the existing analysis methods of design competitions in order to establish a comprehensive method of analysis for the Cheongna competition. Through reinterpreting the concept of the urban park as infrastructure and the design strategies of landscape urbanism, nine key words and a framework for the analysis of urban park design are established. By analyzing the guidelines for the competition, five key words; networking, site, ecology, scale, and infrastructure have been selected and are used as the framework of analysis for the competition. The analysis of the contestants of the competition based on the proposed analysis method leads to a few implications for urban park design as infrastructure: networking and scale from the perspective of the development site; the creation of a sense of place and symbolism in creating the urban image; planning for an ecological urban environment; focus on the significance of the urban park as infrastructure. These implications are highlighted and discussed by the contestants through a variety of experiments. These ideas, however, are provided as a simple configuration of shapes and conceptual explanations and fail to be developed into synthetic, practical strategies.

A Study on Drainage Facilities in Mountainous Urban Neighborhood Parks - The Cases of Baebongsan Park and Ogeum Park in Seoul - (산지형 도시근린공원의 배수시설 특성 - 서울시 배봉산공원과 오금공원을 사례로 -)

  • The purpose of this study was to analyze drainage facilities in mountainous urban neigbborhood parks--Baebongsan Park and Ogeum Park--in Seoul. Based on an analysis of existing drainage facilities, the volume of storm water runoff (VSW), the runoff rate of open channels(ROC), and the detention capacity of open charmels(DCOC) by each drainage watershed, the coefficient of runoff rate(CROC) as evaluated to be relevant between VSW and ROC and the coefficient of the detention capacity of open channe1s(CDCOC) as evaluated with DCOC compared to VSW were estimated and analyzed by parks and by watersheds. The results are as follows: 1. The total drainage area of Baebongsan Park was 34.13ha including surface runoff area(15.05ha; 44.09%), open channel area(l4.60ha; 42.78%), and natural waterway area(4.48ha; 13.13%). The total drainage area of Ogeum Park was 20.39ha including open channel area (10.14ha; 49.73%), ridge-side gutter area(7.17ha; 35.16%), surface runoff area (2.52ha; 12.36%), and natural waterway area (0.56ha; 2.75%). In Baebongsan Park, the portion of surface runoff was comparatively higher while the portion of artificial drainage area was higber in Ogeum Park. 2. In Baebongsan Park drainage districts were largely divided: VSW was $7.28m^3/s$ in total(average $0.23m^3/s$). Comparatively, tbe VSW in Ogeum Park, including smaller drainage districts, was $4.37m^3/s$ in total(average $0.12m^3/s$). 3. The ROC of Baebmgsan Park was $11.58m^3/s$ in total(average $0.77m^3/s$) and the CROC was 5.26, while in Ogeum Park, the ROC was $15.40m^3/s$(average $0.34m^3/s$) and tbe CROC was 8.87 higher than that of Baebongsan Because the size and slope of the open channel in Baebongsan Park was higher, the average ROC was larger, while tbe CROC of Ogeum Park was higher than that of Baebongsan Park, for the VSW in Ogeum Park was comparatively lower. 4. The DCOC in Baebongsan Park was $554.54m^3$ and the average of CDCOC was 179.83. That of Ogeum Park was $717.74m^3$ and the average of the CDCOC was 339.69, meaning that the DCOC of Ogeum Park was so much higber that drainage facilities in Ogeum Park were built intensively. This study was focused m the capacity of the drainage facilities in mountainous urban neighborhood parks by using the CROC to evaluate relevance between VSW and ROC and the CDCOC to evaluate the DCOC as compared with VSW. The devised methodology and coefficient for evaluating drainage facilities in mountainous urban neighborhood parks may he universally applicable through additional study. Further study m sustainable urban drainage systems for retaining rainwater in a reservoir and for enhancing ecological value is required in the near future.

A Study on the Actual Conditions of Neighborhood Parks : A Case of Busan Metropolitan City (근린공원시설 조성실태에 관한 조사연구 - 부산광역시를 사례로 -)

  • Parks became a matter of concerned among urban planning facilities that have not been executed for a long time because of the judgement of constitutional disagreement. This study deals with actual condition of constructing neighborhood park at the level of urban planning. In order to enhance the coefficient of citizens' utilization of parks. This study analyzes current situation of neighborhood parks and developing condition in Busan, revealing problems by investigating types of facilities under construction as well as by comparing size and progress of the parks under construction. This study tries different kind of access to the problems with the emphasis on estimation of planning and establishing neighborhood parks on the basis of the coefficient of citizens' utilization. Through the various examinations, this study brings into relief the problems being created in the course of establishment of parks which functions only as green tracts of land at present. As a result, the following conclusions could be made. First, from the viewpoint of location the parks, Busan parks are mostly located in the mountain areas adjacent to urban districts. Secondly, establishment of neighborhood parks is usually for development projects and the facilities introduced in them are monotonous. Thirdly, there is a tendency towards expansion of size and standardization of facility. Forthly, establishment plan of parks lacks profitability. Lastly, there is serious limitation in the size of land for developing neighborhood parks, and what is worse, there is no management of them.

