After entering a more stable growth phase since the 2000s, new urban development has become smaller and fragmented and interiors of existing cities are aging and becoming underutilized. Therefore, using vacant and underutilized land in urban area has high value in national urban policies in terms of compact urban development and circular land use management. To do so, it is necessary to develop scientific research methods and tools to better understand the characteristics and potential of vacant and underutilized land. The main goals of the study are as follows. First, this research aims to develop a pilot system for analysis and assessment of abandoned, vacant, and underutilized space. The pilot system will act as a scientific policy support measure to systematically identify vacant and underutilized space. Busan Metropolitan City, with a variety of vacant and underutilized space, was selected as the case study area. The second goal is to develop a planning support system for abandoned, vacant and underutilized Land using open source GIS software, uDig. GIS based decision support systems or planning support systems to resolve spatial problem is not a new innovation, but using open source GIS provides new opportunities and potential. To conclude, the research will derive implications for future work.

In this study, the summary and characteristics of WHO International Safe Community are examined and the activities for the establishment of safe city were analyzed targeting Samcheok City in Gangwon-do which prepares for the certification of the International Safe Community. And, based on the result, this study intends to present the direction of establishment and development of international safe city to improve the regional safety. First, for the establishment of safe city, measures and programs for vulnerable classes and accidential forms in the area must be developed and operated continuously. Second, continuous and systematic activities must be done by establishing combined network between regional government association and relative organ and resident association in the area. Third, public policies for establishing safe city so as to improve regional safety, such as enactment of relative si/do ordinance, etc, must be prepared so as to operate it systematically. Finally, through the various activities by establishing international network, education, publicity activities and various informations must be acquired.

도시철도 유지보수 정보시스템 구축에서 차량정비 유지체계시스템에 관한 것으로 차량설계 변경 및 이력관리를 위한 도면시스템 구축과 차량조립의 각 부품별 관리를 위한 계층구조관리 시스템을 구축하는 것이며 또한 차량 유지보수를 위한 전자정비 매뉴얼 구축과 부품 설계변경 및 이력정보 관리를 위한 문서관리 시스템 등을 구축하는 것이다.

도시의 안전을 위해서 재해 발생시 대응 및 복구와 같은 사후처리도 중요하지만 재해에 취약한 지역을 사전에 파악하고, 예방적 차원에서 이러한 지역들을 체계적으로 관리하는 것이 점차 중요해지고 있다. 본 연구는 대도시 관리차원에서 필요한 방재지도의 유형 중 하나로 화재를 상정하여, 화재위험지역을 선정하는 기준을 설정하고 이 기준에 맞춰 서울시 종로구 창신동을 사례지역으로 하여 화재위험지도를 시범적으로 구축하는 것을 주요 내용으로 한다 화재위험지도성은 방재업무에 있어 지역성에 기초하여 취약지구를 사전에 파악하고 체계적으로 관리하는데 활용될 수 있으며, 나아가 지구단위계획 등의 도시계획업무에서 방재를 고려한 토지이용계획 수립 및 도시계획시설 배치 등에 활용될 수 있을 것으로 판단된다.

This study proposes urban development concept and strategies for Garden City, focused on Solaseado, Yeongam Heanam Tourism-Leisure Type Enterprise City in Korea. Understanding that an essential element of a garden is the endless care performed by gardeners, the Garden City development concept suggests applying this idea to making planned cities by cultivating the potential natural landscape of the site in the long run. The meaning of Garden City can be defined in three aspects; an attitude and process of planning a city, a system for constructing the spatial structure of a city, and city branding. A Garden City is a city structured with the spirit of a garden, a city where open space networks become the urban structure, and a city that builds its identity through the landscape, respectively. From this point of view, the research draws development strategies with spatial design examples to embody the Garden City concept in Solaseado by following three steps; establishing the main urban axes, creating city networks through the conjunction of the axes, and categorizing and systematizing open spaces within the city. Consequently, the study shows an alternative urban planning model that extends the concept of a Garden City while maintaining the intrinsic landscape as an urban resource. In addition, the conceptual master plan of Solaseado will structure the urban landscape and park system according to the Garden City strategies.

도시철도 공사, 지하철 공사, 철도청 등 각각의 운영기관이 독자적으로 정보화를 추진함으로서 국가적으로 중복투자 및 예산이 낭비되고 각 시스템간 호환성이 부족하여 정보를 공유할 수 없어 비효율적인 시스템 구축이 이루어지고 있는 실정이며 표준화된 정보의 부재 및 부정확한 표준에 의한 업무의 비효율성이 가중되고 사고예방 및 신속한 복구지원을 통한 대국민 안전서비스 제공 및 열차운행의 안전성 확보에 미흡한 실정이다. 본 논문은 국내 도시철도분야를 세계적인 경쟁력을 가진 분야로 육성하고 수명주기비용(Life Cycle Cost)을 최소화 및 최적화하여 경제성을 극대화시킨 도시철도 정비유지체계 정보화 시스템의 개발 및 시범적용을 위해 정보전략계획 (ISP)을 수립하기 이전에 수행한 선행연구 결과이다.

u-City는 첨단 정보통신 인프라와 유비쿼터스 정보서비스를 도시공간에 융합해, 도시 생활의 편의증대와 삶의 질 향상, 체계적인 도시 관리에 의한 안전보장, 신산업 창출 등 도시 기능을 전반적으로 혁신할 수 있는 첨단 정보통신 도시를 의미한다. 최근 자치단체별로 활발하게 추진되고 있는 u-City사업의 성공적인 구현을 위해, 도시 관리의 효율적 운영, 편리하고 신속한 서비스 제공, 발생 가능한 정보의 통합, 각종 기관과의 연계 등을 일원화된 통합조직을 통해 수행할 수 있는 도시통합운영모델과 u-City 정보인프라의 핵심적인 역할(정보의 통합적인 수집 관리 제공)을 수행하는 도시통합운영센터 구현에 대한 관심과 중요성이 높아지고 있다. 하지만 현재 이에 대한 구축방법, 운영방안 등에 대한 명확한 기준이 없어 실제로 도시통합운영센터를 구현하는데 어려움을 겪고 있다. 도시통합운영센터의 성공적인 구현을 통해 도시의 효율적인 통합운영을 달성하기 위해서는 도시통합운영센터 구축 운영 방안 수립과 함께 도시통합운영모델의 개발이 수반되어야 하며, 이에 앞서 무엇보다 도시운영에 대한 깊이 있는 이해를 바탕으로 도시통합운영센터의 표준 업무 프로세스 정립이 필요하다. 본 연구는 도시통합운영센터의 표준 업무 프로세스를 구축하기 위한 선행연구로서, 도시통합운영센터 구현에 관련된 주요 이해관계자에 대한 분석을 수행하기 위해 도시통합운영센터 u-City 서비스를 선정하고, 운영방식 (센터 통합운영, 지자체 연계를 통한 센터통합운영, 개별운영)에 따라 분류하였다.
