The purpose of this study is to identify and analyze characteristics of library consortia around the world. This study was done by interviewing 5 library consortia experts from 4 developed countries. Findings are each consortium has unique characteristics in purposes, organizations, funding sources, functions and also perception of consortium by experts were different. Experts recognized the value of library consortia as an economy of scale (mainly buying power) and pointed out open access as one of the alternatives for electronic information price increase. This study could improve understanding current status of library consortia around the world.

This paper aims to present a brief overview of consortia' initiatives that have been taking place at national and International level. The developed countries witnessed the progressive growth of consortia initiatives; on the other hand, the situation is not encouraging in developing countries like India. Therefore in this paper an attempt has been made to trace the current developments in consortia awareness in Engineering Educational Institutions. For this purpose, a survey of Engineering Educational Institutions in Tamil Nadu has been considered to measure the consortia awareness and also the attitude towards Joining any consortia. Based on the results of the survey a model consortium has been proposed for the Engineering Educational Institutions in Tamil Nadu.

학술연구자들의 이용이 가장 빈번한 해외 고급 학술정보는 인터넷을 통하여 데이터베이스로 제공되고 있으며 이를 이용하고자 하는 학술연구자들의 수요도 날로 급증하고 있는 추세이다. 그러나 국내 대학도서관의 자료 구입 예산 비율이 매년 감소하고 있고 데이터베이스 도입에 따른 대학도서관의 조사 . 선정 . 협상을 위한 전문인력의 부재로 효율적인 학술 정보서비스의 제공을 저해하는 결과를 초래하고 있다. 본 연구는 해외학술 데이터베이스를 효율적으로 도입하기 위한 국내 대학도서관간 협동 체제를 확립하고 정보 수용기관인 대학도서관과 정보 공급기관인 데이터베이스 출판사 및 정보서비스 대행사의 요구를 조정하여 대학도서관이 필요로 하는 학술정보서비스를 효율적으로 지원할 수 있는 국가 주도적인 컨소시엄 모델을 개발, 제시하고자 한다.

Academic libraries in Korea have had more and more troubles in management due to the drastic increase in quantities and budgets for purchasing expensive international academic information resources. In this research, with a focus on the international electronic information resources, an attempt is made to overcome such difficulties in management of academic libraries in the following steps: First, the amount of budgets for purchasing resources and building collections for academic libraries is analyzed; Second, the current state of academic library consortia, both domestic and foreign, is reviewed; Third, the current administrative issues and strategic directions of domestic academic library consortia, including the KESLI Consortium of KISTI, ACE Consortium of KERIS, and Consortium of Korean Council for University Educations, are examined; and Fourth, based on the above collected information, a proposal is made to improve the collection and distribution system for international academic information resources in Korea.

Since core scholarly journals have been digitalized, license contracts for e-resources have been dramatically increased. Librarians have had difficulties in understanding various and complex license models that are proposed by publishers in a period of time. The standardization of license models for journals have been more in demand and standard model license for journals have been developed by librarians, publishers, consortia and the third party. In this study, we explain the development of the standard license model of KESLI consortium.(hereafter, KESLI model) The availability of KESLI model has been analyzed by comparing with established standard license models. As a result, KESLI model is proved to be adopted and used in a practical contract process of e-journals through consortium.

This Research considered the case of scholarly journal - electronic journal in particular - which are currently in a state of change and investigates the policies of the Korea and Japan government and other related organizations. The decision to acquire electronic journals, participation in consortia and the present conditions were investigated, and the differences in policy between the two countries were considered with a view to the possibility of cooperation.

연구자들이 연구 및 학술활동을 위해서 필연적으로 기존 연구를 검토하고 참조하고 인용하고 있으며, 특히 학술연구물의 하나인 해외 학술저널 및 논문의 활용도가 매우 높은 편이다. 그러나 해외 학술정보 시장은 대형 출판사의 주도로 시장이 형성되고 독과점 형태로 운영됨에 따라 그 비용이 계속 상승하고 있고 이와 반대로 국내에서의 해외 저널에 대한 예산은 계속해서 줄어들고 있는 실정이다. 이러한 문제점 해결을 위해 국가 차원의 KESLI 컨소시엄(전자정보 공동구매 및 활용 체제)을 구성하여 전자정보 공동구매의 장을 구축하였다. 본 연구에서는 대학교육협의회, 전문도서관 등 컨소시엄 운영주체의 다변화에 대한 대응과 구매의사결정 지원을 강화하고 대체 정보자원의 제공 등 기존의 KESLI 시스템을 개선하여 대학도서관, 전문도서관, 연구소, 기업 그리고 학술정보 출판사 및 공급사의 전자정보 공동구매 활성화 및 이용자 만족도를 제고하였다.

This study is to analyze a cost-benefit and a cost-effectiveness on the basis of number full-text downloaded from IDEAL in the electronic journals consortium of Y University Library during 2000. The result of this study shows that Y University Library used more the combined print and electronic journals than only electronic journals, and in the case of the analysis on the cost-benefit, there was no benefit, but the cost-effectiveness was very high. Based upon the result of this study, it suggests that academic libraries request a trial from the information agency and carry out user instruction analysis of varied use statistics, user satisfaction survey so as to promote use of electronic journals.
