지난 6월 중순 국토연구원 주최로 '혁신도시 개발전략 국제 세미나'가 개최됐다. 정부가 혁신도시 개발전략을 위한 외국의 성공 사례를 참고하고 아이디어를 공유하는 차원에서 개최된 이번 세미나는 정부 유관 기관과 학계, 업계에서 깊은 관심을 보였다. 미국, 스웨덴, 말레이시아의 혁신도시 개발 사례를 발표해 더욱 관심을 모았던 국제 세미나를 다녀왔다.

Korean urban development cooperation is gradually expanding into Latin America and the Caribbean (LAC) region, but strategies to encourage domestic market players to participate are insufficient. This paper investigated the Colombian urban planning system, urban development projects, and Korean projects in Colombia, which leads to implications for international cooperation in LAC. This research, first, compares the national and regional urban planning systems of Colombian major cities, Bogotá and Medellín. Second, case studies are carried out with a land readjustment project, a Macro project for large-scale public rental housing supply, and urban development cooperation between Korea and Colombia. By doing so, the role and the directions for Korean urban development cooperation with LAC such as Colombia are discussed and proposed. The findings suggest, first, aid projects through Official Development Assistance (ODA) should establish urban networks in recipient countries. Second, it is necessary to understand the financing structure for urban development cooperation projects that are different from infrastructure projects. Third, the successful case of urban development cooperation should be demonstrated by making the development period and size optimal and manageable.

This study aims to make sustainable and future-oriented eco-archipelagic city through developed trend of analysis physical design method and correlation analysis between design method and development purpose for archipelagic development. First, EU cases had variety developed thema and identity such as science city, leisure and resort city, commercial city, ecology city in environmental theory aspects but, Korean cases have plenty of problems such as focused development of leisure and resort city for fund profit, imperfected native people's developed knowledge learning and understanding and figure out that they will not make to the sustainable development for islands of archipelagic. Second, as a in-depth analysis, the application of methods and developed trend were figured out by correlation analysis between physical design methods and development purpose through result(physical design methods) of case studies. As a result, contents and design methods from development purposes have to develop by multilateral aspects and also, native resident will have to require infrastructure expansion about service contents for smooth communication and sustainable information sharing.

도시의 개발을 통한 발전방향은 지역별 기술력을 바탕으로 시대의 흐름과 문화, 경제, 도시정책 등에 따라 다양하다. 특히, 워터프론트는 도시와 가장 근접한 친수공간으로 단어자체에 도시'라는 개념이 포함되어 있다. 즉 도시가 큰 강이나 바다, 호수 등과 접하고 있는 공간을 말한다. 우리나라는 도시계획차원에서 도시 수변공간(urban waterfront)으로 설정하고, 레크레이션, 공원, 경관형성, 환경오염 저감, 정서함양, 생산 등의 다양한 기능을 갖고 있는 매우 공공성이 높은 도시지역의 주요 공간지역으로 의미를 부여하고 있다. 그러나 워터프론트를 개발계획을 수립하는 과정에서 교통계획, 홍수 등의 재해시설, 환경 등에 대한 평가가 제대로 이루어지지 않고 있으며(한국일보, 2011), 개발 계획 추진은 주민 공감대 형성, 사업타당성 검토 없는 '밀어부치기식' 개발 지상주의로 전락하고 있다. 따라서 본 연구는 국내 워터프론트 개발사업 계획을 추진하고 있는 지역으로 인천 송도지역과 부산의 수산시장으로 유명한 자갈치시장 일대의 개발계획, 마산 도시재생지구의 항만 재개발계획 사례를 분석하여 개발계획의 문제점과 언론상에 비춰지는 개발의 현 실태, 지역개발의 효과 등에 대한 시사점을 도출하였다. 사례지역을 비롯한 대부분의 기존 워터프론트 개발은 경제성을 위해 규모가 큰 상업시설 위주로 개발이 이루어지고 있으며, 주거시설이나 문화시설을 비롯한 다양한 시설의 구성이 부족한 특수성을 갖추어 가고 있다. 또한, 기존의 유휴공간을 재개발하면서 도시와의 관계를 제대로 설정하지 못하여 도시와 분리된 폐쇄공간으로 개발이 이루어지고 있으며, 도시구조에 통합되지 못하고 있는 실정이다. 무엇보다 워터프론트 개발사업에 관계된 여러 집단들, 즉 중앙정부, 지방자치단체, 개발주체, 시민 등 이들 사이에 합의 도출의 어려움이 많아 좋은 계획안이 무산되거나 사업이 지체 혹은 중단되는 사례가 많았다. 워터프론트 개발에 대한 지역민사회의 충분한 공감대가 결코 형성되지 않았음에도 오히려 요식적 여론수렴 절차를 강조하고 있으며, 친환경적 도시개발이라는 사업의 목적과 맞지 않는 계획이 많았다. 특히, 관련 사업 중 항만재개발사업에는 막대한 초기 투자비가 소요되어 재개발사업을 위한 자금의 확보가 어려운 경우가 많이 있었으며, 도시의 장기발전계획과 통합된 장기적인 개발전략이 필요한데 이를 소홀히 하는 경우가 있었다. 본 연구를 통해 기존 워터프론트 개발계획의 문제점과 향후 정비계획이 추구해야 하는 친수구역의 관리방법, 주민참여 방안의 대안제시가 이루어 질 수 있었으며, 이를 바탕으로 국내 친수공간 정비계획을 재 고찰 할 수 있는 기회가 되었으면 한다.

