A Comparative study on the pricing mechanism and social welfare in the Natural Gas Market (국내 천연가스산업의 도매가격결정방식 비교 분석)

  • This paper attempts to improve domestic natural gas pricing system, thereby optimizing social welfare. This is done by deriving theoretical frameworks of natural gas pricing, which make use of both Ramsey component pricing rule and Efficient component pricing rule based on the theory of marginal cost. Allocative efficiency and social welfare between gas prices derived from the three pricing mechanism, present Cost-based pricing, Ramsey component pricing rule and Efficient component pricing rule, are analysed and compared in the case study. For the city gas, allocative efficiency of Cost-based pricing is higher than that of Ramsey component pricing rule and Efficient component pricing rule. In contrast, for the natural gas consumed for power generation, allocative efficiency of Cost-based pricing is lower than the other two pricing systems. It also turns out that social welfare is improved by the prices driven from Ramsey component pricing rule and Efficient component pricing rule rather than present Cost-based pricing.

Regional Change and Location of Industrial Complex: A Case of Yeochon National Industrial Complex of Korea (공업단지의 입지와 지역변화에 관한 연구: 여천산단을 사례로)

  • The purpose of this study is concerned with the relationship between the location of industrial complex and regional changes. Yeochon National Industrial Complex(YNIC) was dedicated as an industrial site in 1967 according to a part of the Korean government's plan of developing for heavey chemical industry. Yeochun city has been changed with location and establishment of YNIC since 1969. The establishment of YNIC have influence upon the increase of population and employment, urban development, and growth of regional economy within research areas including of Yeochun city, Yeochun county, and Yeosu city. In addition, with the establishment of YNIC, the regional economical structure was progressed from farm and fishery oriented sector to manufacturing oriented sector, thus the petrochemical business related companies hold a majority among regional manufacturing structure. We used the shift-share analysis and regional growth rate differential analysis in order to examine the characteristics revealed in the transformation of employment and industrial structure. The petrochemical related manufacturing and construction industries provided a great influence on the growth of regional employment.

  • As recent traffic policy focuses on reduction of congestion and environmental contamination, with a catch phrase, 'Green Traffic', Low Carbon Green Growth' and 'Sustainable Development', introducing the new eco-friendly transport means including railway has been emerging as critical issue. Included in the new transport means are BRT, Bimodal Tram and LRT, and this study was intended to evaluate and analyze Bimodal, among others, which generates less emission, noise and vibration thanks to hybrid type traction system employed by Bimodal Tram, which is considered a future-oriented system because of eco-friendly features and cost efficiency as well as punctuality and convenient accessibility to bus. Thus in this study, appropriateness of Bimodal Tram comparing to other system(BRT) was suggested, using conversion traffic from the road, traffic speed and CO2 emission at the metropolitan area and large provincial areas as the barometer in evaluation, and furthermore, the measures applicable to introduction strategy that will meet various functional aspects in urban area in the coming days were developed.

  • The purpose of this paper is to implement a GIS and expert system based integrated computing environment for urban facility management, especially with an emphasis on transportation facilities. GIS has been utilized for constructing and managing the database of various transportation facilities, while expert system for executing human expert's role of making priorities, budgeting, and other functions associated with facility management Focusing on roadway sign system, the integrated system proposes new concept of managing sign facilities which leads to the birth of effective decision support system that may be used in local government like Seoul. The proposed concept and system, if supplemented with more functions required by local governments, can be a low cost solution for such facility management tasks. Son discussion and future research agenda have also been addressed.

  • Korea is formed a mountainous district at 70% of country. Damages are occurred by landslide. It is increased annually by industrial development and extension of urban area. Serious damages occurred in Kangreng area of Gangwondo by typoon Rusa in August, 2002. Landslide hazard mapping needs to forecast and to manage landslide hazard area. GIS fits landslide hazard mapping, to reduce of time, manpower and costs, to investigate a board area, to do a spatial forecast model in study site. Variety of methods is for landslide hazard mapping. A study use root strength reinforcement model. This model use factors such as topography of slope, soil depth, soil properties, and vegetation of slope. Landslide hazard map is made by this model.

  • Because people are gradually interested in bicycles, central and local governments provide many efforts for expanding bikeway plans and utilization. However, most domestic bicycle plans have been established for the urban and leisure. This research is focused on developing the evaluation method to give the priority order for the investment of rural community bicycle roads. For the methodology development, the planning hierarchy and indicator framework are proposed in this paper. In order to decide the weighting value for indicators, a questionnaire survey to transportation experts was conducted. Moreover, the coefficient for social and spatial equity was applied to consider the balance of regional development. The evaluation was applied to a pilot corridor comprised of a 160km section of national highway in korea. This methodology provides a new tool to decide priority order for the investment of bicycle facilities.

  • Initiatives for balanced growth are centered on urban centers and strictly based upon focused areas and quantitative economics, and thus have rather facilitated the urbanization while deteriorating rural areas' competitiveness. Although huge supports have been made by the central government to address this issue, the effects are very low, due to the limitation of top-down approaches. Recently, however, the demand of differentiated policies for rural communities increases while the necessity of diagnostic index tailored for individual municipalities is also highlighted. The present study investigates diagnostic indices discussed in the preceding studies and derives optimum ones suitable for rural area evaluation. To this end, an index pool was constructed and a set of indices was developed through experts interview and factor analysis. It is expected that the indices help planners effectively diagnose rural areas, and contribute to expand the applicability of 'Customized Diagnostic Technologies.'

  • Impact of Korea train express (KTX) on the regional economy in Korea has been studied by many researchers. Current research is limited in the lack of quantitative research using a statistical model to study the effect of KTX on regional economy. This paper analyses the influence of KTX to the household final consumption expenditure, which is one of important regional economic index, using spatial panel regression model. The spatial structure is introduced through spatial autocorrelation matrix using adjacency of KTX connection. The result shows a significant effect of Korea train express on the regional economy.

The Impact of the Kwang-yang Steel & Iron Company역s Location to the Regional Economy (광양제철소의 입지와 지역경제의 변화)

  • The purpose of this study is to analyze the impact of the Kwang-yang Iron and Steel Co.(KSCO) on the industrialization of the economic structure in Kwang-yang area. The research used the shift-share analysis and regional growth rate differential analysis. KSCO has influenced this area by changing the economic structure from traditional agriculture and fisheries to the manufacturing industry. KSCO also has influenced the population of Kwang-yang area. The number of employees grew from 594 in 1981 to 29,865 in 1992. However, after 1992, employee numbers decreased to 23,399 in 1998. KSCO was constructed in the region of traditional agriculture and fisheries in 1981. The social and economic status of the Kwang-yang area has changed greatly due to the growth of KSCO and the corresponding influx in population. KSCO has developed the related industry and changed this area into a booming industrial city. The number of employee has rapidly increased. At the end of the year 2000, 17,240 people work for KSCO and 39,593(28.7%) of the total population of Kwang-yang are related to KSCO.

  • The purpose of this study is to provide to alternatives to improve the relationship of local community resident of the rural-urban consolidation districts in analyzing the case of Jeollanamdo Suncheon city that has consolidated for around 10 years since 1th January 1995. The method of this study is to survey 335 number of Suncheon residents. The evaluation criteria about relationship of local community resident. used in this study were the unity of residents, the reconciliation of residents, and the satisfying degree of public administrative services. According to this survey. aspect of reconciliation of residents, access of administrative organ, unity of residents. satisfying degree of residents and administrative information are showed a little the positive effect. But locational preference of disgust facilities are appeared ordinary and negative sight.
