Research and development of Assistive Technology (AT) for blind people is primarily focused on assisting mobility and improving access to information. Some particularly useful devices for aiding access to information and communication are DAISY players used with talking books, screen readers for reading screens, video magnifiers to aid low vision, Braille displays, and Braille PDAs. These essential devices have been successfully commercialized and have assisted many visually impaired people. Assistive technology devices for visually impaired people are called sensory substitution devices, because these devices substitute tactile or auditory functions for visual functions. The tactile interfaces of sensory substitution devices such as Braille displays and Braille PDAs have a bimorph type of piezoelectric actuator that forms a Braille (pin) of the Braille cells by moving up and down. KGS Corporation of Japan has more than 80% share of the worldwide market for these Braille cell actuators. Commercializing it for the first time in the world. This paper reviews the various endeavors in Japan in the research and development of tactile displays, such as Braille displays and Braille PDAs. Furthermore, it discusses sensory substitution devices that use tactile displays, focusing especially on the rotating Braille display we have developed.

The purpose of this study is to select a specialized topic that meets the needs of the local contents and the local people, based on this, the study develops practical guidelines for operating specialized libraries. For this purpose, forty-three libraries in domestic and foreign were selected to derive their implications by surveying the specialized libraries building process, regional characteristics, specialized books, budget, personnel, network, facilities, environment, programs, and publicity. Based on the suggestions reached, we proposed four stages of operation guidelines: the preparation stage for establishing a system to support specialized services and selecting regional specific topics, the stage for the establishment of the library environment in order to serve the selected specialized subjects, the operational stage of planning and providing information complex cultural services related to specialized subjects, and the diffusion stage that communicates with external institutions of the library for upgrading and expanding services.

This study aimed to analyze the overall operation status of the Bank of Korea library representing the economic library in Korea, investigate user satisfaction and demand, and to propose a direction for the development of the economic library in the future. To this end, a case study was conducted on changes in the external environment of major libraries at home and abroad, and a user survey was conducted. As a result, the future tasks include introducing smart systems, robotics some library services, non-face-to-face service response spaces that reflect the times, introducing big data analysis services, strengthening user-tailored systems, and activating SNS communication. It proposed developing specialized libraries, online reference and research support services, and providing original DBs for publications to strengthen expertise, maintaining and expanding cloud services, maintaining and expanding cooperative projects, and collecting national knowledge and information.

The purpose of this study is to redefine the competencies of teacher librarians and to derive implications for training and re-educating teacher librarians by analyzing the priorities of competencies. A questionnaire survey targeting teacher librarians based on analytic hierarchy process has been conducted. The results indicate that in terms of the upper-level areas of competencies, it was found that they prioritized teacher librarians' competencies in the following order: information specialists, teachers, administrators, and cooperative leaders. Analysis of the lower levels of competency indicates that the priorities of the required competencies are listed in the following order: collection development, management and preservation, teaching and learning, media production, information service, library cooperative instruction, library assisted instruction, content curation. Therefore, being able to provide information resources by developing a collection of books to support the educational process in school libraries was found to be a critical competency. It seems necessary to cultivate the capacity to manage online and offline collections and produce and provide various teaching media and services by utilizing school library resources. It seems to give implications for the education of teacher librarians.

The purpose of this study is to develop the public library programs that support the needs of multicultural families by examining the details of their information needs, focusing on the children's education issues of multicultural families. For this purpose, the data on experiences and needs related to the education of multicultural families' children were collected through in-depth interviews with married immigrant women. The study found the following six types of children's education-related needs of multicultural families: 1) Lack of understanding about the educational system and situation of Korean schools, 2) Their children's needs for language and learning 3) Their children's Bilingual education 4) Educational information for the role of parents, 5) Prejudice and discrimination against their children at school 6) Supporting library awareness and experience of mulitcultural families. Based on these needs, the following programs were suggested: 1) Parent role program for children's education, 2) Children's learning program, 3) Children's language education program, 4) Multicultural understanding education, 5) Library user education and guidance.