본 연구는 도시 및 지역의 지속가능성을 측정하고 평가하기 위한 수단으로 요구되는 ‘지표’의 개발방법과 절차를 설정하는데 목적이 있다. 사례지역으로 미국의 잭슨빌, 시애틀, 오레건 지역을, 지표개발을 위한 방법론으로서는 Maclaren의 이론을 분석하였다. 분석을 통하여 지속가능성 지표는 단순한 평가수단이 아니라 그 개발과정을 통해 시민그룹의 지속가능한 발전에 대한 인식을 제고함과 동시에 구성원의 협력과 노력에 입각하여 미래지향적인 새로운 공동체를 만들어 나가는 강력한 매개체가 될 수 있다는 시사점을 추출하였다. 이를 토대로 지속가능성 도시지표 개발절차를, \circled1 지표개발 주체 형성 \circled2 목표 및 비전의 정립 \circled3지표개발에 따른 기본방침의 설정 \circled4 지표개발을 위한 측정 및 분석 \circled5 예비지표의 발굴과 지표선택기준 마련 \circled6 예비지표 평가를 통한 최종지표의 선택 \circled7 지표에 대한 측정 및 분석 \circled8 지표분석 결과 보고 및 발표 \circled9 지표작업평가 및 새로운 목표 수립 등 9단계로 설정하였다. 본 연구가 제시한 지속가능성 도시지표 개발절차는 우리 나라의 지역 및 도시단위에서 지속가능성 도시지표를 설정하는데 준거로 활용될수 있을 것이다.

In the 21st century, as localization is reinterpreted as an important part of globalism and as local culture is recognized as a device to increase the competitive power, every city is trying to develop its identity and improve its image while coping with change of the international and domestic environment. Therefore, basic research was preformed to establish the city image identity of Gwangju and as a result, an ideological slogan " City of Light and Life, Gwangju" and basic factors were developed. This study aims to analyze the condition of the city, focusing on design factors that the city image is comprised of, and establishes a long-term strategy for urban environment development by considering the developmental potential of the city. and focuses on case studies for establishment of an image suitable for Gwangju. Case studies focusing on the urban environmental development were presented and the results were applied to Gwangju. From the results, further studies can be pursued according to a long-term strategy. strategy.

U-City 공간계획 및 설계기술개발연구는 그 동안 서비스와 정보통신기술(ICTs)을 중심으로 다루어졌던 U-City추진의 한계를 극복하고 도시공간에 기반한 U-City 구축과 실증을 통해 저비용 고효율의 미래 도시공간을 구현하고, 기존 도시의 문제 해결과 도시의 효율적 운영관리의 필요성 등에 따라 공간적 측면에서의 U-City 구축을 통해 국내 대표의 건설브랜드인 U-City선도화와 종주국으로서의 위상을 강화하기 위한 U-City 창조공간 계획 및 설계 기법을 연구하고자 한다. 본 연구를 위해서는 국내외 관련 문헌조사, 사례조사를 중심으로 연구를 진행하고 있으며, 도시 공간단위별로Prototype을 구축하고 실제 사례도시(Test Bed)를 선정하여 연구결과를 적용해 보고 효과를 검증하는 방법으로 연구 내용의 내실화를 기하고 있다. 본 연구개발사업을 통해서 도출된 결과물을 통해서는 도시민이 체감할 수 있는 U-City 구현을 통해 시민이 체감할 수 있는 U-City 보급과 확산으로 국내 고유의 대표건설브랜드로서 U-City의 대내외적 경쟁력을 확보하고, 침체된 건설경기 활성화 등에 기여할 수 있을 것이라 판단된다.