Analysis of Park Service Levels through Quantitative and Qualitative Evaluation of Urban Parks - Dong areas of Jeju Special Self-Governing Province - (도시공원의 양적·질적 평가를 통한 공원서비스 수준 분석 - 제주특별자치도 동지역을 중심으로 -)

  • Urban parks create the natural landscape of the city and offer a space for city residents to stay healthy and take a rest. They are also urban facilities designed to improve city dwellers' emotional aspects. Currently, urban parks need qualitative management as well as quantitative supply due to changes in the national land and urban policy paradigm, and a shift in perspective to consumer-centeredness is needed. In this study, the service levels of urban parks for citizen were evaluated: (1) quantitative supply adequacy was analyzed based on the urban population, and (2) the qualitative evaluation of the parks were conducted. Based on the evaluation, the appropriateness of the arrangement of urban parks is judged by comprehensively analyzing the quantitative and qualitative aspects. As a result of the evaluation of service levels of urban parks, the highest serviced urban parks were found in urban housing development sites and recently established parks. In addition, it was found that the recently created parks improved the qualities of the parks by installing various facilities. If the quantitative and qualitative aspects of urban park service supply are comprehensively analyzed and applied through this research method, it will be a more effective park and green space plan.

Implications of a Case Analysis of a Public Park Project at a Former Military Facility Site (군사시설 이전부지 공원화 사례분석을 통한 시사점 도출)

  • Because of their nature as public facilities, demands that former military facilities be utilized for the public welfare are increasing, thereby leading to an increase in cases in which these military facilities are reestablished as parks. Cases in which former military bases were reestablished as public parks were analyzed; as a result, several implications were derived. First, the objectives of public park projects should be examined from the perspective of the concept of urban regeneration and regional revitalization. Moreover, it is necessary that profits are yielded and that regional identity and history are reproduced through reusing existing facilities as much as possible rather than entirely remodeling former military sites. As parks become larger in size, bases should be reorganized into complexes rather than single facilities or programs. It is also necessary that parks be established in stages considering the enormous expenses required for building public parks. Consequently, because the special characteristics of military facilities can lead to insufficient on-site investigation in the process of establishing parks, thereby incurring a vast amount of costs for design adjustment and contamination disposal, this should be considered in advance. A method of delegating the development rights to partial sites to private businesses and supplementing the costs of park establishment and maintenance with development benefits should be examined. In addition, given that there are various interests and stakes in former military bases, a method of operating a public-private cooperative decision-making organization during project execution should be considered. Finally, policies related to urban parks need to be improved in order to raise funds, expand profitable businesses, facilitate social services and sponsorship, and encourage the participation of trusts and non-profit organizations in park operation and management.

Analysis on the Use Characteristics of Citizen based on Urban Green Spaces Type - Focuses on Suwon-City - (도시녹지 유형에 따른 도시민의 이용 특성 연구 - 수원시를 대상으로 -)

  • The importance of green spaces in the city is growing each day. Local governments are taking charge of park development works that are having difficulty in developing and managing urban parks due to high land value as well as a shortage in finances. This is even though an urban park is defined as an urban planning facility and the law provides park area per person. Civil residents, meanwhile, are using not only urban parks provided by law but also other green areas such as rivers, reservoirs, and school playgrounds because they recognize urban green areas by the concept of use. In this study, accordingly, urban green areas were sorted into two types, urban parks, parks provided by law, and other green areas, and the difference in use pattern and use satisfaction by type was analyzed. As a result of analysis, there was no remarkable difference between the two types. According to such results, it was found that it is necessary to include other green areas, such as rivers, reservoirs, school green areas, and apartment green areas in addition to the current park green areas provided by law when park area per person is calculated, and such calculation of urban green areas reflecting local characteristics can reduce local governments' financial burden and improve the effectiveness of future urban park policies. It is judged that such results can become a plan against the cancellation of unexecuted urban facilities. The fact that accessibility factors, such as road satisfaction, access convenience, and convenient movement, are affecting satisfaction with the use of urban parks suggests that it is important to improve urban park accessibilities rather than to quantitatively expand park area in order to improve satisfaction with urban parks. Considering that people travel to urban green areas mostly by walking, it is necessary for access convenience to conduct follow-up studies such as barrier-free and securing walking stability through analysis of routes to urban green areas.