The importance of emotional intelligence education in the development of children's augmented reality education content is overlooked. Therefore, in-depth research is needed to develop children's emotional intelligence. This study was conducted through theoretical consideration and case analysis. The proposal of this paper is that the augmented reality type for children aged 2 to 7 is suitable for indoor activities with marking recognition technology. To promote an understanding of emotions, a large screen is selected, and emoticon dolls or emoticon books are recommended for learning content. Children aged 7 to 11 are suitable for indoor activities of non-marker recognition technology, and can induce emotional control and emotional recognition through active manipulation. For the learning content, "3D art teaching content" and "Online Classic Musical" are recommended. Children after the age of 11 are suitable for non-marker recognition technology outdoor activities and improve each element of emotional intelligence through interaction with nature and society. For the learning content, 'Forest Play Activity through Art' and 'EQ Theater Play' are recommended. Through this paper, we intend to promote the development of children's augmented reality emotional intelligence education.

The purpose of this study is to attempt a text network analysis for two years of 『Reference Materials for Librarian』 (2016-2017) published by the Library Operation Methodology Research Institute in North Korea. A text network analysis can measure how important a particular word by grasping the connectivity and relationship between words beyond a simple word frequency analysis, and it is also possible to interpret specific social phenomena and derive implications. Frequency, degree centrality, the betweenness centrality, community analysis of the collected words were calculated using NetMiner. As a result, the terms 'users', 'information services', 'information needs', 'information technology', 'social learning', 'computers', 'databases', 'information acquisition', 'information retrieval' and 'librarian' were appeared as important ones in understanding North Korean libraries.

It is generally accepted that cultural capital is constructed through cultural environments that facilitate the cultural activities of individuals. Although public libraries foster the cultural environment and support various cultural activities, there is controversy about whether public libraries still affect the formation of cultural capital in the current evolved cultural environment. This research empirically verified the roles of public libraries in the formation of cultural capital by conducting a survey targeting public library users. As a result, public libraries as cultural institutions play an important role in providing opportunities to access and utilize cultural resources and to experience various cultural activities, which are connected to the formation of different types of cultural capital. In addition, public libraries function to close the cultural divide and social disparities by providing equal opportunities to construct cultural capital for community members.

무형문화유산의 전수 방식은 장인과 이수자의 직접적인 교육으로만 이루어져 왔으며 또한 전수는 긴 시간 동안 이루어지고 전수 방식을 따로 기록하는 경우가 드물며 동작이나 구전으로만 전해지기 때문에 표준화된 전수는 이루어질 수 없었다. 현재 국제 유네스코와 국내문화재청에서는 유무형문화재에 대한 전수와 기록의 중요성을 알고 다양한 디지털 기록을 진행하고 있다. 하지만 4차 산업혁명 시대에 무형유산 기록화 기술은 보유자의 기 예능 장인 공법을 기록하는 부분으로 영상기록 및 사진기록 도서 음원 등 아직까지 기존 아날로그 기술 방법으로 기록이 이루어지고 있으며 최근 5G 상용화와 함께 디지털 4차 산업 혁명시대와 발맞춰 무형유산 정보관리 기관에서도 무형유산 ICT 기반 기술 지원을 활성화되고 있는 시점에서 본 연구는 오랜 시간 동안 숙련도 높은 기술공법으로 한국 전통문화의 맥을 이어가고 있는 무형문화재 장인들의 기술 중에서 손을 사용하는 바느질 중심으로 자이로센서 기반으로 정확한 손동작 정보를 획득하고 기록할 수 있는 시스템 설계 및 연구개발을 통하여 ICT 기반 장인 공법 4D 기록화 기술을 제시하고자 한다. 이와 같은 기술로 무형문화유산의 새로운 4D 기록 방법으로 정확하게 기록하고 보존하여 무형문화유산 전승과 교육을 할 수 있고 문화유산의 유형에 맞는 교육·산업·홍보 등 다양한 사용 목적에 맞는 형태로 폭넓게 사용될 수 있다.

This study aimed to assess perceptions of library usage and services among users of public libraries within Chungcheongbuk-do, as part of the groundwork for developing the basic plan for establishing the Chungcheongbuk-do Central Library. The survey results indicated that respondents consider policy formulation and implementation for the development of local libraries and enhancement of library services to be the most important role of the Chungcheongbuk-do Central Library. Additionally, respondents showed a preference for print materials as the preferred type of information resource for collection management, with literature being the most favored subject area. Finally, survey participants expressed a desire for the provision of diverse books and knowledge resources as the desired library service.