  • 서울시는 국가의 수도로서 이제 6n년의 역사를 맞이하였다. 뛰어난 산수와 자연 경관을 가진 서울시의 자연은 근세이후 도시의 발전에 따른 점차적으로 훼손되어 왔으며, 특히 1960년대 이후의 도시성장기에 시행된 개발 위주의 도시 정책은 공원 녹지의 잠식을 가속화시켜 본래의 자연은 양적, 질적 측면에 많은 피해가 발생되었다. 또한 도시 정책의 부분으로서 공원 녹지 정책은 개발 위주의 도시 정책에 밀려 제기능을 발휘 할 수 없었으며, 정책에 있어서도 목표와 미래 방향에 대한 뚜렷한 비전을 제시하지 못하였다. 현재 공원 녹지와 관련된 정책 환경을 볼 때, 각종의 도시개발 사업, 지방 자치제 시행에 따를 도시의 난 개발은 부족한 공원녹지를 더욱 잠식하는 위협요소가 되고 있으며, 토지수요에 대한 공급의 한계 상황에 직면해 있는 시점에서 개발론자 들은 공원 녹지를 개발의 주요대상으로 인식하는 자세를 견지하고 있다. 그러나 최근 들어 지구 환경의 문제의 대두, 환경에 대한 시민의 관심, 정책 집행자들의 환경 보전과 관리의 움직임이 나타나기 시작하고 있어 서울시의 공원 녹지의 미래 전망을 밝게 해주는 긍정적인 요소가 되고 있다. 2000년대를 바라본 현시점에서 도시의 기간 요소로서 공원 녹지는 단지 존재만의 가치가 아니라 적정한 기능을 부여하고 이용의 활성화를 통한 공원 녹지의 새로운 탄생이 요구되고 있다. 이것은 공원 녹지정책 측면에서 공원 녹지의 양적 측면에서의 풍요로움과 질적 측면에서의 기능성의 회복과 도시 구성적 측면에서의 공원 녹지의 네트워크의 구성이라는 3가지의 정책 이슈를 제기한다. 양적 측면에서 녹의 풍요로움을 확보하기 위해서는 기존의 공급 지표 위주의 정책보다는 공원 녹지의 총량적인 관리 체제를 통한 전 도시적 차원의 공원녹지 관리 시스템이 필요하며, 공원 녹지로서 잠재 가치를 가지고 있는 새로운 유형의 공원 녹지의 조성과 각종 개발사업에 대한 공원 녹지의 잠식 방지를 위한 명확한 사회적인 공감대의 형성이 요구된다. 질적 측면에서는 공원 녹지의 기능성의 회복이라는 측면과 시대에 부합되는 새로운 기능 및 가치의 부여가 필요하며, 이를 위해서는 공원의 매력, 공원의 시설기능 증진, 녹지의 질의 향상 및 녹지 가치의 증진에 대한 다양한 시책이 요구된다. 구성적 측면에서는 공원녹지의 개별적 존재보다는 공원 녹지를 상호간 유기적인 계통을 확보하여 공원 녹지의 네트워크를 형성하여 도시 속의 산재된 고립된 섬으로서의 공원 녹지가 아닌 시민생활에 늘 가까이 있는 생활 속의 공원녹지로 재편되어야 한다. 이러한 정책의 의제는 양적 측면에서 보전(CONSERVATION)과 창출(CREATION), 질적 측면에서 쇄신(RENOVATION)과 복구(RESTORATION), 그리고 구성적 측면에서 공원 녹지의 연결(CONNECTION)과 시민 참여에 의한 운동(MOVEMENT)이라는 정책 개념의 구현을 통해 가능하다. 이러한 정책 개념과 의제를 가지고 서울시 공원 녹지 정책을 구체화시키기 위해서 푸르름의 새로운 탄생이라는 기치 아래 풍요로운 서울, 사랑 받는 공원, 생활 속의 녹지의 3대 목표, 공원 녹지의 보전, 잠재 공원 녹지의 창출, 공원의 활성화, 녹지의 복구, 경관 보전 및 복구, 공원 녹지의 네트워크, 도시 녹화의 7대 과제를 설정하고 미시설 공원 녹지 집행, 개발 사업시 공원 녹지의 확보, 환경 녹지의 총량 보호 관리, 도시 소공원 개발, 역사 문화 공원 조성, 하천 공간 복원, 공원 시설 기능 개선, 이용 프로그램 개발, 공원 관리 개선, 환경 피해 녹지의 회복, 도시 환경 림 조성, 녹지 기능 증진, 도시 자연 경관 보전, 공원 녹지체계 구성, 공원 녹지 공급 균형, 주변 환경 녹화, 가로 녹화의 17개 시책을 제안하였다. 이러한 정책사업의 원활한 추진을 위해서는 기존의 관주도의 일방적인 공원 녹지 행정이 아닌 시민의 참여를 통한 시민이 함께 하는 정 책 사업의 추진이 요구되며, 특히 민간 부문의 적극적 인 참여를 유도하기 위한 방안이 동시 에 강구되어야 한다. 또한 공공에서는 정 책 집행을 위한 조직과 행정의 개편, 예산의 확보 방안을 적극적으로 검토해야 한다. 현재 서울시는 지방자치제 시행에 따라 시 행정에 있어 많은 변화가 예고되고 있으며, 공원 녹지는 새로운 환경 변화에 부합되는 적절한 도시요소가 될 것으로 추정된다. 서울시 하천 복개의 금지, 하천공간의 복원에 대한 움직임, 환경 녹지 복구를 위한 사업의 시행, 민간부문의 환경 운동의 활성화 등 바람직 한 현상이 전개되고 있어, 공원 녹지는 미래의 도시 관리 에 있어 주요 관심사가 될 것이다.
